Despite being close allies, I don't think Cagalli and Lacus agree on everything. So, they make their disagreements everyone else's problem. It's relatively civil all things considering. Their meetings just tend to run a little late.
You know what was actually my BIGGEST issue watching Gundam SEED Freedom?
Watching Kira and Lacus get a Big Damn Kiss(tm), post-victory-sex, and most importantly, getting to co-pilot a Gundam into the big final battle together, and thinking to myself...
'Man, Suletta and Miorine TOTALLY should have gotten all this TOO, dammit!' XD
Nobody asked for this but my dumb ass in the middle of the night, waking up suddenly thinking "yo what if you combined Gundam SEED with Megaman ZX?"

One of the things I love the most about SEED Destiny is. The story goes out of its way to leave it clear the entire SEED Main 4 are equally the most important people in each others life. The previous series ended with AsuCaga canon and KiraLacu effectively the same. It would be very easy to make it so they only cared about their respective love interests. And yet.
Cagalli is forced to marry someone other than Athrun and she enthrusts his ring to Kira. Kira spends the show willing to destroy entire armies for Cagalli. Kira is the one who does maintenance on the Haros Athrun built for Lacus. Athrun spends his every interaction with Meer objecting because it's not what Lacus would do and it is just disrespectful to her. When Athrun returns to Orb's side, Lacus is the one who gives him the pep talk that puts himself together. Athrun's will and moral compass remain unbroken as long as Kira is alive. Even Cagalli and Lacus, who have the smallest interaction with one another, clearly respect and care for each other immensely.
When the orphanage children who tug Kira and Lacus all over see Athrun, they follow up by asking of Cagalli.
They care for one another, so, so much. And there is no force or distance in the universe that can change that.
