नोएडा में 60% फ्लैट का रजिस्ट्रेशन ही नहीं! डिफॉल्टर्स की लिस्ट में आपका बिल्डर तो नहीं?
नोएडा: नोएडा (Noida) में बकाये को लेकर बिल्डर्स और सरकार के बीच गतिरोध बना हुआ है। इसका नुकसान होमबायर्स को हो रहा है क्योंकि उनके फ्लैट की रजिस्ट्री नहीं हो पा रही है। शहर में केवल 40 फीसदी फ्लैट्स ही रजिस्टर्ड हैं। नोएडा अथॉरिटी (Noida Authority) ने इस बारे में हाल में अपनी वेबसाइट पर डेटा अपलोड किया है। इसके मुताबिक 2016-17 तक 115 प्रोजेक्ट्स में 1.3 लाख फ्लैट्स को मंजूरी दी गई थी। उनमें से केवल 56,790 फ्लैट्स ही रजिस्टर्ड हैं। 115 प्रोजेक्ट्स में से 89 यानी 77% डिफॉल्टर हैं और उन पर कुल मिलाकर 26,000 करोड़ रुपये का बकाया है। केवल 24 प्रोजेक्ट्स ने सारा बकाया चुकाया है जबकि दो को कैं���ल कर दिया गया है। जिन 24 प्रोजेक्ट्स ने पूरा बकाया चुकाया है, उनमें से भी केवल 15 को कंप्लीशन सर्टिफिकेट मिला है। यह शहर में मंजूर किए गए कुल प्रोजेक्ट्स का महज 13 फीसदी है।जब किसी प्रोजेक्ट में सारी सुविधाएं बनकर तैयार हो जाती हैं और लाइसेंस की शर्तों को पूरा कर लिया जाता है तो उसे कंप्लीशन सर्टिफिकेट दिया जाता है। कई प्रोजेक्ट्स में अभी तक पूरी सुविधाएं नहीं दी गई हैं। इस कारण आए दिन इनमें बिल्डर्स के खिलाफ धरना-प्रदर्शन होते रहते हैं। नोएडा में 2016-17 से 2021-22 के बीच किसी भी नए प्रोजेक्ट को मंजूरी नहीं मिली। अधिकारियों का कहना है कि बीते फिस्कल ईयर में कुछ नए प्रोजेक्ट्स को अप्रूव किया गया है। ये प्रोजेक्ट्स डिफॉल्टर्स की लिस्ट में शामिल नहीं हैं। साथ ही स्पोर्ट्स सिटी स्कीम (Sports City) के तहत सेक्टर 78, 79, 101, 150 और 152 में मंजूर किए गए प्रोजेक्ट्स भी इसमें शामिल नहीं हैं। इस प्रोजेक्ट्स में स्पोर्ट्स सुविधाओं के पूरा नहीं होने के कारण रजिस्ट्री नहीं हो पाई। सबसे बड़ा डिफॉल्टर जेपी इन्फ्राटेक लिमिटेड (Jaypee Infratech Ltd) के विश टाउन (Wish Town) में 15 प्रोजेक्ट्स हैं जिनमें करीब 30,000 फ्लैट्स बनने हैं। इसे ही डिफॉल्टर्स की लिस्ट में शामिल नहीं किया गया है। यह अभी इनसॉल्वेंसी रेजॉल्यूशन प्रोसेस से निकली है। इसकी डील यमुना एक्सप्रेसवे इंडस्ट्रियल अथॉरिटी (YEIDA) के साथ हुई थी। 89 डिफॉल्ट प्रोजेक्ट्स में से 15 एनसीएलटी में हैं। यूनिटेक (Unitech) सबसे बड़ी डिफॉल्टर है। अब इसे सरकार द्वारा नियुक्त बोर्ड चला रहा है। दूसरे नंबर पर आम्रपाली (Amrapali) है जिसके प्रोजेक्ट्स सुप्रीम कोर्ट के निर्देश पर एनबीसीसी (NBCC) पूरा कर रही है। 89 में से 14 प्रोजेक्ट इन्हीं दो कंपनियों के हैं।डेटा के मुताबिक यूनिटेक का बकाया 9,760 करोड़ रुपये का है। इनमें से 6,594 करोड़ रुपये का बकाया सेक्टर 96, 97 और 98 में स्थित प्रोजेक्ट्स का है। इसी तरह सेक्टर 117 के प्रोजेक्ट का 1,754 करोड़ और सेक्टल 113 और 114 के प्रोजेक्ट्स का 1,412 करोड़ रुपये का बकाया है। आम्रपाली का बकाया 2,777 करोड़ रुपये का है। एनसीएलटी में फंसे प्रोजेक्ट्स का कुल 4,732 करोड़ रुपये का बकाया है। इनमें सुपरटेक (Supertech), लॉजिक्स (Logix), 3सी (3C) और अजनारा (Ajnara) शामिल हैं। नोएडा अथॉरिटी ने पहले बार इसकी डिटेल अपनी वेबसाइट पर डाली है ताकि होम बायर्स अपने प्रोजेक्ट का स्टेटस चेक कर सकें। क्यों नहीं हो रही रजिस्ट्री अधिकारियों का कहना है कि रजिस्ट्री इसलिए नहीं हो पा रही है क्योंकि बिल्डर्स ने बकाया नहीं चुकाया है। पिछले साल एक अप्रैल से करीब 3,500 रजिस्ट्री हुई हैं। इससे पहले 2021-22 में केवल 2,424 रजिस्ट्री हुई थी। साल 2020-21 में कोरोना के कारण प्रॉपर्टी का रजिस्ट्र��शन बुरी तरह प्रभावित हुआ था। लेकिन उससे पहले भी स्थिति बहुत अच्छी नहीं थी। 2019-20 में केवल 1,500 रजिस्ट्रीज हुई थीं। अथॉरिटी का कहना है कि इस डेटा को समय-समय पर अपडेट किया जाएगा। इसका मकसद होमबायर्स की मदद करना है और ग्रुप हाउसिंग प्रोजेक्ट्स के बारे में पारदर्शिता लाना है। http://dlvr.it/SlrzP3
