Their Hero Academia – Chapter 42:  Explosive Revelations

“Kirishima-Bakugo!” the voice had split the air of the U.A. hallway, a voice like nails on a chalk board that made Katsumi’s teeth clench. All she’d wanted to do was go to lunch and now she had to deal with this.  In fact, once she made it through today, she wouldn’t have to see him at all for the whole week of her Internship.
Shiro Monoma.  The bane of her existence.  He’d lived across the street from her as long as she could remember and, of course, there’d been no escaping him by going to U.A.
She’d turned around, fixing him with her best glare.  Maybe she just had to slow him down long enough for him to say something stupid.  Then Kana would just smack him upside the head and he’d be out for a while.
“You want something, Monoma?” she’d growled.
Usually, that was enough to make him wilt, at least a little. But this time, it hadn’t.  He’d only taken a half step back.   “I was wondering if I might request the pleasure of your company for a brief discussion of important matters?”
“Well,” she’d said, “that was clear as mud.”
Monoma had put a hand to his chest.  “We can’t all be as plainspoken as you.”   After that, he’d looked genuinely regretful, surprising her. “…My apologies, that was ruder than I intended.  Please. Ten minutes of your time.  That’s all I ask.”
There’d been something strange about him.  That’d been about as close to pleading as she’d ever seen Monoma.
Katsumi had looked over to Izzy.  “What do you think, Izz?  Should I listen to him?”  A second opinion never hurt and, honestly, she trusted Izzy’s judgement better than her own, at least for certain things.
Izzy had tilted her head slightly, considering it.  “I think it would do you no harm to listen. Provided you do no harm to him in turn.”
Katsumi hadn’t been sure if that was a joke or not.  “Tell you what, I’ll try not to hit him.” She’d looked over to Monoma. “You’ve got five minutes.”

“Will both of you stop following us?!” Monoma had bellowed, looking down the otherwise deserted hallway where Horse-Girl and the weird cartoon girl from his class had been peering around the corner.  She’d known Horse-Girl and Monoma used to be a thing and she also knew Horse-Girl was nothing but trouble.  If she and the otaku were spying on them, it didn’t bode well.
“Five minutes,” Katsumi had reminded him.  “I’m being generous and not taking travel time out of that.  But the clock’s starting now.”
Monoma had frowned and she would have sworn that she had seen some of the arrogance leave his eyes.  “This has been a long time coming,” he’d said.  “And, perhaps, in my need to hide it, I’ve let my arrogance lead the way.  I won’t claim that everything I’ve ever said was wrong, but I might have pushed a few more buttons than I should have.”
“Fine, you’re apologizing for being an ass,” she’d said, crossing her arms over her chest.  “I’ll take it.  Can I go now?”  Had he really been feeling regret after all this time?  She hadn’t realized that he was capable of it.
“I’m not done talking!” he’d snapped.  And then he’d deflated again, holding up both hands. “I’m sorry.  Please, stay.  I’m just having trouble with my words here.”
Katsumi had continued to glare and had made a “hurry up” gesture.
He’d rubbed the back of his head and made a frustrated face. “Kana told me I should just be upfront with this.  Which is honestly far better advice than Fukidashi or Mika offered me.  And I know that you respect forthrightness.  I’d hoped to be able to do this in a more spectacular fashion, after I won the Sports Festival, but alas…”
“Two minutes,” she’d said.  Somewhere, in the back of her mind, alarm bells had been ringing, telling her that this conversation was starting to take a very familiar turn.
He’d held up his hands again and he’d seemed… diminished somehow. “No borrowed body language.  No fancy moves.   Just me.  Weak and alone.  In front of all your strength and furty. And the reason… the reason why I ride you so much, it’s a cover up, you see.  To disguise the fact that I’ve been in love with you.  For a long time.”
And that had been when she’d slugged him.

“Okay,” Aunt Ochaco began, “what’s the first thing you do in a rescue situation?”
Katsumi had definitely not been expecting to be called into action on the first day of her Internship. But when a giant Villain wrecks half of downtown Kijimi, it doesn’t leave much time for paperwork and pleasantries. As the nearest Rescue Hero, Uravity and her Sidekicks had been called to the scene.  Other Heroes were currently dealing with the Villain, which left them batting clean-up.  Not exactly the kind of thing people got a lot of glory for, but an important and necessary job.
And oddly enough, one Katsumi didn’t mind doing.  Her Quirk was a destructive one and she was extremely skilled at fighting.  Hell, she enjoyed fighting.  Maybe more than she should have.  But it wasn’t the be all and end all of her existence.  
If she was being more reflective, she’d have guessed that all the protective instincts she’d concentrated around Izzy were trying to find a new outlet.  But introspection had never been her strongest trait and so she pushed the thoughts down where she wouldn’t have to deal with them.
“Find out who’s in charge, get direction on where you’re needed,” she said.
“Right,” Aunt Ochaco said, her face partially obscured by the pinkish glass of her helmet.  “Which in this case, I’ve already done.  We’ve got several downed buildings that we’re checking for survivors.  Most of them were evacuated in time, but there’s still people unaccounted for.” She pointed to the nearest one, which had taken significant damage when the giant Villain had lashed out.  
Already, her Sidekicks were assisting with the firemen and other rescue workers.  As the premier Rescue Hero in Japan, Aunt Ochaco had a lot of them, all of them with Quirks useful for such work, including several water manipulators and a telekinetic.
“After that?”
Katsumi went on, “Make sure you have the right supplies, find a secure entry point, and look for survivors.”
Aunt Ochaco gave her a thumb’s up.  “Sounds like Kota’s done a good job teaching you,” she said.   She turned to look at the building and Katsumi could see words flashing over her visor.  She knew Aunt Ochaco’s helmet had special scanners in that that relayed information such a structural integrity to her.  Maybe she ought to get one of those.  It’d probably be useful for determining where to set off explosives.
Already, she was sporting some new Support equipment, designed almost immediately after the Sports Festival.  New, bulkier gauntlets contained stores of small, BB-sized pellets, which through a complicated system, would pass over her palms to get infused with the explosion-causing liquid she could secrete, before being fired out.  It would give her a long range option.  They were still working on an enhancement for her boots that would let her use controlled explosions for some rocket-powered jumps. They just needed to figure out a way to make sure she didn’t blow her feet off doing it.
“Ready then?” Aunt Ochaco asked.  
Katsumi nodded and took Aunt Ochaco’s hand, feeling her stomach lurch slightly at the sudden weightlessness.  Aunt Ochaco canceled her own gravity, then jumped, launching them both through a hole in the side of building.
It was time to get to work.

They’d already managed to rescue three people, with various injuries.  Nothing life threatening, thankfully.  A broken arm, a broken leg, some nasty cuts, but all things that people would survive.
“H... Hano,” the man they were rescuing said, weak and battered, having taken a blow to the head, “he’s… he’s still inside…  went to look for… more people…”
Aunt Ochaco frowned. “Bombshell,” she said, “I’ve got to get him to triage.  Can you look for him?  Turn on your locator beacon if you find him.”
Katsumi nodded. Technically, the rules of the Internship meant she wasn’t to be left unsupervised when in the field, but it did allow for certain exceptions in action and under emergency situations. And this certainly qualified as one. Aunt Ochaco gave her a nod and mouthed “be safe” before taking off with the injured man.
Katsumi headed in the direction the man had pointed, turning the small flashlight she’d attached to her gauntlet on, playing the beam over whatever she could.  This far into the office, it was harder to see and while there was less broken glass and rubble, there was still plenty of structural damage and falling debris.  With the structural damage to the building, it was probably only a matter of time before the upper floors caved in.  Provided, of course, that they didn’t get proper reinforcement.
“Hano!” she shouted. “Anyone!  Call out!  I’m with the rescue team!”
A weak sound, a moan, answered her, coming from a corner of the sea of cubicles.  Above, the ceiling had given way and it looked like something had fallen through.  She ran toward it like her life depended on it, heedless of what might be in her way or whether or not the floor was safe for her to travel on.  Foolish, perhaps, but she got lucky.
What she found, however, didn’t have anything to do with luck at all.
Hano—or at least she assumed the man was Hano—was pinned under a metal I-beam that had fallen from the floor above.  No… even pinned wasn’t the right word here.  Crushed.  That was the word for it.  The I-beam had come down on his midsection.  There had to be broken ribs or worse.  The basic first aid she’d learned when they were training at the USJ told her that much.  And there was blood coming from his mouth.  That he was still alive was not a mercy.
“Is… is someone… is someone there?” he gasped.  “I can’t… can’t see so good…”
Katsumi activated the locator beacon built into her gauntlet, for all the good it would do, then switched on her communicator.  “This is Bombshell,” she said.  “I’ve found a… survivor.  I don’t think he has much time.  He’s pinned and I can’t move it.”
The admission cost her something.  She hated admitting weakness, hated the idea that there was something she couldn’t do. She was far more fit than most girls her age, but she wasn’t strong enough here, not by a longshot.
“Understood, Bombshell,” came the voice of one of Uravity’s senior Sidekicks, a woman named Lodestone, who had a magnetic Quirk. “Uravity is heading back your way now.”
She knelt down next to the man.  “I’m here,” she said.  “I’m here to help.”   She tried to project a confidence into her voice.  She wanted him to feel that everything was going to be okay.
In her mind, she was suddenly five years old again, in a hospital emergency room, seeing her Papa, seeming broken beyond all repair.
“Had to see…” Hano said, “had to see if anyone… if anyone still… needed… to get… out…  Then… the ceiling… came down…”
Cold reality slapped her in the face again.  “Guess I… shouldn’t have… tried to be… a hero…”
An explosion would do no good here, her Quirk was useless. She couldn’t punch him free, couldn’t move the beam trapping him, even if she tried.  Even if Aunt Ochaco got back here immediately, there wasn’t anything anyone could do.  Lifting the I-beam would simply remove whatever pressure was still keeping him alive.
“You,” she said, the words sticking in her throat, “you tried to do the right thing.  Can’t blame anybody for that.  That’s… that’s what a Hero does.  Rushes in when everyone else is rushing out.”  Why wasn’t she better with words?  She was the last person who should be comforting anyone, especially in a time like this.
He coughed, wetly, more blood coming from his mouth.  He raised a hand weakly, grasping for something.  Katsumi reached out and grabbed it in hers.  There wasn’t much else she could do.
“Tell… tell my husband…”
He didn’t get to finish that thought.  The light left his eyes and he was gone.

Urvaity’s Agency didn’t just do rescue work; she was cross-trained in more conventional Hero work as well and insisted that her Sidekicks be capable of the same.  Too, the work of a Rescue Hero was physically demanding, maybe even more so than conventional Heroics.  A fight migt last only a few minutes, but a rescue could take hours.  As such, the Agency had a fantastic gym.
But all she needed right now was a punching bag.  Again and again, Katsumi struck out, wrapped fists pounding into it.  She’d been doing it so long that it hurt.   Good.  The pain was a distraction. It gave her something else to focus her thoughts on. Because anything was better than dwelling on her failure.
Logically, she knew that Hano had been dead before she’d found him.  Unless you were very tough or had some access to a healing Quirk, you didn’t live through that kind of damage.  Even if she’d found him sooner, or been capable of freeing him, the odds were good he’d have died all the same.
She’d insisted on carrying the body after Aunt Ochaco had arrived and moved the beam.  She’d powered through the rest of the rescue work. Helped shift rubble, helped find more victims.  It had taken until they’d gotten back to the Agency for the reality of it all to hit her.
So she did what she always did when she had something she didn’t want to deal with: she found something to hit.
“Katsumi,” a voice from behind said.  Aunt Ochaco. She’d shucked her helmet and the extraneous pieces of her uniform, the gauntlets and boots, leaving only the skintight pink and black bodysuit.  
“Katsumi,” she said again. “You need to rest.  You were already on the go for hours before you go here.”
“Can’t rest,” Katsumi said. “Punching.”
“Hmm,” Aunt Ochaco made a concerned noise. “This is… about what happened out there, isn’t it?”
Katsumi knew it was futile to try and divert.  Aunt Ochaco had known her all her life.  She was, in fact, one of the strongest female figures in her life.  A perfect example of Womanliness.  She could no more lie to her than she could fly.
Instead of pressing her on it though, Aunt Ochaco slipped on a couple of strike pads.  “Try punching something else, then?”
Katsumi blinked in surprise. “Okay,” she said, more than a little suspicious.   But she dropped into a fighting stance, throwing a few experimental punches. Aunt Ochaco blocked them easily and she picked up the pace.
Aunt Ochaco had been taught by no less than Gunhead and knew the rhythm of a fight better than almost anyone.  She kept up with Katsumi’s barrage of blow easily, even though she had to be exhausted. “Your first loss in the field,” she said.  “I’m sorry I put you in that position.”
“Not your fault,” Katsumi said.  And it wasn’t.  Aunt Ochaco hadn’t had any way of knowing what would happen.
“But not what I’d hoped for the first day of your Internship.”
“What were you hoping for anyway?  You gotta know I’m not exactly the “rescue” type.”
Aunt Ochaco still managed to keep up with her flying fists, showing no sign of slowing down.  “Figured I could teach you a few things about channeling some of that rage.”
Katsumi shrugged.  “That’s fair.”
“Did I ever tell you about the first time I lost someone in a rescue?” Aunt Ochaco asked, still somehow showing no signs of tiring.
“Sir Nighteye?” Katsumi asked.
“Right,” Aunt Ochaco said. “I did everything I could to get him out in time.  But he was already dying by the time we got him in the ambulance.  I think all I did was give him a chance to die in a hospital instead of a hideout.  Aizawa always said I didn’t do anything wrong…  But I still think about in the long, dark moments of the night.  He was the first.  And not the last either.”  
Katsumi finally felt the strength leave her limbs and her arms hung numbly at her sides.  “I’m guessing it doesn’t get any eaiser?”
Aunt Ochaco shook her head. “Every time hurts.  And Izuku’s had people he couldn’t save either, you know. Or your dads.  Nobody in the business has a perfect record.  Sooner or later, you’re going to lose someone.  I just wish I could have kept it from happening to you so soon.”
Katsumi wiped at her face. Damn sweat, dripping down her eyes. “What… what do you do?”
Aunt Ochaco let the pads fall to the floor, then crossed the distance between them and wrapper her arms around Katsumi.  “You keep on fighting.  And fight even harder the next time.  Something I think you’re going to be pretty great at.”
Katsumi put her arms around Aunt Ochaco, leaning into her.  “Doesn’t help me not feel like a failure now.”
“You were there for him in his last breaths,” Aunt Ochaco said.  “You still had your comm open.  I heard what you said.  Sometimes… that has to be enough.”

Her fist had made a satisfying crack when it hit Monoma in the face, sending him rocketing back into the wall behind him.
“You smug little copycatting bastard!  You think that’s funny?  You think you can just make a fool of me like that?”
One hand had reached into his pocket, pulling out a handkerchief that he’d used to staunch the flow of blood from what was clearly a broken nose. The other had waved in the air in what had seemed like apologetic gestures.
“I meand it.”  His voice had been muffled and distorted by the broken nose and handkerchief, but there was still a different tone to it, lacking the usual mocking tones he used when speaking to her or her classmates.  “I wanded to proob mahself and show you I was stronk but I dibn’t get the chaunce.”
Her blood had run cold as she’d realized he was serious.  Which had not been something she could deal with then. So she’d chosen to ignore it.  “C’mon,” she’d said.  “Let’s get you to Doc Clock and get that patched up.”
Uncertainty had flashed in his eyes.  “I don’t wanna have this conversation until I can understand you.”
One quick visit to the Doc later, during which, Monoma had surprised her by claiming to have walked into a wall (When did he ever pass up an opportunity to try and get her in trouble?), the two of them had been back out in the hallway in no time flat.
Desperate not to have the conversation she’d known was coming, Katsumi had held him off with a request for lunch first.
Which had somehow translated into the two of them sitting at the same table in the cafeteria.  If you’d asked her for a list of the top one hundred things she didn’t think would happen, that would have been right near the top.
“Okay,” she’d said, in-between bites of food, finally speaking after a very long, awkward silence where he’d squirmed uncomfortably.  “No threats.  No time limits.  You’re gonna get to talk here.  But when I tell you to shut up, you shut up.  Okay?”
He’d nodded at that.  Smart man.
“Then talk.”
“Then,” he’d begun, “let me say again that this is no trick or joke.  No aces up my sleeve, no wheels spinning, no intent to mock you.  But I’ve been in love with you for a long time.”
“Since when?” she’d demanded.
“At least since junior high.  When you’d punched that girl for picking on Todoroki.  You were powerful and protective and amazing.  You were everything, everything I wasn’t.  Strong and assertive, with nothing but your own confidence and power to back you up.”
That had been a day she remembered well.  One of many where she’d had to come to Izzy’s defense. When the nameless desire to protect fragile Izzy and keep her safe had driven so much of who she was, the desire she was learning to temper, now that she knew Izzy did not love her in the same way, and did not need nearly as much protection.
“Between me and the Horse-Girl, I’m starting to think you’ve got a thing for girls who can kick your ass, Monoma.  You ain’t gonna start falling for the Moth-Girl, are you?”
“Wha…  No!” he’d snapped, startled, his delicate features were flushed with embarassment. “Mika and I weren’t…  it didn’t have anything to do with…  And Kocho didn’t kick my ass…  she bested me!  There’s a difference!”
“Uh-huh.”
“But that was the start of it,” he’d gone on.  “So I started watching you.  And I saw so much to admire and so much that I didn’t have. And that’s not even touching on the physical attract… ”
She’d held up a hand.  “Stop talking.”   To his credit, he’d shut up.  She quickly did a little bit of mental math.  “Wait.  You dated the Horse-Girl when you were thirteen.”  It was a fact she’d really wished she hadn’t known, but it was still there.
“Are you telling me I’m your fucking rebound crush?!”
“What?” he’d asked.  “No!  That was a mutual break up!  She’s still my friend!  It’s not related!”
“Okay,” she’d said, accepting that for now.  “So why now?”
“Too many people were figuring it out.  Kana.  Mika. Akaya.  Fukidashi.  As I said, I had this big plan to win the Sports Festival and impress you then, with a show of skill and strength.  That… did not work out.  So my back-up plan was simple honesty.”
She’d actually felt a pang of sympathy for him.  She knew too well what it was like to love someone who you didn’t know how they felt about you.  And she even knew how it felt to love someone who didn’t love you back.  It was pain she wouldn’t wish on anyone, even him.  And yet, here they’d been.
“Okay,” she’d said.  “One, that took balls, which I honestly wasn’t sure you had.”
She’d ticked off additional points on her fingers.  “Two, I’m sor…   I apolo…  I shouldn’t have punched you.  For once. But you gotta realize, Monoma…   I don’t like you.”
His face had fallen and he’d looked down, hurt by the words, but also clearly having been expecting it.
“The way you talk to me, the way you talk to my friends, the way you talk to the rest of my class, that ain’t manly.  It ain’t right.”
She’d pointed a finger at him, accusingly.  “And you obviously don’t know me half as well as you think you do, if you thought theatric were the way to go, like I was gonna leap into your arms like some weak ass princess with the knight who killed the dragon. So whatever you thought you loved, I’m not sure I’m it.”
He’d been honest with her.  So she’d made the choice to be honest with him.  “And I’m not in the right place to be thinking about that kind of anything right now anyway.  But the way it stands right now, you’re not what I’m looking for.”
It’d been one of the longest conversations she’d had with someone who wasn’t Izzy, Toshi, or Kana.  And definitely the longest conversation she’d ever had with him, nearly threat free too.
“I see,” he’d said, standing, and taking his tray with him. “Thank you then, for your time. But please know… I never thought you a prize to be won.  I merely wanted to be good enough.”
And then he’d left her alone.  
She’d felt… not exactly bad about it, but perhaps a bit regretful.  It had hardly been the first time she’d hurt him, but that had always been an act of controlled, physical violence.  This had been different and she hadn’t been able to punch her way out of it.
Was this how Izzy had felt?
At least that would be the end of it.  She didn’t like Monoma, but everybody deserved somebody that made them happy.  She’d found herself actually wishing that he’d find that happiness.  
Just not with her.

KABOOM!
The force of the explosion sent the Villain flying.  His rock-like hide made sure he could take the hit without too much damage, but the impact still made him bounce, once, twice, three times.  Katsumi made a mental note to thank the designers of her new gauntlets.  Being able to attack at range was a whole game changer.  Not quite as satisfying as a punch, but what was?
“And release!”
Three more Villains fell to the ground, hitting hard.  Of course, Aunt Ochaco had taken down more than she had.  She was the more experienced Hero here.  
What had these four idiots even been doing?  A bank robbery?  In this day and age?  Katsumi had to smile.  Idiots they may have been, but they’d given her something to punch and blast.  And for that, she was thankful.  Villains were a problem she could solve.
She needed that, after yesterday.
There were still plenty of people on the streets, probably too close to the action, even after having been told to back off.  
Katsumi always strove to be the best that she could be.  She wouldn’t have considered herself a glory hound, but in that moment, the applause from the crowd felt pretty damn good indeed.
She still saw Hano when she closed her eyes.  Still saw the light leave his eyes as he died.  She’d called home last night, cried her eyes out.  Her, the big bad Bombshell, crying like a little girl. She couldn’t remember the last time she had cried like that.  
No one would have blamed her if she’d backed off after that.  It may have been something Heroes dealt with often, but she was still a student, barely into her Internship.
But she was Katsumi Kirishima-Bakugo.
And she didn’t back down.

Reviewing time for MAG128 /o/
- I!! Hate!! The!! Parallels!! In!! This!! Series!!
(MAG128) ARCHIVIST: Why are you here? BREEKON: Dunno. ‘t’s not right… on my own… not right… No point in doing it on my own. Don’t know what happens now…
[…] “I fed her to it. She took him from me. Made us a me, and she doesn’t get to die for that. […] I am without him, now. I. am. I can feel myself fading. Weak. No reason to move. Nothing to deliver. […] I have never known hate before. I have never known loss. But now, they are with me always, and I desire nothing but to share them with you.”
[…] ARCHIVIST: I, I saw that… thing’s mind, i–it’s lost on its own. No partner, no… purpose, I… I honestly think it just wanted to do another delivery.
The ~ surviving part of a half~ explaining how his whole existence is pointless and driveless now that his partner has been killed… sounded so, so much like Basira’s own situation regarding Daisy since:
(MAG112) DAISY: Elias is… keeping me busy. Hunting. Takes a while. [FALTERS] I’m used to working… with a partner. … It’s fine. BASIRA: Daisy… DAISY: It’s fine. BASIRA: Right. … But it’s not, though, is it?
(MAG117) BASIRA: […] But at least Daisy’s coming along. I mean… I know she’s… difficult. Everything they say about her, it’s true, it’s fair. But… she’s solid. She’s a fixed point. And if she’s there, I know exactly where I stand, exactly what I’m doing relative to her. She has no doubts. We go in, we plant bombs, we leave, we blow it all to hell. Or we die. I don’t think I’ll ever have clarity like that. Despite everything she’s done, she’s… she’s still the best partner I ever had.
1°) Basira and Breekon both are the remaining part of their own duo; the difference between monsterhood and humans being maybe… that Basira’s existence isn’t intrinsically tied to Daisy’s; that humans can feel loss and pain, but won’t get their literal raison d’être, sense of purpose and belonging shattered if they lose part or one aspect of them. In a way, that makes monsters’ existence more tragic, since they’re not even able to overcome, to thrive and to survive?
2°) I can’t help but wonder, flipping the situation: and if Daisy had been fed to the coffin first, and if Basira had stumbled upon Hope right after, would Basira have tried to hurt (one of) them the same way they had hurt her by taking Daisy’s life? (Would Jon have done it, too, if given the opportunity to hurt the ones who had hurt Tim and Sasha? He… actually did hurt Breekon here, and it is so, so easy, now, to perceive him as a Monster from the monsters’ point of view…)
3°) Jon’s summary of Breekon’s current state to Basira felt… quite cold compared to the statement itself, I felt? It wasn’t just “another delivery”: it was Breekon trying to viciously hurt what had hurt him. It was achieving a personal revenge before disappearing. I’m… a bit surprised that Jon went so clinical about it.
4°) But it could have also been a kind of protection, since… Yes, “Breekon” and “Hope” tortured and killed, delighting in others’ suffering and misery. And Breekon also confirmed something that we had seen through Jude’s erh, fascination with Agnes: that monsters and avatars are sentient. They have feelings. They are able to form attachments, to feel loss, to desire revenge. So… just because someone cares about a selected few, wouldn’t prevent them from hurting bystanders, innocent or people who just don’t personally matter to them. That’s not something especially encouraging when we have Jon in mind – he cares about the assistants and about Georgie, and he felt sad for the victims in previous statements, and I hope he will be able to remain this way, but… what will happen, what will be become when he “drowns”, indeed?
- I’m often struck with waves of awareness about how much I love this friggin’ series when listening to new episodes, and it happens in various ways – this time, my heart got full of love with the way Breekon’s statement definitely connected the dots between previous ones, through his point of view and in chronological order? And in the midst of it, we got a confirmation of what had actually happened in the second episode of the series!! How rad is this? How rad is it that, while the statements in themselves provide a story that works on its own since the beginning of the series, we’re able to revisit them with information that adds so much more meaning to things that were already there?
* Jon had wondered about “Breekon” and “Hope”’s alignment since they appeared to be involved with various powers, but seems they were indeed part of The Stranger in the end:
(MAG093) ARCHIVIST: But Breekon and Hope? Speaking Russian and helping transport a victim of… whatever dark power rules over disease and rot. And insects, maybe? I was just about convinced that they served the Stranger, and their speaking Russian might well support that if it ties them to the Circus, but… this is not the first time they’ve been delivering things that seem to be tied to other beings. Are they a neutral party, carting round whatever horror needs delivering, just a piece of otherworldly infrastructure? Or are they fully part of the Stranger, just serving as allies of convenience for other things that need to be moved?
(MAG128, “Breekon”) It wasn’t the plague they feared; it wasn’t the death that awaited in our wagon; it was us. Two strangers rolling towards them, unstoppable and uncertain, wearing faces they would only half-remember, bringing a fate they would beg their god to forget. They could not hate us anymore than they might have hated the rock that falls on them from a crumbling cliff. They did not know us. But they knew what we might do to them. What we might bring them. And we did. […] We always take what jobs are before us, deliver whatever will bring that fear and misery, but there is no joy in carrying Meat and shifting, writhing Spiral things.
They followed various phases of progress and technology: long-distance boat journeys as they served on the Robert Small during the 19th century, crossing paths with prisoners from Millbank sent to Australia (“Poor wretches who emerged from Millbank, with tales of Australia and its cruelty on their lips, bundled into the cramped and creaking ship that would drag them away from everything they loved – and towards everything they feared.”); trains, as they became conductors; cars, as they delivered items for auction houses at the beginning of the 20th century.
* Pre-MAG024, MAG044: during some time, including from 1948 to November 1952, they joined The Other Circus, feeling like they belonged:
(MAG024) ARCHIVIST: […] on page 43 of Gregory Petry’s Freaks and Followers: Circuses in the 1940s, I found a reproduction of an old black-and-white photograph. It shows a small group of carnival workers: a contortionist, a fire-eater, two strong-men, a ringmaster and an organist sitting behind a calliope. The photograph is labelled as being from 1948 and taken in Minsk, Russia.
(MAG044, Yuri Utkin) As I scrambled back, I felt a large hand on my shoulder, and looked up to see two huge men in overalls. They lifted me easily, so my feet hung almost two feet from the ground. They talked fast, crude Russian, and their words seemed to shift back and forth between them, telling me that behind the tent was off-limits […].
(MAG128, “Breekon”) Then were the good times, the Circus times. […] with the Circus we were amongst our own kind at last. […] We carried and lifted and helped the Circus move towards its next destination, the next, doomed town. Sometimes we joined the show, lifting weights and things that looked like animals. Sometimes we lifted members of the audience. Sometimes we even put them down again. […]
They didn’t like Nikola at first, but were impressed by her, though they eventually decided to leave when she “lost the ancient skin” – that one is, I think, a mystery? Gertrude stole the gorilla skin from the taxidermy shop but that happened June 23th 2013 and April 4th 2015, so it can’t be the same incident.
* For some time, they picked up hitchhikers (and starved them to death), though they missed having clear destinations and carrying spooky items bringing misery to people.
* MAG096: From 1993 to 1996, they slowly took over Alfred Breekon’s delivery company “Breekon & Hope”, stealing from him its name aaaand the infamous Cockney accent (MAG096: “[One] turned to his companion and opened his mouth. ‘Breekon at your service. Who might you be?’ Instead of the Russian accent I had expected, he spoke in a broad, cartoonish Cockney that I assumed must be a mocking impression of my own voice.”). They went back to doing deliveries or moving items for different entities (MAG093).
(MAG096, Alfred/Arthur Breekon) They wore featureless grey overalls, and even now I’m not sure I could easily describe what they look like, other than to say they seemed solid. Somehow heavier than the world around them. […] Strange folk began coming around asking for Breekon and Hope, and when I told them who I was, they just shook their heads, and I knew who they were after. They often brought crates or boxes with them and, once, a sack full of hair. […] For all that, they do seem to have friends, or at the very least, people who come to see them regularly. Most I don’t remember, the features difficult to put together from memory, but I know that more than once I’ve seen the pair of them talking to a figure at the other end of the depot. They always make sure these meetings are in shadow, and I can never get close enough to see exactly who they’re talking to, but I think they’re dressed like a circus ringmaster.
(MAG128, “Breekon”) Driving aimless, waiting for the call, sat badly with us. We were meant to know our destination. We were meant to have a cargo and an address. So it was we found a man named “Breekon”, and we took everything they were until there was nothing left but the sweet taste of a broken soul’s disquiet and confusion. We took the van and started to deliver once again.
* MAG002: In the 90s, they helped “John” carry an item from The Buried, when he was trying to test its powers – except it backfired badly, since the test subject he had picked turned out to be the Most Practical “Would Survive A Horror Movie” Statement-Giver Ever, and Joshua Gillespie managed to resist the coffin’s temptation for almost a year and a half. We already had a hint about “John” being from The Stranger in MAG002, because of how Joshua had trouble describing him:
(MAG002, Joshua Gillespie) I’ve tried to describe the man who now sat opposite me many times, but it’s difficult. He was short, very short, and felt like he had an odd density to him. His hair was brownish, I think, cut quite short, and he was clean shaven. His face and dress was utterly unremarkable, and the more I try to think of exactly what he looked like, the harder it is to picture him clearly. To be honest, though, I’m inclined to blame that on the drugs. […] John had to take a second to look me up and down, almost in disbelief, as I asked if they’d come to collect their coffin.
(MAG128, “Breekon”) And so we took the casket, a hungry thing of the Earth, a crushing, choking tomb that will not let you die because it is too much what it is for Death to find you there, within its mocking shape – buried alive. It was one like us that found it. A thing of shifting names and déjà-vu. A fool, that believed because it found a coffin in chains, it would be an easy thing to control, to bargain with. But there was no remorse when the test finally failed and it fed on the thing that considered itself the master.
Since Joshua had managed to not open the coffin, “John” was swallowed by it instead when they went to retrieve it.
* Breekon and Hope ended up stuck with the coffin and had to carry it around.
(MAG128, “Breekon”) But there was no mention of us in the deal. No thought towards what might happen should a victim pass the test. And what happened was… we were stuck with it. It was still our cargo. Nowhere to take it, no address or destination, so back in the van it went. A long time, we’ve carried it. Keeping it as close as it wants, not listening to it sing in the rain.
When Jon was sequestered by Nikola, she had made her distaste of the coffin clear, hinting that it wasn’t from The Stranger, while Breekon and Hope had said they couldn’t separate from it:
(MAG101) NIKOLA: Oh, don’t worry, it’s not for you. You won’t even need a coffin – we’re going to use every piece of you. ARCHIVIST: [MUFFLED EXCLAMATION] NIKOLA: Now could you two please move that thing somewhere far, far away? BREEKON: Not really. HOPE: Needs to be near us. NIKOLA: Well, just… just move yourselves away, and take it with you.
* MAG061: The coffin notably ate Daisy’s partner, Isaac Masters, on the 24th of July 2002 while they had stopped Breekon&Hope’s van (accompanied by a “Tom”) on the motorway for driving too slow.
* Overall: in MAG078 (2001, the Web table now binding the Not!Them), MAG024 (2004, the calliope), MAG020 (2009, Father Edwin Burroughs’s pale yellow stole), MAG054 (2013, stopped in front of the Taxidermy shop), possibly MAG083 (2013, taking the ringmaster “mannequin”), MAG035 (July 2016, bringing the Web table and the Web lighter to the Institute for Jon), MAG099 (May 2017, Jon was the (unwilling) package.), Breekon and Hope carried and moved things around, being mostly active for Stranger-related activities.
(MAG128, “Breekon”) Even when the mannequin that now called itself Orsinov came back to us, told us we could help the world Unknow and fear again the coming of Strangers, still we had to drag it with us: an unclaimed package.
* MAG119: during the Unknowing ritual, we heard Daisy as she snapped and tore Hope apart, Breekon then trapped her into the coffin.
(MAG128, “Breekon”) But I suppose it was worth it in the end. When that Hunter killed him, when she took her violence of mindless instinct and unleashed it on us… it was there. It was waiting. I fed her to it.
* MAG128: with Hope dead, Breekon realized he wasn’t tied to the coffin anymore and delivered the coffin to the Institute. Breekon fled, but will probably fade away soon.
- We got some additional information / some confirmation about Nikola’s creation, too:
(MAG097) ARCHIVIST: Who are you? NIKOLA: Well, my father called me Nikola, and then I killed him, so I thought I rather deserved to have his second name too. Which makes me Nikola Orsinov. Pleased to meet you at last. ARCHIVIST: You, um… You killed Gregor Orsinov? NIKOLA: Yep! He got really boring, and I’m a monster. I mean, what do you want me to do – not pull him apart? I did use all the bits.
(MAG102) ELIAS: […] There is also one, the “Danseuse Étoile”, that requires a costume of special power or distinction. Gertrude believed that Orsinov and his circus created a dancer specifically for this role. ARCHIVIST: I–I’ve met it. Calls itself Nikola.
(MAG119) ARCHIVIST: Yes… Yes, I s… I see the sad clown, b–bitter and hateful. I see him finding his way into a ci–circus where nobody knew him. I see him torn apart, becoming the mask, remade by a… a cruel ringmaster. Sometimes a doll, sometimes a mannequin, always hiding in somebody else’s skin. Somebody else’s name. NIKOLA: Not always, and it’s far too late for any of that. Nothing you see can help you.
(MAG128, Breekon) We didn’t like the puppet, when Orsinov began to carve it. It seemed wrong to us to try and bring one like us about; to create or remake it in such a solid, static shape. We were wrong, of course. When Orsinov carved into the thing that had once called itself Grimaldi, and fed the pieces they didn’t need to the shuddering organist, even we found ourselves impressed. And when the faceless puppet peeled its creator and moved itself with their tendon strings, he looked at me… and laughed… and laughed… We followed her a while, but she was unpredictable, while we are things of point and purpose. When she lost the ancient skin, we went our separate ways and found ourselves a lorry, long and dirty grey.
I had assumed that “Nikola” was the Hellish Lovechild of Gregor Orsinov (the ringmaster) and Nikolai Denikin (the organist), but it sounds like Denikin did Not Have A Great Time in that process after all, oopsie – we knew, according to Gertrude, that he had left the circus by the 70s (MAG044), so it might have been precisely because of what was done to him during Nikola’s creation. I wonder if he fathered his child before or after he was fed Grimaldi’s pieces, though? Because if so… is Leanne (statement-giver from MAG024), his granddaughter, kind of part-monster?
- With the chronology given through the courriers’ point of view, Breekon’s mention that he felt itself fading, and Jon’s following comment:
(MAG128) BASIRA: And there’s no chance more of the Circus survived the explosion? ARCHIVIST: I don’t think so. At, at least… Breekon didn’t think so.
… it sounds like Breekon’s statement served mostly to close The Stranger’s chapter. It feels… very weird, in a way. The Stranger had been the most prevalent of the entities since the beginning of the series: it opened it (MAG001), it was the invisible enemy through season 2, it was the shared target through season 3. It took Sasha. It took Tim. And now, the close future doesn’t sound much brighter: there are still books, monsters and avatars roaming out there, there is still the New Unidentified Menace, there is still the possibility of The Watcher’s Crown, there is still The Web weaving Her/its plans. The only satisfaction is that The Stranger’s ceremony won’t be a concern again for a few centuries, but there are still so many other threats to deal with…
- I’m also so fond of the way… things in Magnus tend to be hilarious and heartbreaking at the same time? That statement went full-on burlesque, twisting the deep-rooted complementarity and love into grotesque, and then bam, the conclusion just felt… sad? Tragic?
(MAG128, “Breekon”) They knew this and feared us in kind, and we drank it down, the taste of it sweeter than the food that now rotted on our plates or the drink that curdled in our cups. And we both tasted it together. When we left our destination, the mule whining at the new weight behind it, he would reach behind us and find a face, sagging, sloughing off its skull, and would pull it to him. He’d place it over the one he wore already, and he would laugh, and laugh, and laugh. Sometimes it fell off. Sometimes it stayed for weeks. I kept the face we chose, but I loved him for our levity, and the corpses piled ever higher. […] We knew she wouldn’t scream as she was hollowed out and drunk, but still he thought best to cover the sounds with a laugh. He was always our humour. […] And when the faceless puppet peeled its creator and moved itself with their tendon strings, he looked at me… and laughed… and laughed…
[…] She took him from me. Made us a me, and she doesn’t get to die for that. […] I am without him, now. I. am. I can feel myself fading. […] I have never known hate before. I have never known loss. But now, they are with me always, and I desire nothing but to share them with you.
ROMANCE!! IS!! NOT!! DEAD!!
- I’m very serious about how WOW did Breekon and Hope sound like soulmates, in a romantic or queerplatonic way. That “I remember our first automobile” too, felt like an old couple taking a look back on their whole life together. “Things” pretending to be “humans” and at the same time… demonstrating genuine emotions? And the whole use of pronouns! Breekon was avoiding them in his first sentences – sometimes avoiding to say I because he couldn’t say “we” anymore! Sentences being short and segmented, as if waiting for Hope to complete with the next part!
(MAG128) BREEKON: [HUFFS] Yeah. Just like when we… when I… fed the copper to the pit. […] In here. Realized that I’m not tied… to it anymore. Not on my own. Thought you could have it. Pay your respects, lik– […] Dunno. ‘t’s not right… on my own… not right… No point in doing it on my own. Don’t know what happens now… Thought I might kill you. Missed my chance. Thought I might just… deliver something. So here’s a coffin. [RATTLING SOUND] In case you want… to join your friend.
And in the statement, too: Hope was The “He” for Breekon, while humans tended to be “they”, even when identified as male/female (only exception being the old woman taken by The Web). Nikola was a “she”.
That’s… very fair, considering how Jon and others tend to use “it” for monsters: Jon began the episode by calling Breekon a “he”, and then switched after the statement (“I, I saw that… thing’s mind, i–it’s lost on its own. No partner, no… purpose, I… I honestly think it just wanted to do another delivery.” Rude, Jon, rude!!! Especially since the monsters just proved themselves to have feelings :w)
I never thought I would grow sad for effing Breekon and Hope, godsdamnit!
- Since MAG127 already mentioned Millbank and its possible ties to the Institute (through Jonah Magnus), and Breekon also consecutively mentioned both here, it sounds more and more likely that we’ll dig a bit into that part of history later:
(MAG128, “Breekon”) Poor wretches who emerged from Millbank, with tales of Australia and its cruelty on their lips, bundled into the cramped and creaking ship that would drag them away from everything they loved – and towards everything they feared. That was the first time we saw what would become this place, The Eye’s Pedestal. But we were drunk on the dawning horror of transportation and took no heed of it.
It’s… curious how Beholding has been grounded in the same place for so long? It seems to be the only entity to have become sedentary like this – Elias even mentioned that “Should I, or the Institute, be destroyed, you will all, unfortunately, follow suit.” (MAG092). That made it practical to feed The Eye (with people giving statements to an identified place), and now a danger since other entities know where The Eye’s people reside. Given how the place sounds so important, is The Watcher’s Crown supposed to take place right there? Though we don’t know how long the Usher Foundation in Washington DC and the Pu Songling Research Centre in Beijing have been around and whether they have the same status and history as the Magnus Institute (there wasn’t any mention of Archivists being tied to them, though; Xiaoling even explained how she had suggested someone from her centre for Elias…)
(I don’t know if the word “pedestal” was used on purpose here but… etymological root has to do with a foot. Elias had also said that “Basira is now tied to the Institute. All of you are. Like fingers on a hand. And I am the beating heart of it.” We’re completing the anatomy analogy?)
- Overall: HOLYYY MEEWWWWW, even though I’ve relistened to the episode multiple times by now, I just get chills every time when Jon… freezes the scene. The sound effects were so good, too!! Regular static, encasing that high-pitched buzz… and I loved the echo so much when Jon gave orders We’re so used to Jon getting slapped around that this sudden moment of control and authority was!!! The fact he sounded more offensive, aggressively protective!!
Even at the beginning of the episode, the fact that Jon was in charge of the situation was audible, since there were some shared elements with Nikola’s debut:
(MAG097) ARCHIVIST: [SHARP INTAKE OF BREATH FROM THE ARCHIVIST] NIKOLA: You don’t want to do thaaat~ [FOOTSTEPS] I mean, you can if you really want to, but you’re not going to like it. Sometimes not being able to see something is actually quite a good thing. […] Don’t turn on the light.
(MAG128) BREEKON: Don’t say a word. [SILENCE] BASIRA: [LONG EXHALE] [DOOR OPENS] BASIRA: Jon. Don’t turn on the light. Go get Melanie. Quickly. ARCHIVIST: It’s alright Basira, I know he’s here. BASIRA: So what are you doing? ARCHIVIST: I imagine he’s here to deliver something. Thought it might need signing for.
Light off, a Stranger who sneaked their way into Georgie’s house/the Archives. With Nikola, Jon was startled, stuttering, afraid, toyed with, dominated; with Breekon, Jon… managed. Stayed put. Snarked and used his powers. Stopped Basira and Breekon when they were on the verge of fighting. Neutralized Breekon.
(Though I think that Breekon might have punched/tackled Jon on the ground when he fled, and Jon collapsed right after reading the statement aloud so, eh, Order Is Restored in the world. Jon also still a punching bag.)
- Aaaaand in-universe, it was awful, thanks!!! So, Jon finally used compulsion again. He’d really held back until now, and mostly used it when Breekon was refusing to answer Basira’s own questions:
(MAG128) BASIRA: Is he here for revenge? ARCHIVIST: I don’t, I don’t know. Ask him. BASIRA: Like he’s going to answer me. ARCHIVIST: Fine. [INHALE] [STATIC–] Are you here for revenge? [/STATIC] […] BASIRA: What do you want? Why are you here? [SILENCE] ARCHIVIST: [SIGHS] [STATIC–] Why are you here? [/STATIC]
That was a lot of compulsion, but expected from an interrogation, and mostly to back Basira up. Jon also knew that Breekon was there – probably from another ~insight~. The new thing was how… Jon then proceeded to very naturally use a brand new power? Not 100% sure whether he was driven by a will to prevent harm to Basira (she was ready to fight Breekon) or by a desire to know Breekon’s story, or a mix of both, so intentions are not absolutely clear. The process, however, was worrisome in the mere concept of EXTRACTING a statement out of someone; the fact that Breekon clearly didn’t want it, told Jon to stop and was suffering from it… made it absolutely horrifying.
(MAG128) ARCHIVIST: Stop. [HIGH-PITCHED BUZZING SOUND OVER STATIC–] BREEKON: What’re you doing? BASIRA: … Jon…? What are you doing? BREEKON: What’re you– Stop it… Stop it! ARCHIVIST: [ECHOING] No. BREEKON: [STRUGGLING, BUZZING INCREASES] Enough! Stop… looking at me!
(And I’m not sure that Jon didn’t actually contribute in Breekon’s feeling that he was “fading”: Jon got to know the unknown. I doubt that it can do any good to an agent from The Stranger – it seems like hurting their nature.)
+ Bonus point for Jon possibly developing night vision, since the whole scene took place in the dark (Basira told him to not turn on the light, and we didn’t hear the clicking of any switch). Though Basira also managed, so maybe Jon didn’t need to see.
(He looked at Breekon, however: did it feel like the whole weight of Beholding, like Jon experienced in his nightmares?)
- Basira had just summarised Jon’s powers last episode (MAG127: “So. You can’t be killed by a collapsing building. Major injuries scar up fast. You can force the truth out of people and knowledge pops into your head whenever you need it.”) and we’re already adding one more to the list – and it turns out to be that Jon can extract the story of an unwilling person out of them. It might have been in order to protect Basira here, but it also feels like the slope from one thing to the next could be so, so slippery… (from there to using his powers against a monster that wasn’t directly harming them, because they need its information; to using his powers against… anyone, really, as long as it’s protecting the assistants, even against people who never wished harm to them). Just this would make it understandable that Basira refuses to trust Jon or to get too close to him, since he’s proving that he’s developing, and fast, and that she can’t know what he will (become able to) do.
… At the same time, Jon would definitely need anchors and moral compasses around. (Martin, while you’re busy and involved into Peter’s schemes, and maybe truly fighting an actual threat, Jon is turning into another one ;;)

Jon’s and Elias’s powers had sounded very distinct until now, but some bits are making them sound more similar, this season? Thinking about MAG102 again, I remember the sudden burst of static just before Elias mentioned that Melanie was coming up with a knife: had he seen that, or had he known about it (like Jon’s insight, same burst of static), since I doubt that Melanie’s knife was in clear sight in the corridors leading to his office?
(It wasn’t the same thing as what Elias did to Melanie in MAG106 and Martin in MAG118, since Elias didn’t present those as statements and used the third person, and, overall, the whole concept of it felt different: it wasn’t about extracting their stories, but about carving information they didn’t yet know in their brains. Putting in knowledge that wasn’t there. Will Jon become able to do that too eventually/soon…?)

YEAH L-O-L ELIAS. Are you actually fearing that not only Jon could compulse the heck out of you now, but also pull out your own fucking statement out of you without you having a say in that. Hilariously (/horrifyingly), is the fact that Elias was thrown in jail… actually protecting him from Jon?
(I’m not saying that Elias wouldn’t be into Jon forcefully extracting his statement out of him. He was really into getting compulsed, even while fighting off the effect of it. But it would mean that Jon forcing information out of him probably wouldn’t be serving his plans right now, which means… he indeed Has Plans and things he wants to hide.)
- At least, Jon’s new power sounds like it’s taking its toll on him, which I’m taking as a good thing (since it will force him to be cautious about that, the sheer immorality and violence and cruelty of the power in itself notwithstanding):

I’ve laughed too many times on that stupid moment, I have no excuse for feeling like it’s Comedy Gold, but. But. Listen. It’s so… so Jon.
Another reason for Jon’s tiredness could also be due to the amount of statements he’s been handling lately. He has had periods like this: the end of season 2 was… pretty intense, only three weeks from MAG071 to MAG080. Right now, less than twenty days have passed from MAG121 (15th February 2018) to MAG128 (3rd March 2018). Assuming that MAG122 also took place on February 15th, 2018: MAG122: February 15th MAG123: February 17th (“Two days out of a coma, and I’m already tired.”) MAG124: February 24th (“It’s been a week and… Melanie’s attitude towards me hasn’t softened.”) MAG125: ? MAG126: ? MAG127: ? MAG128: 3rd March That means that since MAG124, Jon has been reading a statement about every other day (and at least once two days in a row). The current rhythm feels very close to the streak from MAG091 to MAG094, April 28th and 29th, which resulted in Jon giving up at the end of MAG094 and blaming it on the amount of statements (“Are you alright? You look like you’re about to keel over.” “Uh, no, I– I just… Ther– There’s been a lot of statements, in not a lot of time. I’m… I’m exhausted.”)
The average rhythm was around once a week usually, I don’t know if this means that Jon has been exhausting himself lately (to be fair, he doesn’t have a whole lot to do, since nobody wants to talk to him and he’s unable to do satisfying follow-ups) or that he feels withdrawal faster than before… and/or, in any case, if he’s just “obeying” the tape recorders when he sees one running.
- I feel Basira’s distrust very deeply, since… since Jon chose to write Breekon’s statement before recording it.

I’m obsessed with this but: I can’t help but think that it might be related to Jon’s dreams – did he assume that recording right away would have made it count as a live-statement and that he would be “given” another dream, Breekon’s?
Assuming that Jon still sleeps. But at least, we know he can pass out! And he still drinks. He had asked for water back in MAG122, and Basira brought him another glass in MAG128 according to the sound.

- Now that we’ve had confirmation that Daisy is actually alive, reminder that:
(MAG120) ELIAS: […] All through it, the shadow is above him; the shape that gazes down upon him, bloodshot and unblinking. The rain is still there, though it is empty; the long and desolate road, slick with the downpour, a police car’s lights flashing over the unmoving van. The doors are open and the two familiar statues stand either side of the well-worn wooden box. He looks around, his eyes scanning this forever road and the clouds of iron grey, looking for her – but she is not there. The Archivist expects, he hopes, to find the violence in her looking back at him, hungry for pursuit and murder. But the emptiness of the place is complete, the only sounds the gentle singing of the box, and the pounding, bitter rain. He knows the writing on the coffin has changed, though is still carved into the splintered wood: [STATIC INTENSIFIES] “I am for you.” He knows it is not addressed to him, but he reaches down and pulls the chains off all the same. It opens, and he walks slowly down the steps into the earth; but even as it closes above him, the great shadow still Sees him. There is nowhere in this universe that it would not blot out the sky.
We don’t know what is supposed to happen if a live statement giver dies. Daisy’s case, though, was already an oddity, since her dream was still there – without her. Breekon did imply that The Eye couldn’t access the coffin when mentioning “John”:
(MAG128, “Breekon”) It was one like us that found it. A thing of shifting names and déjà-vu. A fool, that believed because it found a coffin in chains, it would be an easy thing to control, to bargain with. But there was no remorse when the test finally failed and it fed on the thing that considered itself the master. No face to Change in the cold, dark earth, and no Eye to fool, where it is now.
So although The Eye is all-powerful in Jon’s dreams, the coffin seems to be out of its reach in our world. Is that an overall property from The Buried, or specific to the coffin? I wonder if Leitner’s pamphlet, A Disappearance, is actually a Buried book too? (My suspicion had been The Spiral until now.)
(MAG080) LEITNER: Hardly a book. Barely twelve pages. It is entitled A Disappearance. If read cover to cover it removes one from the world. I cannot say precisely what that means, only that the assistant I assigned to it, Jacob Feng, was never seen again. I have found, however, that reading only one or two words is sufficient to hide me from the prying eyes of your master. It allowed me to talk with Gertrude in relative safety, and occasionally come above ground for my own ends.
(We… don’t know the status of that one, by the way, since Leitner had it close with him when Elias butchered him. So Elias probably got his hands on it.)
Overall: Jon still hasn’t mentioned anything about his dreams so far, while telling Basira that she could trust him and sounding very transparent and honest… I’m still not sure if Basira is suspicious of Jon having an active part in the dreams she used to have before becoming an assistant (and that Daisy still had as of MAG112, since she wasn’t an assistant), but if she is: that’s another reason to be wary of Jon. She would know there is something else that he’s not telling her anything about. What do you know/remember about your dreams, Jon…

(Really not sure about it, since it was about The Stranger, not The Buried, but then… Breekon was able to tell that people didn’t die inside of the coffin. How could it know? There might be ways to know/feel what is alive down there…)

BASIRA, gdi!!! The fact that she was still level-headed enough to give instructions right away while threatened!! (I wonder if she told Jon to get Melanie to protect her, or if she thought that Melanie could still… be well enough to act as their fighter again, even when not under The Slaughter’s influence and recovering?)
And SSSSSSSSHHHHH you felt the shift when Breekon alluded to Daisy; Jon needed to act with her like she had acted with Daisy in the past, that really meant that she was ready to snap hard.

I’m still so fond of the way Basira is able to assess things very quickly and efficiently… and for once, she tipped over and lost her cool. Breekon made her crack, and holy Arceus, the fact that it was about Daisy…………….. hhh.

I’m suspecting that Elias might have told her something cryptic and Buried-related, and that Basira pieced it together at that moment? What Elias told her could have been totally unrelated but it feels like an odd coincidence (especially since Jon had just proven that he could use his powers to neutralize enemies after all) and… going back to MAG120:
(MAG120) ELIAS: Hello, inspector. Martin. I’m… sorry to hear about Tim. MARTIN: Don’t. ELIAS: And Daisy, I suppose. MARTIN: Don’t. you. dare.
It sounded, back then, like the usual joke of belatedly remembering Daisy’s existence. But it could have also been Elias knowing that she wasn’t dead like Tim.
- I’m worried about what Elias told her, though, and what Basira will have to do ;; Assuming it’s all to bring back Daisy: is she supposed to go fetch an item that could help? Or someone: a Buried avatar? A Vast avatar (as they’re opposed): Simon Fairchild, since Jon doesn’t want to meet him? (He’s probably deaaaad but ;; can’t help but think about Jan Kilbride? He “disappeared” after going back to Earth but we know that he was still around in February 2008, when he gave his statement (MAG106), and probably June 2008, where he was implied to be with Gertrude when she went to stop The Buried ritual in America (MAG097). Probably died countering the ritual, but if he survived… he has already fought against The Buried, had met Gertrude, had collaborated with her to stop an apocalypse. Could be an interesting option. Though, once again: is probably long dead.)
… or is Basira supposed to ultimately take Daisy’s place in the coffin…
And I’m so worried over the fact that it… doesn’t seem like she told Jon anything about her meeting with Elias? Though Elias had told her that he didn’t mind Jon hearing their conversations (so she’s not coerced into hiding information, it’s her own decision)? It’s also unclear if she’s given the tapes to Jon, but we’ll see if Jon mentions them while she’s away – or… not at all. Jon will complain about Elias if he’s hearing anything from him.
- ;; We got Basira’s own summary of the events following The Unknowing and… indeed, her point of view clears up a lot of why she’s been so cautious and distrusting. Her previous situation was strongly tied to Daisy’s, and based on the assumption that she could more or less trust the others (though she wasn’t very confident in Tim and Jon’s abilities to fight):
(MAG0117) BASIRA: […] I don't want to be here. But by the end, I didn’t want to be police either, so… guess I don’t really know what I do want, which… maybe that’s just as well. My options… they’ve gotten a lot narrower over the last year. I don’t know. I feel kind of bad. Everyone seems to be having a much worse time of it than me, and I was meant to be the hostage. It’s amazing, how much you can ignore when you keep your head in a book.
Basira had been involved in the Institute against her will (MAG092); it has never been a place she chose. But in order to get out of The Unknowing, she couldn’t rely on anyone. She managed on her own, and since then: Daisy was officially dead, Tim was dead, Jon was in a coma. The only remaining people were Melanie (who had been unstable since then, while infected) and Martin:
(MAG128) ARCHIVIST: […] You can trust me, Basira– BASIRA: Stop saying that. [SILENCE] Do you know how I survived the… The Unknowing? ARCHIVIST: I… No. No, I don’t. BASIRA: No powers, no… magic or… help. I was trapped in that place, and so I tried to figure it out. And I did. A little. So I kept doing it. I kept going through until I got out. I… reasoned my way out of that nightmare. ARCHIVIST: Good lord… BASIRA: Then everything ended, and Daisy was gone. And you were gone. And Tim. And then I got back to the Institute, and Martin sent me to meet the new boss. Then I stood alone in an empty office for more than one hour. I can trust me, Jon. That’s it. ARCHIVIST: [SIGHS]
It officially answers why Basira said that she had never met Peter Lukas in MGA123 (“Never seen him. As far as I can tell, Martin’s the only one who has.”) despite the fact that Peter had asked Martin to bring Melanie and Basira to his office in MAG120 (“Well, if you could send Melanie and Basira up to see me, I’d like to introduce myself.”). I get the impression that Martin’s behaviour really was what convinced her to not trust easily? She… hasn’t been mean towards him since the beginning of season 4, actually defended him, acknowledged that he has had a difficult situation, but at the same time… I wonder if she isn’t having the same suspicions as I am: that Martin and Peter are one and the same, or that Peter is rooted in Martin, without Martin being aware of it? And the conclusion would be that just because someone is genuine and wishes you no harm doesn’t mean that they can’t actually be a threat to you. Hence her wariness towards Jon, even though he insists that they’re on the same side.
(Ironically, it’s… a bit like Tim’s reasoning in season 3: when he got back on his feet and driven by his desire to avenge Danny’s death by destroying the Circus, he also began to avoid everyone since he couldn’t be sure that they weren’t something like the Not!Them or plainly didn’t know them, and he decided to only rely on himself. We know how that ended for Tim; that doesn’t bode well for Basira… ;;)
- Basira used to like Jon’s sense of humour and… it’s not the case anymore, uh.
(MAG088) BASIRA: I just, I mean he was good company. Y’know, when he wasn’t being a paranoia machine. He was funny, you know? MARTIN: What, Jon? BASIRA: Yeah. MARTIN: I don’t think I’ve ever heard him tell a joke. BASIRA: Maybe you weren’t listening.
(MAG123) ARCHIVIST: […] So: we’re under siege; Melanie is aggressively unstable; Martin is working very closely with The Lonely, who is, predictably enough, isolating him; and, oh, yes, Tim and Daisy are still dead. Which is at least easy to keep track of! BASIRA: That isn’t funny, Jon. ARCHIVIST: I know it’s not–! … Sorry. It’s just… it’s a lot.
(MAG128) BASIRA: And don’t open the coffin. ARCHIVIST: [HUMOROUS EXHALE] It is addressed to me! [SILENCE] … Yes, alright. … Alright.
I COULD JUST FEEL BASIRA’S GLARE IN THESE LAST SECONDS. Jon relenting and changing his tone was so beautiful.
Too bad for Jon he mentally scarred the only person who was still finding him entertaining:

Jon, why do you do this to the people who at least appreciated one (1) thing about you.
(I’m still rolling on the floor about how, while a MONSTER had SNUCK INSIDE the Archives, and was partially THREATENING THEM, and had proven in the past that it could WRECK YOU in a fight, and had even PUNCHED JON HIMSELF before throwing him in its van back in MAG099… Jon’s priorities involved getting irritated about its fake accent. Jon. Joooooooooon. You’re especially funny when you’re not even trying.)
- At the same time, Basira didn’t absolutely cut Jon out entirely. She’s still probing him with questions, still waiting for him to share his discoveries. She brought him water. And… the fact that she’s leaving the Institute for a while incidentally puts Melanie and the coffin in Jon’s care – that’s… actually… a form of trust, in a way? I wonder if she might be, despite it all, trying to test whether she can trust Jon on some matters.
(MAG128) BASIRA: You heard me. Don’t ask about [my leads], and don’t know about them either. ARCHIVIST: I can’t exactly control that! BASIRA: Learn. ARCHIVIST: … [SIGHS] I’ll do my best. […] BASIRA: I’ll try and be back in a week or two. Don’t think about me. ARCHIVIST: Right.
^Could be a way to check if Jon can prevent himself from spookily knowing or trying to investigate? Forcing himself to find a way to refrain it even if he has no idea about how at the moment? (Basira is absolutely the reverse of an enabler, which… makes sense, since she keeps finding new ways to get herself out. She managed to survive The Dark. She was the only one who managed to find her way out of The Unknowing, by herself. At the same time, what she told Jon is… easier said than done. But indeed: it’s that, or enabling and probably accelerating Jon’s downfall.)

YES, it sounds awfully like The Web and what it’s probably doing right now with Jon/the Institute. But I also thought about Martin, here, and I can’t shake the idea now: it’s clear that Martin is wary of Peter and he explicitly said he didn’t like to be manipulated – he’s not oblivious to what Peter is doing, though… he’s also been opening himself a lot more than feels necessary (Peter knows how to push Martin’s buttons and to persuade him). But what if it’s actually more about Martin trying to manipulate him – Martin showing some parts of him only to get closer, pretending to be vulnerable, trying to establish how Peter operates and what his weaknesses are, for when Martin would have accumulated enough knowledge to take care of the new threat? I mean, Martin took down the previous Head of the Institute through dissimulating and deceiving. He’s done it before. He could do it again.) (/ realistically: yes, it’s me trying to still hold on to the possibility of Web!Martin, sssssh >> I… was so fond… of the aesthetic of Martin being in control, albeit awkwardly…)
- Breekon breached into the Institute and mentioned that he’s felt “loss” since Hope’s death. So. You can’t convince me that Peter Lukas, Agent Of The Lonely, didn’t know that he had entered the Institute. And yet, he didn’t help, didn’t do anything at all.
He had mentioned that Elias was “very protective of his people” (MAG100), which wasn’t super-reassuring regarding how Peter himself takes care of his people, even less for people that are not even his, but… we still don’t know why Elias chose him as an interim director (… if he indeed did), and after The Flesh attack and now Breekon, it seems less and less likely that it was to protect the Archives or Jon himself. So: why was he chosen? What is he supposed to do?
- It sounds like what Peter had hinted at the end of season 3 worked exactly how we could fear – “giving everyone some space”, from a Lonely agent, sounded… very bad and worrisome. And indeed, they drifted apart:
(MAG120) PETER: […] After that, I’ll put through a couple of weeks of paid leave for you all. I think giving everyone some space, to try and deal with the loss of… Tim and… Daisy, might do everyone some good.
Hey!! Peter and Elias, so far, totally succeeded in shattering the Archives team. They’re not even able to collaborate on a common project like they did in season 3 (trying to stop The Unknowing, getting Elias into jail). Martin has been persuaded that his “isolation” will help to fight the New Threat; Basira is adamantly choosing to not trust Jon; Melanie has been refusing to talk to Jon so far. Jon has been successfully isolated, too. Was it the point, or one of the points, of what Elias and Peter did overall…?
- Jon, please, don’t say anything ever unless you’re being pessimistic/negative, since:
(MAG123) ARCHIVIST: […] and, oh, yes, Tim and Daisy are still dead. Which is at least easy to keep track of!
Daisy is not dead anymore! You were wrong again and things did get more complicated! Rejoice!
… Although Daisy is probably having it worse than death and has been for the past seven months; it could be that they’ll manage to get her out of the coffin only to have to mercy-kill her shortly after. Or will she have to make the same kind of choice that Jon did in MAG121? Like Jon, she’s in a place The End can’t reach:
(MAG121) OLIVER: […] The thing is, Jon, right now, you have a choice. You’ve put it off for a long time; but it’s trapping you here. You’re not quite human enough to die, but – still too human to survive. You’re… balanced on an edge where The End can’t touch you – but you can’t escape him. I made a choice. We all made choices […].
(MAG128, “Breekon”) And so we took the casket, a hungry thing of the Earth, a crushing, choking tomb that will not let you die because it is too much what it is for Death to find you there, within its mocking shape – buried alive.
I would really like to see Daisy back and functional; the fact that she was Basira’s anchor makes me fear that ahaha nop, would be too hopeful (and she snapped during The Unknowing...), but I loved the familiarity they shared with Basira… And I loved Daisy and Jon’s weird little friendship, gosh!!
(MAG096) ARCHIVIST: So, what? Now you sell dead animals? What is this place? SARAH: The Trophy Room. A taxidermist shop in Barnet – it says above the door. Surprised to meet an Archivist who can’t read. ARCHIVIST: No, I– DAISY: [LAUGHS] Nice! […] DAISY: Come on. Before the Met get here. ARCHIVIST: Whatever you say~ DAISY: And wipe that grin off your face.
- In the meantime: how much will it sting, for Jon, to… keep watch over the coffin, knowing that Daisy is inside and that they might ultimately find a way to save her… while Tim is dead-dead and won’t come back, and there is no hope of him coming back ever again. When one glimmer of hope happens, it’s often hard to refrain from thinking that others could follow suit.
- We’re now 1/5th into season 4! And even if Jon feels ~static~, we’ve technically learned quite a lot? In the six months following the Unknowing, not strictly chronologically: Elias stayed in prison; Peter Lukas “managed” the Institute without revealing himself to anyone except Martin, only sending emails and memos; some researchers disappeared after ignoring his orders; Martin’s mother died; Melanie’s frenzy worsened; Basira tried to keep things afloat; other Fears have been targeting the Institute to prevent The Eye from completing its ritual in this cycle; the Flesh attacked the Archives and was defeated thanks to Melanie; Melanie & Basira have begun to live in the Institute; Martin visited Jon in the hospital, begging him to wake up and help, and given the lack of answer, accepted to work with someone (most likely Peter) with the promise that the others would be “safe”, and has indeed been working with Peter Lukas since then, getting more and more estranged from Basira and Melanie.
Since MAG121: The Dreamer, Oliver, revealed that he had turned into an avatar of The End. Jon ~made his choice~ and woke up. Georgie decided to stop taking care of Jon. Jon said that he didn’t remember everything about the Unknowing, learned that Tim and (presumably) Daisy were dead. We learned that The Web might have intertwined itself with the Institute for (at least) the past years, or at least that Annabelle might have intentions regarding the Institute or Jon in particular. Jon has used many powers other than compulsion, at an alarming rate: Knowing things, being directed towards specific statements (and feeling the presence of written ones), forcefully extracting a statement from someone’s brain, being able to See an otherwise undetectable spooky item (Melanie’s bullet). Basira and Jon removed said bullet from Melanie’s leg; Jon got stabbed in the shoulder, healed quickly. Melanie’s anger was confirmed to have been at least partially supernatural and Slaughter-induced, though she is still currently deeply hurt by the whole ordeal. Jon and Martin briefly saw each other, with Martin intentionally avoiding contact: he indeed made a deal with Peter Lukas, they’re working on Adelard Dekker’s suspicions of a new Menace, which requires Martin getting more powerful (and balance “between the two”), hence his “isolation”. Martin has been taking care of the Institute’s admin tasks for Peter, who “can’t stand computers”. We learned what happened to Albrecht von Closen a few years after he had sent his letter to Jonah Magnus: Jonah stole the mausoleum books from Albrecht, who turned out to have had sons by the time he died (his body filled with eyes). Basira visited Elias in prison: Elias gave her a tape recorder that had appeared in his cell, for her to give to Jon, and explained that he doesn’t want Jon to see him. He tipped Basira off about another potential “defender” for the Archives. Breekon brought the coffin to the Institute, confirmed that Daisy is inside and not dead; Jon used a new power on him to prevent him and Basira from fighting, unrolling his backstory. Basira is leaving for (she thinks) about one or two weeks, to follow up on “some leads”, potentially Buried-related, and forbade Jon from trying to Know what she is doing.
Tl;dr It feels a bit like things are dragging on and that not a lot is happening since Jon is back to being sedentary (after moving, going out and travelling a lot in season 3), that we’re waiting together with Jon… but at the same time, the shrouds around some mysteries are becoming a bit clearer, and a lot of elements have felt like they’ve broken the new status quo already. We’re getting a few missing pieces and completing new parts of the puzzle, while we’re advancing towards… something. (It feels a bit to me like the slow initial ascend of a rollercoaster, too: and there is the dread that when things will pick up for real, the velocity and savageness will simply be mind-shattering…?)
- I have a few ideas about Jon’s options but no certainty nor ~insight~ about what he could choose to do right now, since Basira left? Will he wait? Will he keep pushing his powers, trying to get redirected towards a statement that could help them… with the whole situation, or for the coffin? Will he try to actively research on The Buried or The Hunt? Will he try to focus on something else to avoid accidentally prying into Basira’s business: trying to get Martin back, digging a bit more into the Institute’s foundation or Gertrude’s notes again?
Now that Basira has left, though, a discussion with Melanie… might be coming ;; I’m eager and anticipating Pain at the same time, though… She had been aware of a change in her when she was influenced by the bullet (MAG117: “Elias thinks he’s got this ingenious way to hurt people, but it’s just the same old bullshit in a creepy new package. … asshole… God! I just want to rip his…! [BREATHES] When did I… start to lose the parts of me that weren’t just anger…? … Hm.”), so I’m really curious to hear her again, now that she’s been presumably freed from it – with rightful resentment and distrust… but also a clearer mind.
(I wonder if we’ll hear about Georgie again through her ;;)
MAG129’s title has been given on Patreon: statement-wise, I’m suspecting a Buried one (though could also be The Lonely, or The Dark attacking the Archives, maybe). As for the second meaning, I’m flipping a table in fear that it could be about Jon’s metaphorical inner door already – but at the same time… it would feel very early for that. So, hum. Could be about Melanie’s impressions from when she was under the bullet’s influence? Could be about Jon getting emotionally overwhelmed by everything and having a breakdown, without any door opening? … Could be about Martin and Peter again.

Donald Trump’s latest budget request, which demands billions of dollars for a border wall at the expense of social safety nets and environmental protections, was dismissed on Monday as “dead on arrival” and “breathtaking in its degree of cruelty”.
The president unveiled a 2020 plan that includes $8.6bn for a wall on the border with Mexico, signalling his intent to reignite a political fight that has already led to a record 35-day partial government shutdown.
Trump’s budget would also increase defence spending while cutting domestic programmes by 5%, or $2.7tn over 10 years: higher than any administration in history. This is intended to curb the national debt, currently more than $22tn, a record level.
Budgets released by the White House have little chance of passing intact and tend to be statements of intent, starting points for negotiations with Congress.
Democrats gave Trump’s plan short shrift. Chuck Schumer, the Senate minority leader, said: “The Trump administration’s latest budget proposal is a gut-punch to the American middle class and a handout to the wealthiest few and powerful special interests that would worsen income inequality. Its proposed cuts to Medicare, Medicaid and Social Security, as well as numerous other middle-class programs, are devastating, but not surprising.”
Bernie Sanders, a member on the Senate budget committee and a Democratic candidate for president, said: “The Trump budget is breathtaking in its degree of cruelty and filled with broken promises.
“This is a budget for the military industrial complex, for corporate CEOs, for Wall Street and for the billionaire class. It is dead on arrival. We don’t need billions of dollars for a wall that no one wants. We need a budget that works for all Americans, not just Donald Trump and his billionaire friends at Mar-A-Lago.”
Titled A Budget for a Better America: Promises Kept, Taxpayers First, the plan contains $32.5bn for border security and immigration enforcement activities including $8.6bn for a border wall, a signature campaign promise by Trump – although he initially insisted Mexico would pay for it. There is also $478m to hire 1,750 Customs and Border Protection and Immigration and Customs Enforcement officers.
Repeating administration talking points which experts have questioned, Russ Vought, acting director of the Office of Management and Budget, told CNBC the “the border situation is deteriorating by the day” with “record numbers of apprehensions”.
Last month, Trump invoked an emergency declaration after Congress approved nearly $1.4bn for border barriers, far less than the $5.7bn he wanted. The emergency means he can potentially tap an additional $3.6bn from military accounts and shift it to building the wall.
But the Senate is poised this week to vote to terminate Trump’s declaration. The Democratic-led House already did so and a handful of Republican senators, uneasy over what they see as an overreach of executive power, are expected to help Democrats follow suit. Congress appears to have enough votes to reject Trump’s declaration but not enough to overturn a veto.
The budget also dedicates $750bn for defence, with priorities listed as strategic competition with Russia and China, countering regimes such as North Korea and Iran, defeating terrorist threats and consolidating gains in Iraq and Afghanistan.
Some $330m is allocated to fight the opioid crisis and the proposal includes $1bn for a childcare fund that would seek to improve access to care for underserved populations, a one-time allocation championed by the president’s daughter and adviser Ivanka Trump.
Trump promised during his election campaign not to cut the healthcare programmes Medicare or Medicaid. But his budget would would wipe billions off both, along with social security and other programmes on which many Americans depend, over the next decade. It would cut environmental protection by an estimated 31% next year and weaken the Environmental Protection Agency.
Ariel Moger, spokesperson for Friends of the Earth, said: “Trump’s budget slashes programs that protect our environment, feed families and provide healthcare. The American people should not have to pay the price for Trump’s 2017 giant tax giveaway to billionaires and Big Oil.”
The proposal “embodies fiscal responsibility”, Vought insisted, adding that the administration has “prioritized reining in reckless Washington spending” and shown “we can return to fiscal sanity”.
The White House claims the national debt is a threat to long-term prosperity and the plan puts the federal budget on a path to balance within 15 years, relying in part on an optimistic projection of 3.1% economic growth. The non-partisan Congressional Budget Office projects growth to slow to 1.7% in coming years.
Maya MacGuineas, president of the Committee for a Responsible Federal Budget, said: “President Trump’s budget aims to reverse an unsustainable fiscal situation and put debt on a downward path relative to the economy. Unfortunately, as in previous years, he relies on far too many accounting gimmicks and fantasy assumptions and puts forward far too few actual solutions.
“Even full of accounting gimmicks meant to paper over deficits, the president’s budget would still borrow $7.8tn over the next decade. Under reasonable economic assumptions, however, we find it would be closer to $10.5tn.”
Congress will need to find agreement on spending levels to avoid another shutdown by 1 October.
Neera Tanden, president of the Center for American Progress think tank in Washington, said: “This budget captures, in dollars and cents, the broken populist promises of Trump’s 2016 campaign. On the heels of a massive, deficit-busting tax giveaway for corporations and the wealthiest Americans, the president has proposed slashing programs that support working- and middle-class Americans — health care, education and job training, infrastructure, housing, and nutrition assistance included. Oil and energy companies scored a win with deep cuts to resources that keep our air and water clean.”

Hitting the Books: How a radio telescope cost this West Virginia town its modernity
Deep in the heart of Appalachia, modern science and America's bucolic past meet at a unique crossroad of scientific discovery and luddite lifestyles. The Quiet Zone, by journalist Stephen Kurczy, is the story of a sleepy small town that hosts the Green Bank radio telescope. But the presence of this installation comes at a price: due to the telescope's exceeding sensitivity, virtually every device and appliance that emits radio waves, Wi-Fi signals, or microwave radiation is banned for square miles around. That means that Green Bank, West Virginia has about as much tech today as it did in the 1950's (maybe even a little less) — and some people very much like it that way. But not everybody. In the excerpt below, Pocahontas County attorney, Robert Martin, recounts the challenges of attempting to modernize the region without loosing a horde of gentrifiers upon it as well.

For every electrosensitive who wanted radio quiet, there were probably one hundred residents who wanted WiFi and cell service, and they elected the county’s officials. In early 2018, the Pocahontas County Commission passed a resolution in support of cell service throughout the county, a challenge to the very notion of a Quiet Zone. The commission assigned its attorney, Robert Martin, to contact all major telecommunications providers asking them to invest in Pocahontas.
“I’m doing my level best to get another company in here,” Martin told me in the spring of 2018. He’d invited me to his house to discuss the new cell service ordinance, and we were swigging Bud Lights at his kitchen table.
“How many cell companies have you written to?” I asked.
“All of them,” he said. “I promised the companies that we’ll get everybody in the damn county to sign up with them. I’ll sign up first! . . . I wrote a letter to everybody and said, ‘We have shit for cellphone service here, we want you to come in here, we’ll partner with you, we’ll help you however we can. Come in here.’”
At our feet were two boxers and a basset hound. In the adjacent mudroom was a 250-pound Vietnamese potbellied pig named Pig, who was snoring. Pig knew how to open the front door and pull a blanket over himself. “I’m the true image of West Virginia, aren’t I?” Martin laughed. “I got a pig living in the house.” Despite his home literally being a pigsty, Martin was always the best dressed at county meetings, usually wearing tight designer jeans, leather boots, and a crisp dress shirt, top buttons undone and a few chest hairs curling out. A blustery guy, Martin was once jailed in Marlinton for contempt of court for arguing with a circuit judge. He had a history of getting into fights at West Virginia University football games. For years, he’d also operated a hotel in Belize, paying “tens of thousands of dollars in bribes” and putting the payments on his tax returns so the U.S. government could see the corruption he was dealing with (even if he was admitting to violating the Foreign Corrupt Practices Act). Martin came across as a dogged lawyer who knew how to get things done. And he wanted cell service.
“You seen that commercial saying Verizon has more coverage than anyone else?” he asked me. “Pause and look at it real closely, and you’ll see right where Pocahontas County is because almost the entire Eastern Seaboard is all yellow [signifying cell coverage] and right there in southeastern West Virginia there’s this hunk about this big—it’s Poca-fucking-hontas County. I swear to God. Right fucking there we are on Verizon’s commercials.”
Martin knew well what connectivity was like outside the Quiet Zone. He had earned his law degree from West Virginia University in 1979, married a girl from Marlinton, and started his career in Pocahontas County before becoming a well-heeled insurance defense lawyer in Charleston. He’d gotten his first cellphone in 1986—it was the size of a beer bottle, with a three-foot-long antenna, and it went to bed with him every night. That attachment ended in 2012 when he moved back to Pocahontas, where he only carried an iPhone so he could listen to music in his truck. I asked if he was concerned about the impact of cell service on the electrosensitives.
“Wackos that are afraid of their brains getting fried and all that?” he responded. “Yeah, I know about them.”
“They see Green Bank as a haven,” I said.
“So? So?” He said he wasn’t going to let the electrosensitives keep Pocahontas “behind the curve” for cell service.
“But I’m here because you’re behind the curve,” I said. “That makes this place unique.”
“You think we want to deal with stone knives and axes for the rest of our existence? You’re like these fucking people who move in here and don’t want it to change, that it? We have people who have moved here in the last five to ten years and they don’t want anything to change. They’ve ‘discovered’ Pocahontas County and now nothing can change. Well, fuck, that ain’t the way of the world. We have limitations because of the observatory, because of our topography, because of our insignificant population. But we need to do what we can as government entities to make things available to people.”
“Of course,” Martin added, the cell service would have to comply with the Quiet Zone.
“We believe in the observatory, we don’t want to fuck with them,” he said. “Right now, as you and I are sitting here bullshitting, they’re up there looking for fucking E.T. And I want to give them every opportunity to do that. But I’ve got emergency services I’ve got to render in this county.”
In addition to trying to bring in cell service, Martin was assisting the county’s emergency services director, Michael O’Brien, to improve communications. The 911 center in Marlinton had difficulty broadcasting any emergency radio communications toward the northern end of the county, where Green Bank was located. O’Brien found a partial solution by installing an internet-controlled radio system just north of Green Bank in the town of Durbin, but it had minimal range and failed altogether when internet or electricity went down. Pocahontas was also one of the only counties in the state unable to adopt a “smart radio system” that integrated radios with smartphones.
On the off chance that someone made an emergency 911 call from one of the county’s few pockets of limited cell service, authorities had an especially hard time pinpointing the person’s location. “We had a dispatcher spend two and a half hours on the phone one night with a lady that was trapped in her car in a creek,” O’Brien told me. “She didn’t know where she was or how she got there. We were just keeping her calm while we sent the department to look in all the areas that had cell service.”
ACCORDING TO DELOIT TE, a 10 percent increase in mobile penetration increases total factor productivity—a key component of economic growth modeling—by 4.2 percentage points over the long run. In Pocahontas, businesspeople like Kenneth “Buster” Varner felt they needed all the help they could get to keep the county’s economy puttering along, which meant bringing in cell service.
I first met Varner in early 2017, while eating breakfast at the counter at Station 2. A heavy, jowly man, he had leaned over and asked, “Do you think the gravy is too salty?” As we shoveled down heaping plates of biscuits and sausage gravy, he told me about his various businesses. Aside from owning Station 2, he operated a half dozen enterprises involved in logging, excavation, towing, septic pumping, and auto repair. He was also a fire chief. I told him that I imagined a lot of headaches trying to manage all those things within the restrictions of the Quiet Zone.
“You have to realize that we never had cellphone service when everybody else had it, so it wasn’t anything to us,” Varner said. “It’d be more convenient, of course, if it was so you could use your cellphones all the time. But it’s a unique place to live where you don’t have them, and we take a little pride in that.” He noted how the observatory provided jobs and shared its resources, such as lending one of its diesel generators to a funeral home during a recent power outage. “That to me means a lot,” Varner said. “And having the largest telescope in the world out your back door, that’s a pretty neat conversation piece.”
“People can get ahold of me the old-fashioned way,” he added. “Call me on the landline or come look for me.”
Spending more time with Varner, however, I realized that he was hardly a Luddite. When we met again months later in his cluttered office, I found it hard to keep his attention. He kept glancing down at his iPhone to check texts and alerts he was receiving over WiFi. When he took a call, I was left to stare at a poster of a busty woman in a red bikini and firefighter helmet. When he finally put down the iPhone, I told him I was confused. Hadn’t he said he took pride in not using a cellphone?
“I thought it was rude to have a smartphone,” Varner said of his “old” perspective, apparently from just a few months earlier. “I do a lot of business on that phone, more than I ever thought in my wildest dreams that I would do.” I asked if he could ever go back to living without one. “Wouldn’t want to. It’s so handy.”
Varner had an AT&T data plan. He used Siri. He wished all his employees and volunteer firefighters could always be connected through smartphones. Instead, because of the Quiet Zone, he’d invested more than $30,000 in a specially approved radio repeater system to allow his workers to communicate via low-band radio. “I don’t want the observatory to close and for people to lose their jobs,” he said, “but it’d be more convenient for everybody.”

SAINTLY CONSIDERATIONS
WF THOUGHTS (10/31/20).
For reasons that I will explain below, today is a big deal. I'm not talking about Halloween, although my topic is coincidentally related to Halloween.
My topic today is sainthood. Do you understand sainthood? Do you want to be a saint? Can you be a saint? Let's dive in!
I'll be reviewing sainthood from a Catholic perspective. Other Christian religions hold similar views.
What does it mean to be a saint? That's a good place to start. The answer is simple. A saint, and here the lower case "s" is very important, is anyone who is in heaven. Yes, everyone who makes it to heaven is a saint.
Do you see the immediate problem? We don't know who is in heaven. Experts say that more than 100 billion people have lived over the course of human history. That means that there are billions and billions of saints. There is no list for us to look at. We each may have our own beliefs about deceased relatives or friends, but there is no way to prove or confirm their sainthood.
For good reason, centuries ago, the leaders of The Church decided that it would be good to officially designate certain deceased holy people as "Saints." Note the upper case "S." Saints with an upper case "S" have been officially designated as Saints by The Church. In essence, The Church is declaring that these people are certainly in heaven. Thus, the list of Saints is a partial list of the population of heaven. Are you with me so far?
The Church is two thousand years old. Over that long history, the accepted methods for declaring a Saint have varied. Over significant portions of that long history, record keeping was poor or nonexistent. Thus, we don't know how many Saints there are. I've seen estimates as low as 2,500 and as high as 10,000. If you'd like to undertake a big research project, feel free to compile a comprehensive list of the Saints.
We're fairly certain about the identity of Saints declared after the year 1170. Up until 1170, Saints could be declared by Bishops. That created chaos. In 1170, the Pope (Alexander III) decreed that only a Pope can designate a Saint. That stopped the chaos and streamlined the record keeping.
How do Popes decide who to designate as a Saint? That's easy. This is The Church. There are rules. Strict rules. Although they have been tweaked a few times, the rules have generally remained unchanged since the year 1200. The latest "tweaking" occurred in 1983.
So what are the rules? How does the process work? Think about the verification process for the Guinness Book of World Records, and add massive amounts of steroids. Let me give you the basics.
You don't become a Saint quickly. The process can take decades or centuries. There are several steps. Along the way, different honorary titles are bestowed upon the candidate. The best way to understand the process is to focus on the titles.
The entire process is called "canonization." Successful candidates for Sainthood are added to the official "canon," or list, of Saints.
Canonization starts when a local Bishop decides that a deceased holy person from his jurisdiction might be eligible for Sainthood. That Bishop, assisted by a committee appointed by that Bishop, launches an exhaustive investigation into the candidate. It's very rare for a candidate to survive the investigation. Sainthood is reserved for extraordinary people who have a verifiable track record. If the local Bishop decides that he has found an extraordinary person with a verifiable track record, he closes the investigation and bestows the title "Servant of God" upon the candidate. That's the first title bestowed in the canonization process. The investigation materials on the "Servant of God" are sent to Rome.
In Rome, at The Vatican, there is an investigative body called the "Congregation for the Causes of the Saints." Its job is to start from scratch and do a ruthless investigation into the candidacy of the Servant of God. A team is appointed to argue in favor of the candidacy. A team is appointed to argue against the candidacy. It is very difficult to survive the investigation. If the Servant of God survives the scrutiny, they receive the new title of "Venerable." That means that the person has been found to be a holy person worthy of great respect and reverence within The Church. Becoming "Venerable" does not mean that the candidate will become a Saint. It simply means that the candidate has survived another step in the process. It's a big deal for a candidate to be declared Venerable. Word spreads throughout The Church. In prayer, people begin to ask the Venerable (sort of a semi-Saint) to intercede on their behalf with God.
The next step is normally very, very slow. The Church sits and waits for a sign from God. What kind of sign? A miracle! If a miracle attributable to the Venerable can be verified, The Church assumes that God wants the candidate to continue towards Sainthood. Most of these miracles involve a total cure of a terminal illness after people prayed to the Venerable for the cure. There is a team at The Vatican that rigorously investigates possible miracles, and that team includes dozens of the top doctors in the world. Miracles are rarely verified. The rules are very strict for a miracle to be verified as part of the canonization process. There must be verification that the patient had a condition with no known cure. There must be proof that prayers were directed to the Venerable. There must be a rapid and complete cure that lasts a number of years. A team of doctors must affirm that there was no natural explanation for the cure. The standards are very, very rigorous. If the candidate is one of the very few who survives these rigors, he or she is entitled to "Beatification." Beatification is an official statement from The Church that it is "worthy of belief" that the candidate is in heaven. The "proof" is the miracle, which is assumed to be a sign that the person is with God in heaven. Of course, Beatification comes with a new title. The potential Saint is now referred to as "Blessed," as in Blessed Antonio or Blessed Alexandra. Are you still with me? The person isn't a Saint yet.
This brings us to the final step. It's another difficult step.There must be proof of another miracle after the candidate becomes "Blessed." The same rigorous standards apply. The verification might take several decades or more. Sometimes, there is no second miracle. If a second miracle is verified, the Blessed is "canonized" and is given the precious title of "Saint." The granting of that title is the official announcement that the person is definitely in heaven with God. The ordeal is over. The new Saint is assigned a Feast Day that, every year, is celebrated on The Church calendar.
Let's do a quick review, in order, of the relevant titles on the path to Sainthood: Servant of God; Venerable; Blessed; Saint. Got it?
What does any of this have to do with October 31, 2020? I'll tell you. It's an interesting story.
In 1852, in a humble Connecticut town called Waterbury, the first child was born to Irish immigrant parents. His name was Michael Joseph McGivney. His parents would have 12 more children.
When he was 16, McGivney entered the seminary and began studies to become a priest. When he was 20, his father died and he had to leave the seminary to help raise his siblings. Without the wages of his father, his family was destitute. He ultimately returned to the seminary and became a priest, in 1877, when he was 25.
The young Father McGivney was assigned to St. Mary's parish in New Haven, Connecticut. From his own life experience, McGivney understood the suffering caused by the death of father in a large family. Determined to address that problem, at his church he formed a Catholic men's organization and named it the Knights of Columbus. The small group of men began meeting in 1882. With a portion of the dues paid by members, McGivney bought life insurance to protect the wives and children of the members. The $1,000 death benefit was a hugh boost to unfortunate families. The Knights also did charitable work in their community, particularly in the area of providing services to widows and children.
On an individual basis, in addition to his work with the Knights of Columbus, Father McGivney made extraordinary efforts to provide for the spiritual, emotional, and financial needs of folks in his community. He was a local hero.
Before long, the Knights of Columbus spread all over the world. Hundreds of churches started chapters, which are called "Councils." The growing size and wealth of the organization, which is still headquartered in New Haven, allowed for enhanced life insurance programs and wide reaching charitable work. Men were proud to be a member of the Knights of Columbus. My father was a Knight. At least three of my uncles were Knights. Babe Ruth was a Knight. Other Knights included: JFK and his brother Ted; Florida Governor and presidential candidate Jeb Bush; Supreme Court Justice Sam Alito; Speaker of the House John Boehner; and football coach Vince Lombardi.
The Knights of Columbus grew into a massive organization. Today, all over the world, there are 2 million members. It is the biggest Catholic organization in the world. It runs it's own life insurance company, and that company is one of the largest in the world. It supports Catholic causes all over the world, including assistance to poor families and immigrants, refugee support, school support, programs for the mentally and physically disabled, emergency relief at disaster locations, employment services, blood drives, and numerous other efforts. When The Church wants something done, she calls on the Knights of Columbus.
In addition to starting the Knights of Columbus, Father McGivney became a role model for other priests and for Catholic men. His priesthood was not contained by the walls of a church building. In his view, being a good Catholic meant working in the community. In his view, a good Catholic was required to attend to the needs of the less fortunate. He was an inspiration to many Catholics. Sadly, he died in 1890 at the age of 38. He was killed by the Russian flu, which was a form of Coronavirus that swept through Connecticut.
Father McGivney was not forgotten. He became a legend. In 1982, as the Knights of Columbus was celebrating its 100th anniversary, the Bishop in Connecticut started the long process towards Sainthood for Father McGiveny. Do you see where I'm going here?
Here's how the process has unfolded thus far for Father McGivney:
▪In 1997, after 15 years of work, the Bishop in Connecticut completed his investigation and declared McGivney a "Servant of God." The case then moved to Rome for further investigation and study.
▪In 2008, The Church bestowed the title of "Venerable" upon McGivney. As you remember, that means that he was deemed a holy person worthy of special respect and reverence. His quest towards Sainthood was allowed to continue to the next step.
▪Today is October 31, 2020. It's a huge day. A few months ago, after reviewing the investigative materials from the rigorous examiners, the Pope confirmed a miracle attributable to McGivney. Today, at the Cathedral in Connecticut, McGivney was Beatified. He is now know as Blessed Michael J. McGivney. He's one step away from Sainthood. Wow!
Sainthood for McGivney would be a really, really big deal. He wasn't a Cardinal. He wasn't a Bishop. He was a lowly parish priest. He is the first American parish priest to get this close to Sainthood. I hope he is the first American parish priest to become a Saint. Wouldn't that be wonderful?
I know that you're all asking: "What was the miracle?" I'll tell you in a minute. A quick diversion is necessary.
After McGivney was declared "Venerable" in 2008, The Church investigated two potential miracles that may have been attributable to him. The Church rejected both claims. The standards are very, very tough.
The third try was the charm. In 2014, a Tennessee couple became pregnant with their 13th child. Early tests revealed that the baby had Down Syndrome. A few weeks after that diagnosis, the couple was told that the baby also had an extremely severe case of a condition known as fetal hydrops. They were told that there was no chance that the baby would survive through the fourth month of the pregnancy.
The husband was a Knight, and when this terrible news arrived the couple was about to go on a tour of Shrines that was sponsored by the Knights of Columbus. They decided to go on the tour to ask Father McGivney to facilitate a miracle. Other Knights on the trip, and their families, also prayed to McGivney for a miracle. Word spread, and Knights all over America were praying to Father McGivney.
When the couple returned from their pilgrimage, they went for additional tests. The fatal condition had totally disappeared. There was no medical explanation for the cure. No doctor had ever seen such a sudden, and complete, disappearance of extremely severe fetal hydrops.
The child, named Michael in honor of McGivney, is now 5. Except for his Down Syndrome, he is totally healthy.
Despite the circumstances, the investigative tribunal had doubts about the miracle. One of their concerns was that the baby was born with Down Syndrome. Why wasn't that cured too? When asked about that issue, the parents had an amazing answer. They said that they never prayed for a resolution of the Down Syndrome condition, and that they asked others to ignore that issue too. They focused exclusively on the fatal condition. If God wanted them to have a child with Down Syndrome, they were ready to accept that. They just wanted their baby to live! Ultimately, the tribunal verified the miracle and the Pope agreed.
Do you need further proof? Michael was born on May 15th, the same day that the first Knights of Columbus council was chartered in New Haven. The name of Michael's mother is Michelle, and she has the same birthday as Father McGivney. Michael has 12 siblings, and Father McGivney had 12 siblings. All coincidences, or Devine Intercession? You decide.
As of today, Blessed Father Michael J. McGivney is one miracle away from becoming a Saint. If you need a miracle, or are aware of anybody who needs a miracle, it couldn't hurt to send a few prayers his way. He's a proud Irishman. I'm sure he'd get a big kick out of making it to the big list.
Here's another interesting, and final, tidbit. On the calendar of The Church, tomorrow (November 1st.) is All Saints Day. In the old days, it was called All Hallows' Day. It is the Feast Day to honor officially recognized Saints as well as the billions of unknown saints. Halloween is related to All Saints Day. In the old days, Halloween was known as "All Hallows' Eve" or "All Saints Eve." Isn't it strange that Father Mcgivney's Beatification is taking place on Halloween?
Tonight, during trick-or-treating, be smart if you are visited by a person wearing a Knight costume. Be generous. It could be Father McGivney. If you can, give him a Tootsie Roll. The Knights of Columbus love Tootsie Rolls. (Every year they distribute Tootsie Rolls outside churches as part of their fundraiser to support mentally disabled children.) Happy Halloween.

Stocks climbed after encouraging data about the first coronavirus vaccine tested in people.
The drug maker Moderna said Monday that the first coronavirus vaccine to be tested in people appears to be safe and able to stimulate an immune response against the virus.
The findings, which helped prompt a rally on Wall Street, are based on results from the first eight people who each received two doses of the experimental vaccine, starting in March.
Those people, healthy volunteers ages 18 to 55, made antibodies that were then tested in human cells in the lab, and were able to stop the virus from replicating — the key requirement for an effective vaccine. The levels of those so-called neutralizing antibodies matched the levels found in patients who had recovered after contracting the virus in the community. Two more age groups, 55 to 70, and 71 and over, are now being enrolled to test the vaccine.
Though encouraging, the findings do not prove that the vaccine works. Only larger, longer studies can determine whether it can actually prevent people in the real world from getting sick. Moderna’s technology, involving genetic material from the virus called mRNA, is relatively new and has yet to produce any approved vaccine.
Moderna produced the vaccine in collaboration with the National Institute of Allergy and Infectious Diseases, the institute led by Dr. Anthony Fauci, which has been leading the clinical trials. That institute, a part of the federal National Institutes of Health, is also involved in research on other experimental coronavirus vaccines.
If those trials go well, a vaccine could become available for widespread use by the end of this year or early 2021, Dr. Tal Zaks, Moderna’s chief medical officer, said in an interview. How many doses might be ready is not clear, but Dr. Zaks said, “We’re doing our best to make it as many millions as possible.”
Despite the uncertainties, the company’s announcement rapidly encouraged investors, who also welcomed a pledge from Jerome H. Powell, the Federal Reserve chair, that there was “really no limit” to what the central bank could do with its emergency lending facilities.
The S&P 500 rose more than 3 percent by early Monday afternoon, and Moderna’s shares surged more than 25 percent.
Monday’s rally had all the characteristics of one focused on the prospects for a return to normal. Travel stocks, like United Airlines, Expedia Group and Marriott International, were among the best performers in the S&P 500.
Oil prices also moved higher, with West Texas Intermediate, the U.S. standard crude, rising above $30 a barrel for the first time since March, and government bond prices fell.
Azar castigates W.H.O. at global health meeting, as China pledges more aid.

Alex M. Azar II, the Secretary of Health and Human Services, sharply criticized the World Health Organization on Monday, saying its handling of the coronavirus outbreak in China led to unnecessary deaths.
Mr. Azar’s combative remarks, delivered in a prepared video to the World Health Assembly, the global health agency’s annual meeting and its first amid the coronavirus pandemic, is a marked escalation of the Trump administration’s efforts to deflect blame over the American government’s halting response to the pandemic.
“We must be frank about one of the primary reasons that this outbreak spun out of control,” Mr. Azar said. “There was a failure by this organization to obtain the information that the world needed, and that failure cost many lives.”
Mr. Azar’s comments were a strident amplification of criticism by Mr. Trump and Republicans in Congress who have castigated the W.H.O. for what they have described as a bungled response to the outbreak in China by promoting misinformation from Beijing. The health agency has denied the claims and insisted that it was transparent and open.
On Monday, Tedros Adhanom Ghebreyesus, the director general of the W.H.O., appeared to bow to calls by member states for an evaluation of its handling of the pandemic, saying the agency’s would review “lessons learned” about its global response. But Mr. Tedros’s remarks did not address Mr. Trump’s demands that the health agency investigate unproven allegations that the coronavirus originated in a lab in China.
President Xi Jinping of China, in a pointed challenge to Mr. Trump, offered Monday to provide $2 billion in the fight against the pandemic and called on other nations to increase their contributions to the W.H.O.
Mr. Xi’s remarks were likely to ratchet up pressure on Mr. Trump, who last month announced that the United States would withhold its annual contribution of about $550 million to the organization, accusing it of promoting disinformation from China about the outbreak.
In his remarks, Mr. Xi also defended his country’s handling of the outbreak and appeared to brush aside calls for an independent investigation into the origins of the virus — a demand the United States as been promoting — saying such forensics should wait until the crisis had subsided.
The $2 billion would be a vast increase in China’s contribution to the W.H.O., which last year totaled $43 million. In April, after the United States announced it would cut funding to the organization, Beijing said it would provide an additional $30 million to the W.H.O.
Treasury has barely tapped into its $500 billion bailout fund. Congress has questions.

The new Congressional Oversight Commission raised questions about how the Federal Reserve and Treasury Department are administering emergency bailout funds in its inaugural assessment of the $500 billion program.
The report is the first in what will be a monthly review of how the funds are being used. The money, which was allocated as part of the $2 trillion CARES Act, is being used to provide grants and loans to airlines and companies that are vital to national security and to backstop lending programs designed by the Fed.
The programs are just getting up and running. The report says that Treasury has yet to disburse the $46 billion in grant and loan money to airlines or businesses critical to national security. Thus far, it has only used $37.5 billion for the Fed’s Secondary Market Corporate Credit Facility, which purchases outstanding corporate bonds through a special purpose vehicle. The Fed’s other facilities, which are intended to keep credit flowing to businesses and state and local governments, are expected to be operational in the coming weeks, though the timeline remains highly uncertain.
The bipartisan commission is comprised of two Republicans, Senator Patrick J. Toomey of Pennsylvania and Representative French Hill of Arkansas, and two Democrats, Bharat Ramamurti, a former economic adviser to Senator Elizabeth Warren, and Representative Donna Shalala of Florida.
The commission questioned how the Fed and Treasury will measure the success of the programs. Signaling its areas of concern, it questioned if the Fed facilities will favor large companies over smaller ones and if the agencies believe that the loan money will help stabilize the economy regardless of how it is used.
The next report is due in late June.
Democrats want Treasury and the Federal Reserve to take more risks in their lending program.
A group of Democrats on the Senate Banking Committee are sending Federal Reserve Chair Jerome H. Powell and Treasury Secretary Steven Mnuchin a letter urging them to take greater risks in their lending program meant to keep credit flowing to midsize businesses.
The so-called “Main Street” lending program, first unveiled March 23, has yet to get up and running. When it does, it will be backed by $75 billion of the $454 billion that Congress gave the Treasury Department as part of the CARES relief law to support the Fed’s emergency loan efforts.
Mr. Powell and Mr. Mnuchin will testify before the Senate Banking Committee tomorrow.
Senator Mark Warner, a Democrat from Virginia, has expressed concern that the program is taking too long to get up and running, and that its terms are too cautious, limiting the chances that it will lose taxpayer money but also potentially curbing its effectiveness. He led the Monday letter, which was given to The New York Times by his office.
“The current crisis facing the U.S. economy is distinguishable from previous economic downturns, and therefore demands a different approach,” the letter said, acknowledging that the Fed’s emergency lending programs are usually structured as backstops meant to be used only as a last resort, but arguing that this one should not be.
“The vast majority of these firms are not seeking public assistance due to risky behavior,” the Senators wrote, adding that “should firms fail to receive affordable financing terms under these facilities, many will be left with a choice between declaring bankruptcy, posing long-term risks to the economy, or opening up too quickly.”
The Senators said that they do not think the Fed and Treasury need to return the money appropriated in the CARES Act in a baseline scenario, as Mr. Mnuchin has said they expect to do.
“In our view, the significant capital protecting the Federal Reserve’s balance sheet should be viewed as capital that does not need to be paid back in full,” they wrote. “Losses to Treasury capital should be tolerated in order to ensure financing reaches the borrowers most in need.”
In California, undocumented immigrants can begin applying for aid.

Hotlines in California were deluged on Monday as the state began taking applications for $75 million in cash assistance to help undocumented immigrants weather the Covid-19 economic downturn.
The one-time grants of $500 per person or $1,000 per household will be awarded to about 150,000 people who phone in on a first-come, first served basis, state officials said. Philanthropic organizations and private donors pledged an additional $50 million, for another 100,000 immigrants. Miriam Jordan reports.
There are an estimated 10.6 million undocumented immigrants in the U.S., of whom 2 million live in California, more than any other state.
Undocumented immigrants are among the most vulnerable during the coronavirus pandemic; many work in jobs in homes, hotels and restaurants that have been shut down during state-ordered lockdowns.
In anticipation of the payments, people looking for information on how to apply over the weekend directed a flurry of calls to the 12 nonprofit organizations contracted to vet the applications. By Monday, when the phone lines opened, many people reported they could not get through.
The sign-ups were being conducted almost entirely by telephone to avoid hazardous in-person contacts.
To qualify for the money, applicants must prove they are undocumented, out of work because of the health crisis and not eligible for federal stimulus checks or unemployment benefits.
Groups opposed to the program sued to block the state from using taxpayer dollars, arguing that it was illegal. The cases were dismissed by the court.
After glitches, the College Board is making changes to remote Advanced Placement tests.
Thousands of students across the country experienced problems last week when taking Advanced Placement exams from home, heightening the stress and anxiety for students trying to demonstrate their mastery of certain subjects as part of the college application process.
More than 2.2 million A.P. tests were taken last week, in subjects ranging from computer science to art history to physics. A second week of testing begins today.
The College Board, the nonprofit organization that administers the exams, said only 1 percent of test takers had problems submitting their answers online last week. But some students have complained that the technical failures were more widespread and have said that as many as a quarter of students in some high school classes had difficulty with the online testing system.
They took to social media to post videos of the system failing, and even shared photographs of faces stained with tears of frustration.
On Sunday, the College Board announced that students taking exams this week will have the option of emailing their answers if they are unable to upload them. But students who had difficulties last week will have to take makeup exams in early June — a solution that some families called unfair, because it would force students to take stressful tests multiple times.
On Twitter, one student posted that she could not submit her chemistry test and wrote, “Thanks @CollegeBoard. Now I get to stress about this test for the next three weeks when I should be worried about my other classes.”
The College Board, which also oversees the SAT, a standardized test that serves as a gateway to college for millions of applicants each year, also said that it would develop digital versions for students to take at home in the fall if the pandemic continues to require social distancing.

When big companies got loans backed by the federal government’s $660 billion Paycheck Protection Program, outrage ensued. Many people expressed anger that the government’s main vehicle for helping mom-and-pop shops struggling during the pandemic was being undermined.
Lawmakers opened congressional inquiries and demanded firms give the money back, while the Trump administration tightened eligibility rules. Steven Mnuchin, the Treasury secretary, threatened to hold firms criminally liable if they did not meet the program’s requirements and gave companies until Monday to decide whether to return their loans without repercussions.
But the majority of money extended to public companies has so far not been returned.
Two of those companies, Escalade, a sporting goods manufacturer in Evansville, Ill., and RealNetworks, a Seattle software developer, both sought and received loans that they had determined they needed to pay employees and keep their operations afloat. Escalade got $5.6 million on April 14; RealNetworks qualified for $2.9 million on April 24. But after the federal government scolded publicly traded companies for taking loans, they took different paths.
Escalade returned the funds, hoping to avoid running afoul of new federal guidelines for the loans and betting states would loosen stay-at-home restrictions enough to restart operations. RealNetworks kept its loan and says it will use it to bring workers back this week.
At least $504 million in small-business loans, out of at least $1.49 billion that public companies received, has been returned, according to a New York Times analysis.

Black and Latino business owners are struggling to get government assistance under the Paycheck Protection Program, a new survey has found, and many say they are on the brink of closing permanently.
The survey, conducted by the Global Strategy Group for two equal-rights organizations, Color of Change and UnidosUS, included interviews with 500 business owners and 1,200 workers from April 30 to last Monday. Just 12 percent of the owners who applied for government-backed loans in the $650 billion program reported receiving what they had asked for, and nearly half of all owners said they anticipated having to permanently close in the next six months.
By comparison, in a survey of small businesses by the Census Bureau from April 26 to May 2, three-quarters said they had asked for a loan and 38 percent of them said they had received one.
The program was the first time some black and Latino business owners had ever sought a bank loan. Two-thirds of the respondents sought loans of under $50,000 through the government’s aid program. Nearly half said they had to lay off at least some employees.
Rashad Robinson, the president of Color of Change, said the survey showed that “if we don’t get policies to protect these communities, we will lose a generation of black and brown businesses, which will have deep impacts on our entire country’s economy.”
N.Y.C. is expected to meet reopening criteria in the first half of June, the mayor said.

The state’s standards that New York City has yet to meet are:
A rate of new hospitalizations below 2 per 100,000 residents a day. In New York City, that works out to around 170 per day. According to the state, the number in the city is around 200 per day.
A hospital-bed vacancy rate of at least 30 percent. The city is close — 29 percent.
An intensive-care bed vacancy rate of at least 30 percent. The city’s rate is 24 percent.
At least 30 working contact tracers per 100,000 residents. The city is hiring tracers and expects them to be on the job soon.
In the regions that can restart, construction, manufacturing, and wholesale trade can resume. Some retail businesses may open for curbside service only. Five regions became eligible on Friday and a sixth, the region around Buffalo, can reopen on Tuesday, Gov. Andrew M. Cuomo said Monday.
Other activities that are allowed include drive-in movies, landscaping and gardening businesses and “low-risk recreational activities” like tennis.
For Memorial Day weekend, beaches in New York City will be technically open, Mr. de Blasio said, but there cannot be any swimming, sports or gatherings. He also said Monday that he did not want to see people traveling long distances to get to them, especially on mass transit. He did not say how the city would enforce those limits.
Beaches in New Jersey, Connecticut, Delaware and elsewhere in New York State will open for swimming then, albeit with crowd limits and social distancing rules in place on the sand.
The city is prepared to fence off the beaches if they start to get crowded, the mayor warned.
Another 106 people died in the state, Mr. Cuomo said.

Dr. Rick Bright, who became a federal whistle-blower after he was stripped of his position running a medical research agency, has reported to his new assignment at the National Institutes of Health, his lawyers said.
Dr. Bright was ousted head of the Biomedical Advanced Research and Development Authority on April 21, he has said, after he objected to the widespread use of an unproven malaria drug being touted by Mr. Trump as a treatment for Covid-19.
While his new mission is unclear, Francis Collins, the director of the health institutes, recently told reporters that Dr. Bright is now a “senior adviser” to him. “His precise role is under development,” Dr. Collins said.
Dr. Bright had been on medical leave for hypertension and then vacation leave, he told Congress last week — an admission that prompted sharp criticism from Republican lawmakers, as well as Peter Navarro, Mr. Trump’s trade adviser, who called him “a deserter.”

In Massachusetts, one of the hardest-hit states, Gov. Charlie Baker on Monday presented his four-phased strategy to gingerly resume public life, replacing his “stay at home” advisory with a new one, “safer at home.”
The four stages, which begin today and last for three weeks apiece, are known as “start,” ��cautious,” “vigilant” and “new normal,” with each new phase replacing the previous guidelines with slightly looser ones. Progress from one stage to the next is contingent on a continuing decline in the virus’s spread, Mr. Baker warned.
“If we don’t keep up the fight, and don’t do the things that we all know we have to do, and know we can do, we run the risk of creating a second spike in the fall,” he said.
Across the country, governors are engaging in a precarious balancing act, weighing the risks of reopening their states with the acute need to minimize economic harm. The pendulum will move further toward the economy this week, when several more states, including Connecticut, Kentucky and Minnesota, move to reopen.

But even governors who have allowed certain returns to business have expressed hesitance, and public health officials have been warning for weeks that reopening too soon could lead to a devastating second outbreak.
“This is really the most crucial time,” Gov. Mike DeWine of Ohio, a Republican, said Sunday on CNN. “And the most dangerous time.”
Similarly, Gov. Gavin Newsom of California, a Democrat, said on CNN that he understood the hardship and stress people were facing. “The question is,” he added, “how do you toggle back and make meaningful modifications to the stay-at-home order?”
Mr. Trump, in telephone comments during a golf broadcast on Sunday, he said he missed sports and wanted “big, big stadiums loaded with people.”
Stores and malls could reopen in Minnesota beginning Monday; the enormous Mall of America, in Bloomington, has said that it does not plan to reopen its shops until June 1. On Wednesday, hard-hit Connecticut is expected to reopen salons, museums and office buildings. By Friday, stores and restaurants are expected to open back up in Kentucky.

Large parts of the South and Appalachia are especially vulnerable, according to a health-risk index created for The Times by PolicyMap, a company that analyzes local health data. The index for the first time identifies counties with high rates of the underlying conditions that increase residents’ risk of becoming severely ill if they are infected.
Even in lower-risk counties, a significant proportion of the population is living with these conditions.
Public health experts warn that these areas may not be adequately prepared for new waves of infection, even as some have lifted restrictions meant to curb the spread of the virus.
“Places that have not seen a lot of infection yet should be thinking about what infection is going to mean once they have an outbreak there,” said Micaela E. Martinez, a professor at Columbia University’s Mailman School of Public Health.
“This infection is highly contagious and we have no vaccine, so it will inevitably sweep through our populations unless we have very tight measures in place to prevent that from happening,” Dr. Martinez said. Once it does, the overall health of a community will matter, she added.
Researchers in California have rolled out their own testing efforts.

Only 26 of every 1,000 Californians have been tested, ranking the state 26th in the nation, and among the vast numbers of the untested are many high-risk groups, but none more so than the 150,000 homeless people living throughout California. Their encampments, often crowded and lacking basic sanitation, could provide a place for the virus to flourish.
Mr. Harris was among the first to participate in one of the new testing initiatives by health experts at California’s top public and private universities. They aim to fill gaps in knowledge about the disease’s prevalence, unravel mysteries about survivor immunity and answer other looming questions as California begins to ease its lockdown.
So far, their work has raised as many questions as it has answered. But there have also been intriguing, if still tentative, findings.
The initiative that tested Mr. Harris, for example, has found just four positive cases out of the 233 homeless people it has tested so far. Another found stark contrasts in infection rates based on whether a person was able to work from home or not.
The experts leading these efforts said they acted to fill a void. Eva Harris, an infectious disease specialist at the University of California, Berkeley, said that watching the virus spread around the world while bickering government leaders hesitated to act was like witnessing the Titanic speeding toward the iceberg.
“We finally just said, ‘OK, it hit,’ and still nothing happened, so we need to get involved,” she said.

After nearly two months under lockdown — with the only access roads closed off by checkpoints — the Florida Keys will reopen to visitors on June 1, officials announced.
The archipelago has been blocked off to anyone who does not work or live there since late March. Hotels were ordered closed, and visitors who flew in through the airport were screened and instructed to self-isolate for two weeks.
The measures worked: Monroe County had just 100 confirmed cases and three deaths, according to state data. The three heavily populated counties to the north — Miami-Dade, Broward and Palm Beach — had a total of more than 25,000 cases and 1,000 deaths.
“I have to say, it’s probably one of the toughest decisions we have ever had to make as a county,” said Heather Carruthers, the mayor of Monroe County. “First, closing the Keys to visitors was heartbreaking. We knew what an impact that would have on our locals, and it’s not who we are. We’re the ‘Come as you are’ county.”
Ms. Carruthers said that the decision to reopen was just as hard, because it was clear that it was precisely because of the strict measures that the Keys was able to keep the virus at bay. But as the infection rates in Miami and Fort Lauderdale have improved, she said, it has become clear that the Keys had to come up with its own “new normal.”
Health officials will be keeping a close eye on the number of infections to decide whether restrictions should be restored, she said.
“This is not permanent,” Ms. Carruthers said. “We are watching this every day.”

As crisis deepens, congressional rescue deal teeters  WASHINGTON
Top-level negotiations between Congress and the White House teetered Sunday on a nearly $1.4 trillion economic rescue package, as the coronavirus crisis deepened and President Donald Trump called for a deal to steady a shuttered nation.
Treasury Secretary Steven Mnuchin indicated an agreement was within reach. But faced with mounting opposition from Democrats who call the package insufficient, Senate Majority Leader Mitch McConnell postponed a planned procedural vote Sunday, resetting it for 6 p.m.
With a population on edge, societal norms rewritten and financial markets shell shocked, all sides were hoping for an agreement that would provide some relief against the pandemic's twin health and economic crises, now believed likely to stretch for several months.

But Democrats say the package does not go far enough to provide health care and unemployment aid for Americans, and caters too much to big business.
“We’re continuing to talk,” said Senate Minority Leader Chuck Schumer, while House Speaker Nancy Pelosi said Democrats would be putting forward their own draft bill.
This as the first senator, Republican Rand Paul of Kentucky, announced he tested positive for COVID-19, the infection caused by the virus. Paul, who is a doctor and close ally of the president, said in a tweet he was not showing symptoms and was in quarantine.
A growing list of lawmakers have cycled in and out of isolation after exposure, and two members of the House have said they tested positive in recent days.
Earlier Sunday, Mnuchin express optimism a deal could be reached with Congress.
“It will get done," he said on “Fox News Sunday, saying the plan was meant to prop up the nation's weakened economy for the next 10 to 12 weeks.
“I think the president has every expectation that this is going to look a lot better four or eight weeks from now,” Mnuchin said. “If for any reason, 10 weeks from now with this virus we haven’t won this, we’ll go back to Congress again.”
Yet while the congressional leaders worked to send help, alarms were being sounded from coast to coast about the wave of coronavirus cases about to crash onto the nation's health system. New York City Mayor Bill de Blasio had dire, urgent news from the pandemic’s U.S. epicenter: It’s bad and only getting worse.
“April and May are going to be a lot worse,” de Blasio said on NBC’s “Meet the Press,” begging for Washington to help procure ventilators and other medical supplies. De Blasio accused the president of “not lifting a finger” to help his hometown.
“If the president doesn’t act, people will die who could have lived otherwise,” he said.
Trump has defiantly pushed back against criticism he was slow to respond to the crisis, though he continues to send mixed messages as to what, exactly, the federal government is doing.
In recent days, he invoked the Defense Protection Act, a rarely used, decades-old measure that allows the president to marshal the private sector, but officials said Sunday that it has not actually been used to compel the private sector to manufacture supplies like masks and ventilators. The president tweeted Sunday that automakers General Motors and Tesla were given “the go ahead” to make ventilators and other products.
Trump lashed out at the Illinois governor and "a very small group of certain other Governors" for being critical of the response. He tweeted that they should not be “blaming the federal government for their own shortcomings.” He added: “We are there to back you up should you fail, and always will be!”
Federal Emergency Management Agency Administrator Peter Gaynor said on ABC's “This Week” that masks are being shipped from the national stockpile but he could not provide details on a concrete timeline. Gaynor could not say, despite being pressed repeatedly, how many masks would be shipped and when they would arrive.
“I mean, there's hundreds of thousands of — millions of things that we're shipping from the stockpile," Gaynor said. “Will we ever have enough? I’m not sure.”
The urgency to act is mounting, as jobless claims skyrocket, businesses shutter and the financial markets are set to re-open Monday eager for signs that Washington can soften the blow of the healthcare crisis and what experts say is a looming recession.
At issue is how best to keep paychecks flowing for millions of workers abruptly sidelined by the crisis. Talks also narrowed on a so-called Marshall Plan for U.S. hospitals — evoking the postwar effort to rebuild Western Europe — as well as loans to airlines and other industries all but grounded by the national shutdown. Gov Gretchen Whitmer of Michigan said Sunday the auto industry would also likely need government assistance.
Officials put the price tag at nearly $1.4 trillion and said that with other measures from the Federal Reserve it could pump $2 trillion into the U.S. economy.
Mnuchin said Sunday that workers and businesses will get assistance to help cover payrolls for the next 10 weeks; unemployment insurance; and a one-time “bridge payment” of about $3,000 for a family of four.
The treasury secretary said a significant part of the package will involve working with the Federal Reserve for up to $4 trillion of liquidity to support the economy with “broad-based lending programs.”
Hospitals, Mnuchin said, will get approximately $110 billion for the expected influx of sick patients.
But Democrats have pushed for add-ons, including food security aid, small business loans and other measures for workers — including jobless aid for those in the so-called “gig” economy not traditionally eligible for unemployment checks.
A senior Democratic aide unauthorized to discuss the talks and speaking on condition of anonymity said the package provides only three months of unemployment benefits, does not provide eviction protections and creates a $500 billion “corporate slush fund” that does not put enough restraints on how big business will spend the money.
There is also a $242 billion proposal for emergency supplemental food, hospital and public health needs, including for the Centers for Disease Control.
The details are coming from drafts of both bills circulating among lobbyists but not yet released to the public. They were obtained by The Associated Press.
Trump has said companies should not be able to use federal assistance to buy back stock in an effort to increase profits. However, the buyback provisions are "weak" in the draft text, according to a person unauthorized to discuss the emerging package and granted anonymity. The restrictions on buybacks could be waived by the treasury secretary, the person said.
The draft also suggests a two-year ban on executive pay hikes, while some lawmakers want stronger limits.
For most people, the new coronavirus causes only mild or moderate symptoms, such as fever and cough. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia.
The vast majority of people recover from the new virus. According to the World Health Organization, people with mild illness recover in about two weeks, while those with more severe illness may take three to six weeks to recover.
