After high decibel campaigning, low voter turnout in GHMC polls
Tumblr media
HYDERABAD: A high-decibel, no holds barred campaign involving a battery of BJP leaders such as Amit Shah versus the ruling TRS for the Greater Hyderabad Municipal Corporation (GHMC) election was followed by a low turnout polling on Tuesday. About 35 percent of the 74 lakh-odd voters turned up to cast their votes. Counting of votes will be taken up on December 4. Polling passed off peacefully, but not without any glitch, as repoll was ordered in ward number 26 owing to a symbol mix-up involving the two Left parties — CPI and CPM, officials said. Ballot papers were used in total 150 wards of the corporation. Aiming to cash-in on its surprise success in the recent Dubbak assembly bypoll, the BJP seemed to have upped the stakes in the civic polls in the state capital, fielding the “who’s who” of the saffron party, from Shah to UP chief minister Yogi Adityanath to Smriti Irani, for canvassing of votes. While Amit Shah assured development to the southern city and free it from “Nizam Culture” if voted to power, UP chief minister Adityanath, whose administration changed the names of Faizabad and Allahabad in his state to Ayodhya and Prayagraj, respectively, said Hyderabad could follow suit to become ‘Bhagyanagar’ if his party captured GHMC. Amit Shah targeted both All India Majils-e-Ittehadul- Muslimeen (AIMIM) and Telangana Rashtra Samithi (TRS) on dynasty politics. BJP’s top guns — party chief J P Nadda, Union ministers Prakash Javadekar and Smriti Irani and party MP and BJYM national president Tejaswi Surya hit the campaign trail. The saffron party leaders also targeted AIMIM chief and Hyderabad MP Asaudddin Owaisi during their campaign and accused the ruling TRS of having a tacit understanding with it. The TRS campaign was led by its working president and state municipal administration minister K T Rama Rao, while party president and chief minister K Chandrasekhar Rao addressed a campaign public meeting. In his lone public address, he alleged some “divisive forces” were trying to enter the city to disturb peace and tranquility, while billing his party as “progressive”. During the campaign, state BJP president and MP Bandi Sanjay Kumar stoked a row when he said his party would be ready, if necessary, to conduct a “surgical strike” in the old city to send away Rohingyas and Pakistanis. For its part, AIMIM courted controversy when its leader and Asaduddin Owaisi’s brother Akbaruddin in a poll campaign asked whether the “samadhis” of former Prime Minister P V Narasimha Rao and TDP founder N T Rama Rao, built on the Hussain Sagar lake bank, would be removed as he questioned the eviction drive against “poor people” residing near water bodies. On Tuesday, low voter turnout was recorded in the poll though the campaign for the election had been vociferous. The polling began at 7am and concluded at 6pm and went off peacefully without any major incident, a police official said. The voter turnout was 35.80 percent till 5pm and the final poll percentage would be released after compilation and as per the procedures, official sources said. The Telangana State Election Commission (SEC) ordered repolling in all 69 polling stations of Ward number 26 after it was found that the symbol of CPM was printed in the ballot paper instead of CPI, an official release said. The repoll would be held on December 3. Criticising the ruling TRS over the low turnout, BJP leader and Union MoS (Home) G Kishan Reddy said it should “hang its head in shame.” The TRS used the SEC for its “selfish politics” and indulged in misuse of power, he alleged. Observing there was time till February to conduct the polls, Reddy said the elections could have been conducted by trying to promote public awareness and making effective arrangements. Meanwhile, special arrangements were made in view of COVID-19 pandemic and the SEC enabled the virus-infected persons to either vote at polling stations physically or use postal ballot. In case the Covid-19 patients have not used postal ballots, the poll panel allowed them to cast their vote in the final hour — from 5pm to 6pm. However, they were mandated to wear mask, face shield and gloves, the SEC said.

New method to create next fuel-efficient renewable energy developed
Scientists have long struggled with generating and storing hydrogen, the kind that might one day provide the backbone for renewable energy fuel cells that make our cars move, warm our houses and help produce food, in a way that also won’t hasten climate change or otherwise harm the environment.
In research published earlier this year in the Journal of the American Chemical Society, chemists at the USC Loker Hydrocarbon Research Institute outlined a carbon-neutral method for doing just that, with a little help from the simplest alcohol known to man: methanol.
Senior author G K Surya Prakash, 1994 Nobel Prize in Chemistry winner George Olah in his last major paper and their team at the USC Dornsife College of Letters, Arts and Sciences devised a way to produce and store hydrogen from methanol, without concurrent production of either carbon monoxide or carbon dioxide, by trapping it in organic derivatives of ammonia called amines.
The well-known steam reforming process usually used to extract hydrogen from methanol, called the methanol reformer, traditionally produces carbon monoxide and carbon dioxide as part of this extraction process. Carbon dioxide is a greenhouse gas that causes global warming and ocean acidification.
The research demonstrates just one more way carbon has been freed from the cycle of creating and storing fuels via methanol, supporting Olah and Prakash’s long-standing vision of a completely renewable “methanol economy.”
“The Methanol Economy” is a concept that the Olah-Prakash team first began refining in the mid-1990s. According to Olah and Prakash, the goal of a methanol-based economy would be to develop renewable sources of energy, led by methanol, that could mitigate the problem of climate change caused by carbon emissions, as well as the US dependence on other countries for energy, particularly oil.
When Olah and Prakash began their research, global consumption of oil was around 70 million barrels; that number is expected to be about 100 million as early as next year.
The research of Prakash, Olah and their team has been focused on finding a way to extract hydrogen fuel from methanol in ways that are not only carbon-neutral but can even be carbon-positive.
A very simple fuel source
Methanol, sometimes called “wood alcohol,” is the simplest alcohol that can be produced, requiring only water, carbon dioxide and energy.
While methanol stores half the energy of traditional petroleum-based gasoline, the light that burns half as bright also burns more cleanly.

23 HCs for special courts to try netas, Madras HC dissents
Tumblr media
NEW DELHI: The Supreme Court’s idea of setting up enough number of special courts for speedy trial of sitting and former MPs and MLAs facing criminal charges has gathered momentum with the endorsement of as many as 23 high courts, although Madras HC has reversed its 2018 backing for the SC directive. Amicus curiae and senior advocate Vijay Hansaria and advocate Sneha Kalita have filed a report in the SC, which is scheduled to hear the matter on Wednesday, saying 23 HCs — Allahabad, Bihar, Bombay, Chhattisgarh, Calcutta, Delhi, Gauhati, Gujarat, Himachal Pradesh, J&K, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Manipur, Meghalaya, Orissa, Punjab and Haryana, Rajasthan, Sikkim, Telangana and Uttarakhand — have responded to SC orders and given details on various queries raised by the bench.
Times View
There’s a popular perception that politicians are able to circumvent or delay judicial proceedings using clout. Speedy closure to such cases is important to change the perception. The setting up of special courts should happen as quickly as possible. This will be good for politicians too. Either way, their careers would no longer be on hold. They, and the public, will know whether the cases against them are legitimate or politically motivated.
On October 6, an SC bench of Justices N V Ramana, Surya Kant and Hrishikesh Roy, tasked to implement the earlier orders passed by the court on this issue, had sought details from HCs about pending criminal cases against sitting and former MPs and MLAs and subsequently inquired about the adequacy of special courts to deal with the backlog of such cases in each state. Madras HC, which had in September 2018 endorsed the setting up of special courts to expedite snail-paced trial against tainted politicians, submitted a report of the ‘Criminal Rules Committee’ of the HC comprising Justices P N Prakash, G Jayachandran and N Sathish Kumar and questioned the constitutionality of special courts. It recommended that Tamil Nadu be exempted from this SC devised mechanism for speedy trial against tainted politicians. The Madras HC committee said, “Special courts can only be ‘offence centric’ and not ‘offender centric’. The existing court structure in Tamil Nadu, which is robust, is more than enough to deal with the cases involving MPs and MLAs. The HC CJ is requested to bring this fact to the notice of the SC and get exemption from establishing special courts… and permit restoration of status quo ante.” Restoration of status quo ante, as sought by Madras HC, would mean politicians would enjoy a protracted trial. The amicus termed the Madras HC committee’s view as erroneous and said, “It’s on record that a large number of cases, including heinous offences, are pending in the courts not only for years but for decades.” “In such circumstances, a special mechanism for speedy trial of these cases cannot be flawed.”
