it's interesting to think back how in the Before Times it seemed like vlada would be the one to retain and advance her difficulty eventually and likelier to have a long, stable career while listy was the one shining too bright as a (pre-)junior and would need nothing short of a miracle to last until paris 2024 before a back injury(tm) or such took her out. and now on the eve of 2023 there's virtually no chance either will see paris 2024, vlada is the one that's regressing after a second growth spurt while listy's technique can still support her gymnastics. oh and they're both already olympic gold medalists on the same team. yeah.

I'm going to try and go through what I suspect the neutrality rules will be generally, based on having watched other sports federations try to navigate this.
No involvement with the army or police institutions including military or police sports clubs. I'm expecting CSKA and Dynamo affiliation will result in ineligibility. So right off that bat that's Melnikova, Vorona, Esipova, Ilyankova, Kustova, and Perebinosova (the first one CSKA, and the other five with Dynamo).
So where does that leave the field from 2023 Russian Nationals? I include the scores which are obviously silly but they do show a certain relative strength of these gymnasts.

Angelina Melnikova - 58.166
Elena Gerasimova - 54.732
Maria Agafonova - 54.332
Uliana Perebinosova - 53.699
Alyona Glotova - 53.566
Yana Vorona - 53.499
Leila Vasilieva - 52.465

Vladislava Urazova only did beam and it's said that she's out of favor with VRod.
Maria Minaeva was injured last year and she's only on beam at the upcoming Russian Cup.
One note about the scoring, I think there is a fair amount of evidence of degradation in the Russian field during the ban but I still think the high end (i.e. Listunova) should be expected to be on par with where they were in Tokyo. I would lob about 2.5 points off these scores but that still means Listunova and Melnikova are still very good.
But now we've removed the easy people off that list (and doing this exercise on the MAG side is much easier because almost everyone would be excluded). I'm expecting public participation in propaganda and social media support for the war to be enough to exclude you. It will not be "check this box I don't support the war". That's not how basically any sports federation has handled this. I haven't followed the Russian WAG's social media but I expect in the depths of VK or Telegraph a few of them have said some repulsive things but I'll leave that to Russian speakers to find. It's worth saying that every sports federation that has instituted these neutrality conditions has missed someone who has said something repulsive on social media. Fencing even had to pull someone off a start list the morning of a competition.
So now we get to the thorny question: What about that propaganda rally? If Listunova and Gerasimova (who I expect are the strongest potential entrants into the international field) did that today it would almost certainly mean they would be excluded as Listunova is 18 and Gerasimova is 19. My instinct is that the authorities will decide that gymnasts who did such things when they were minors wont be held against them. But that's just a guess on my part.
All the more reason the age limit should go up to 18 for the Olympics in general because if you aren't responsible for your actions you shouldn't be competing with people who are.
The next layer of complication is that given that all the most prominent MAG athletes are bound to be excluded as well as Melnikova there is also a good chance that Valentina will announce that the neutrality conditions are an offense to the honor of Russia and none of the state supported gymnasts will be attempting to gain neutral status. She's signaled that this is possible but that might be saber rattling. Again if I was taking a wild guess... if Listunova is excluded because of the rally they will take a pass on Paris completely.
