DeJoy’s steps for more postal cuts draw flak – People's World
WASHINGTON—The latest steps by Trump-named Postmaster General Louis DeJoy to cut Postal Service costs by cutting service have drawn bipartisan flak from Capitol Hill and prior protests from USPS workers from Medford, Ore., to Newburgh, N.Y.

The latest saga has its origins in DeJoy’s ten-year plan to put the USPS on a sound financial footing. Past parts of the plan include slowing mail deliveries, closing smaller sorting centers in favor of mega-facilities, forcing workers to move or quit, and incessantly raising prices.
And, in one area where DeJoy and the nation’s postal unions agreed, both lobbied successfully for the section of a postal reform law which ended the $6 billion yearly pre-payment a prior GOP-run Congress and GOP President George W. Under DeJoy’s plan, the USPS was to break even this year, on paper, for the first time in at least 15 years. But DeJoy reported a $1.7 billion loss from April-June and forecast a $5.2 billion loss for fiscal 2023, which ends Sept. 30.
His latest cost-cutting move, launched last year in a test run in Georgia, closes “back office” functions in hundreds of post offices and forces Letter Carriers to drive dozens, if not hundreds, of round-trip miles to regional “Sort and Delivery Centers,” to pick up the mail they now sort in post office back rooms before heading out to deliver it.
Most individual post offices would stay open, but only to sell stamps and provide similar services. But not all: A post office in the rural Baltimore County, Md., town of Fort Howard, whose residents are mostly elderly and without cars, is scheduled to close by Sept. 30. Their postmaster told them about it. Now, residents walk to the post office—Fort Howard’s that small—to get their mail.
There’s no Letter Carrier route. They’d have to drive 14 miles roundtrip to Dundalk to get mail. They came out in 96-degree heat to sign a petition to keep the post office open, WMAR TV reported. Their congressman, Rep. Kwesi Mfume, D-Md., sought a meeting with DeJoy about it. No answer yet.
DeJoy’s also made it impossible to mail anything other than small first-class letters from the blue mailboxes on street corners. In 2020, he yanked out sorting machines for first-class flat mail. And new blue mailboxes have small letter slits at the top, not the pull-down doors able to take large flat envelopes and small packages.
As typical of a corporate chieftain, which is what DeJoy was in the private sector before becoming Postmaster General, his excuse is to cut costs and his method is to load the burden on workers. DeJoy said the move to the central sorting plants would save money and be more efficient.

But distances to the sorting centers which Letter Carriers would have to navigate before even starting their routes would further slow down the mail. That prospect led to workers’ demonstrations in May in Medford, Ore., and elsewhere—and to separate objections from Reps. Paul Ryan, D-N.Y., and Pete Huizenga, R-Mich., whose mostly rural district includes Kalamazoo.
The Medford workers feared their jobs would be moved to Portland, 274 miles away. Kalamazoo residents fear being overwhelmed by mail trucks coming all at once to pick up pre-sorted letters from all over Southwest Michigan, Huizenga wrote DeJoy.
“Consolidating our area’s postal operations to a Sort and Delivery Center” there “threatens to disrupt the current standard of delivery experienced by Southwest Michigan residents,” Huizenga, who represents Kalamazoo and surrounding rural counties, explained.
“Mail carriers would be required to divert to this single center to pick up the mail before proceeding on their route. The workforce would be stretched thin, having to travel much farther to reach communities they serve.
“Residents, including the many older households, rely on prompt mail delivery for time-sensitive materials like medical bills and financial documents.” Besides, masses of vehicles from all over Southwest Michigan converging on one center would cause daily traffic jams, vexing residents.
Huizenga also told DeJoy local citizens and governments have been left in the dark about his plans: No timeline for back-office closures or for opening the sorting center, and no notice to local governments and citizens, much less consultation with them, as last year’s postal law mandates.
Ryan, who represents the Hudson Valley, not only wrote DeJoy, but took his protest public on May 17 in Rock Tavern, N.Y., joined by members of the Letter Carriers, the Postal Workers and the Rural Letter Carriers, three of USPS workers’ five unions. DeJoy wants to close the back-office operations in favor of a big sorting center in Newburgh, N.Y.
“Hudson Valley families deserve only the best service from their post office, but DeJoy is threatening reduced customer service, increased wait times, and post office closures,” Ryan said. “This is completely unacceptable for both postal workers and residents. I will keep fighting alongside my friends in labor to make sure every post office stays open, our postal workers are protected, and there are not any service delays.”
“The APWU is extremely concerned about the proposed transfer of the S&DC” to Newburgh, “specifically as it relates to diminished customer services, increased safety issues, and the possibility of selling and relocating post offices,” added Postal Workers Local 3722 President Diana Cline.
Specifically, a sorting center at Stewart Airport in the town of Newburgh would force Letter Carriers from counties on both banks of the Hudson River to come there to pick up their pre-sorted mail before delivering it. Those coming from the east bank would have to battle their way across the incessantly jammed Newburgh-Beacon Bridge—in morning rush hour—to get it.
Ryan said his constituents “emphatically oppose this change. Moving mail sorting away from our local post offices would surely lead to downsizing and reassignment which risks the wholesale closure of a branch. That is a disservice to Hudson Valley residents, and it is a disservice to hard-working union members across the region.
“Mail carriers from my district are also particularly concerned about the delays to service, added hours in commute time, and the destabilizing effects this plan will have,” Ryan said. It will add to carrier stress and burnout, he warned. He’s gotten no answer from DeJoy."

Bank Employee - Diape Seck - Sentenced - Fraud

Former Bank Employee Diape Seck Sentenced to Three Years in Federal Prison for Fraudulently Opening Bank Accounts as Part of a Larger Bank Fraud Scheme Targeting Churches and Religious Organizations. Accepted Cash Bribes to Open the Accounts From Co-Conspirators Engaged in Check Fraud and Rental Car Fraud Schemes Greenbelt, MD (STL.News) U.S. District Judge Theodore D. Chuang today sentenced Diape Seck, age 29, of Rockville, Maryland, to three years in federal prison, followed by three years of supervised release, for his role in a bank fraud scheme in which he and his co-conspirators obtained or attempted to obtain almost $2 million by fraud, including the theft of checks from the mail of churches and religious institutions. Judge Chuang also ordered Seck to pay restitution in the amount of $1,708,446.49 and to forfeit $114,647.50. A federal jury convicted Seck on February 24, 2023. The sentence was announced by Erek L. Barron, United States Attorney for the District of Maryland; Postal Inspector in Charge Damon E. Wood of the U.S. Postal Inspection Service - Washington Division; Special Agent in Charge James C. Harris of Homeland Security Investigations (HSI) Baltimore; Special Agent in Charge Jeffrey D. Pittano of the Federal Deposit Insurance Corporation, Office of Inspector General (FDIC-OIG); Chief Marcus Jones of the Montgomery County Police Department; Chief Terry Sult of the Cary, North Carolina, Police Department; and Sheriff Dusty Rhoades of the Williamson County, Tennessee, Sheriff's Office. According to the evidence presented at his eight-day trial, from at least January 2019 to January 2020, Seck, a customer service representative with Bank A, conspired with Mateus Vaduva, Marius Vaduva, Vlad Baceanu, Nicolae Gindac, Florin Vaduva, Marian Unguru, Daniel Velcu, Vali Unguru, and others to commit bank fraud. Specifically, the evidence showed that Seck fraudulently opened bank accounts in fake identities in exchange for cash bribes. Co-conspirators engaged in fraud that included fraud involving rental cars and the deposit of checks stolen from the incoming and outgoing mail of churches and other religious institutions into the fraudulently opened bank accounts. The co-conspirators then withdrew the funds and spent the fraudulently obtained proceeds. As detailed in the trial evidence, Diape Seck facilitated the opening of hundreds of bank accounts at Bank A for his co-conspirators, who used purported foreign identities, often but not universally Romanian, to fraudulently open bank accounts with him at Bank A, as well as bank accounts at other victim financial institutions. Seck opened accounts for co-conspirators without their presence in the bank, without verifying identity information, and opened accounts for co-conspirators who opened multiple accounts at a time under different identities. To conceal his improper activities, Seck opened accounts for the co-conspirators at the same time, he conducted legitimate bank activities. The co-conspirators paid Seck up to $500 in cash in exchange for each of the fraudulent bank accounts he opened. According to court documents and witness testimony, Seck violated numerous bank policies in opening approximately 412 checking accounts in a one-year period from approximately January 2, 2019, through January 3, 2020, relying predominantly on purported Romanian passports and driver's license information. Checks payable to and written from churches and other religious institutions from around the country were deposited into many of the 412 checking accounts, which were not opened in the names of the churches. The co-conspirators fraudulently negotiated the stolen checks by depositing them into the victim's bank accounts, including the fraudulent accounts opened by Seck at Bank A, often by way of automated teller machine (ATM) transactions. After depositing the stolen checks into the bank accounts, the conspirators made cash withdrawals from ATMs and purchases using debit cards associated with the bank accounts. Co-conspirators also used fraudulently obtained debit cards to rent cars which they used and then failed to return, resulting in charges by the rental car companies, which had to be "written off" by Bank A. According to court documents, co-conspirators deposited at least approximately $780,064.04 in stolen checks into the accounts Seck personally opened on their behalf, and the bank had to write off at least approximately $921,590.50 from the co-conspirators' rental car fraud in the accounts Seck opened for them. Co-conspirators Vlad Baceanu, age 38; Marian Unguru, age 36; and Vali Unguru, age 20, all of Baltimore, Maryland, previously pled guilty to conspiracy to commit bank fraud and wire fraud. Mateus Vaduva, age 29, of Baltimore, was sentenced to five years in federal prison and ordered to pay restitution of $1,320,885.84; Nicolae Gindac, age 52, of Dania Beach, Florida, was sentenced to 54 months in federal prison and ordered to pay restitution of $1,096,660.11; Florin Vaduva, age 31, of Dania Beach, Florida was sentenced to 51 months in federal prison and ordered to pay restitution of $1,096,660.11; Marius Vaduva, age 28, of Baltimore was sentenced to 42 months in federal prison and ordered to pay restitution of $1,334,230.84; and Daniel Velcu, age 43, of Baltimore was sentenced to 34 months in federal prison and ordered to pay restitution of $1,313,499.79 after they previously pled guilty to conspiracy to commit bank fraud and wire fraud. Barron commended the U.S. Postal Inspection Service, HSI, the FDIC Office of Inspector General, the Montgomery County Police Department, the Cary (North Carolina) Police Department, and the Williamson County (Tennessee) Sheriff's Office for their work in the investigation. Robert Reich - Musk's Humongous Mistake

When Elon Musk bought Twitter for $44 billion, he clearly didn’t know that the key assets he was buying lay in Twitter’s 7,500 workers’ heads.
On corporate balance sheets, the assets of a corporation are its factories, equipment, patents, and brand name.
Workers aren’t considered assets. They appear as costs. In fact, payrolls are typically two-thirds of a corporation’s total costs. Which is why companies often cut payrolls to increase profits.
The reason for this is simple. Corporations have traditionally been viewed as production systems. Assets are things that corporations own, which turn inputs — labor, raw materials, and components — into marketable products.
Reduce the costs of these inputs, and — presto — each product generates more profit. Or that’s been the traditional view.
Yet today, increasingly, corporations aren’t just production systems. They’re systems for directing the know-how, know-what, know-where, and know-why of the people who work within them.
A large and growing part of the value of a corporation now lies in the heads of its workers — heads that know how to innovate, know what needs improvement, know where the company’s strengths and vulnerabilities are found, and know why the corporation succeeds (or doesn’t).
These human assets are becoming the key assets of today’s corporations. But they can’t be owned, as are factories, equipment, patents, and brands. They must be motivated.
When Musk fired half of Twitter’s workforce, then threatened to fire any remaining dissenters and demanded that the rest pledge to accept “long hours at high intensity” — leading to the resignations last week of an estimated 1,200 more Twitter employees — he began to destroy what he bought.
Now he’s panicking. Last week he tried to hire back some of the people he fired. On Friday he sent emails to Twitter employees asking that “anyone who actually writes software” report in, and stating that he wanted to learn about Twitter’s “tech stack” (its software and related systems).
But even if Musk gets this information, he probably won’t be able to save Twitter.
Most of Twitter’s employees are now gone, which means most of its know-how to prevent outages and failures during high-traffic events is also gone, most of its know-what is necessary to maintain and enhance computing architecture is gone, most of its know-where to guard against cyberattacks is gone, and most of its know-why hate speech (and other awful stuff advertisers want to avoid) is getting through its filters and what to do about it, is also now gone.
Without this knowledge and talent, Twitter is a shell — an office building, some patents, and a brand — without the capacity to improve or even sustain its service.
Twitter is unlikely to fail all at once. But bugs and glitches will mount, the quality of what’s offered will deteriorate, hateful tweets will burgeon, and customers and advertisers will flee.
As Richard Forno, assistant director of the Center for Cybersecurity at the University of Maryland, Baltimore County told the New York Times, “it’s like putting a car on the road, hitting the accelerator, and then the driver jumps out. How far is it going to go before it crashes?”
Not even Donald Trump seems particularly eager to take up Musk’s offer to have him back on the platform.
Safe to say, Twitter is no longer worth the nearly $44 billion Musk paid for it. It’s now probably worth only a fraction of that sum — a fact that should be of no small concern to the bankers who lent Musk $30 billion to purchase Twitter on condition he pay $1 billion a year in interest.
Two lessons here.
First, corporations that regard employees only as costs to be cut rather than as assets to be nourished can make humongous mistakes. Elon Musk is Exhibit #1.
Second, where corporations view employees as costs, the traditional way for employees to flex their muscle is to strike, thereby temporarily closing factories and stopping the machines.
But where employees are a corporation’s key assets, workers’ greater power comes in threatening to — or actually — walking out the door. Elon Musk is Exhibit #2.
