The Federal Emergency Management Agency (FEMA) is supposed to be the government’s premier emergency relief organization in times of disaster, like the situation now faced by victims of Hurricane Helene’s aftermath in North Carolina and Tennessee.

But according to the FEMA website, the agency now places higher priority on instituting Diversity, Equity and Inclusivity guidelines than on easing the suffering of Americans displaced by disaster.

Among the goals listed in FEMA’s strategic plan are to:

Instill equity as a foundation for emergency management

Lead whole of community in climate resilience

Promote and sustain a ready FEMA & prepared nation

What does that look like in action?

Here’s an example of a FEMA disaster preparedness meeting where participants discuss how LGBTQIA individuals were suffering disproportionally before the storm compared to other disaster victims.

A well-stocked Hurricane Preparedness Kit is essential for ensuring the safety and comfort of your pets during a storm. Here’s what to include:

Emergency Contact Information

ID Tags Ensure collars have up-to-date ID tags with contact details and any medical information.

Emergency Contact List Keep phone numbers for your vet, local animal shelters, and emergency contacts.

Basic Supplies

Food & Water Pack 3-7 days' worth of food and bottled water for each pet. A portable water filter is also helpful for extended emergencies.

Portable Bowls Collapsible or travel bowls for easy feeding and watering.

Can Opener Include a manual can opener for canned food.

Medications & Health Supplies

Medication Please ensure you have a minimum 7-14 day supply of prescribed medications.

First Aid Kit Your pet first aid kit should include antiseptic wipes, gauze, bandages, tweezers, and a thermometer suitable for cats and dogs.

Flea & Tick Prevention Have prevention supplies on hand. (We carry flea-killing medication and dewormer as well.)

Comfort Items

Favorite Toys or Treats Familiar items provide comfort during stressful situations. Invest in a second version of your dog's favorite squeaky duck or tennis ball (with single toss manual or automatic launcher). Don't forget the catnip and catnip toys for cats!

Blanket or Bed A portable, waterproof blanket or foldable pet bed.

Safety Gear

Leash & Harness Pack a sturdy leash and harness for your dogs and cats and ensure they’re accustomed to them.

Collar Ensure collars are well-fitted with ID tags. Consider a GPS tracking device to help keep track of your pet, just in case.

Cleaning Supplies

Litter & Litter Box Pack enough litter for at least a week and a portable or collapsible litter box for cats.

Waste Bags For cleaning up after dogs.

Puppy Pads Useful for indoor bathroom needs.

Travel Gear

Carrier or Crate A sturdy, well-ventilated carrier or crate for safe transport.

Seat Cover Keep your vehicle clean with a seat cover during travel.

Seatbelt Clip Ensure your pet's safety even if you opt not to use a carrier, crate, or backpack. Humans wear seat belts for our protection in case of an accident, your pet should too.

Dog Runner/Tie Out System Let your dogs or cats stretch their legs and get some energy out in a safe, controlled way. We use carabiners or bull snaps to change the length of the line and there are tree protectors.

Medical Records

Vaccination Records Keep copies of vaccination records and other necessary medical documents for each pet. Even if your vet is part of a more extensive network like Banfield or is great about sharing their records when needed, having copies on hand can save time during a medical emergency. They can also help when local authorities or pet-friendly accommodations need access to specific health and vaccination information.

Vet’s Contact Information Have your vet’s contact info readily accessible.

Identification

Microchip Info Ensure your pets are microchipped and the registration is up-to-date.

Recent Photo A current photo of each pet in case you need to post lost pet notices.

Portable Charger Keep a charger handy for essential electronics like phones or GPS trackers.

Portable Water Filter Useful for extended emergencies.

Additional Items

Carrier Cover Helps to calm pets during transport. You can buy a custom cover or use a towel. [Please ensure your pet can still breathe fresh air.]

Calming Products Pheromone diffusers and calming treats to reduce stress are available for dogs and cats. Our multi-cat household has had great success with Feliway diffuser plugins.

Pet Raincoat Keep dogs dry during heavy rain. Smaller dog raincoats can be used for cats.

Cooling Bandana, Vest, and/or Mat Helps manage body heat in hot, humid conditions. In a pinch, you can use ice packs stuffed into spare pillowcases.

Rechargeable USB Fan To ensure your pet gets access to continuous air flow, consider investing in a rechargeable USB fan. We prefer the clip-on kind like our mini Gaiatop because they fit almost anywhere and are easily charged with a standard USB C but they come in larger sizes and with different bases. The 8" Koonie is used by several vanlife YouTubers. You can also choose a fan that uses a battery pack that is interchangeable with your cordless tools and lawn gear.

Packaging Tips

Waterproof Bag or Container Store all items in a waterproof bag or container (dry bag) and place it inside or on top of one of the carriers. In an emergency, this will make everything grab and go. For pets with special needs, consider using a carabiner to attach a smaller dry bag with pet-specific items to their carrier or backpack. This also works well for multi-pet households if more than one family member will be helping with pet evacuation as each dry bag can contain all the pet related items for the pets each family member will be responsible for.

Easy Access Keep the kit in a readily accessible place for quick grab-and-go and make sure every family member knows where these items are, how to access them, and how to use them.

Training Your Pets for Emergency Situations

Being prepared isn’t just about having the right supplies—it’s also about training your pets to stay calm and respond to commands during an emergency. This is true for both dogs and cats.

Here’s how:

Practice Evacuation Drills Regularly practice quickly getting your pets into their carriers or crates. Reward them with treats and praise to create positive associations.

The southeastern united states contain the Atlantic Plain. The ground is made up of sand and clay and it consists mostly of wetlands and marshes. It's also densely populated by humans, and over the last 300 years, we've "cleared" a lot of it away. Thing is, when you dig up the marshes to build, you dig up the network of roots and plant life that keeps the ground together.

The towns are gone because the ground can't hold itself together. The earth was swept out from under them with the storm surge. If infrastructure still exists in those places, there's no telling what kind of foundation, if any, is left under to support it. There are likely huge pockets of empty space under anything still standing. Those power trucks weigh 7.5 tons; even if the roads were clear enough to drive on, it would be exceptionally difficult to do so SAFELY.

It's bleak. The next several weeks are going to be a slow roll out of just how extensive the damage is. Even worse, a hurricane of such magnitude will set off a chain of related disasters: tornadoes will be more common, flash flooding will lead to mud and/or land slides and sinkholes are gonna open up where those air pockets are.

Here is NOAA's guide for hurricanes. Unfortunately there's not much you can do to after the storm, but this guide goes over any information you might need.

However, since the storm is over, the most important advice I can give you is

STAY OUT OF THE WATER

Nearly HALF of fatalities happen after the storm itself, and many of them happen from going into the water.

Here's my incomplete list of things that will kill you:

Natural gas lines may have burst. Be aware of smells like rotten eggs

Waterborne illnesses, including flesh eating bacteria

Water moves. Currents can sweep you away, just like in the ocean

I don't care if you're Michael Phelps, you WILL drown if you try to swim

There is no way to tell how deep water is by looking at it; what looks like a puddle could be 12 feet deep. By extension,

TURN AROUND DON'T DROWN: the old adage for driving after a hurricane. Don't try to drive through water. Above bullets STILL apply when you're in a car

Fire ants.

Yes, really. When it floods, fire ants form a massive ball like in the ant bully and float away to safety. If you touch a floating ant island, they will swarm you. Looks like this:

Stay away from any and all animals. I know you feel bad and want to help, but

1, you can't even help yourself right now; the fuck are you gonna do with a raccoon?

And 2, animals will kill you. out of stress, out of hunger, because of disease, out of fear

Rabies. As far as you are concerned,

ALL ANIMALS HAVE RABIES

Every strange mammal is now a zombie who wants to infect you and doom you to the same fate

Literally, rabies is a neurological targeting virus that attacks your nervous system and brain

Rabies is a TERRIBLE and PAINFUL way to die

If you don't get immediate treatment after exposure, you WILL die. Full stop

If you experience ANY rabies symptoms it is too late for treatment and you will die

Here's what your death will look like:

First you have the worst flu symptoms of your life and nerve damage

Then it attacks your nervous system, and you will either have

Furious rabies: aggression, seizures, hallucinations, facial paralysis, hydrophobia, aerophobia, delirium

Or Paralytic rabies: weakness and paralysis that slowly spreads from the infection site to your whole body

Then you go into a coma

And then you die

I think they’re underreporting the sheer amount of damage Helene has caused. Entire towns are gone. 50 confirmed deaths already. Down power lines everywhere. Emergency responders are swamped. Stoplights are out. There’s a down live power line at the bottom of my mom’s mountain and the sheriff is like “yeah, I know. we called the power company and they’re not going shit.”

"Be prepared" shouldn't just be a catchy saying—it should be a way of life. For those in severe weather zones (think tornadoes, snowstorms, hurricanes), prepping becomes an annual routine. But with shifting weather patterns, that's no longer enough. Weather is breaking old patterns, just look at North Carolina. And natural disasters aren't the only disruptions we might face. Infrastructure failures, like the Francis Scott Key Bridge incident, tech issues (think CloudStrike), animals on power lines, fallen trees, pandemics, strikes, civil unrest, and government shutdowns can all throw off our lives with little to no warning.

This isn't meant to scare you, it's about being ready. Here’s a list (not complete) of essentials to keep on hand, along with a few tips.

Important Documents Keep important paperwork like birth certificates, marriage licenses, etc. handy. It’s also smart to keep a list of account numbers in case you need access them away from your home computer. Have photocopies of any identification you carry daily, and consider storing a second set somewhere else. Like my partner says, “belt and suspenders!”

Cash Have both bills and coins, primarily $20 bills or lower. You don’t want to be flashing $100s in a crisis.

Dry Goods & Can Opener When you have extra funds, invest in non-perishables. My mom would buy meat for the freezer, but after a couple of power outages, I switched to dry goods; grains, pasta, legumes, veggie protein mixes, granola bars. Avoid pricey “prepper" and camping meals; you can cover your nutritional needs for much less.

Water Get bottled water, any brand. When you’re thirsty, you won’t care what the label says.

Candles and Matches Candles aren't just for light, they can provide heat and even a cooking flame. And while lighters are convenient, they run out at the worst times, so keep wooden matches in a waterproof container.

Batteries and Power Banks Beyond AAs and AAAs, stock extra batteries for medical devices, and have power banks for electronics. You’ve seen people crowd around the sparse outlet available to charge their phones, don’t be that person. Affordable power banks are everywhere, and don’t forget spare cables.

Medications Prescription and OTC. Try to get 90-day refills and renew as soon as you’re able. Don’t wait until you’re down to your last dose.

First Aid Kit You should already have one, ideally a few. You can buy pre-made kits, but they often lack essentials. Tailor your kit to meet any specific allergies or medical needs in your household.

Ice Packs Get a few reusable ice packs. Keep them in the freezer so they're ready when needed. I’d suggest a minimum of ten if you have the space.

Backup Glasses If you've seen that Twilight Zone episode, you know how disastrous broken glasses can be. If you wear contacts, still keep backup glasses in case you lose access to solution. When you get new glasses, save the old pair as a backup. Store-bought readers might even work in a pinch, so pick up a pair if they’re affordable.

Basic Tool Kit & Car Kit In a crisis, things break, and there may be no one to help but yourself. A basic toolkit should include a hammer, screwdrivers (flat and Phillips), box cutter or knife, small saw, good shears, and a box of general-size nails and screws. For your car, have jumper cables, a funnel, bungee cords, a window breaker, an ice scraper, gloves, an emergency blanket, and one of those first aid kits from earlier.

Helpful Tips Check Supplies Regularly: Every 3-6 months, rotate and replace anything close to expiration. Mark Expiration Dates: Use a permanent marker to write expiration dates clearly. Those tiny printed dates are hard to read at a glance. Pool/Share Resources: If you can afford it, pick up extra supplies for friends or family. Consider pooling funds to buy in bulk and split the savings. Crisis brings out the best in togetherness; "every person for themselves" rarely ends well. Helping each other with preparedness, lifting heavy items, making copies, or teaching someone how to use tools can make all the difference

In today’s world we need to be vigilant and prepared for sudden changes in our environment which may be brought on by Mother Nature or Political Activities. We all want to protect our family from harm, and preparedness for disaster emergencies should be one of our top priorities. I’m not advocating that you pack up your family and move to some isolated location to hide from the world, but I am offering simple preparations for ice storms, floods, hurricanes, or terrorist activities will make your existence much more palatable during the disaster.

1. Be prepared

Yes, the first thing on the list is to use the list to be prepared. It is one thing to take a glance at the list, but unless you actually put this list into a workable plan for your family, then reading this is just wasted time on your part. Just making the preparations will give you a sense of calm when faced with the disaster.

This sense of calm will work in your favor because you will be less likely to be one of the hordes of people acting in a reactionary, fear driven, panic when the reality of the disaster is recognized (usually when the news anchors start saying things like “This is going to be bad.”… or… “We can’t stress enough the dangerous nature of this storm.”… or… “Here is video of people fighting over the last of the bread at this grocery store.”… or… “The police have lost control of this area of town.” While the crowds are rushing to the grocery store and emptying the aisles of bread and milk, you will be safely at home making last minute preparations to keep yourself and your family safe.

Our FEMA Corps Basic Academy (FCBA) welcome training was at 9:00. Now that we’re done with Corps Training Institute, we are only supposed to wear the FEMA uniforms. I’ll probably pack away my traditional “AmeriTux” and AmeriCorps T-shirt in the red bag so I have a couple less things to worry about losing. We must also stay in rows with our teammates while in the main building. I’m not pleased by having less room and a bunch of people sitting behind me, but I’ll live. The program liaisons and support staff introduced themselves before getting into the training. One of the staff said some parts of FEMA Corps would be “tougher than a woodpecker’s lips” and that the experience of learning during FCBA would be like “taking a sip of water from a fire hydrant.” Hm. Not sure what I’ll make of this.

We shared how we hoped to feel at the end of FEMA Corps Basic Academy (we were also given the option to text our responses). Then we were given an overview of the purpose and goals of basic academy. FCBA is foundational training, so much of what we will need to know for the projects will be covered in just-in-time training or independent study. The main focus areas of FCBA include: emergency management principles, knowledge about the Federal Emergency Management Agency, technical skills, professional/career development, problem-solving, and leadership skills. Hurricane season is starting, so the main priority for just-in-time training will be disaster survivor assistance, which we will likely complete independently.

We had half an hour off until our introduction to emergency management principles training at 10:30. The US government’s approach to emergency management is bottom up, starting from individuals/communities which may request help from local and/or tribal sectors, which can ask the state/territory, which may then request assistance from the federal government. Tribes may also directly request assistance from the federal government. The US government took a civil defense focus toward emergency management from the 1940s to the 1960s, but now the approach is multi/all-hazards, many of which include natural disasters. The main mission areas of emergency management are prevention, protection, mitigation, response, and recovery; there are about 30 core capabilities FEMA recognizes for national preparedness, each of which fits under at least one of these main mission areas (example: emergency medical services are considered part of response).

We learned that preparedness starts with the individual, and while around 60% of people expected to rely on emergency responders in the first 3 days of a disaster, this is not always possible, and it is ideal to be prepared for at least that long. We were briefly shown the FEMA app, which provides weather alerts, safety reminders, shelter locations, etc. We then reviewed the National Incident Management System, which is an approach to sharing resources, managing incidents, and communicating. The National Incident Management System cycle includes several steps: identifying requirements, ordering & acquiring, mobilizing resources, tracking & reporting, demobilizing, and reimbursing & restocking. We also reviewed the Incident Command System, which is a modular standardized system for responding to incidents of varying scales. The National Incident Management System and the Incident Command System are flexible systems that allow multiple organizations to efficiently work together.

We had a FEMA introductory training at 12:30. This covered basic FEMA history and organization. The first piece of federal disaster relief legislation was passed in 1803 in response to a fire in Portsmouth, NH. In 1950, the Federal Disaster Relief Act allowed the president to send federal assistance upon governor request. About a hundred disaster-related acts were passed up until FEMA was formed in 1979 through an executive order by President Carter. This brought multiple federal disaster management functions into a single agency to streamline the process. FEMA was placed under the Department of Homeland Security in 2003, shortly after Department of Homeland Security establishment.

The Stafford Act (1988) allowed FEMA to coordinate governmental emergency response; federal, state, and local governments jointly respond to disasters. Presidents can now declare disasters/emergencies, and several disaster assistance programs are authorized. The Post-Katrina Emergency Management Act (2006) enabled FEMA to send federal assistance without waiting for state approval, and the Sandy Recovery Improvement Act (2013) allowed tribes to ask for federal assistance without having to go through the state government first. Finally, the Disaster Recovery Reform Act (2018) streamlined FEMA’s grant program and changed priorities to prevention, preparedness, resilience, and hazard mitigation.

FEMA is organized into ten geographic regions, with headquarters in Washington DC and one regional office per section. Headquarters is used for developing policy and coordinating regions, while the regional offices are more concerned with implementation. FEMA has 23 cadres which specialize in particular functions. Once we have completed FEMA Corps, there are three different potential job types with FEMA: reservist (intermittent on-call employees that travel during disasters), Cadre of On-Call Response/Recovery (CORE; 2-4 year employees for specific purpose), and permanent full-time employees. Most FEMA Corps alumni will become reservists, with a few being fast-track hired for CORE. Permanent full-time is competitive, and thus, fewer people will qualify.

I downloaded my independent study course certifications from the FEMA student portal and emailed them to my team leader while I waited to talk to the FEMA liaisons. I asked them about the reservist position, which I posted the information about earlier today. After I left, it was time for a nap. I’ve been hurting all over since I woke up this morning, and sitting in a chair all day hasn’t helped much. The evening was rather uneventful; my teammates walked to the park, but I didn’t feel up to it, so I stayed in my room. I did end up watching TV with some people from another team later that evening.
