A 2019 poll by Policygenius reveals Americans’ biggest financial regrets of the decade. If you’ve ever made a major purchase that you regret or decided to spend money when you should have saved – admit it – you are not alone.
The good news is that financial mishaps can be corrected. If you are ready to make meaningful changes, you can break out of an uncomfortable financial situation. This can come with hard sacrifices and / or overtime, but it will be worth it in the end.
Here’s a look at key financial regrets, along with advice to help make the problem a thing of the past.

1. Credit card debt
Credit card debt can creep in easily. Whether you have to wipe away the plastic to pay for an unscheduled expense or let yourself be tempted by something funny – e.g.
A quarter (25.1%) of people age 35 and older say they have credit card debt as their biggest regret of the decade. 21.5% of 18 to 34 year olds who share this opinion are slightly lower.

How to Address Credit Card Debt
When you have credit card debt, you are in good company. Consumer credit card debt hit a record high of $ 829 billion in 2019, according to Experian. In addition, retail credit card debt was a record $ 90 billion.
Now is the time to stop being burdened with credit card debt. When you’re ready to take action, add up all of your balances so you know where you stand. Then decide whether you want to take the avalanche approach – pay the cards with the highest interest first – or the snowball approach – pay the lowest balance first.

2. Debt on student loan
For millions of Americans, taking out student loans is a necessary evil. Essentially, if you want to make top dollar in the workforce, you have to spend money to graduate. Some students can avoid or at least contain this with scholarships and family financial support. Others, however, have the burden on their shoulders for years after graduation.
Overall, 22.7% of 18- to 34-year-olds very much regret their student loan debts. Interestingly, only 12.1% of people aged 35 and over feel the same way.

How to Get Rid of Your Student Loan Debt
For students who have borrowed money, the average student loan debt is $ 30,000, according to US News.
Start paying off your debt by doing an inventory of the different loan types to see which are the most expensive. You might also consider consolidating certain loans, making bi-weekly payments to lower interest rates, and signing up for automatic payments – which can lower your interest rate by 0.25%.
Also, if you can swing it, try paying a little more each month. For example, Sallie Mae notes that with a current loan balance of $ 10,000, at 8% interest and a 10 year repayment period, an additional $ 20 per month will save you $ 983.15 and your loan in eight years and a month.

3. Not saving enough for retirement
When you first start your career, retirement can seem so far away that it is easy to put off planning for it. However, failure to save for your golden years can lead to regrets.
For example, 18.2% of people age 35 and over name retirement delaying as their biggest financial mishap. Of the 18 to 34 year olds, 11.7% share this opinion. The lower response from the latter could suggest that more people have started saving for retirement, but it’s also likely they aren’t as concerned just yet because retirement is so far away.

Fidelity recommends saving at least 15% of your pre-tax income each year for retirement. This includes any contributions you get from your employer, which can make a world of difference. For example, if your employer pays up to 6% of your contributions, you would only have to save 9% of your input tax income each year.
If this number seems overwhelming, start slowly. Review your expenses to look for expenses that can be cut. For example, start making your morning coffee at home every day and put the money you save in your retirement account. A few small changes can make a big difference.

4. Buy a house
Owning a home is a symbol of the American dream, but it’s not always a happy ending. Many homeowners move in and quickly find that mortgages, taxes, maintenance, and other expenses add up quickly – sometimes too quickly.
As a result, 8.1% of 18- to 34-year-olds regret the excessively high spending on home ownership the most this decade. A little less 7.2% of 35 year olds and older are of the opinion that their current living situation is too expensive for their budget.

When you first bought your home, you thought the monthly expenses associated with it were reasonable. However, things have changed. Whether you’ve lost your job, taken a cut in your salary, or just found that owning a home is way more expensive than planned, you know you’re overwhelmed.
There are a number of steps you can take to resolve this issue. You can refinance your mortgage, take on a tenant, or get some extra income. However, you could also decide it is time to throw in the towel and sell the house.

5. Lack of emergency savings
Among many other lessons, the economic consequences of the COVID-19 crisis have underscored the importance of a solid emergency savings fund. Unfortunately, millions of Americans who have lost their jobs or been forced to cut wages did not have this financial cushion to fall back on.
Although this survey was conducted before the pandemic, people in both age groups understood the importance of having that cash on hand. Almost a fifth (19.3%) of people aged 35 and over said their biggest financial regret was the lack of emergency savings, followed by 17.3% of 18 to 34 year olds.

How to fix your lack of emergency savings
Life is unpredictable so you never know when you will need money fast. An unplanned doctor visit, home repair, or job loss can easily cause major financial setbacks. Experts therefore recommend investing expenses of at least three to six months in an emergency fund.
If you do not currently have an emergency fund or if you lack the necessary funds, don’t panic. Start working now to put money aside for a rainy day. Do this by cutting unnecessary expenses – ordering less take-out – pursuing money-saving opportunities – cutting out grocery sales and coupons – and taking on a side job to make extra cash.

Buying a Car With Bad Credit: When buying a car, those of us with credit problems would love to wave a magic wand and have our credit score instantly skyrocket from 500 to 700, right? If only. This fantasy, though, keeps hordes of so-called credit-repair agencies in business. You’ve watched their ads on TV, seen their claims on billboards and even noticed their contact info on those little wire-and-paper signs at the top of an exit ramp. “We’ll raise your credit score!” “We’ll erase your bankruptcy!” “We’ll fix your credit report!” “You’ll be able to finance that new car you want!” they claim. Sounds like the answer to your prayers, doesn’t it? Well, maybe. But anything they can do, so can you, and usually for free. Can Credit-Repair Companies Help? For example, paying a neighbor’s kid to mow the lawn because you don’t want to bother is fine, but if you took the time, you could do it yourself. It’s pretty much the same with credit-repair agencies charging hundreds of dollars. If you’re willing to pay someone else to avoid a little hassle, knock yourself out, but it doesn’t make sense. A credit-repair agency will charge you to fix the very same things that you can fix on your own. There are no magic wands and there are no quick fixes. The Federal Trade Commission, the nation’s consumer-protection agency, goes so far as to advise that companies claiming that they can remove bankruptcies, judgments, liens and bad loans from your credit file probably aren’t legitimate. “Anything a credit-repair company can do legally, you can do for yourself at little or no cost,” it states in its report entitled “Credit Repair: How to Help Yourself” on its website. Still determined to hire a credit-repair company? Be sure to check the company out with the Better Business Bureau. If there are any unresolved complaints, move on to the next one. If you do end up picking one, know that there are some regulations that the company must follow. To help protect consumers from unscrupulous credit-repair companies, Congress passed the Credit Repair Organizations Act. It makes it illegal for credit-repair companies to make false promises about what they can do for a consumer with damaged credit, or to collect a fee before performing their services. Such agencies must provide a contract specifically stating what services they will perform, how long results will take, the total cost for those services and any guarantees that they make. All for Naught? Sadly, whether you take all the steps necessary to rebuild your credit yourself or you enlist the services of a credit-repair agency, securing a car loan from a mainstream lender — such as a bank, credit union or the lending division of an automaker — may be months or years away. Neither you nor even the most effective credit-repair company can fix things overnight. There is some good news, however. If you absolutely must buy that car tomorrow, there is almost always a lender out there somewhere that will take a chance on borrowers with a full-time job and an address, despite a rocky credit past. Some car dealers even advertise financing for borrowers with bad credit or who are recently out of bankruptcy. An Internet search for “car loans with bad credit” produces all manner of websites ready to loan money to borrowers with spotty credit. Borrowers financing through such lenders, however, should expect to pay interest rates far above today’s 4.5-percent average for 36-, 48- and 60-month auto loans. Think double-digit interest rates. If buying a car can wait, here are some steps to take to rebuild your credit and elevate your credit score: Order Your Credit Reports Three agencies collect and report consumer credit information nationally: Experian, TransUnion and Equifax. Because these agencies don’t share their information with one another, you should have one from each agency. Fix What You Can Scour each report for errors and duplicate information. They, as well as the creditor reporting it, are responsible for correcting it. Premier League 2019-20: What are the trends of the season so far?
We’re only days into September but more than 10% of the 2019-20 Premier League season has already been voraciously consumed.
Some things, like Liverpool and Manchester City pulling away from the rest, seem only too familiar.
But others, like the longing gaze at the video assistant referee (VAR) decision on the big screen and the new goal-kick rule, seem utterly new.
What, then, are the key trends from the opening few weeks of the season?
VAR has had less of an impact than you might think
The establishment of our new VAR overlords in Stockley Park was always going to make for an intriguing period but despite some high-profile reversals in the opening few weeks, it seems the officials have been determined the league’s new system of justice should not have too major an impact.
Who can forget the 2018 World Cup, which saw 29 penalties, shattering the record for a single tournament, as VAR honed in on grappling and barging?
This season, in the Premier League, there have been only nine spot-kicks awarded (a third of them to Manchester United), which is below average for the past 10 seasons.
Indeed, back in 2012-13 when video referees were the stuff of science fiction, seven penalties were awarded on the opening weekend alone.
It’s a similar story with red cards, with the five this season being only half as many as at this stage two seasons ago, and four fewer than last term.

Overall, of more than 30 incidents that have been played out on the big screen so far, only six decisions by the on-field officials have been overturned.
Intriguingly, two of those have ruled out goals for Manchester City striker Gabriel Jesus (away to West Ham and home to Tottenham) and those have been the interventions that have driven the most debate about the new system.
Tiny signs that the furious arguments may settle down as the season progresses were seen in matchweek four as only three incidents went to VAR and all of them backed the referee’s decision.

Another change for the Premier League (and football in general) in 2019-20 is the new goal-kick law.
Previously the ball had to be played outside of the penalty area before being touched by a team-mate, and in the long-ball era of the 1990s and before, this was not an issue.
A Mitre ball, pumped up harder than the surface of one of Jupiter’s moons, would be “distributed” upfield by a goalkeeper in remarkably high shorts and play would commence in the immediate vicinity of the halfway line.
Now goalkeepers can stroke a short one inside the box (I posit that this is the most unsettling visual change to football since the backpass law in 1992, it’s certainly taking longer to get used to than the one-man kick-offs) and stretch the play.
Proportionally, Manchester City’s Ederson jointly leads the way in short passes from goal-kicks with Brighton’s Mat Ryan (69%), but the Albion man heads the division in terms of raw numbers, with 22 of his goal-kicks being played to a team-mate inside the box, putting him just ahead of the north London pairing of Bernd Leno and Hugo Lloris.
At the other end of the spectrum, Watford’s Ben Foster has hit almost as many goal-kicks (two) to the other penalty area as he has in his own (three).

All of Ederson’s goal-kicks are either stylistic penalty-box modernism or absolutely gigantic pitch-length knocks. Truly a man for all seasons.
Liverpool’s Adrian really likes left-back Andrew Robertson.
Wolves keeper Rui Patricio is one of four keepers yet to attempt a goal-kick to a team-mate inside the box, along with Sheffield United’s Dean Henderson, Newcastle’s Martin Dubravka and Burnley’s Nick Pope. Patricio also loves the right-hand touchline, hardly befitting a man in the number 11 shirt.
West Ham’s Lukasz Fabianski tried a short goal-kick once but didn’t enjoy it and went back to the old style.
Salah really isn’t selfish

The most memorable image of last weekend was Liverpool forward Sadio Mane’s fury after his substitution at Burnley.
The apparent cause was Mohamed Salah’s decision not to pass to his team-mate, which makes you wonder if sharing the Golden Boot last season was a source of irritation rather than collegiate pride, and has led to the resumption of one of 2018-19’s most facile debates: is Salah selfish?
Given that Salah has scored or assisted 77 goals in 78 Premier League appearances for Liverpool, and that this is the first time in the club’s top-flight history that they’ve won their opening four league games for two seasons in a row, it is fantastically unlikely that Jurgen Klopp cares one bit.
Even so, is Salah selfish? Well, there’s no definitive way of judging this but a reasonable proxy is surely the ratio of big chances created by a player to the big chances he’s taken himself.
Of course, there’ll be plenty of the former where the only real option was to pass to a better-placed team-mate, and lots of the latter where he himself was in that position just described, but even so, a deviously selfish player’s ratio of created-to-taken would surely be unbalanced, and as the table below shows, Salah’s is anything but.

Hats off to the departed Eden Hazard, who managed to achieve a zen-like 1:1 rate last season, but Salah’s ratio of one big chance created for every two for himself is the same as Raheem Sterling in the same period, and few people are calling the Manchester City man greedy.
Andrew Robertson and Trent Alexander-Arnold appear on this list of most big chances created, naturally, but where are Roberto Firmino and Sadio Mane, presumed victims of Greedy Salah’s Monstrous Appetite?
Firmino’s numbers are very similar to Salah’s, with 10 chances created, and 21 for himself for a ratio of 0.48, but Mane’s are nine created and 29 for himself (0.31), meaning that in this semi-scientific study it is the supposed victim of the selfishness who is the least generous of all.
In truth, though, those numbers just reveal how stellar Liverpool’s front three are. Double up on one and the other two will destroy you. Divert all your resources to stopping them and watch as you open up oceans of space for the two full-backs.
In attacking terms this is gluttony more than greed.
It’s probably too early to look at the table. Maybe
If you believe those who can remember the old days then not only did nobody even glimpse a league table until mid-autumn but even expressing an interest in how the division was shaping up was an actual criminal offence.
The late 1980s was a world where live television coverage of England’s top flight only started in October once the clocks had gone back, on the genuine reasoning that people would only fully concentrate on First Division football once the opportunity for gardening had been reduced.
Now we luxuriate in the table at half-time on the opening day, and why not. The three highest points totals in English top-flight history have occurred since May last year so not looking at the standings early on is tantamount to missing the first act of a play.
As we learned above, Liverpool have won their opening four in consecutive seasons for the first time (and only the fifth time overall), while City have averaged 9.2 points in their opening four games this decade, last losing against Mark Hughes’ Stoke back in 2014.
Ten points from four has been enough for Pep Guardiola in each of the past two campaigns, so the two-point gap to Liverpool won’t be concerning him yet.
Elsewhere, this season was the first since the 1950s to see 15 or more teams on exactly one win after three games and the first time since the early 1980s that there had been 19 or more teams with at least three points after three games.
After getting thumped 5-0 and 4-0 respectively on the opening weekend, West Ham and Chelsea are showing signs of bouncing back.
No team has let in five in their opening game and finished in the top six since 1913-14, while the last team to let in four on the first day and win the title were Everton in 1984-85.
Tottenham, meanwhile, have already drawn as many league games – two – this season as they did in the whole of 2018-19.
What does it all mean? At this stage, I’m afraid it, er, may be too early to tell.

A topic about mortgages appeared recently on Dental Town, which is the world’s largest online community for dentists. The post discussed a video (see below) in which the wife of a recent dental school grad that called in to get some Dave Ramsey Mortgage advice.

She informed Dave that his first year salary was going to be $120,000 and that he had amassed $480,000 of private school student loan debt. Ouch!
Her question to Dave was, “Should we continue renting, or can we purchase a home with student loan debt?”
An Overview of Rising Dental School Debt
According to the American Student Dental Association (ASDA), 2017 dental students graduated with an average dental school debt of $287,331—an increase from years prior.

If historical trends continue, it is likely the debt load will continue to grow in both dental and medical school. Nothing ever gets cheaper, right?
Private Dental Schools vs. Public Dental Schools
Just like college, the amount of debt dental/medical students accumulate greatly depends on where they choose to attend school. On average, public schools offer lower tuition rates than private schools.
I know many times, college students trying to get into medical/dental school will apply to multiple schools and hope they’re accepted to anyone of them. One recommendation would be to take some time to compare the financial differences between the schools you’re applying to.
Whenever I was applying both to dental school and then to a residency, the cost of tuition played a major factor. Some of the private schools with higher tuition rates were MUCH easier to get into than some of the lower cost public schools.
I wanted to limit the amount of student loan debt I was going to have to repay so I kept my list short with only public schools.
Should You Buy A House With Student Loan Debt?
In the above video, Dave Ramsey recommended that the new dentist pay off his $480,000 of private school loans and continue renting BEFORE buying a house.
What do you think? In this situation, I would tend to lean more toward paying off the loans before acquiring more debt. I agree with Dave on most of the things he preaches and this is one of them.
Too many doctors complete training with loads of student loan debt that they keep around too long (he says like a pet). I know a local pediatrician that still owed over $100,000 after practicing for 20+ years!
I get it. Having an above average income tends to make one feel that having a couple of loans lying around is no big deal. Complacency sets in.
Unfortunately, those loans start to multiply as doctors tend to want to keep up with the Joneses (and the Joneses are broke).
4 Reasons To Pay Off Your Student Loans Before Buying A Home
1) Your debt-to-income ratio is too high
When lenders decide whether you qualify for a mortgage, they review how much of your monthly income is devoted to debt repayments, such as payments for:
student loans
vehicles
credit card debt
The overall result is your debt-to-income ratio (DTI). This ratio further breaks down into:
Front-end ratio: The percentage of your income consumed by mortgage expenses
Back-end ratio: The percentage of your income consumed by all other debt
For the most part, lenders want potential homeowners to maintain a front-end ratio no more than 28% and a back-end ratio no more than 36%.
For doctors and other high-income professionals, some lenders allow back-end ratios as high as 43%.
If your back-end DTI is roughly 30%+, it’s probably best to continue renting until you’ve paid down more debt.
Remember, as a doctor, lenders will tend to loan you more money. But just because you qualify for a loan doesn’t mean you should take one out.
2) You don’t have enough for a down payment
A report from the National Association of Realtors revealed the typical home down payment is 6% or less for 60% of first-time home buyers.
Typically, if your down payment is less than 20%, then you’re required to pay private mortgage insurance (PMI). PMI can add 0.5 to 1% to your monthly mortgage payment.
If you purchase a home for $200,000, for example, then you could face an extra $83.32 to $166.64 each month in PMI.
What about doctor mortgage loans?

Does not charge PMI despite having a down payment of less than 20%

3) You want to avoid being house poor
We rented for over ten years while I was in training. After purchasing our first home, I had no idea the amount of additional recurring and sometimes unexpected expenses that homeownership brought along with it.
Beside regular maintenance costs, you must factor in other repair expenses such as:
leaky roof
the furnace breaks
when the A/C unit goes out
painting
when the wife wants new furniture!
A good way to avoid this it to have a buffer in your budget to absorb these additional costs and consider purchasing a home that is less than the amount you’re qualified to buy.

3 Reasons To Buy A Home When You Still Have Student Loans
1) Your debt-to-income ratio is less than 28%
If your front-end ratio (the percentage of your income consumed by mortgage expenses) is significantly less than 28 percent, then you should be in good shape to:
Consider obtaining a mortgage while being able to pay back your student loans aggressively.
2) You’ve saved up a LARGE down payment
If you’ve been able to save up 20%+ for a down payment while accelerating your student loan payments, then you might be ready to take on a mortgage.
3) You have a student loan with a low monthly payment
If your student loan payments are a little too high for you to comfortably afford a mortgage, you may be able to refinance or consolidate your student loans, which means you could qualify for a lower monthly payment.
Even if you can get it lower, make sure you consider the other advice mentioned above before purchasing a home.
Dave Ramsey Mortgage Advice
If you’re going to buy a home with a mortgage, you need to have the basics covered.
Here’s what Dave recommends:
You’re completely debt-free.
You have three to six months of expenses saved in an emergency fund.
You’ve saved at least 20% for a down payment to avoid PMI payments.
How Much House Can I Afford?
Now that you’ve gotten a little Dave Ramsey mortgage advice, let’s take a look at how much house he recommends we can afford.
Calculate the Costs
If you’re married or soon to be, it’s important to get on the same page as your spouse. It’s extremely difficult to obtain financial freedom when one spouse isn’t on board with the other. Buying a home is no exception, it’s all about the numbers.
Here’s the 4 steps Dave recommends when figuring on how much house you can afford.
1) Add up the monthly household income
If you bring home $6,400 a month and your spouse makes $3,600 a month. Your total monthly take-home pay would be $10,000.
Don’t forget to add in any money from side-gigs too.
2) Multiply your monthly take-home pay by 25% to get your maximum mortgage payment.
If you earn $10,000 a month, that means your monthly house payment should be no more than $2,500.
His housing rule of thumb is quite different than the recommendations you’ll find elsewhere.
3) Use Dave’s mortgage calculator to determine how much house you can afford.
Here’s what his calculator determines a person or family can afford with:
Home price of $600,000
Down payment of 10%
15-year fixed mortgage
Interest rate = 4.25%
Private mortgage insurance (PMI) of $225 a month
Property tax = $6,600 a year
$846 in homeowners insurance cost
Sticking with our example of the family with an income of $10,000 a month, they couldn’t afford the above house as their recommended monthly mortgage payment should be no more than $2500 a month.
In the above example of a mortgage payment of about $5,000, that would mean you’d need take-home pay of $20,000 per month.
Dave has an alternative calculator where you can input your monthly take home pay to obtain the calculation.
I actually like this one better as it also breaks down the home prices based on the amount of down payment you can make.
Remember that when you obtain a mortgage pre-approval, lenders will likely approve you for a loan amount with payments larger due to your above average income.
That may tempt you to take on more home than you should. Don’t just assume that just because the bank approved it, you can afford it. They are two very different things.

Kennedy prepared a bill that would have reversed the court’s decision, but Biden, in the words of The New York Times, “vexed” him by siding with Republicans. Biden was going out on a limb by bucking leadership. Only two of the committee’s 10 Democrats opposed Kennedy on the bill, and the other was Howell Heflin, a conservative Democrat from Alabama. The bill narrowly made it out of committee after Kennedy made some desperate last-minute concessions to win over Republican Sen. Charles Mathias (R-Md.), but the bill never got a floor vote. Kennedy’s broader antitrust ambitions died with it.
Biden wasn’t a lone wolf. President Jimmy Carter and many of the younger Democrats who filed into Washington after Watergate were eager to break with the liberal orthodoxy that had dominated their party’s thinking since the era of Franklin Delano Roosevelt. Even Kennedy had successfully pressed Carter to deregulate the airline industry in 1978, beating Ronald Reagan to the era of deregulation by nearly three years.
“A lot of us sit around thinking up ways to vote conservative just so we don’t come out with a liberal rating,” Biden told Washingtonian in 1974. “When it comes to civil rights and civil liberties, I’m a liberal but that’s it. I’m really quite conservative on most other issues.”
If Biden wanted low marks from liberal groups, he got them. By 1978, Americans for Democratic Action, the preeminent liberal watchdog group of the time, gave Biden a score of just 50, lower than its ratings for some Republicans. Kennedy typically scored in the 90s.
Biden’s ratings recovered in the 1980s, fueled by a liberal foreign policy record. But on domestic policy ― from school integration to tax policy ― he was functionally allied with the Reagan administration.
He voted for a landmark Reagan tax bill that slashed the top income tax rate from 70 percent to 50 percent and exempted many wealthy families from the estate tax on unearned inheritances, a measure that cost the federal government an estimated $83 billion in annual revenue. He then called for a spending freeze on Social Security in order to reduce the deficits that tax law helped to create.
“While this program is severe,” Biden said on the Senate floor, “it is the only proposal that will halt the upward spiral of deficits,” which supposedly threatened “an economic and political crisis of extraordinary proportions” within 18 months.
By the time Biden first ran for president in 1987, he had adopted much of Reagan’s anti-government message in his pitch to Democratic voters.
“Government can do many things, but in the final analysis, government can act little more than as a catalyst,” Biden said on the stump. “We must demand more of ourselves … our managers, our workers, our consumers are needed to change their attitudes in order to revitalize this society.”
A Soldier For The Clinton Revolution
Biden dropped out of the 1988 presidential race after just a few months, unable to deal with a speechwriting plagiarism scandal that today seems quaint. But his ideas would make their way to the presidency in the persona of Bill Clinton. “I was one of those guys in 1987 who tried to run on a platform that Clinton basically ran on in 1992,” Biden told National Journal in 2001. He dismissed criticisms of the Clinton years as empty “class warfare and populism.”
One of the central planks of that platform was welfare reform ― a policy that exacerbated severe poverty by kicking people off of public assistance if they didn’t get a job. The plan ignored the constraints facing most poor families, who often didn’t have access to transportation needed to hold down a job, had small children to care for, or simply couldn’t find work (a particularly serious problem during a recession). The 1996 welfare reform vote divided the party ― 23 Senate Democrats voted against it and 23 voted for it, including Biden. Clinton signed it into law with support from a unified Republican Party.
Biden was a steadfast supporter of an economic agenda that caused economic inequality to skyrocket during the Clinton years. While the poor and middle class made modest gains as a percentage of their income, a pay increase of 2.5 percent wasn’t terribly meaningful for people who didn’t make much money to begin with. The fortunes of the rich, by contrast, swelled as Clinton cut taxes on capital gains from real estate and financial investments. While Clinton’s 1993 budget raised the top income tax rate from 36 percent to 39.6 percent, the economic gains from his 1997 tax cut were heavily concentrated among the rich. As a result, the top 1 percent’s share of the national income grew dramatically. Biden voted for all of it.
At the same time, landmark banking deregulation further concentrated the nation’s wealth in the hands of a few big players. Biden voted for the Riegle-Neal Interstate Banking Act, which allowed banks to expand across state lines. He voted to repeal Glass-Steagall, the Depression-era law that barred traditional commercial banks from engaging in risky, high-flying securities trades. These laws encouraged Wall Street mega-mergers that created too big to fail and too big to manage behemoths like Citigroup and Wells Fargo. He voted to bar federal or state supervision of credit default swaps, which later became become ”financial weapons of mass destruction″ during the 2008 financial crisis.
The Democratic Party’s Changing Face
These were not controversial votes in the 1990s, a time when Democrats were happy to accept anything that looked like a policy victory over an unhinged Republican opposition. Only three senators opposed Clinton’s 1997 tax cut, and just eight opposed the repeal of Glass-Steagall. But the Wall Street crash discredited the entire agenda. In 2016, Biden himself called his vote to repeal Glass-Steagall the biggest regret of his career.
Biden also spent roughly a decade pursuing an overhaul of American bankruptcy law to discourage debt-strapped households from discharging their financial obligations in court. As then-academic Elizabeth Warren warned at the time, Biden’s bankruptcy law boosted revenues for credit card companies at the expense of families struggling with job losses and medical bills. Unlike the Clinton-era deregulation, the bankruptcy bill was unpopular with Senate Democrats, who voted against it 31 to 14.
Biden partially atoned in the Obama years, intervening to get presidential support to prohibit banks that benefit from taxpayer perks from speculating with risky securities. But Obama also dispatched Biden to try to ink a “grand bargain” with the House GOP in which Democrats would accept long-term cuts to Social Security in exchange for modest tax increases on the rich. Like just about everything Biden supported in his congressional career, that measure enjoyed tremendous support with centrist elites in both parties.
Biden’s regular Joe credibility is based entirely on his personal background, as someone who grew up working class and speaks with the rough masculinity that Washington interprets as authenticity. But his politics have always relied on elite assumptions about the economy: Deficits are bad, deregulation is smart and the government is at best a clumsy steward of economic prosperity.
Biden struggled to shake off this thinking once it was discredited by the financial crisis, but Democratic Party voters did not. Today, the unapologetic liberalism that Biden began to turn against in the 1970s is so resurgent that its proponents sometimes even call themselves ”democratic socialists.” All of the policy energy in the party has moved past conventional thinking of even the Obama years ― from a Green New Deal that shrugs off questions about deficits, to Medicare for All to various attacks on the political power of the billionaire class. Biden’s record is out of step with the party’s current priorities.
Will that matter to Democratic primary voters?
“I don’t think the issues mean a great deal in terms of whether you win or lose,” Biden told Washingtonian back in 1974. “I think the issues are merely a vehicle to portray your intellectual capacity to the voters . . . a vehicle by which the voters will determine your honesty and candor.”
He’ll have another opportunity to test that theory in 2020.

PA Sports Betting is Coming This Month: Here’s Everything You Need To Know
As you may have noticed, we’ve been writing quite a bit about sports betting around here. Part of the reason is because Philly, specifically, will serve as almost ground zero for the new legal sports betting wave that will eventually change sports consumption as you know. With New Jersey, Delaware, and now Pennsylvania being among the first three states to offer it – with New Jersey and Pennsylvania now being among the only states to have online sports betting – we are essentially the test market for how this all goes down, how it impacts the viewing experience, and what it means for team and in-stadium partnerships. The Sixers – along with the Devils – just announced a partnership with Caesars, while the major professional basketball and hockey leagues have announced licensing, content and data deals with MGM.
Now we have some dates for PA sports betting.
Yesterday, the PA Gaming Control Board approved three more licenses for SugarHouse Casino, Harrah’s Chester and River Casino in Pittsburgh. They’ll join Parx Casino in Bensalmen and Hollywood Casino in Grantville as the five licensed operators, so far, that can offer sports betting.
Where and when for PA sports betting?
Parx has said that it plans to open sometime in November. Keep in mind, there’s a Chickie’s and Pete’s inside the casino, and this summer I spotted Pete Ciarrocchi at the East Coast Gaming Congress in Atlantic City… so putting a physical sportsbook somewhere in the general vicinity of the restaurant seems to make sense.
SugarHouse plans to open its location by December 1, according to Philly.com. They’ve outlined their plans in a proposal to the state. Here’s the rendering of a planned permanent sportsbook which they anticipate opening next spring:
An 1,800 square-foot temporary facility could be ready to go next month.
Harrah’s says it will build a 4,322 square foot facility where there is now a concert venue:
The physical sportsbooks are great and all, but the growth area for PA sports betting is, by far, online betting.
Online sports betting in PA
SugarHouse is particularly interesting because they already participate in online sports betting in New Jersey through their PlaySugarHouse.com app, which offers an online casino and sportsbook. Their parent company, Rush Street Interactive, uses the Golden Nugget gaming license to offer betting under their SugarHouse brand. Make sense? Probably not. But just stay with me. SugarHouse’s online sportsbook, of whom we’re a happy partner, is actually third in revenue in New Jersey behind DraftKings Sportsbook and FanDuel Sportsbook (they actually offer the same lines as DraftKings by virtue of using Kambi to run its book). As such, they may wind up being first out of the gate to offer online sports betting in PA, which is still a few months away and likely won’t go live until January.
Of the online sportsbooks in New Jersey, SugarHouse and Harrah’s are the two now have PA licenses (Harrah’s is owned by Caesars). Parx and Hollywood Casino have plans to offer online sports betting as well, with Greenwood Gaming and Entertainment, the parent company of Parx, partnering with GAN to run theirs. All of these will have to undergo further age verification and geo-comply testing before going live, but it seems SugarHouse should be first since they are already doing this successfully.
What about DraftKings, FanDuel and others?
DraftKings will need to partner with a PA operator before they launch in the state. That hasn’t happened yet. FanDuel has partnered with Valley Forge Casino Resort, but they haven’t applied for a sports betting license, though they have been approved for an Internet Gaming license. Stay with me. The point is, the two legal sports betting leaders appear to be behind local companies like SugarHouse and Parx when it comes to online betting.

The push for mobile sports betting
There were two themes at the East Coast Gaming Congress, and the biggest one was the importance of online betting. Something like 70% of the market in Europe is mobile or real-time betting, also called live betting. Many of these are prop bets. This is the growth area, no doubt about it.
Consider this stat: There is $150 billion wagered on sports in the US each year. Only $3 billion of that is in Nevada. The other $147 billion is either through illegal bookies or non-regulated offshore sites.
The gaming industry wants a piece of that market.
They will compel states to adopt favorable regulations in order to offer competitive mobile betting products. This centers around real-time or “in-play” betting.
This takes many forms.
The most obvious example is a second half betting line that may be available during a basketball or football game. But the ubiquity of mobile devices creates many more possibilities. You can bet on the next series, drive or play. It’s the second screen experience for sports– everything from “who hits the next three-pointer” to new moneyline odds being offered throughout the game. This type of betting is arguably more fun (and addictive) and is the growth area for the industry.
How to compete with offshore sites
The industry is well aware that anyone can go online and place a bet today.
How do they beat the offshore sites?
The main message was that aggressive tax rates would pass along costs to the customer, presumably in the form of poorer odds. They showed studies indicating that a 10%-15% tax rate is the range which guarantees the greatest output for the state before significant customer losses. Again, Pennsylvania is currently at 36, which means PA sports betting sites will have to deal with significant more costs, limiting the amount operators may want to focus their efforts. We have spoken to several books that have no plans to even enter the PA market. This is doubly a problem when you consider that PA casinos will have to brand their apps with their own names, thus not allowing for DraftKings or FanDuel to have their own apps in the state (they’ll have to settle for “powered by” or something similar). This gives SugarHouse, and maybe BetStars, an opportunity to gain market share since they won’t be competing as hard with the big brands.
Further, the offshore market excels in online betting. Some states, like Mississippi, will legalize sports betting but not allow it online. That is a mistake. It misses the entire point of this movement (for states), which is to maximize tax revenue. Not allowing online sports betting leaves a lot of money on the table… or perhaps just sends it to Costa Rica, where many of the offshore sites are located.
League partnership
One way the regulated space could have an edge over offshore sites is in partnering with the leagues, both in terms of branding (expect sponsorships) and data.
Think about real-time betting, perhaps a wager on pitch speed (will someone throw 100 mph this game?). Who verifies the data? Unlike scores and basic stats, which can be easily checked against an official box score, data required for prop bets may need a trusted partner. This can both provide a competitive advantage over the black market and create revenue opportunities for the leagues, which can license the data to sportsbooks.
To be clear, the gaming industry wants to partner with the leagues– they just don’t want states to mandate a 1% integrity free, something which thus far has been met with resistance from the states anyway. The league will profit regardless through increased interest and viewership, but it seems the way to get money directly from the operators is through direct business relationships.
Frictionless experience
Thankfully, the legalization of online gaming for poker and such in New Jersey and Delaware has paved the way for sports in Pennsylvania. Credit card processing was an early hurdle in those verticals because banks were worried about fraud. Once the gaming industry proved that it could effectively police itself, Visa, MasterCard and others became more amenable to handling the transactions.
The gaming industry knows it needs to make depositing (and withdrawing!) money a painless experience if PA sports betting is to gain traction. This creates a literal instant advantage over the corner bookie, and having a regulated operator take your action is a safer experience than playing with offshore sites.
Geo-fencing
Anna Sainsbury, the CEO of GeoComply USA, a company that provides geo-fencing services for iGaming products, talked about ways to effectively ensure players are in-state. That part is relatively simple. But consider the PA commuter who works in New Jersey or Delaware. What if they can’t place a bet from work? With these states being linked, there was some discussion about allowing wagering across states lines. That’s an area that has yet to be fully worked out, though the industry is aware that creating a consumer-friendly solution is important.
Federal regulation
Geoff Freeman, the outgoing CEO of the American Gaming Association, said there was essentially no chance of federal regulation for sports betting. It sounds like it will remain a state issue.

This goes without saying, but as more states come online, gambling sponsorships will begin to pervade sports. Almost every major soccer team in the Premier League has a gambling partner. Expect much the same in Pennsylvania.

The legal aspects of PA sports betting
When the Supreme Court struck down the Professional and Amateur Sports Protection Act (PASPA) in Murphy v. NCAA, et al. in May of this year, a day that many sports fans had dreamed of became reality. With PASPA nullified, legalized sports betting had finally become a possibility outside of Nevada.
All the attention being paid to the legalization of sports gambling in New Jersey and Delaware has left many fans in Pennsylvania wondering when it will come to the Keystone State. As of press time, while PA sports betting is, technically, legal, regulated sports betting has not yet begun. While the exact date that betting will begin in Pennsylvania is still very much unknown, potential bettors should rest assured that it should begin very soon.
In October of last year, Governor Wolf signed into law a massive expansion of gambling in Pennsylvania. That legislation allowed sports gambling to be legalized if the existing federal ban in PASPA was first repealed, which thereafter occurred when the Supreme Court nullified PASPA in Murphy.
The gaming law restricted the possibility of hosting sports gambling to Pennsylvania’s 12 casinos, any of whom could apply for a “sports wagering certificate” with Pennsylvania’s Gaming Control Board (GCB). Holders of a sports wagering certificate would be permitted to take in-person wagers in a designated sportsbook or area within the casino. Online betting was also legitimized by the statute, and certificate holders would be permitted to take wagers through a mobile app or Internet site.
The law provided a 120-day window for the GCB to accept applications for sports wagering certificates, which it began to do on May 31, 2018. Given how popular legalized betting was thought to become, and the national attention paid to Murphy, it was thought that applications would come quickly. Many surmised that sports wagering would be operational in Pennsylvania long before the start of the NFL season in early September.
But the fees to be paid by potential applicants for sports betting certificates likely caused (and may still be causing) significant hesitation. The gaming expansion statute required any sports wagering certificate applicant to pay a $10 million initial fee to the GCB following approval of the application. It further requires a renewal fee of $250,000 to be paid to the GCB every five years thereafter. Those entry fees dwarf the comparable fees in New Jersey, which required casinos to pay just $1.2 million in licensing fees (which also include the fee required to carry an internet gaming platform, which is not yet operational in Pennsylvania and not a part of the $10 million initial fee).
In addition, the taxes payable on PA sports betting proceeds are substantial. The gaming expansion law provided a whopping 34% tax rate on gross sports gaming revenue to be paid to the state, plus an additional 2% to be remitted to local or municipal taxing authorities. That makes for an effective 36% tax rate on all betting proceeds. This dwarfs the 8.5% rate for in-person bets or 13% rate for online bets over the bridge. The taxes and fees make for a good reason to be cautious about beginning sports betting operations in Pennsylvania.
Legalized betting in Pennsylvania is inching closer. Whenever the first bet is placed, Pennsylvania certainly appears to be ready to reap substantial financial benefits from what should be a very popular endeavor for fans across the Commonwealth.

Discharging Student Loans in Bankruptcy
We all know college is expensive. But just how hard is it to pay off student loans? According to new information published by the National Bureau of Economic Research (NBER), choosing the right school to attend can have a huge effect on your future — but not just on what type of job you might be more likely to get with a fancier college on your resume. It might impact your ability to pay off student loans. This topic is important to bankruptcy lawyers because if you ever get behind on payments…. well, read on.
Sure, picking a $40,000-per-year-tuition college over one that’s half the price should be a serious topic around the dinner table when you’re a high school student. How many grants or scholarships are you eligible and applying for? How big of a loan will you need to get to cover the rest? And how will you pay it all back?
The Treasury Department staffers who authored the working paper for NBER found that low- and middle-income college borrowers struggle with loan burdens after leaving school by matching tax data with information in the Department of Education’s Student Loan Data System. Most low-income borrowers haven’t touched repaying any of the original balance of their student loans five years after college, while a borrower from a high-income family has repaid about 19%.

This is because the employment outcomes for students from low-income families aren’t as fruitful. More than 1 in 10 students from families earning fewer than $30,000 per year are unemployed five years after leaving school, while another 36% are working but earning fewer than $25,000. Meanwhile, only 27% of students from families earning $75,000 to $100,000 are earning fewer than $25,000, while 8% are unemployed.
Additionally, about 1 in 4 borrowers from low-income families default on student loans within five years of entering repayment.
Why the difference?
According to the data gathered for NBER, students from low-income families face tougher challenges with student loans based on their lack of access to wealth. Often, the balance of their loans is larger than when they originally took them out, five years after graduating. Wealthier borrowers also rely less heavily on student debt to finance college, according to left-leaning think tank Demos.

However, the NBER paper suggests that when low-income borrowers attend less selective schools that are still in the middle of the road in terms of economic mobility, about half end up earning more than $25,000 a year after entering repayment.
It’s important to note that the data was collected for student loans in repayment between 2004 and 2009, the tail end of that being right around the time of the economic collapse.
According to the Equality of Opportunity Project, schools that ranked best for upward mobility for low-income borrowers were:

CUNY System
Glendale Community College
University of Texas at El Paso
The percent of students who come from families in the bottom fifth but reach the top fifth of income distribution are included in the analysis by the Equality of Opportunity Project. Cal State-Los Angeles has the best mobility rate at nearly 10% of students achieving that tier, while the average college in the U.S. only churns out 1.9% of graduates who dramatically increase their wealth.
So, which college is right for me?
You’ll need to weigh a lot of factors when choosing which college is right for you: programs offered, acceptance rate, location, price, and more. If economic mobility is important to you, it’s good to have the data behind trends seen in colleges today.
The colleges reporting the lowest median parent income on the list include schools in New York, Texas, Kansas, New Mexico, and Florida. Of the lowest set of parent median incomes, the best child (individual) median income was reported from graduates of Vaughn College of Aeronautics and Technology in New York, where graduates ages 32-34 are earning $53,000 per year compared to their parents’ $30,900 per year.

No goal of becoming a pilot or engineer? That’s OK. If you go to University of Texas, most campuses will show results of a higher child income than parents’ income — many of which also tend to be in just the $30,000 range.
At City College of New York, you’ll earn $48,500 per year compared to your parents’ $35,500. At Cal State-Los Angeles, you’ll earn $43,000 for your parents’ $36,600.
Meanwhile, some schools aren’t the best choices, economically. Beauty schools, like Paul Mitchell in Costa Mesa, California — the lowest child median income on the list at $10,300 per year compared to their parents’ $85,200 per year — and some technical and community colleges can affect upward mobility rankings. However, students earning two-year degrees at public colleges, in addition to four-year ones, generally have an easier time paying off student loans. Community college also can help students save a lot of money by earning general credits they’d pay big bucks in tuition for per credit hour at a four-year school.
For students, both child and parent, who never attended college, they’re making just $11,500 per year on their parents’ $35,200.
Interested in what school results in the highest median income for students? It’s Saint Louis College of Pharmacy in St. Louis, Missouri. The median child income is $123,600 — but that’s also coming from a parent median income of $92,500.
What’s the best plan for paying off student loans?
Student loan debt can be tough. It’s important to explore all college payment options when also considering adding student loan debt, and when you’re able to start repaying your debt, you should begin doing so immediately.
It’s also important to know that if you’re feeling crippled by student loan debt years after college, you have options. However, the law makes bankruptcy only an option in discharging student loan debt if you can show undue hardship. If you can satisfy each of these requirements, you may be able to discharge student loan debt:
Based on your current income and expenses, you’re unable to maintain a minimal standard of living for yourself and your dependents if you’re forced to pay off your student loans.
You have additional circumstances that indicate that this state of affairs most likely will continue during most of your repayment period.
You have made good faith efforts to repay your loans.
Erasing Student Loans in a Utah Bankruptcy
Student loans are considered to be in the lowest category of general unsecured debt when you’re looking at bankruptcy, which includes credit card and medical debt. It’s incredibly difficult to get a discharge on student loan debt, even though a growing number of influencers in consumer bankruptcy think that it should be dischargeable. Right now, our office will only file a motion to have student loan debt discharged is if you are permanently disabled and will never earn sufficient income in your lifetime to pay it back. Even then, there is no guarantee we can do it. The best route, however, would be to research all your financing options fully before choosing a college, possibly pursuing a degree that may land you a job that allows for loan forgiveness, like being a public school teacher or a nurse, and getting on a repayment plan after you graduate and sticking to it.

Discharging Student Loans in Bankruptcy
We all know college is expensive. But just how hard is it to pay off student loans? According to new information published by the National Bureau of Economic Research (NBER), choosing the right school to attend can have a huge effect on your future — but not just on what type of job you might be more likely to get with a fancier college on your resume. It might impact your ability to pay off student loans. This topic is important to bankruptcy lawyers because if you ever get behind on payments…. well, read on.
Sure, picking a $40,000-per-year-tuition college over one that’s half the price should be a serious topic around the dinner table when you’re a high school student. How many grants or scholarships are you eligible and applying for? How big of a loan will you need to get to cover the rest? And how will you pay it all back?
The Treasury Department staffers who authored the working paper for NBER found that low- and middle-income college borrowers struggle with loan burdens after leaving school by matching tax data with information in the Department of Education’s Student Loan Data System. Most low-income borrowers haven’t touched repaying any of the original balance of their student loans five years after college, while a borrower from a high-income family has repaid about 19%.

This is because the employment outcomes for students from low-income families aren’t as fruitful. More than 1 in 10 students from families earning fewer than $30,000 per year are unemployed five years after leaving school, while another 36% are working but earning fewer than $25,000. Meanwhile, only 27% of students from families earning $75,000 to $100,000 are earning fewer than $25,000, while 8% are unemployed.
Additionally, about 1 in 4 borrowers from low-income families default on student loans within five years of entering repayment.
Why the difference?
According to the data gathered for NBER, students from low-income families face tougher challenges with student loans based on their lack of access to wealth. Often, the balance of their loans is larger than when they originally took them out, five years after graduating. Wealthier borrowers also rely less heavily on student debt to finance college, according to left-leaning think tank Demos.

However, the NBER paper suggests that when low-income borrowers attend less selective schools that are still in the middle of the road in terms of economic mobility, about half end up earning more than $25,000 a year after entering repayment.
It’s important to note that the data was collected for student loans in repayment between 2004 and 2009, the tail end of that being right around the time of the economic collapse.
According to the Equality of Opportunity Project, schools that ranked best for upward mobility for low-income borrowers were:
Cal State-Los Angeles
SUNY-Stony Brook
CUNY System
Glendale Community College
University of Texas at El Paso
The percent of students who come from families in the bottom fifth but reach the top fifth of income distribution are included in the analysis by the Equality of Opportunity Project. Cal State-Los Angeles has the best mobility rate at nearly 10% of students achieving that tier, while the average college in the U.S. only churns out 1.9% of graduates who dramatically increase their wealth.
So, which college is right for me?
You’ll need to weigh a lot of factors when choosing which college is right for you: programs offered, acceptance rate, location, price, and more. If economic mobility is important to you, it’s good to have the data behind trends seen in colleges today.
The colleges reporting the lowest median parent income on the list include schools in New York, Texas, Kansas, New Mexico, and Florida. Of the lowest set of parent median incomes, the best child (individual) median income was reported from graduates of Vaughn College of Aeronautics and Technology in New York, where graduates ages 32-34 are earning $53,000 per year compared to their parents’ $30,900 per year.

No goal of becoming a pilot or engineer? That’s OK. If you go to University of Texas, most campuses will show results of a higher child income than parents’ income — many of which also tend to be in just the $30,000 range.
At City College of New York, you’ll earn $48,500 per year compared to your parents’ $35,500. At Cal State-Los Angeles, you’ll earn $43,000 for your parents’ $36,600.
Meanwhile, some schools aren’t the best choices, economically. Beauty schools, like Paul Mitchell in Costa Mesa, California — the lowest child median income on the list at $10,300 per year compared to their parents’ $85,200 per year — and some technical and community colleges can affect upward mobility rankings. However, students earning two-year degrees at public colleges, in addition to four-year ones, generally have an easier time paying off student loans. Community college also can help students save a lot of money by earning general credits they’d pay big bucks in tuition for per credit hour at a four-year school.
For students, both child and parent, who never attended college, they’re making just $11,500 per year on their parents’ $35,200.
Interested in what school results in the highest median income for students? It’s Saint Louis College of Pharmacy in St. Louis, Missouri. The median child income is $123,600 — but that’s also coming from a parent median income of $92,500.
What’s the best plan for paying off student loans?
Student loan debt can be tough. It’s important to explore all college payment options when also considering adding student loan debt, and when you’re able to start repaying your debt, you should begin doing so immediately.
It’s also important to know that if you’re feeling crippled by student loan debt years after college, you have options. However, the law makes bankruptcy only an option in discharging student loan debt if you can show undue hardship. If you can satisfy each of these requirements, you may be able to discharge student loan debt:
Based on your current income and expenses, you’re unable to maintain a minimal standard of living for yourself and your dependents if you’re forced to pay off your student loans.
