Finally got around on doing the "Cosmic Superstar" Questline and I'd find it really sexy of them if they'd consider to elaborate on this line because I'm at this point so unhealthily invested in the whole structure of the IPC that I'm taking any crumbs such as this dialogue

Given that we're talking about the IPC, the type of sanctioning they'd (presumably) most commonly enforce on the Planets the "own" would of course be an economic sanction (i.e. in this case a ban/restriction on the film industry? though I can't bring myself to believe that they'd really solely restrict the film industry), but to which extend do they enforce these sanctions and under which circumstances?
Its highly debatable if the IPC would care (or rather to which extend they'd care) about the negative impact their sanctions would have on the Planet in question - or more specifically it's economy - for as long as they themselves are gaining something from it without incurring losses. The only time they might care is if it'd be better to invest in a Planets growth due to long term benefit.
Example: if Topaz would've managed to "seal the deal" and get Jarilo-IV under the control of the IPC then the population would've not only been forced asked to ✨work for IPC ✨ due to the debt they (don't) owe them, but they would've very likely also ended up under at least one economic sanction and considering the current state of the Planet there's not much to take aside from Geomarrow which they would have to hand over unconditionally.
Anyone who'd complain about it being an important resource would simply get told that the IPC will take care of them / is taking care of them so they better shush given the debt they (don't) owe them. If they want to complain then they know who signed the documents.
