It was possible that other, more powerful people spoke through her in this moment. There was a chance she was simply a puppet beholden to their collective will. But an unassailable feeling of control told her that wasn’t true. The voices could lend her insight, eloquence, but they couldn’t take over. Many of them seemed to disapprove of what she was doing.

This here, I'd argue, is the narrative climax of Rise of Kyoshi.
The fight with Jianzhu is the ending Kyoshi feels (“She decided to leave Jianzhu where he was, not out of any remaining spite. The path that led her to him had simply ended.”) But for a story centered around Kyoshi finding her own meaning of justice and coming into her Avatar identity, this is where it reaches the peak. When she trusts her judgement over her past-lives, and feels not a shred of doubt about it.
It's reminiscent (not the same, but parallels) Aang choosing to spare Ozai's life. Kyoshi understands in this moment is not how her predecessors would handle the situation -- but she is in control here, she is choosing her version of justice.
