NEW DELHI - U.S. President Joe Biden and Indian Prime Minister Narendra Modi recently issued a joint statement "expressing deep concern about the deteriorating situation in Myanmar" and calling for constructive dialogue to help the country transition to an inclusive federal democracy. Unfortunately, U.S.-led sanctions undermine this goal and make the situation worse .
Western sanctions, while inflicting pain on ordinary Myanmar citizens, have left the ruling military elite relatively unscathed, leaving the military junta with no incentive to loosen political control. The main beneficiary is China, which has been able to expand its foothold in a country it sees as a strategic gateway to the Indian Ocean and a vital source of natural resources.
This development has exacerbated regional security challenges. For example, Chinese military personnel are now helping to set up a listening post on Myanmar's Great Coco Island , north of the Andaman and Nicobar Islands where the Indian military's only tri-services command is located. Once operational, the new spy station is likely to assist China in its maritime surveillance of India, including monitoring the movements of nuclear submarines and tracking missile tests that often land in the Bay of Bengal.

The U.S. Marine Corps unloaded an E-2D Advanced Hawkeye AEW (Airborne Early Warning) aircraft at the Iwakuni Marine Corps Air Station for delivery to the Japan Air Self-Defense Force (JASDF).
The U.S. Marines unloaded the aircraft from a cargo ship on October 18, before its formal delivery to Japan.
Japan has a total of 13 E-2D aircraft ordered to replace an equal number of the old E-2C Hawkeyes, which have been in service since 1983. Japan is also the largest E-2 operator outside the US.
Northrop Grumman delivered the first of the new E-2Ds to Japan in 2019 and was scheduled to deliver a total of five fuselages by the end of 2022, according to the initial plans. The aircraft that was unloaded on October 18 is the fourth known fuselage to be delivered.

It is with heavy hearts that we share an update on the situation in Myanmar. The oppression experienced at the hands of the military in Myanmar has continued to disastrously impact the health and well-being of the people. This is not the first time that the people of Myanmar have suffered at the hands of a military regime. This week marked the anniversary of the August 8, 1988, also known as the “8-8-88”, democracy uprising which was brutally suppressed by the army junta that controlled Myanmar then. To mark the “8-8-88” anniversary, at least six protests took place across the country, as the people of Myanmar continue to resist the junta’s violent regime. 
Since the military tore control from the elected government in a February 1 coup, about a quarter million people have been forced from their homes. People from ethnic minority groups have been disproportionately impacted as fighting has swept across the nation “from Kachin state in the far north near China to the southern Karen state”, as well as in Chin State, near India and Bangladesh. 
On August 1, the leader of the coup, Sr. Gen. Min Aung Hlaing, officially declared himself prime minister and extended the “state of emergency” that is being used to justify the military’s rule to August 2023. "I guarantee the establishment of a union based on democracy and federalism," Min Aung Hlaing proclaimed in a statement shared by state media. Those words fall flat and are glaringly false in the face of the military’s harmful actions against the people of Myanmar, as well as the junta’s actions in throwing out the 2020 election results. 
The people of Myanmar are facing danger on multiple fronts as the country is being swept under a third wave of COVID-19. The junta’s actions have exacerbated this crisis as they arrest medical staff, underreport case numbers, and hoard medical supplies for military use. Myanmar has confirmed nearly 320,000 COVID-19 cases and close to 11,000 deaths, according to WHO statistics. Even as the junta has begun a nationwide vaccination initiative, people’s distrust of the military and the information they share about the vaccine is causing many to refuse to be vaccinated.

In the midst of the military chaos, civilian structures are striving to provide life-saving care to their communities. “What has emerged is a decentralized web of local responders, ethnic service providers, civil society organizations, humanitarian actors and groups aligned with the NUG and Civil Disobedience Movement.” These groups are in need of critical support as they courageously defy the military regime, often at the risk of their own lives. 
Tenacious, resilient, and courageous, our local team members are amongst those who continue to provide aid to those in ethnic states who have been displaced due to active airstrikes and ground attacks from the military. One of our staff members from Myanmar shared:
“It reminds us of the past, when we saw and felt it very clearly that the military has the authority to lead the country and harm ethnic minorities. They force them to leave and kill them even now. So, if they have full power again, it will not be good for ethnic groups.” 
Our bi-yearly reports highlighted the ways in which these crises have impacted our work in Myanmar:
“Our projects in Myanmar are typically stable and long-term: community and family development, education, agriculture, and health work are a few examples. However, in impoverished and volatile areas, the impact of the military activity, natural disasters, and the COVID-19 pandemic often require urgent emergency assistance. The escalating crisis in Myanmar requires an immediate and unprecedented response outside our regular operating budget.”
The reports also highlighted how crucial community involvement and partnership is to all of our work, including crisis relief.
“We ensure that the communities we work in have an opportunity to both participate in the needs assessments for crisis response and have the opportunity to provide feedback if desired...We complete regular reviews and debriefs with project staff and Operations leadership on the strengths and weaknesses of relief activities.”
As the monsoon season is underway, providing care has required some of our team members to travel with supplies via motorcycle up steep, rain-slick paths, where they are continually forced to stop and dig their bikes out of the mud. In the last couple of weeks, our teams have distributed 100 tarps to 97 families for shelter, 3 tarps for a school so children can keep learning even as they are forced to hide in the jungle, 100 mosquito nets to 100 families, and basic medicine supplies. Last week, we also delivered over 6,325 masks to families in Sittwe. Our Partners sewing team, made up of incredible women who work in our various sewing centers throughout the region, are making more than 10,000 masks for distribution in Karen State and along the Thai-Myanmar border. This project meets the double need for COVID prevention supplies and sustainable, fair employment, as well as being an incredible opportunity to support locally-driven systems of care.

If you suspect that Amazon Rekognition’s facial recognition is being used in manner that is abusive or illegal, or infringes on your rights or the rights of other people, you can report this abuse. AWS will fully investigate all reports; developers found to be using the service outside of our Acceptable Use Policy will no longer be permitted access.
Unacceptable Use of Amazon Rekognition
Facial recognition technology should always be used in accordance with the law, including laws that protect civil rights. Existing laws such as the Civil Rights Act of 1964 and Fourth Amendment of the U.S. Constitution apply to, and may restrict the use of, this technology in some circumstances. AWS customers are responsible for following the law in how they use the technology. The AWS Acceptable Use Policy (AUP) prohibits customers from using any AWS service, including Amazon Rekognition, to violate the law, and customers who violate our AUP will not be able to use our services.
Examples that would violate the AWS Acceptable Use Policy include using results from Amazon Rekognition in manner that discriminates against national origin, race, color, religion, disability, sex, and familial status, or violates any other federal, state, or local laws. Amazon Rekognition should also not be used to make automated decisions that might result in a violation of a person’s civil rights. Human review of facial recognition results should be used to ensure a person’s civil rights are not violated. For example, for any law enforcement use of facial recognition to identify a person of interest in a criminal investigation, law enforcement agents should manually review the match before making any decision to interview or detain the individual. In these cases, facial recognition matches should be viewed in the context of other compelling evidence, and not be used as the sole determinant for taking action.

Natural and Artificial Mitigation

You and your family finally move to the beautiful Gulf Coast. A remote, but developed, landscape surrounds your town, making for the perfect ocean-front experience. However, the overdevelopment of the coast leaves this entire life at risk of destruction and irreversible damage, as there is nothing between your family and the onslaught of hurricane season.
Is there an answer to the constantly evolving threat of natural disasters?
This question seems to be front-of-mind to policymakers and those on the front line of such hazards and dangers. The answer, simply, is “no, but there are things we can do to help.” Natural disasters are increasing in intensity and randomness due to climate change and anthropogenic activity, and all we can do is mitigate and protect our communities to the best of our ability. One of these mitigation efforts is quite counterintuitive to the thought process behind sea-walls and flood-levees, and it involves leaving coastline vegetation as it is and actually preventing the development of coastal areas. The thought process behind it is simple, more vegetation between society and a hurricane, for example, equates to more protection and buffering of a storm before it reaches inland areas. 
Is coastal vegetation a better solution for mitigating hydrological disasters than man-made protection?
In this blog, I’ll be exploring the differences between anti-storm development and anti-storm vegetation use.
Vegetation Use

First, we will explore how vegetation has been used in the past and present. Rusty Feagin and his colleagues define the idea of natural “bioshields,” or the use of vegetation and coastal ecosystems as a mitigative barrier to tsunami and hurricane activity (2). The call for the use of bioshields arose out of disaster events presumably being exacerbated by the removal of mangrove forests, such as Hurricane Katrina (2005) and Cyclone Nargis (2008). In Myanmar, Cyclone Nargis’ fatality count eclipsed 100,000, and the 4-meter storm surge engulfed much of the low-lying country. Researchers suggest that this effect would have been severely dampened if the mangrove forests were preserved rather than removed. There is already a great body of evidence supporting that vegetation lowers the intensity of small wave-events, but storm surge behaves in a more dangerous way, maintaining a high sea level with long, powerful tides (1). Feagin found, by investigating a case of mangrove use in India, that these forests were able to dampen the force of storm surges, protecting the land behind it from dangerous volumes of moving water. He did, however, note that the forests did not completely prevent flooding, as they still allow water and surge to pass through them, as the bioshields are not a complete barrier. Tanaka discusses this in more detail and recognizes that although bioshield methods are effective, they can be completely pointless if not properly planned or maintained. Tanaka’s research finds that an ideal forest density is difficult to maintain because large trees that are perceived as more effective due to their trunk size actually require more open space between them in order to grow. For this reason, a “perfect” barrier forest would involve trees of every possible size, so that branches and crowns of smaller plants are filling the empty space between the wide-trunked trees and maximizing density (6). 
Controversies There are a few controversies surrounding bioshield plantation use. As they may be effective at dampening storm effects, they often are not native species to the regions they are planted in, putting the local vegetation at risk. Along with this, the method may not have a net-positive effect on the economies of the region. In the eastern states of India, mangrove plantations have replaced the presence of many fuels and lumber trees that were originally relied on by the communities (2). Because of these issues, communities need to go through a web of decisions to make sure bioshields are truly the most appropriate mitigation method for them. The idea that bioshields must be near-perfect to be effective enough to justify their maintenance leads to the question of whether a full-density sea wall would be a better option for some communities.

Japan has been utilizing sea walls for a long time, however, the cost of building and maintaining an artificial barrier that is damaged and eroded constantly is astronomically high (6). The cost may be justified by the economic damage a physical barrier can prevent during disasters, but all barriers are not a surefire fix for hazards, and incurring the high initial investment is a risky dice roll when natural barriers are cheaper and generally more durable. Other artificial mitigation methods, such as conveyance lines, are proven to be helpful in the aftermath of disasters, but are costly and fail to dampen the effects on the front-line of a disaster (4).
The Better Option Natural mitigation techniques seem to be the more beneficial and less risky option. Bioshield forests have tangible positive effects, and the hidden benefits of vegetation make natural options even more appealing. One of these indirect benefits of constructed natural barriers is the cleaning of water pollution post-disaster. Microbial organisms in wetland ecosystems, along with the high volume of water-demanding plants, allows for efficient cleansing of stormwater and wastewater (5). The pre and post-disaster benefits show a dynamic mitigation system at a much lower investment than artificial mitigation and adaptation methods. Islands tend to be the best example of using wetland and forestry for mitigation, Vanuatu utilizes mainly forest management to counteract rising sea-levels and flood risks (3). Another great example of vegetation interaction on islands can be seen below (Figure 1), as Sri Lanka sees much more success in keeping coastal areas dry by utilizing buffer-zones.

The evidence that natural barriers create a dampening effect at such a low cost of maintenance clearly outweighs the risk of possibly faulty and extremely expensive artificial barrier construction. Along with this, the accessibility that natural methods provide to less developed countries over artificial methods concretes them as a better option to promote on a global basis. Forestry and coastal vegetation management can create a sense of security and well-being that not only supports local communities but also creates ecosystems, rather than destroying them for artificial development. It’s clear to me that these benefits are well communicated, but more developed countries may feel that they have a better practice of “outbuilding” nature. I have learned that this is a naive stance to take, as sometimes, especially in the case of disaster dampening, the cheaper option can be far more beneficial.
