Fox being such a private person would probably not tell anyone that he is dating someone, especially because he is dating such high-society people (because first it's new and then he is afraid of what will happen if someone knows-). His batchers are like "Fox you work too much, you need to find yourself a nice lady. or a man. Either way is fine."

Fox keeps declining this because he has found a nice lady and a man, actually, thank you very much. But he isn't going to tell them because he can't guarantee that someone else isn't going to hear it from them (not that Fox doesn't trust his brothers, but they deal with the Jedi and the Sith all the time and are in danger of getting their thoughts read or something, Fox is not really sure how it works and he is not willing to risk it). His excuse for declining? He has work. He is going through some reports. He has to be in the Senate. He has an important meeting.

Sometimes he really does, but other times when he says that he "has to be in the Senate" it means that he is actually in Bail's office. Or when he says that he has "an important meeting" he is actually on a call with Breha.

Then the war ends and Bail and Breha are asking him to move in with them, and Fox finally tells his brothers that he is seeing someone.
