In two episodes, we see versions of Garak that are based partly on Julian's memories and perceptions of Garak- and that Julian comes up with or is involved in some plan with high stakes, and Garak is very agreeable about it. He's eager overall, and that includes his willingness to help Julian and do as he suggests.

And then in Our Man Bashir, Julian comes up with a high stakes plan and Garak at first yells at him quite a bit about it, before folding and rather eagerly following his lead.

Frankly I don't think /Garak/ may know that yet
