Headcanon: Contracts and Innocents
River generally doesn't entertain contracts against people who are innocent and squeaky-clean morally (she'll even do research to make sure she's not being lied-to). Does that mean she'll never take a request on them? No, not exactly. If for whatever reason she's extremely strapped for funds, or if the requestor can somehow make a convincing case for it, she can be persuaded to accept the job.
But business is pretty booming in Gotham for jobs against awful, scummy people, so River doubts she'll ever run-into that problem... And no one has made a good enough argument otherwise. Yet.
However, there is one crime River is more willing to commit against innocent people: abduction. Even if she knows delivery into the hands of the requestor is likely to result in their death. She 'simply' excuses it in her mind as: "Well, the death isn't by my hands personally; and they could still get away. So I didn't kill them."
The only 'exception' is if the contract is for an older woman... Elderly socialites and et cetera beware, because River will always accept jobs on them, innocent or otherwise; and she might even eagerly jump at the opportunity at times. Projecting her own grandmother upon them makes doing-so incredibly easy.
