It's a Mixture of Both

Things work in "Stages" in this AU regarding maturity of any sort.

Stage 1: Once the Pups hit the age of 15, they start to become more territorial and start resource guarding against their parents/guardians. Most of the time this behavior is corrected and the aggression dwindles until the age of 17/18.

Stage 2: Around the ages of 17 and 18, the "Pups" start showing off to other werewolves. They flirt and tease, get more physically affectionate with the werewolves they are interested in, and start hunting for food to offer to their crushes.

Stage 3: About the age 20-23, the "Pups" have reached full maturity and start going into Ruts/Heats, which start off fairly tame. When they find a mate, Ruts and Heats get stronger and more aggressive; the males get pushy and frustrated easily, while the females tease until they get the response they want (with this in mind I realize it implies that Fidds is the female of his relationship with Stan, yet also shows signs of Rut-like behavior).
