Basically EVERY major character has met Octavio at some point. The Agents, Squid Sisters, Marina, Deep Cut, and Cuttlefish.

2. we don't even see octavio post-hero mode. bro shows up to help us, and DIPS. where did he go? BAM DLC!!!
