The Thai government is sending out inspectors to raid unlicenced recycling facilitiesAt an industrial site in eastern Thailand, Thitipas Choddaechachainun sifts through mounds of scrap metal, circuit boards and old computer keyboards in a cavernous warehouse beside a busy highway.Like forensic scientists, she and her team of inspectors from Thailand's industry ministry take samples of the waste and carefully bag it up to be taken away for analysis."A lot of this is clearly electronic waste and the company that owns this site doesn't have a licence to process it," she concludes. "This is a growing problem in Thailand."Ms Choddaechachainun is the head of a ministry task force trying to get to grips with Thailand's e-waste problem.Each week, she and her team head out to raid these unlicenced plants, which have popped up in recent years, mostly in rural areas, out of sight of the authorities.But despite their efforts, the problem keeps growing.In the past, China was a major recipient of electronic waste. Tonnes of it were shipped across the world, mostly from Western countries, to be dumped there and recycled cheaply.But in 2018, Beijing banned imports. That forced shippers to look elsewhere and many of them alighted on Thailand and other countries in south-east Asia.Thailand introduced its own import ban in 2020 but it has not solved the problem. border to border barreling true south . . . across our northern border . following odd numbered interstates like an over-the-road long haul trucker . an all for one movement , passing on locomotion and piss breaks at fancy fudge filled fuel stops . nothing can stop it nor slow it except its opposite out on it's leading edge dried grass and dust . . . pieces of cigarette and candy wrappers boil forward , pondering and providing the missing expressions of the lift equation . light enough or items with enough surface area are lifted like a garbage wing or a dirt sail as it reaches the cities limits things really begin to take shape . white plastic grocery bags flutter like horizontal parachutes . low fliers catch fences or anything wide or sharp enough . fines of soil ,asphalt and vacant lot are raked from black tops and rough drives . items to heavy but still in the goldie locks zone are tumbled over end . like the texas tumbleweeds that once roamed our interstates . then skipping over a solid floor of suburban rooftops . dropping down to scrape off the summers indiscretions from finely a manicured lawn . it's here that with good enough vantage one may spot the good intensions smoothly dropped by some pondering pilgrim while walking . . . or tossed out a car window with a second thought . getting deposited on sidewalks or lawns . that will be moved to some unassuming corner . with dry grass and lint left behind , the aggregate wave continue south like a migrating flock of bird or insect . once across our southern border it come to rest . in places with enough of whats deposited that they too could become an exporter e. a. noe henry ◦

Trash is inevitable, a by-product of a modern consumer society.
Where it ends up and why, however, is another story.
In his new book, journalist Alexander Clapp shows how our garbage — along with so-called recyclables — goes on to live a “strange, hot potato second existence.”

Take the humble, single-use plastic bag.
Some Americans might believe that this everyday item gets recycled.
Few imagine that it could end up in a small village in Indonesia.
Though some plastic bags do get recycled, many are mixed in with untold quantities of plastic and other trash, the first step in a long journey to their final resting place.
First, the waste is bagged up and driven hundreds of miles to a materials-recovery facility for sorting.
Then it gets on the road again, this time heading to a coastal port, where it’s containerized, loaded onto a cargo carrier and set sail.
The trash travels thousands of miles before docking at its destination: a poorer or underdeveloped country that has been relegated to dealing with our waste.
While many books have been written about garbage and its effect on the environment, Waste Wars tells the less-publicized story of how trash from high-income countries began traveling across borders and continents over the past 40 years, aided by shadowy networks of waste traders.

Clapp spent two years traveling to five continents, chasing the byzantine trail of global waste management.
Not only does he pinpoint where the trash from wealthy areas like the United States and Western Europe ultimately ends up, but he homes in on the waste brokers who make a profit selling plastic, common garbage and scrap to nations in the global south — a term that refers to countries usually south of North America and Europe that have yet to develop economically or industrially.
These countries almost always possess a combination of space, cheap labor, lax environmental regulations and bribable officials.
Waste middlemen tend to be “grifters and hustlers,” Clapp writes.
“They change names from one month to another. They don’t have websites. They have WhatsApp numbers, Google Translate, a cousin in Newark or Croydon.”
It’s not that the garbage itself is valuable, Clapp argues.
The profit lies in moving it around the globe, which also relieves countries such as the United States of vast amounts of waste that they are either financially unwilling or technologically unequipped to deal with.
Simply put, we don’t want our own garbage in our own backyard.
Our disposable culture took root during the postwar era, when America’s economic growth led to the mass production of cheap consumer goods.
The modern-day waste trade started some 40 years ago with the export of hazardous materials.
Thanks, ironically, to new environmental regulations that were in effect by the late 1980s, there was an astronomic increase in the price of putting hazardous material in landfills.
(Exporting hazardous waste from high-income to low-income countries became illegal under the 1989 United Nations Basel Convention, but there are still ways around the ban.)
Over the next decade, trash — including everyday items like diapers, obsolete electronics, plastic bags and old clothing — evolved into an international commodity, with countries paying for imported waste, hoping for some sort of economic opportunity hidden within the bales and bags.
Starting in the 1990s, Clapp reports, China had the dubious distinction of being the recipient of 50 percent of the plastic placed in any recycling bin worldwide.
By the aughts, trash was the United States’ biggest export to China.
By 2018, however, the Chinese government had had enough, and it banned the rest of the world from sending its plastic waste.
China was able to quit foreign plastic because its economy became more developed, with its own petrochemical industry gaining ground.
China’s ban resulted in what one industry leader called a “rat race” of nations scrambling to find new countries that would take their waste.
Garbage from the United States was rerouted to Central America and Indonesia;
soon after, trash exports from Europe to Africa quadrupled.

A knowledgeable and effective witness to the destruction wreaked by the trash industry, Clapp follows the trail of refuse until its very end — in places like Agbogbloshie, a slum outside Accra, Ghana.
There, he finds mountains of dead computer monitors, old televisions, broken appliances and obsolete cellphones, which provide an eked-out means of existence for thousands of young men called “browser boys” and “burner boys.”
The browser boys take the usable or fixable discarded computers and mobile phones and bring them back to life expressly to run scams via social media.
Meanwhile, a few miles away, a separate group of workers dismantles the broken electronics, gutting them for commodities like copper wiring.
Finally, the remaining plastic is set aflame by the “burner boys” — mostly teenage migrants from rural farming areas.
As a result, Agbogbloshie became known as one of the most polluted places in the world.
In 2021, after years of insisting that the situation in Agbogbloshie was not as dire as it seemed, the government razed the site without warning, later announcing plans to build a large hospital in its place.
Undeterred, the burner boys, Clapp notes, moved their operations to the very edge of Agbogbloshie.
Whatever the nation, Clapp points out, these waste wars have the same results:
Not only is the process of diverting waste internationally egregiously carbon-intensive, but the trash often ends up being disposed of in a way that is deleterious to the planet and especially to the developing nations on the receiving end.
Clapp sounds the alarm on how untenable the garbage situation has become:
Humanity is headed toward a future when there will be no solution for the increasing volume of trash.
Between now and 2050, according to a report from the International Pollutants Elimination Network, humans are on track to produce four times the amount of total plastic that has been created up to the present day.
Despite such depressing conclusions, reading Waste Wars isn’t depressing.
Clapp is a lively writer, and his deeply researched book deftly combines history and global economics with stories of real people and tangible details of modern life.
