So, if they bombard him with flags on a continuous basis, he'll get the courage to touch one, which will serve as a powerup - like spinach into his waiting Popeye mouth - and then he'll End It which implies he could have done so before but was too afraid to, so was there a contract or not, which means that if he touches a flag, breaks the internet through his fandom, and still has a son and gf, it will mean.....?

This is a very solid plan! It is very smart and not at all coersive and there is no way this backfires on them, there is only one possible outcome and it is fully positive for them, I mean Louis, the larries are very smart!
