What do all of these locations have in common? Decking! Can you tell which photos are old? Atlantic Yards/Pacific Park (1-2) is in the process of being decked over (near the Barclays Center). The western tracks entering Penn Station have already been decked over (3), and the parking area as well as the SIR North Shore Branch have been "decked" over for Empire Outlets in Staten Island (4). GCT, of course, has been decked since development (5). But the following sites should be decked: Hoboken Terminal (6), LIRR open cuts (Port Washington Branch) (7), and NYCT open cuts (Sea Beach and Brighton Line) (8, 9-10). The Second Avenue Subway's first 3 stations were the most expensive to build in the world. On a tour of the site, it was asked why there were not four tracks being built, in anticipation of future express service along the full corridor from 125th Street to Lower Manhattan. The President of MTA Capital Construction at the time told us that Second Avenue was too narrow for 4 tracks. However, Lexington Avenue fits 2 fewer lanes of traffic and fits four tracks in a double-decked subway tunnel below; Fulton Street in Brooklyn is narrower than Lexington Avenue and has a 4 track subway tunnel. Until the MTA openly and honestly works on how to bring costs down, they are not going to get much built, and they are also going to have billion (+) dollar issues with trust, truth, transparency, accountability, and management.
