I'd like to think that where Misaki saw Mikoto as too much of a hero type, Totsuka actually tried a lot more to be brotherly towards him. Same goes for Kusanagi with Saruhiko. Mikoto already has Anna anyways lmao, all three of them just get little ones to watch over all of a sudden.
That reminds me a bit of a part in Side Red, where Yata notes that “when Totsuka was horsing around with them, he was weirdly childish, or just didn’t make them feel like there was an age gap, but sometimes he’d make a face that would made one think he were more of an adult than their real age gap,” like Totsuka can just turn on a dime whether he's more of a kid than anyone and when he's actually being surprisingly adult-like. Actually in a way I could see Totsuka taking something of a 'big brother' role for a lot of Homra members just in his capacity as mood-maker and the guy who usually deals with interpersonal problems within the clan, like he we see him fairly often giving advice and trying to help people understand things they might be overlooking. Like with Yata specifically, there are points like at the amusement park in Side Red where Totsuka's asking Yata questions about his relationship with Fushimi but also kinda trying to lead Yata to think about things a little harder. I don't know if I would say Totsuka was trying to be specifically this way towards only Yata (he has a lot of moments like this with Fushimi too) but I could see Yata eventually thinking of Totsuka as something of an older brother figure – less untouchable than his hero Mikoto and less 'adult-like' than the responsible oldest brother Kusanagi but more like a brother who's just a few years older, who you look up to and can confide in and also do like stupid things with and be wild and he won't get mad at you for it.
Kusanagi I think is more the motherly type but as far as 'big brother' it's definitely more in the responsible eldest brother way, everyone respects him and wants his advice but you can't tell him about the stupidest things you did because he'll get mad and that's what Totsuka's for. I don't think Kusanagi saw Fushimi particularly in a brotherly sense, I think it was more of a 'mentor' or 'trusted teacher' role where he was trying to guide Fushimi and pass down some of his own wisdom but not be too overbearing. Actually in general even with Homra's whole family vibe I feel like they were maybe somewhat less...structured in terms of actual familial roles, like I could totally see Totsuka teasing Kusanagi and Mikoto with a 'mom and dad' joke, especially once they adopt Anna, but I don't think there's a specific feeling of 'this person is like my little sibling' (except in the case of Anna maybe, not necessarily the Homra trio but I do feel like Yata sees her in a bit of a little sister role, I suppose it helps that he's the only one of the main group with younger siblings to begin with). Suddenly having all these kids to deal with does bring some feeling of 'when did we become a daycare' from Kusanagi, especially when he gets annoyed, but they're all still family to him in a way even if he's not specifically trying to become everyone's big brother.
