I always found it weird that Edelgard tells Rhea to surrender before the final battle in CF. Not a few minutes before that did she tell Byleth that she intends to OBLITERATE Rhea. Is she trying to appear benevolent in front of her classmates when she really just wants to shank that pope lizard? Probably. Oh, and Rhea definitely got harvested by the Agarthans after Edelgard just casually leaves her corpse in the city.
Honestly,
Tru Piss would have been one of my favorite games if it didn't drop the ball (rather if it fucking picked it up from the ground) because "you shall buy Hresvelg Grey".
Imo, the game makes it clear - if you believe in unreliable narrators - that the Empire is lying to its citizens, and Supreme Leader is manipulating her allies, including Billy, until there's no need anymore (when Billy's fully committed to the cause).
Think of it, it first starts with Emile popping up to help Supreme Leader when she sacks Garreg Mach, and her promise to "explain" everything to Billy, save that... Nothing is ever explained.
Hubert is the one to tell Billy about the Mole people alliance, and how it will end the second they're not useful anymore. Supreme Leader never elaborates or develops about siding with the people who killed Jeralt, or their weird Science Projects. It is always Hubert, or even one line from Hanneman about war assets.
Supreme Leader cannot be held accountable for anything.
Maybe Pat realised "information campaign" sounded bad so he lolcalised it, but that was the purpose of using those words, Supreme Leader is lying to her people and feeding them biased news to get support at home.
Arianrhod is another example, the plan was never told to her allies (bullshit eagle sus forces) nor to her generals - demonstrating again that Supreme Leader operates on her own agenda. She can't tell her allies she's going to deal with Uncle since she never told anyone she was dealing with Uncle.
Uncle launches nukes? It could be an occasion to come clean, to face everyone's reaction about having been lied to... But no, Supreme Leader deflects everything on The Church.
And while this might have been the straw that broke the camel's back - it's completely coherent with her previous MO.
Supreme Leader uses information campaigns and lies to her very own allies.
This is why some of her lines and quotes seem to be contradictory - is she telling the truth to Billy or is she lying to them, just like she does to the rest of her "comrades"?
Uwuing about Dimitri's death, her tears and how sad it was that she had to kill him? Interrogations about why people are fighting her if it's to lose?
What about the earlier line thrown just before the battle "leave no general alive, lest king Dimitri!"?
And so, to answer to your question anon?
Rhea has always been on her hit list - asking her to surrender, just like uwuing about Dimitri, is just for PR reasons. It's a bit useless though, since she already told them following her would lead to the death of the Archbishop, so why? Is it because now she's besieging a city and hunts a woman who has no "political power" anymore?
In a way, you could interpret her ask to Billy as her looking for answers if Rhea "surrenders" in front of everyone. How to paint her as a cruel and disgusting beast if she asks for mercy in front of everyone? How to kill her?
In this situation, I believe Rhea'd still be sent to her resort, for Uncle to get his materials. Just like I'm pretty sure the reason Uncle didn't nuke the city was to preserve "materials".
