Three years ago, Owen Woolcock was on Zoom trying to convince a real estate investor to swap some of his buildings in the New York City area for properties incities around the Great Lakes.
Climate change was overturning assumptions about what makes a profitable housing investment, argued Woolcock, an Australian who had recently launched an investment firm calledĀ Climate Core Capital. Desirable locations from Austin to Miami were set to become expensive, riskier bets. Overlooked locales, he argued, would begin to draw money and people as they avoided the worst of the 21st centuryās volatile climate.
The Wall Street veteran on the other end of the call managed tens of millions of dollars in real estate for a wealthy family, Woolcock recalled. Although he said he agreed with Woolcockās forecast, he couldnāt sign on.
āThe problem is,ā Woolcock remembered him saying, āI have spent the last seven years going to my investment committee and telling them to invest in the Sun Belt, so my personal track record is tied to the opposite of what you guys are saying.ā
In the past decade, hundreds of thousands of peopleĀ have moved to placesĀ threatened by climate change, bidding up real estate from flood-prone coastlines to the fire-scarred Southwest. But a small group of investors ā including Woolcock and his partner Rajeev Ranade, along with iconoclasts like David Burt of DeltaTerra Capital ā are pushing in the opposite direction.
Their argument: As Americans wake up to the threat of climate change,Ā the value of homes in risky markets will begin to slide. Thatās created opportunities to profit by betting against housing markets exposed to weather catastrophes or investing in places that will attract people who want to avoid the worst.
For anyone expecting to buy or sell a homein the United States in the coming years,their insights may help you decide where to go next.
Five years ago, Woolcockbegan analyzing a dataset charting climate risk and population growth in large American cities over the next 30 years. The fastest population growth, he saw, overlapped with the riskiest areas from Austin to Phoenix.
āThese were places where everyone was making a lot of money very quickly,ā he told me. āIt was immediately apparent it was a ticking time bomb.ā
So Woolcock set out to convince investors to do the opposite, co-foundingĀ Climate Core CapitalĀ with Ranade in 2021. Theyāre promoting a thesis that might be calledthe ābig longā: redirect money into growing, climate-resilient cities.
I was sitting in a conference room in their co-working space in Boston this summer as the two gave the pitch they normally delivered to investors. The market hasnāt yet learned to properly price climate risk ā or resilience. Investors could earn more, and risk less, by investing in better buildings in safer cities. A chart displayed on the wall showed a point representing Naples, Florida, a bullās eye for rising seas and hurricanes. It barely fit on the chartās risk axis. On the opposite side was what they see as a low-risk climate haven prepared for a volatile century: Ann Arbor, Michigan.

@eightyonekilograms, in a post about why levees and dikes won't save Florida from Sea Level Rise:
dams and levees won't work because southern Florida is a limestone sponge and the water will just come up through the groundā but with a trillion dollars of other people's money to spend, they'll figure out something. That's what real estate investors are banking on, and they are probably correct.
NOAA has a Sea Level Rise map, which you can jack all the way up to 10 feet above "Current Mean Higher High Water", and then scroll around the entire coastal United States to see what gets flooded.
Pensacola is fine; they know what storm surge looks like from being in the splash-damage radius of every time New Orleans gets fucked.
St. Pete/Clearwater loses its waterfront, but retains significant infrastructure inland.
Naples and Cape Coral lose their entire downtowns, but the inland suburban sprawl survives. I guess they'll need to convert some of those tract houses into neighborhood-scale commercial.
Miami, Fort Lauderdale, and indeed most of Miami-Date and Broward Counties are awash, and become the basis of new coral reefs for the Northern Florida Keys.
But West Palm Beach is okay.
By Congressional mandate, NASA adapts the Cralwers to work as amphibious vechicles, in order to continue using Shuttle-derived hardware at Pad 39, with the new Sea Launch System rated to withstand salt spray inside the engine bells at launch.
SpaceX stops leasing in Texas, where South Padre Island is completely underwater, and buys up an entire subdivision's worth of now-island land in South Miami. The neighbors won't complain about concrete dust if there are no neighbors!
Saint Augustine dies, but Jacksonville is like Pensacola, and picks up its skirts to avoid the puddles.
Trillions of dollars of dikes aren't the answer. The solution will be to jack everything up ten feet, from roads to ports to homes. If you can't adapt to life in a saline intertidal wash, you'll move inland.
No, the real issue will be whether they can build a seawall around DC's National Mall and National Airport that won't offend the sensitivities of climate-denying Congresscritters.
