I think Haruka's outfit mirrors Kiryu's but not because the white represents her purity and lack of crimes while the red represents power but it's because red represents blood for Haruka. Her sweater is just covering the ocean of blood on her because Kazzy's suit jacket is exactly that and is meant to be worn together with his red dress shirt but Haruka is constantly coveted from all that's been spilling over her since she was born.
