Interesting Find of the Week #2: A pressbook for A Warm December (1973), starring Sydney Poitier as an African-American doctor and Ester Anderson as the daughter of an African ambassador.
Pressbooks were sent to movie theaters by distributors with material used for advertising, publicity, and exploitation, and were heavily used between the 1930s and 1980s. (Now, of course, they're mostly digital.) While most pressbooks had posters, newspaper advertisements, and ideas for tie-in events (image 2), the pressbook for A Warm December included a "Fashion Mat" insert to promote the clothing Anderson's character Catherine wore (image 3). The outfits were designed by Thea Porter, Zandra Rhodes, and Alexander McGee. The back cover of the pressbook (image 4) reads:
Thea Porter, Alexander McGee, and Zandra Rhoses are three of the top fashion designers now selling in America. Most of the important department stores sell their clothes and Esther Anderson wears their creations in "A Warm December." Arrange with the local store to do window displays of their lines and give credit to the fact that they dressed Sidney Poitier's leading lady in "A War December." Other outlets for local promotions include: Men's Fashions (Poitier is one of the best dressed stars around), Cameras, Motorcycles and Travel Agencies and Airlines (especially Pan Am which is featured importantly in the film).

Hage Geingob will host Danish PM Mette Frederiksen and Dutch PM Mark Rutte today in Namibia. Green hydrogen will reportedly be among the subjects discussed.
2. Namibia's proposed visa exemption for Chinese nationals is a bilateral agreement that would benefit both countries, according to China's ambassador to Namibia, Zhao Weiping.
Some Namibian politicians have objected to the proposal, with opposition leader McHenry Venaani claiming it is a "hoodwinking process" for Chinese prisoners to come to the country, and aspiring presidential candidate Job Amupanda alleging that it involves a deal between the ruling party and China to garner support for next year's elections.
The proposed agreement's main goal is to attract Chinese tourists and help Namibia become competitive again after the Covid-19 pandemic, according to Namibia's minister of home affairs, immigration, safety and security, Albert Kawana.
3. Angola and Zambia signed a memorandum of understanding to enhance cooperation in information technology, including digital transformation, AI, and space technology.
The agreement includes the establishment of direct cross-border optical fibre backbone connectivity between the two countries, scheduled to happen this month.
The collaboration is expected to help improve the regulation of the Angolan and Zambian telecom markets and lead to improved coverage and quality of ICT services provided in both countries.
4. Namibia is embarking on a journey of digital transformation to modernize various aspects of the country's life.
The Department of Home Affairs, Immigration and Security recently announced the successful implementation of an online passport application system, a major step towards delivering home affairs government services through digital channels. Namibia is partnering with Estonia to bring government services online and gradually prepare citizens for the transformation ahead. The Vice Minister of ICT recognizes the importance of foreign direct investment (FDI) for African technology spaces, but stresses the need for a clear roadmap or strategy to ensure that solutions developed in Africa fit the lifestyle on the continent.
5. Nigeria has 71 million people living in extreme poverty and 133 million people are classified as multidimensionally poor, according to 2023 data from the World Poverty Clock and the National Bureau of Statistics.
6. The Bank of Namibia increased the repo rate to safeguard the dollar-rand peg and contain inflationary pressures, but this will severely impact consumers who rely on debt to survive.
The governor expressed empathy for people losing their homes due to rising debt costs, and urged the nation to find better solutions to keep more Namibians in their homes while maintaining financial stability.
7. The fighting in Sudan has caused a surge in refugees fleeing to South Sudan, exacerbating an already dire humanitarian crisis.
The UN has called for $253 million in funding to respond to the crisis, but donations have been slow to come in.
The lack of resources and funding has led to inadequate food, water, and sanitation facilities in transit camps, resulting in malnutrition, disease, and preventable deaths.

Canada mulls expelling China diplomat for targeting lawmaker (AP) Canada’s foreign minister said Thursday the country is considering the expulsion of Chinese diplomats over an intelligence agency report saying one of them plotted to intimidate the Hong Kong relatives of a Canadian lawmaker. Foreign Minister Melanie Joly said her department was summoning China’s ambassador to a meeting to underline that Canada won’t tolerate such interference. She said the intelligence agency report indicated that opposition Conservative lawmaker Michael Chong and his Hong Kong relatives were targeted after Chong criticized Beijing’s human rights record. “We’re assessing different options including the expulsion of diplomats,” Joly said before a Parliament committee. Many governments, the United Nations, and human rights groups accuse China of sweeping a million or more people from its Uyghur community and other predominantly Muslim ethnic minority groups into detention camps, where many have said they were tortured, sexually assaulted, and forced to abandon their language and religion. China denies the accusations, which are based on evidence including interviews with survivors and photos and satellite images from Uyghur’s home province of Xinjiang, a major hub for factories and farms in far western China.
Smaller Banks Are Scrambling as Share Prices Plunge (NYT) A cluster of regional banks scrambled on Thursday to convince the public of their financial soundness, even as their stock prices plunged and investors took bets on which might be the next to fall. The tumult brought questions about the future of the lenders to the fore, suggesting a new phase in the crisis that began two months ago with the collapse of Silicon Valley Bank and Signature Bank, and was punctuated on Monday by the seizure and sale of First Republic Bank. PacWest and Western Alliance were in the eye of the storm, despite the companies’ protestations that their finances were solid. PacWest’s shares lost 50 percent of their value on Thursday and Western Alliance fell 38 percent. Other midsize banks, including Zions and Comerica, also posted double-digit percentage declines. Oil boom starts to transform Guyana (AP) Villagers in this tiny coastal community lined up on the soggy grass, leaned into the microphone and shared what they wanted: a library, streetlights, school buses, homes, a grocery store, reliable electricity, wider roads and better bridges. “Please help us,” said Evadne Pellew-Fomundam—a 70-year-old who lives in Ann’s Grove, one of Guyana’s poorest communities—to the country’s prime minister and other officials who organized the meeting to hear people’s concerns and boost their party’s image ahead of municipal elections. The list of needs is long in this South American country of 791,000 people that is poised to become the world’s fourth-largest offshore oil producer, placing it ahead of Qatar, the United States, Mexico and Norway. The oil boom will generate billions of dollars for this largely impoverished nation. It’s also certain to spark bitter fights over how the wealth should be spent in a place where politics is sharply divided along ethnic lines: 29% of the population is of African descent and 40% of East Indian descent, from indentured servants brought to Guyana after slavery was abolished. Change is already visible. In the capital, Georgetown, buildings made of glass, steel and concrete rise above colonial-era wooden structures, with shuttered sash windows, that are slowly decaying.

Italian foreign minister calls off Paris trip after French ‘insults’ (Reuters) Italian Foreign Minister Antonio Tajani called off a trip to Paris on Thursday, saying the French interior minister had offended Italy and its Prime Minister Giorgia Meloni with unacceptable “insults”. Earlier, the French minister, Gerald Darmanin, told RMC radio that Meloni was “unable to solve the migration problems on which she was elected” and accused her of “lying” to voters that she could end a crisis over growing numbers of boat migrants. News of his comments came as Tajani was preparing to fly to Paris to see his French counterpart—a trip that was aimed partly at improving relations between the two European Union countries that have grown increasingly brittle. France swiftly issued a statement in which it sought to reassure Rome of its willingness to work closely with Italy, but it was not enough to persuade Tajani to catch his plane. It was the latest in a series of clashes between Paris and Rome since Meloni took office last October at the head of a nationalist, conservative government which has a very different world vision to that of French President Emmanuel Macron.
Kremlin accuses Washington of directing drone attack on Putin (Washington Post) The Kremlin spokesman on Thursday accused the United States of ordering what Moscow alleges was an assassination attempt on President Vladimir Putin with two drones that were sent to attack the Russian president’s official residence. “We know very well that decisions about such actions, about such terrorist attacks, are made not in Kyiv, but in Washington, and Kyiv does what it is told,” Dmitry Peskov told reporters Thursday. John Kirby, the spokesman for the U.S. National Security Council, said Peskov “is just lying.”
Russian mercenary chief Prigozhin says his forces will leave Bakhmut next week (Reuters) Yevgeny Prigozhin, leader of Russia’s Wagner Group mercenary force, said in a sudden and dramatic announcement on Friday that his forces would leave the Ukrainian city of Bakhmut that they have been trying to capture since last summer. Prigozhin said they would pull back on May 10—ending their involvement in the longest and bloodiest battle of the war—because of heavy losses and inadequate ammunition supplies. He asked defence chiefs to insert regular army troops in their place. “I’m pulling Wagner units out of Bakhmut because in the absence of ammunition they’re doomed to perish senselessly,” Prigozhin said in a statement. Prigozhin has vented increasing anger at what he describes as lack of support from the Russian defence establishment. Earlier on Friday he appeared in a video surrounded by dozens of corpses he said were Wagner fighters, and yelling and swearing at Defence Minister Sergei Shoigu and Chief of General Staff Valery Gerasimov. He said they were to blame for Wagner’s losses because they had starved it of ammunition.
Earthquake-Proof, Not Corruption-Proof: Turkey’s Needless Deaths (NYT) The building began convulsing at 4:17 a.m. Firat Yayla was awake in bed, scrolling through videos on his phone. His mother was asleep down the hall. The region along Turkey’s border with Syria was known for earthquakes, but this apartment complex was new, built to withstand disaster. It was called Guclu Bahce, or Mighty Garden. Mr. Yayla’s own cousin had helped build it. He and his business partner had boasted that the complex could withstand even the most powerful tremor. So, as the earth heaved for more than a minute, Mr. Yayla, 21, and his 62-year-old mother, Sohret Guclu, a retired schoolteacher, remained inside. At that very moment, though, Mr. Yayla’s cousin, the developer, was leaping for safety from a second-story balcony. What Mr. Yayla and his mother had not known was that the system to ensure that buildings were safely constructed to code had been tainted by money and politics. A developer won zoning approval for the project after donating more than $200,000 to a local soccer club, where the mayor is an honorary president. The building inspector said that, even after the project had failed its inspection, the developers used political influence to get the doors open. The Feb. 6 earthquake revealed the shaky foundation on which so much growth was built. More than 50,000 people died as buildings toppled, crumbled or pancaked. Guclu Bahce, the mighty earthquake-proof complex, was among them. An estimated 65 people died there.
8 Are Dead in Shooting in Serbia, a Day After School Massacre (NYT) The Serbian police arrested a suspect early Friday after an hourslong overnight manhunt for a gunman who killed eight people and injured at least 14 others near Belgrade, according to Serbia’s Interior Ministry. The attack late Thursday was the nation’s second mass shooting in two days and rattled a country still reeling from an attack at a school that killed eight students and a security guard. Hundreds of police officers had gone door to door in the search for a 21-year-old male suspect, according to RTS, Serbia’s public broadcaster. They deployed helicopters and surrounded the area where they believed he was hiding, the report said. The gunman, who was in a moving vehicle, used an automatic weapon and fled the scene, according to RTS, which said the attack took place around Mladenovac, a municipality in the southern part of the capital, Belgrade.
Press group: China biggest global jailer of journalists (AP) China was the biggest global jailer of journalists last year with more than 100 behind bars, according to a press freedom group, as President Xi Jinping’s government tightened control over society. Xi’s government also was one of the biggest exporters of propaganda content, according to Reporters without Boarders. China ranked second to last on the group’s annual index of press freedom, behind only neighbor North Korea. The ruling Communist Party has tightened already strict controls on media in China, where all newspapers and broadcasters are state-owned. Websites and social media are required to enforce censorship that bans material that might spread opposition to one-party rule.
Israelis call out perks for ultra-Orthodox in latest protests (Washington Post) Israel’s protest movement, having forced the government to pause its attempt to overhaul the national judiciary system, pivoted to other targets in demonstrations across the country Thursday, including the exemption from military service and other special privileges long granted to the growing ultra-Orthodox community. Thousands marched for a “Day of Disruption to Demand Equality” focused on the unequal burdens of citizenship and status of the ultra-Orthodox, or Haredim as they are known in Israel. Ultra-Orthodox citizens are largely shielded from the country’s mandatory draft and educational standards and their families benefit from heavy public subsidies that allow boys and men to devote years to religious study instead of working and paying taxes in the mainstream economy. Demonstrators blocked roads, lined bridges and picketed the homes of cabinet members. While many still chanted against the judicial overhaul, which some ministers are seeking to revive, most focused on other concerns, including spiking inflation and rising crime. The anger against the special status of the Haredi has long been a dynamic in Israeli politics, but it has grown more intense as the community has ballooned to roughly 13 percent of Israel’s total population, making them the country’s fastest growing demographic.
Fighting rages in Khartoum, civilians complain of being forgotten (Reuters) Heavy gunfire echoed around Khartoum again on Friday as civilians trapped by fighting in the Sudanese capital said the army and rival paramilitary forces were ignoring their plight. “It’s been four days without electricity and our situation is difficult... We are the victims of a war that we aren’t a part of. No one cares about the citizen,” said Othman Hassan, 48, a resident of the southern outskirts of Khartoum. Despite multiple ceasefire declarations, the army and the paramilitary Rapid Support Forces (RSF) appeared to be battling each other for control of territory in the capital ahead of proposed talks. The sudden collapse into warfare has killed hundreds, triggered a humanitarian disaster, sent an exodus of refugees to neighbouring states and risks dragging in outside powers, further destabilising an already restive region.

On World Mental Health Day, Nike is announcing a new partnership with Spotify in the United Kingdom to create the Make Moves Fund, which aims to use the power of music and dance to help girls move and improve their mental well-being.
Both brands recognize the current barriers to play and mental health: In England, some 80 percent of girls feel that they do not belong in sport. What’s more, Black British, African, Caribbean, Arab and Asian girls from low-socioeconomic backgrounds are the least active in the country. And by the time girls in the UK reach 18, they’re more than twice as likely as boys to report poor mental health.
Given these needs, Nike and Spotify have joined forces to help create lasting change and support girls to take their first steps into dance. Their Make Moves Fund will award grants equivalent to approximately $25,000 USD each to UK-based community organizations who propose pioneering, creative, girl-first program ideas that combine music and dance to inspire girls aged 10 to 17 to move on their terms.
“We’re committed to increasing girls’ participation in play and sport because we know that an active generation means a more equitable future," says Dan Burrows, Senior Director, Nike Social & Community Impact EMEA. "Reaching girls requires innovative, creative approaches that put them at the center. Our UK-based partnership with Spotify represents a unique opportunity to do that — combining the power of music and dance to inspire girls to get and stay active while also improving their mental well-being.”
A panel of experts will collectively determine the awardees for funding. The panel will include four teenage girls (nominated by Black Girl Fest), Nike dancer Joelle D'Fontaine, Nike and Spotify social impact teams, and Ciara Dockery, a mental well-being expert from Gurls Talk. FLO, a London-based girl group that aims to empower girls and women through their music, are ambassadors for the Make Moves Fund.
Grantee programming will run for six months, and Nike and Spotify will measure each program’s impact.
To be considered for a grant, UK-based community organizations should propose their ideas at nike.com/gb/purpose by November 30, 2023. Selected grantees will be notified by the end of January 2024.

United States Vice President Kamala Harris arrived in Ghana on March 26 to kick off her weeklong visit to three countries in Africa at a unique time in U.S.-Africa relations. Her visit comes in the wake of the progress achieved at the second-ever U.S.-Africa Leaders Summit, held in December 2022. The summit was the first tangible outcome of the Biden administration’s newly announced U.S. Strategy Toward Sub-Saharan Africa, which set the scene for the administration to reposition the U.S. as a valuable partner that reaffirms “African agency.” The summit brought together about 49 African heads of state and resulted in several major commitments from the United States including: a $55 billion pledge to support the African Union’s Agenda 2063; creation of a new Digital Transformation with Africa (DTA) initiative intended to invest over $350 million in financing Africa’s digital transformation; the appointment of Ambassador Johnnie Carson as the special presidential representative for U.S.-Africa Leaders Summit implementation; President Biden’s endorsement for the inclusion of the African Union (AU) as a permanent member of the G-20; and creation of the President’s Advisory Council on African Diaspora Engagement, among others.
While the commitments that emerged from the summit span many topics, including partnering on human rights, democracy, and gender inclusion, one topic that Vice President Harris should specifically highlight during her visit is deepening trade and investment between the U.S. and Africa. In addition to the $15.7 billion worth of private sector investments and partnerships reported by Prosper Africa during the U.S.-Africa Leaders Summit, the U.S. signed a memorandum of understanding to support the implementation of the African Continental Free Trade Area (AfCFTA), signaling a predominant focus on shifting from “aid to trade.” With the momentum rolling after a successful summit, it is critical that the vice president’s visit reiterate these priorities and that the administration continue to find ways to leverage America’s “core strengths” in private capital, advanced technologies, and soft power to implement these commitments nationally and continentwide.
Furthermore, at the global, national, and local levels, the vice president’s visit comes at a critical juncture in terms of advancing the implementation of the commitments from the U.S.-Africa Leaders Summit.
The global vie for a closer alliance with Africa
The world is dealing with the complex economic and political consequences of the Russia-Ukraine War and the geopolitical divisions it brings, including in Africa where many countries have remained neutral, if not closer to Russia for a minority. This global division and political polarization are being further exacerbated as the competition between the United States and China continues to heat up. China has significantly increased its influence on the African continent, with foreign direct investment (FDI) growing at a compound rate of 18 percent per year from 2004 to 2016 and Chinese lending reaching almost 20 times their FDI level. At the same time, the emergence of several middle-income countries has opened Africa to a number of alternative economic partners. This increase in partnership options has strengthened the leverage of African countries to advance their own development plans. Further bolstering their leverage is the implementation of the AfCFTA, which is accelerating regional integration, providing opportunities for investment in value chains across the continent, and enhancing international partners’ interest in investing. While international competition certainly plays a role in American interests, this visit should be used to reiterate the commitment made at the summit to real partnership, as well as to accelerate implementation of its key conclusions—rather than further the United States’ fight for global influence.
Resetting the US agenda for deeper and more long-term relations with Africa
At the national level, the visit is part of an ongoing effort for the U.S. to restructure its partnership with the African continent. With a divided Congress and continued disagreements about the U.S. budget, the Biden administration will have to work across the aisle to garner congressional support for implementing the summit commitments, which will likely require a new type of political strategy. As competition and tensions between the U.S. and China persist, the U.S. is hoping to demonstrate—through actions such as this vice presidential visit—that partnership with Africa is meant to be mutually beneficial and long term, and not solely a piece of a broader geopolitical game. In a briefing about the visit, a senior administration official doubled down on this by reiterating: “The U.S.-Africa Leaders’ Summit made clear that our relationship with Africa cannot, and should not, and will not, be defined by competition with China. The Vice President’s trip will illustrate that we have an affirmative agenda in Africa.”
What should the key priorities be in Ghana, Tanzania, and Zambia?
It is critical to understand the unique context of each African country that Vice President Harris is visiting in order to better understand the opportunities they provide for the U.S. to engage and find areas of mutual interest to partner on.
First, is Ghana, with which the U.S. has a warm and friendly relationship and which it regards as an important economic partner, with trade volumes between these countries exceeding $1.2 billion. Despite having a more diverse economy than many other countries in West Africa, Ghana is currently experiencing high levels of public debt and record-high levels of inflation accelerated by the war in Ukraine and the COVID-19 pandemic. Vice President Harris discussed the debt crisis and international frameworks to support debt relief and restructuring, economic reforms, and leveraging the significant Ghanaian-American diaspora in the United States to create shared prosperity, among others.
In Tanzania, Vice President Harris’ second stop, the focus should be on highlighting the progress the country has made in strengthening its democracy, on recognizing it as a global player (Tanzania’s 60 million people constitute the fifth largest country in Africa), and on demonstrating that it is a country that empowers women politically and economically. Both Vice President Harris and President Samia Hassan are the first women to serve in their respective positions, sending a powerful signal to the rest of Africa and the world that gender inclusion is a top priority for the United States. Next, Tanzania has high potential for greater U.S. investment across a range of sectors, perhaps most crucially in the digital sector—Tanzania has nearly 100 percent telecom voice penetration, although internet penetration has been slower, with less than 25 percent of the population connected. To truly promote a forward-looking partnership, investment in the digital sector and partnership with entrepreneurs already working in Tanzania should be given particular focus.
Finally, in Zambia, although the debt crisis will likely be a top conversation topic (Zambia became the first African country to default on its debt in 2020 with its debt burden reaching nearly $15 billion), Vice President Harris should use this visit to further existing and new investment commitments with Zambia. U.S. trade with Zambia has been low, but investor interest is growing, as evidenced by the U.S. Zambia Business Forum, which attracted hundreds of American and Zambian companies in a broad variety of sectors such mining, health care, and technology in 2022. There is significant potential for investment in the minerals essential for a green transition that the United States should focus on, especially by finding areas where value can be added within the country. For example, Zambia’s minister of finance identified the United States as an ideal partner to invest in ways to create finished products from copper that can support the green energy system.
In conclusion, the best way for the United States to advance mutually beneficial U.S.-Africa relations is to accelerate implementation of the commitments from the U.S.-Africa Leaders Summit, including by delivering on the $55 billion in tangible financial resources, carrying out the abundance of private sector commitments, empowering the U.S. Advisory Council on African Diaspora Engagement, and shepherding investments from the Digital Transformation with Africa Initiative. The three countries selected for the visit each offer unique opportunities to advance these commitments in a way that looks beyond competition and toward collaboration to advance mutual goals by focusing on each country’s strengths, whether in trade, peacekeeping, digital economy, gender inclusion, or another area.
Moving forward, the administration must work to ensure that visits such as Vice President Harris’ and President Biden’s later this year balance national and continental priorities and result in long-lasting relationships that will help both partners thrive economically, socially, politically, and globally.
