At this point I think one of genshin's main problems is that they have done Liyue so good (which is understandable since it's dev's culture) that it raised a bar so high, they have never really tried to reach it with any other region. I don't think that there is nation in Teyvat that can be called a representation of a real culture(s) it's inspired by as much as Liyue can.
I mean, look at Mondstad, the first city we see in the game. It's vaguely german, but also not really and I highly doubt that it can be called a representation of german culture. It's just a standard kinda-medieval fantasy city. Fontaine is the same fantasy city, but a little bit to the left and with a different seasoning.
That's not to say that people are wrong for wanting accurate representation and being upset when hoyo fucks up with culture or names or anything else. Or that the skin tone variety being none isn't an issue. Those are things that should have been fixed, but probably won't because racist players can argue that they have been sold not what they have been marketed (ex. Neuvillette "bug" fix) and that's legal trouble for hoyo.
In the end I think hoyo bit off more than they can chew and set players' expectations too high for a standard anime fantasy world. Maybe they weren't ready for this game being this popular, like even comparing to hi3, genshin got really big really fast.
