The sign in the last shot says Makkuronarudo. Weirdly enough Ronald McDonald is called Donald McDonald in Japan, that plus the っ in the name clued me in that this might be some kind of pun like they usually are, Makkuro (真っ黒) means "pitch black". Maybe it's pitch black because they're bad girls trying to expose Hibari?
