I feel like it should be really obvious to a good chunk of Noxian high society and majority of the civil service that Mel is Guile. It's not the fact that her new outfit has the symbol of the Trifarix around her waist, or that the simplified tattoos on her forehead (of her LoL version) makes the symbol for Guile. It's not the fact she and Swain have been hanging out since she returned from her exile. Everyone plays dumb for all that.

It's that Mel clearly makes very public stances on issues that seemed immovable to Noxian society at gatherings or whatever, and suddenly Swain makes public policy the next day! It's not word for word, because his proclamations usually have to include some "for the empire" slant, but sometimes that's just all that's added.

I can't imagine any of the new civil servants doing anything about it tho. Why would they? Their jobs exist because of the Trifarix so it's whatever. What are the nobles going to do? Attacking Mel is like attacking the Trifarix itself, except now the definitely know outside of the demon and hardened aar veteran there's a demi-god sorceress in their ranks too. How do you move against that?

The general public's probably the only group that isn't sure who Guile is, and the popular theory's still Mel! So popular consensus through most of Noxus is that Mel is Guile, because the only other reason she could have this much influence over the Grand General's agenda would be that they're sleeping together (which is very funny to Mel).
