CSSP Building: Call of Nature Unanswered

Comfort rooms are among the essential facilities out there wherever one finds themselves, be it public or private— hence their given name. But what could someone do when those places aren’t anywhere near comforting at all?

The CSSP Building, also known as Mendoza Hall, is a building located on the main campus of Bulacan State University (BulSU), near Gate 4. It currently houses two colleges: the College of Criminal Justice and Education (CCJE) and the College of Social Sciences and Philosophy (CSSP). The building mainly houses the latter, hence its local name, commonly known by BulSUans.

In a rather pleasing and tranquil building, there lurks a reeking problem that any student there knows too well. It is the unsanitary and unpleasant-smelling comfort rooms, both on the building’s first and second floors.

"Kian", a third-year Bachelor of Public Administration student, points out the non-availability of tap water and the foul odor emitting from the area. Being a junior, she says that she has no prior idea how long the comfort room problem has existed, as she only started attending physical classes this second semester.

Likewise, sophomore BS Psychology student Skye emphasized that the comfort rooms of their building must certainly be renovated as soon as possible. "Kasi hindi lang mga tao sa CSSP yung gumagamit niyon [comfort rooms]", she said.

Although from a rather distant building on the campus, Jeibhine, a sophomore BSEd Major in English Minor in Mandarin student, also has a say about the matter as he is affiliated with the BulSU SG Mental Health Coalition, chaired by the CSSP Psychology Board Member. He says his frequent visits to the building have also made him aware of the problem; it's the reeking smell that he hates the most.

With all the grievances from the three of them, during an interview with then-CSSP Governor Jaecee Yong, he himself acknowledged the unhygienic and substandard state of their college building’s comfort rooms. The weak running water supply system is among those he noted.

According to him, years before the pandemic struck, the CSSP student population was only around 800, but upon the resumption of on-site classes with the current academic year, the CSSP Local Student Council (CSSP LSC) under his leadership estimated that it had doubled and that their population now stands at around 1,600.

The increase in number was among the reasons why he also saw the importance of their comfort room’s renovation, given that there are also CCJE students and faculties taking classes in their building and sharing their facilities. "Actually, we don't have any actions as we deem na yung properties ng university, yung pagsu-supply ng resources technically ay not within our hands, or our authority", he explained when asked about the CSSP LSC’s plan of action about the problem.

But he added that he and his council have had earlier talks with their local administration and their college dean, Sherwin M. Pariñas, tackling the renovation of their building’s facilities with the comfort rooms included in the plan. The perceived quickest target period for the renovation is said to be two years.

Yong, being a graduating BS Psychology student this year, hopes that the next CSSP LSC will fulfill his council’s lapses and continue to lobby the comfort room problems to their local administration. He stepped down as CSSP governor on April 30 and was succeeded by Merwyn John Cruz.

What’s next for the CSSP comfort rooms?

Merwyn, currently a sophomore BS Psychology student and the newly-elected CSSP governor for the academic year 2023-2024, says that he and his council will certainly put their platforms into fruition.

"I'm looking to conduct a poll in all of CSSP's blocks to get the statistics and consensus that will back the notion of the need for the renovation of our comfort rooms", he said when asked about the problem that he now shoulders. The poll will start at the beginning of the next academic year.

Further, he shared that recent ocular inspections were done to assess the status of their building’s comfort rooms. "We are still looking to communicate with the local admin so that we are able to get the opinion of professionals so that when the renovation starts, the most optimal methods and resources are utilized".

Once a constituent, the incumbent governor said he’s not blind to seeing such a sorry state. He believes that comfort rooms are of the utmost importance and must be given priority along with classrooms.

"The fact that CSSP students are going out of their way just to use clean comfort rooms in other buildings is concrete proof that the renovation and maintenance of the said comfort rooms are needed urgently", he emphasized.

As for the BulSU Student Handbook, there have been 27 recorded mentions of the word facilities, but there are no instances where there are acknowledgements or statements indicating every BulSUan’s right to sanitary and functioning comfort rooms.

Going beyond the university grounds and through history, this somehow counteracts the once-passed PD No. 856, also known as the "Code on Sanitation of the Philippines", signed by former President Ferdinand E. Marcos. Under Section 42 Paragraph C, it states that "rest room facilities shall be provided where faculty members can rest and get short respite from teaching chores."

Moreover, RA 11311, signed into law by former President Rodrigo Roa Duterte in 2019, states in Section 4 the standards for sanitary facilities and the need for owners and administrators of land transport terminals to provide "clean sanitary facilities" for their passengers.

With these laws in mind, it is only acceptable for students such as Kian, Skye, and Jeibhine to then question how come there were laws back then and in the present putting an emphasis on clean and hygienic facilities in public areas, but nothing was written about students' rights to have access to these, particularly within their learning environment.

Comfort rooms sure are essential facilities— it’s their purpose why they were built in the first place. But what could someone do when such a place of comfort isn’t given any priority at all?

With the cyclonic storm Dana making landfall in Odisha and impacting West Bengal and other eastern coastal regions, the Congress party on Friday urged the central government to extend comprehensive support to affected states. They called for the deployment of all preventive and emergency measures to ensure public safety. The India Meteorological Department (IMD) reported that the landfall process of the severe cyclonic storm Dana was completed on Friday morning, taking at least eight and a half hours to enter the landmass. Congress President Mallikarjun Kharge stated that Cyclone Dana’s landfall in Odisha and its repercussions in West Bengal highlight the need for utmost preparedness and swift action. “The Union Government must extend comprehensive support to affected states, deploying all necessary preventive and emergency measures to ensure public safety,” Kharge emphasized in a post on X. He also appealed to all Congress workers to provide assistance to those in need. Leader of Opposition in the Lok Sabha Rahul Gandhi echoed these sentiments, urging the central government to offer full assistance to the affected states during this crisis. In today’s generation, Artificial Intelligence (AI) and plagiarism in photography are very common because we are now in the era of technology. AI can be used in different ways, like harming other people. Popularity can be a reason why people do or use these things.

Negative effects of AI use

An example of AI usage is creating libelous or scandalous contents, especially in a sexual manner. These are one of the most common uses of AI in today’s generation.

AI can affect individuals by causing job displacements, like what happened in GMA. GMA announced that they will be having two AI sports reporters in the National Collegiate Athletic Association (NCAA).

It can be a cause of comparison between people and artificial intelligence in terms of creativity, how they will react or the knowledge that they have are not equal because AI has the data existent in its archives, while humans have to think before doing something in order to provide quality content. While AI has databases that respond to prompts given to it, AI can have biases that its creators set up, which most likely has insufficient data provided into it.

What AI cannot do in photography and media?

As a photographer, AI cannot do what we do, such as capturing the emotions of people that gives us a story behind the photo. I believe that AI cannot be created without the existing works of photographers. So in a sense, I think AI or its creators have plagiarized in order to create these algorithms

AI cannot produce a special, unique photo like a photographer can, not even create a meaningful photo.

Photography Theft

Plagiarism is punishable by law, and there are plenty of reasons why individuals shouldn’t take original photos of other people. Under the Philippine Law, plagiarism and copyright is not a crime but is punishable under the Cybercrime Prevention Act in Section 217 of Republic Act No. 8293.

To give an example of plagiarism in the field of photography, I asked some of my co-photographers who experienced getting their work stolen.

Jury Leynes, a student photojournalist from one of Adamson University’s news publications, The Adamson Chronicle (TAC) had their work stolen by an individual from De La Salle - Dasmariñas. The photos were published in an art exhibition under a new name and title, but the exhibit was already done before Jury saw it in a Facebook post of an organization in DLSU-D.

“For me, do better, kasi hindi yun tunay na ugali ng mga tunay na artist. I support every artist naman pero to the point na nanakawan ka, hindi yun normal (I support every artist, but not to the extent of being stolen from). Wag din siguro nila gawin yun kasi napaka unfair yun sa mga taong nag papakahirap para makuhanan ang isang photo”, said Jury Leynes.

He also said that after the incident, he felt hurt. “Masakit at nakakagalit, kasi every photo naman may sariling kwento, at pinaghihirapan ko ‘yun lahat.” Jury has experienced the incident twice, and states that he will not stop calling out those that plagiarize his work.

I believe that there should be laws that will strictly mandate the ability of people to steal photos. Photographers like me and the people I interviewed spent time on skills and equipment to capture images that tell a story beyond words. People shouldn’t steal media, regardless if it’s a photo or other kinds of media, as these are intellectual properties.

It's more of an imaginary entity than a mythical one.

The political notion underlying it is something like: I am a member of a language community, and we understand ourselves to be mutually bound by rules in a sort of republican sense: the rules are not imposed upon us by divine command, or dictatorial fiat, or even natural law, but they arise from a sort of common consent through civil struggle between the members of the community, recorded and then codified in public texts.

I would suggest there is a distinction to be made between an equally imaginary "vocabulary" and a "dictionary". A "vocabulary" is individual property, a wordhoard in the mind, that you can add to or delete from according to your will and circumstances -- if you read improving books, you can add to it; if you become convinced a particular word is immoral or taboo, or some other things, you can - and perhaps even should - subtract from it.

A "dictionary", then, is a sort of political extension of a "vocabulary": it contains all the words in the vocabularies of the people in that linguistic community. You need not have all the words in the dictionary in your vocabulary, but you would expect that someone in your community does. If nobody in your community has the word in their vocabulary, it is not in the dictionary. The dictionary additionally contains metadata about words, such as that they are used by subsets of the community.

So the claim that "X is not in the dictionary" is quite simple: it is a claim that nobody in the person's community has - or perhaps should have - this word in their vocabulary -- anyone who does claim to have it is therefore not in the community, or has rather marginal status in the community.

Stating "X is not in the dictionary" is therefore an example of the common practice of attempting to define political or social borders by means of defining discourse borders, in a republican manner.

The artifact of a "false dictionary" is a dictionary that does not correspond to the above sense of a dictionary: it is produced by someone whose authority to define political and social borders is invalid -- perhaps their authority is seen as coming not via the above republican means, but by means of an elitist fiat, or perhaps it is too inclusive. I think most English speakers would, if they picked up a book claiming to be a dictionary of the English language and found that half the entries, mixed in with the rest, were Hindi words, with no recognition being given that anything peculiar was happening, realise that there was something wrong with this dictionary.
