It was a really interesting choice in the tbosas movie (as opposed to in the book) to show Reaper react to Dill's death in the 10th hunger games in that specific way - he grieves, he gives her as much of a funeral as possible under the circumstances, and then he turns to the cameras to give a message to those watching - because it parallels Rue's death and Katniss's reaction to it in the 74th hunger games in such a striking way
