Because of your post I did a quick research on the sympolik for the phoenix and the snake, again it was just a quick research so correct me if I'm wrong.

First thing both, the phoenix and the snake is a symbol for transformation and rebirth.

Which fits because of this tumor thing of the Emperor's Children with a only 200 man legion to a skilled legion.

Now the difference with the phoenix I doesn't found any negative symbolism about the phoenix, beside the rebirth the phoenix stands for compassion, freedom, self-recognition, strength and truth.

Especially this compassion fits pre heresy Fulgrim, yes even pre heresy he was a little to proud, but still is too arrogante side wasn't that dominant. I mean he was a diplomat and wanted to conquer the world different than his brothers (again the transformation thing) and look at how he acted at byzas, he cared for the common people. And He had self-recognition I mean he knows that he need the arrogance as armour to get what he wants and as self protection too.

In short the phoenix is the flashing hero which pre heresy Fulgrim is.

The snake beside the transformation has negative aspects beside the transformation and rebirth like manipulation, seduction and in the bibel the evil satan.

The manipulation and seduction fits Fulgrim especially Slaaneshi Fulgrim.

Seduction is clear since Slaanesh oh and his perfect beauty pre and post heresy. I mean pretty privilege exist and that people have a intuition that beautiful people are good (this makes, in my opinion still beautiful Slaaneshi Emperor's Children more interesting than those ugly over ugly, but this is another topic).

But this beautiful topic makes it easier to manipulate people and Fulgrim has the thing that people wants to please him, this plays also in this manipulate stuff. Oh and I mean look how he treat his sons, when you read the Eidolon novel you know.

But then the snake has some neutral symbolik too like the sexuality, and the snake represented the female and male aspects at the same time. I mean Fulgrim has a perfect way to be masculine but to embrace his femininity too. Oh and again Slaanesh is both fem and masc and nothing of them.

And the connection to the spiritual world, in this case Fulgrims connection to Slaanesh.

And the snake has positive symbolism too like healing, again the tumor thing,

For me the phoenix and snake symbolik is similar but since the snake has the symbolik of the phoenix but mixed with things that Slaanesh stands for it makes perfect sense that Fulgrim became a snake daemon.

Thinking about symbolism and all that, and the Chaos gods. In this case, about Fulgrim.

Fulgrim constantly compared to a phoenix. Phoenix this, phoenix that. Bird bird bird.
