Hi sorry i thought I replied to this. (also I wanna make it clear that I'm not trying to argue, i just want a peaceful discussion. so sorry if I come off as a dick ^^) also im sorry for how long my reply is.

C!tommy was rebellious and caused problems for c!Dream and the server and he did consistently make fun of c!Dream, and had put signs around insulting c!dream. He did encourage people to pick on c!dream. He did provoke c!dream a couple of times as c!dream provoked him too.
Yes thats true. But In the first disc fight, c!Dream threatens to burn the discs because of what c!Sapnap says rather than what c!Tommy says (And not to mention csap dragged ctommy into this which ctommy tells cdream and csapnap confirms it) and I understand that c!Dream and c!sapnap are close so that makes sense that he isn't mad at c!Sapnap despite c!Sap being the one to call c!Dream a tyrant and insult him. Its still unfair that c!Dream threatened to burn the discs despite this being c!Sapnap provoking him. - Potentially he wanted to burn them because he believed it would stop the conflict, but he did know that the discs belonged to specifically c!Tommy and arguably was targeting him.
Then the next thing later on... c!Dream had been going against a fair trade they had- if you remember, it was the 'netherite chestplate in exchange for discs' After the two tried to scam each other, they both eventually gave each other what the other wanted. c!Dream and c!Tommy fairly traded and yet, c!dream continued to try to get the discs back. c!tommy points out that 'they've finished their war'' and that he doesn't get why c!Dream is still after his discs. He logs onto the server any time c!tommy has those discs out, and he even watches the juke box in de walls to make sure that c!Tommy couldn't be at peace and play the discs. So I'm sure you can see why c!Tommy would see c!Dream as controlling and a cruel at this point on. (Combined with the fact that c!dream did burn his house and then fix it a couple times and did steal from him too.)
And it shouldn't be c!tommys fault, that c!dream was supposedly paranoid here and still believed they were at war. c!tommy clarifies to him a couple times that they weren't fighting. c!Dream still persists anyway. (maybe cuz ctommy seemed cocky at this point, and teased cdream a little but I'd say its still unfair.)

Anyway moving on, I'd say yeah you're right it would make sense that c!Dream would be more mad that c!Tommy and him used to be friends. But, its not c!Tommy that first tainted this friendship. If you look at Pogtopia era, c!Dream goes on c!Crimeboys side and he gives c!tommy gear and even gives him a note about how he didn't want to be a tyrant and that he will help c!tommy from the shadows... he goes onto help c!tommy in the pet war too, c!tommy believes they are becoming friends and he appreciates c!Dreams help only for c!dream to say 'the only reason I'm on your side is because I like destruction, I like destroying things." c!tommy says in reply "so you're not just on my side for being my friend...." "Not really I just like chaos honestly" "oh.." Then, a few streams later, c!Dream betrays c!Tommy tho claiming to be not on anyones side, c!Tommy doesn't understand this, and c!dream goes onto say later to everyone on pogtopia that he has something that is more powerful than friendship. Now in fairness, c!wilbur did have an idea of using c!Dream as a scapegoat, but c!tommy didn't. CDream in this instance pushed c!tommy away (whether he believed c!tommy was genuine or not- yk maybe c!tommy really saw him as a weapon idk) He still impacts c!Tommys perspective of him in a strongly negative way.
(Despite the fact he wanted to be morally grey) c!Dream sets himself up here as an element of chaos and as a 'villain' by claiming that he only cares about destruction and that he got something more powerful than friendship. Later on, helps c!Wilbur destroy L'manberg and joins in with the destruction in front of everyone which again strengthens that whole 'tyrant' idea regardless of whether c!Dream was in the right or not, regardless of his intentions. C!Tommy would see him as a traitor, a person that obsessed over his discs, a destructive person and as the one who drove c!Wilbur further to destroy his home. He has a reason to hate c!Dream at this point, lots of reasons even though c!dream did explain to him why he was against lmanberg and nations, even though c!dream did give him lots of powerful gear. It doesn't matter.

As for, everyone else. Yes, c!tommy and c!wilbur were mainly the ones convincing the server to be against c!dream for a while,, c!tommy started to just followed along c!wilburs footsteps, whilst looking at what c!dream did to him and perceiving it as him targeting c!tommy solely. After the betrayal and death of c!Wilbur, c!Tommy starts to be against c!Dream further, but as did others. In the cdtqk stream, it was c!dream who made c!sap, c!george, c!karl and c!quackity dislike him because c!Dream wanted c!george dethroned for not staying neutral whilst also not being okay with mexican l'manberg and showing hostility towards his friends. (Though I can see how it was a little bit of his friends fault as well, as they never did hear his perspective.)
Though, combined with everything else, a lot of people at that point would've seen c!Dream as a tyrant without c!Tommys influence.
Why is everyone missing the point of the finale??
"It sucks! It sends a terrible message!! It was so sad and dumb! There was no point to any of it!"
NO POINT?!?!
The point was that despite everything, despite c!Tommy having every right to continue hating and perpetuating the cycle because of all the hardships and trauma he went through.
He didn't.
Because it was his CHOICE to finally see c!Dream for what he was: a human being just like him. And to have compassion and empathy for who c!Dream used to be and what he had been turned unto.
It wasn't an obligation or something that NEEDED to happen. But it was something he chose to do despite all logic saying that he shouldn't.
It's not saying that it should be the norm in all cases where someone is harmed in some way. But it is showing who c!Tommy really is and the real compassion he truly has, despite the narrative of his continuous stuggle with choosing selfishness vs selflessness.
But c!Tommy saw, truly saw him for the first time and told him it wasn't too late to change. And c!Dream believed it for maybe even a moment, maybe it wasn't too late for him to change.
c!Tommy believing for just those last moments that c!Dream had the capacity to change. And that it still wasn't too late for him despite the horrors he'd committed himself to doing. When even c!Dream always knew what he himself was doing was awful, but he felt so cornered and alone as the story went on that he couldn’t see any other path to take. c!Dream had given up on being anything other than the monster everyone said he was.
But the saddest part about it was that it was too late. Because the nuke had already been launched.
It's sad, because the story was always going to be a tragedy. And that's the point:
It was a tragedy.
All of it. Even c!Dream.
