#Hjorik Bear-Biter's story ends because of a bug

Not only can I not complete Blood On The Ice, Skyrim's buggiest quest, I can't report back to Ulfric after the battle of Whiterun. I've played Skyrim countless times, usually siding with the Imperials if I do the Civil War quests at all so I don't know if this is a common bug or not. I'm also playing the anniversary edition on Switch which is Not The Best way to play Skyrim. Haven't really had any other big problems though, just one crash after killing Sahloknir.
