A Flash Flood Pushed Forward by Climate Change The flash flood that killed dozens of people and left hundreds missing in the Himalayas of India on Sunday was far from the first such disaster to occur among the world’s high-mountain glaciers. In a world with a changing climate, it won’t be the last. Shrinking and thinning of glaciers is one of the most documented signs of the effects of global warming caused by emissions of greenhouse gases, scientists say. Glacial retreat in mountains around the world has been measured, sometimes at a rate of 100 feet or more each year. In the Himalayas, the most glaciated mountain range and home to about 600 billion tons of ice, the rate of retreat has accelerated over the past four decades. Over the long term, there are concerns about what the loss of glaciers will mean for billions of people around the world who rely on them at least in part for water for drinking, industry and agriculture. But the more acute fear is for the safety of the people who live near them. Ice lost is water released, and in the Himalayas, as elsewhere, some of that water is trapped in lakes as it runs down mountainsides, dammed by rocky debris the glaciers leave behind. Worldwide, as more ice has melted, the resulting lakes have increased in number, and the total volume of water in them has grown by 50 percent since 1990. “Climate change, we believe with 100 percent surety, has to be the reason these lakes are forming and increasing,” said Umesh K. Haritashya, who studies glacial hazards at the University of Dayton in Ohio. Glacial lakes are a serious hazard. The debris dam can collapse from the weight of the water or from an earthquake; or an avalanche above the lake can send ice and rock rushing into it. Either way, the result can be a sudden, catastrophic burst of water that can wipe out communities and infrastructure in valleys downstream. Outburst floods, as they are known, have occurred throughout history. In Uttarakhand, a 2013 outburst led to flooding, destroyed villages and killed several thousand people. Elsewhere on the subcontinent, outburst floods in the mountains in 1929 affected the Indus River nearly 500 miles away. In the Andes in Peru, glacier-related flooding has killed an estimated 30,000 people since the 1940s. In Switzerland and some other countries, engineers have built siphons to drain lakes that pose particular threats to communities or infrastructure. But worldwide such projects are few and far between and are overwhelmed by the rise in the number of glacial lakes. Rising temperatures affect more than glaciers, however. Thawing and refreezing of ice trapped in rock fractures on mountain slopes can cause the slopes to become destabilized and more prone to collapse. “We’re seeing more and more in the high mountains cases of the rock and mountains not being as stable as we would have thought,” said Dan Shugar, aa geomorphologist at the University of Calgary in Canada. While it is too early to directly link the disaster in Uttarakhand to climate change, destablilization resulting from melting ice may have been responsible. Although the Indian government claimed that an avalanche that poured into a river and created the flood was caused by “calving,” or breaking, of a glacier at high elevation, scientists who analyzed satellite images from before and after the disaster said the collapse of an equally high rock slope was more likely the cause. Dave Petley, vice president for innovation at the University of Sheffield in Britain who has long studied landslides, said that such slopes often contain a lot of rock fractures, and ice acts like a glue that holds them together. “As the climate is warming, this ice is degrading in the summer,” he said. “The rock mass becomes so weak because the glue that’s holding together isn’t there anymore.” One mystery is the source of all the water for the flood, which combined with sediment to create a wall of mud that traveled down the Rishiganga River, sweeping away houses and people and leaving two hydroelectric projects in ruins. Many scientists thought at first that such a huge amount of water must be the result of an outburst flood. But satellite imagery from before the disaster showed no signs of any large lakes. Dr. Petley said it was likely that the rockfall — which was probably on the order of tens of millions of cubic yards of debris — struck a glacier, fragmenting it. “These rock avalanches are very energetic and chaotic,” he said. What was now a rock-ice avalanche continued downhill, generating immense heat from friction as it did so. This heat likely melted much of the ice. “That’s probably where all the water came from,” he said. Heavy snow cover in the region, some of which had begun to melt in the days before the disaster, may also have contributed, some researchers said. In addition, when this mass of rock and now-melting ice reached the valley floor, it quite likely encountered huge amounts of sediments deposited by a landslide in 2016, the scars from which are visible in satellite images. That sediment would have mixed with the incoming debris, worsening the flooding’s impact. “From what I’ve been able to see, the chain of events may have started in 2016,” said Mylène Jacquemart, a glacier researcher at the University of Colorado. And while this particular chain of events may seem like a one-time event, it’s not, Dr. Jacquemart said. A deadly 2017 mudslide that struck the village of Santa Lucía in Chile followed a similar pattern, she said. “It’s not like we’ve never seen anything like this before,” she said. Outburst floods and the collapse of slopes subject to thawing are not the only glacier-related hazards linked to climate change. A glacier is a river of ice, and the ice acts as a buttress for the slopes on either side. As a glacier retreats and thins, these slopes lose their support. The result can be a sudden collapse and an ice-rock avalanche as the slope debris hits the glacier. Scientists sounded the alarm last year over the potential for such a disaster in Prince William Sound in Alaska, not far from Anchorage. A mile-long slope along a fjord had lost most of its support because of retreating ice, raising the risk of a landslide into the fjord. The resulting sudden tsunami could be deadly for any hunters or fishing boats in the area, and could destroy coastal villages. Faster melting of glaciers is also causing some glaciers to flow faster, as meltwater acts as a lubricant between the ice and the underlying rock. In some cases they have flowed so fast that the front of the glacier simply breaks off unexpectedly, Dr. Jacquemart said. A Canadian City Thrives on Gas

MEDICINE HAT, Alberta--This isolated river city smack dab in the middle of Alberta’s badlands is a little bit like Norway. Both have sizable oil and gas reserves that spin big money relative to their small populations.
Now, Medicine Hat is setting up the equivalent of Norway’s famous sovereign wealth fund, a pool of money that should make more money for generations to come.
“We could separate from the world, and we’d be totally self-sufficient,” said Ted Clugston, the mayor, sipping coffee in Medicine Hat’s award-winning, architectural designed brick-and-glass City Hall. “We’d be a very, very wealthy little country, except we have no military.”
Medicine Hat is one of the last cities in North America to own its energy resources; it has more than 4,000 gas wells and hopes to grow its oil production from 1,500 to as much as 5,000 barrels of oil a day.
It has its own gas-fired power plant and is a leader in municipally owned renewable energy, with a wind farm and a solar thermal power plant. The city even provides incentives to homeowners to buy solar electric panels.
The city was once known in the United States as a source of bad weather: Because one of the few weather stations in Western Canada was there, United States weather reports often stated that storms were “coming down from Medicine Hat.” In fact, however, Medicine Hat is one of the sunniest places in Canada, with more than 2,500 hours of sunshine a year.
The city’s curious name comes from an indigenous legend that a Blackfoot shaman lost his feathered war bonnet--called a medicine hat by early settlers--in a battle with the Cree and that the headdress was later found near an oxbow bend in the river. The place became known as Medicine Hat.
It is a quiet community of 63,000 people, with a downtown hugging the river in a wide furrow worn into the prairie and newer development spread out on the benchland above. The city is home to a popular junior hockey team, the Tigers, and a winter music festival with the inspired name Tongue on the Post.
But it is what is under the city that really sets it apart: massive reserves of natural gas.
Much of Alberta is the floor of an ancient sea that scientists call the Western Interior Seaway, which once separated the Rocky Mountains from the Appalachians. It was full of life, swimming with giant reptiles that grew as much as 60 feet long.
Detritus from dead plants and animals that settled to the bottom was buried by sediment and broke down into methane. Geologists today call the remains of that seabed the Medicine Hat Sandstone. It contains the largest and oldest pool of natural gas in Canada.
The indigenous people of the plains knew there was something mysterious in the ground around here because lightning strikes would occasionally set off gas flares that burned brilliantly until snuffed out by wind or rain. They called the gas vents “burning springs.”
Then in 1883, the Canadian Pacific Railway bridged the South Saskatchewan River at Medicine Hat and dug a well farther west looking for water to replenish steam engines on the dry plains. They instead struck gas, “which, on taking fire emits a flame sufficient to light up the surrounding country,” a newspaper reported at the time.
The railroad kept digging wells and hitting gas, which it primarily used to create flares to dazzle visitors. After witnessing one such display, Rudyard Kipling famously wrote, “This part of the country seems to have all hell for a basement, and the only trap door is Medicine Hat.”
The first wells were shallow and the gas was mixed with water, which would freeze in the winter, making distribution impossible. Then in 1904, the town fathers decided to drill a deeper well.
At 1,000 feet, the coffers ran dry, but the mayor said he would find more money and ordered the drilling to continue. Ten feet later, the drill hit gas, spitting the drill bit out of the ground like a watermelon seed. The mayor was just getting dressed and ran down to the well with his suspenders hanging around his knees, according to a city historian.
Remarkably, the city turned down a bid by a private company to buy the gas franchise and instead decided to develop it as a public utility. The city raised money to install gas lines that ran through buildings and from home to home. Street lamps burned around the clock because the gas was so plentiful it was less expensive than turning them off and relighting them daily, a reality that earned Medicine Hat a mention in “Ripley’s Believe It or Not!” (The gas mantles in the lamps have since been replaced by light-emitting diodes.)
Learning how to safely harness the invisible, odorless resource took some time. Many a building was blown to matchwood because of leaking gas. In 1908, a mattress factory exploded.
Medicine Hat, by then incorporated as a city, started offering industry tax holidays, free building sites and free natural gas; thousands of factories came. Vincent Scully, a former Irish politician, declared that Medicine Hat would become “the Pittsburgh of Western Canada,” and for a while, it looked as if he might have been right. By the time the Great War began, Medicine Hat factories were producing dozens of products, “from manhole covers to candy,” according to Medicine Hat’s history museum.
But the city’s real heyday came during the energy crisis of the 1970s when fertilizer, methanol and other petrochemical plants moved to “the Hat” to take advantage of the affordable fuel.
The prairie that stretches out from the city is dotted with gas wells today, marked by U-shaped pipes sticking out of the ground like abandoned hitching posts. Some of the wells have been producing gas for over a hundred years.
Income from the oil and gas sales funds much of the municipal budget, allowing Medicine Hat to keep taxes low--it has the lowest property taxes of any major municipality in Canada. When energy prices were high, the city built up about 500 million Canadian dollars in reserves.
But then prices plummeted and the profits evaporated, and this year Medicine Hat faced a budget shortfall for the first time in memory. The city will close the gap with reserves and raise property taxes by 2 percent annually for the next 10 years, but the shortfall served as a warning to the City Council.
As a result, Medicine Hat is setting up a “heritage fund,” similar to the sovereign wealth funds operated by Norway, China, Singapore and other wealthy countries. The city won provincial approval to invest in stocks, a privilege allowed to only two other cities in Alberta: Calgary and Edmonton, each more than a dozen times Medicine Hat’s size.
Once money goes into the fund, it cannot come out--only dividends can. But over time, the city hopes the fund will grow and that dividends will eventually cover a lot of the city budget, maybe someday even making property taxes a thing of the past.
“We’ll start capturing the value of those depletable assets,” said Brian Mastel, the finance commissioner, “and monetize them into an endowment fund for the community.”
