At the end of Act 2 of Season 2 of Arcane, I've got a theory on behind-the-scenes shenanigans: I think the story was originally plotted to run for three or even four seasons, and when they learned that they were only getting renewed for this one season they tried to cover as much ground as they could.
This is based purely on my interpretation of the show itself, I've got no production info or access to support this. But it's the only explanation I can come up with for the unevenness of this season. They don't have the time to show us stuff.
The Jinxers are a new crew inspired by/modeled on Jinx, but what do they do? Is it just a fashion style mixed with some light vandalism that has been adopted by the teens and young adults of the Undercity, or are they a street gang that claims territory? In the first season we saw the Firelights several times as enemies of Silco before we ever learned about their personal connections to Vi and Jinx.
Sevika organizes a rally to try to unite the different factions, but where's her crew? She has her own reputation and she's been running solo for a year, so why isn't she recognized as a leader in her own right? If she's lost her reputation and nobody will follow her personally, why not? In the first season we saw her shift support from Vander to Silco, and then saw her being courted by rival Chem-Barons who recognized that her support was the key to remaining in control.
We got no cutaway or hints at all to what happened to Jayce, Ekko, and Heimerdinger while they were transported away. Now that Jayce is back he's talking about his promise to end the use of hextech, but...promise to who? In the first season we got flashbacks to how Jayce first got interested in magic/hextech, along with Viktor (and even Sky).
We'll probably get answers to some of these questions in Act 3, but I'm sure many will just be left floating as they try to deal with the main plotlines.
It really feels like they're trying to hit all the highpoints before the end so they don't leave us hanging.
