TRAUMA, STRESS AND ANXIETY
Trauma and Abandonment in children
In childhood, some of us have experienced trauma or abandonment. We refer to these conditions as Attachment Theory. Attachment Theory is grouped into three categories.
Anxious Attachment is associated with a negative self-image, where an individual seeks the approval of others. The individual anticipates fears of rejection and abandonment.
Avoidant or Ambivalence Attachment is characterised by a negative image of others, a withdrawal from society with a fear of depending too much on others.
Secure Attachment is about long-term relationships based on trust. Where an individual has high self-esteem, seeks out social support, overly shares feelings with other people and seeks approval from others for self-esteem.
Perhaps a carer abandoned you as a child, or we may have not matured as an adult. The neurosis then starts to manifest as a young adult. Whatever the child is lacking in development, the person compensates by seeking relationships that give them what they lack. It’s the inner paradigm of the individual that acts out as a behaviour.
This inner world then reflects its beliefs as a projection to the outside world. This, therefore, creates unhealthy relationships of co-dependency, isolation and neediness. This behaviour can be a burden on another person, friend or family member. This can continue as a behavioural addiction that can manifest as sex addiction. drug/alcohol addiction and work addiction, which can develop as undesirable behaviours.

We accept Medi-Cal through the Central California Alliance for Health and Medicare. If you are paying privately, you will be responsible for a portion of the fee based on a sliding scale related to your monthly family income. If you have been referred by one of our partner organizations, please mention them when you call for services and we will waive any intake fees that would be your responsibility.

Soul: Searching...
So, I’ve just come back from a weekend road trip. 908 miles, 3 days, 1 night camping. Up the (beautiful) Oregon Coast and down through central Oregon. In short order, here is what I learned: - The world is a big place. It is much bigger than our life and all of its problems. It is easy to get tunnel-visioned on all of these seemingly large things in life that dominate our view. Traveling literally helped me to get a new perspective on my life and my problems and the bigger picture of it all. - There is tremendous value in going or doing something alone, especially if you need the time to process and mull and consider, especially especially if your daily life allows little of that precious time. Make more time to pray and remember and consider and think, especially if big problems in your life need a lot of consideration to grasp the whole of. - Gas is cheapest in Oregon in Crescent, Oregon. 2.59 per gallon! Dang! Sadly, the things I really gained from this trip can’t exactly be bullet-pointed, so here is my trip in long-order. (Warning: VERY LONG -  but filled with spiritual insight)      I have (had) been feeling stuck between a rock and a hard place. The Rock was continual suffering and the Hard Place was being selfish and unloving and running away from it all. Neither of them felt like the right solution, or at least not in the way I was handling either of them.      The last weekend before my trip, I decided I just needed a lot of time on my own, in companionship and communication with God throughout it. Letting my thoughts wander to my stresses and concerns and hurts and bringing them to God, heart-brokenly asking for help and guidance. He was there, and he did provide the help I needed.       On the last day of my trip, I figured I needed to take a big picture view of the past 10 months and try to make sense of it from a Heavenly Perspective. Considering what God was doing and how He was working and what He was trying to achieve. Writing is typically the best way for me to bring a lot of ideas into focus at once, so here Is what I wrote, with some additions for clarity      “I was in a good, growing spot with God. My idol of relationships that I have built throughout my life was in full view of God, and he decided to have a go at it. I was chasing God and saw another who seemed to be doing the same, and so started pursuing her alongside God. As my pursuit of her grew, my pursuit of Him lessened as I was being whispered to that the longing in my heart would be better fulfilled by her. With no hint of ill-intent or any desire to leave God’s side, I slowly grew more and more enraptured by this relationship, with ample encouragement from friends and family, and less and less in love with God. it was a relationship of selfish-enjoyment. She was and is great, and I was becoming close with her family, with some struggles here and there. I was chasing my desire for acceptance and love in Humans, which, if granted, would have contented me for this life.      I was then wholesale rejected by her family; I was cut-out. My closeness with her was destroyed and I am now distant from their family, by their desire. I hurt from that. I had huge dreams of love and relationship and family and beauty that had been subtly planted in my head by the relationship and her family and those close to me and my own longings. Images of the man I could be and the life I could have. None of those images or dreams excluded God, but God was not the focus, My life was. I wanted my reward in this life.      As the reality of their rejection slowly and continually settled in; first as rejection as a boyfriend, then rejection as an adopted member of their family, then rejection as a close friend, then rejection even to the point of simply being good friends, all while not understanding why I was being rejected, I struggled. Each one of those dreams or hopes that was ripped away was like a stab in my heart. I struggled with deep frustration because of the seemingly contradictory actions from others who claimed love as their highest pursuit. I struggled with confusion over whether their actions gave me the right to be spiteful and run away from them outright - and whether that would be the loving and Godly response (hint: it’s not).      When your deepest desire is to be Loved and Accepted and you face rejection mixed with obfuscation and hypocrisy and selfishness (I am in no way claiming to be above those things myself), alongside loneliness, with no human whom you can reach out to for support while also truly understanding the situation and being wise enough to counsel you in it, what do you do?      Do you continue trying to fulfill your desires to love and be loved and be close with them even though every rejection is ripping you apart? Do you love them in an impersonal way somehow, without being bitter? Run away from them entirely because it just hurts so much? Be depressed and mope and give up on life because you have been affirmed yet again that you aren’t good enough to be loved by someone without obligation? Be so furious and hateful that you see red and proclaim their injustices to them and the world, though they wouldn’t listen anyways, then cut all ties with them because You have been Hurt by Them? Do you seek to be loving and be Godly even though it is actually like dipping your heart in acid every time you are around them? What does love even look like in that situation? Are you even strong enough to love like that? Or, do you just give in to the never-ending, ever-present, anxious whispers of hurt and pain and injustice at the cost of everything you have tried to stand for and everything you believe?      Or, do you instead seek to try to understand what God is purposing with all of this, in order to comply with his direction and move with his command and learn from his discipline?      I went through many of these questions in some form. I tried to be loving in the face of rejection and found only deep hurt. I was depressed and gave up on life for a while because I was affirmed, yet again, that I am not enough. The thought of cutting all ties out of hurt and abandoning everyone there crossed my mind so many times that I’d lost count. Most of the time, I tried understanding what God was doing in all of this but received scarcely a reply. I couldn’t tell what I needed to do or how to move forward without it just being wrong. All the while, those never ending whispers of pain and hurt and bitterness whispered to me in my quiet moments, when I wasn’t forcing myself to distraction; when I lie down to sleep but instead only stayed awake for hours in anxious tension until falling into troubled dreams.      So, here seemed to be the root of all of this:      My heart wants love and acceptance and seeks it from people because I have a hard time accepting it from God.      But, here is the reality of all of this:      God brought me to all of this pain intentionally. It wasn’t like he was completely surprised by this turn of events. No, he orchestrated and planned every bit of it. Then did he do it out of malice and evil glee? No. Read the Bible if you want to understand God’s heart.      He showed me that the more I seek and hope for satisfaction in humans and come to expect it from them, the more I hurt from disappointment and pain and the worse I make the situation, as sin is wont to do. No Man (or woman) Can Satisfy Me. It is a lie to believe that I will be completely and finally fulfilled and happy if I find the right person. Maybe I will be happy for a while, maybe even for a lifetime, but likely not for long and certainly not at the end of this life.     Here is the reality. God loves me so much that he will hurt me in the deepest, most excruciating way that I know to be hurt, for my own good. He will bring me to the very precipice of my deepest desires then violently rip them from me, with tears in His eyes as I weep in agony, because I have a health condition that will kill me called Misplaced Desires and he has graciously set himself to healing me at any cost to himself or me. He will lovingly rip me apart and suffer the heartbreak of a Father having to amputate His child’s legs from the boulder that crushed them so He can save his child’s life and so they can spend eternity together in joy. He is loving enough to see me through every step of my painful treatment as both my Father and my Doctor. That is his role. He loves me enough not to stop, even though it breaks his heart to see his child in agony.      “He who did not spare His own Son, but gave Him up for us all, How will he not also, along with Jesus, graciously give us all things?”      “All things” is not defined as “All Materially Beneficial Things”. It is defined as “Anything that ensures that my human son, David, will live with me for eternity, because that is the best thing I can give.” This graciously includes my own suffering and heartbreak and hurt, because it all leads to healing.      So, I am not healed of my heart problem, yet, I think. I may not ever be till my death. But, God loves me enough to see me through it, at any cost. He has already paid the highest cost, that of his own Son’s life, what else wouldn’t he give to keep me? And because he has set me as his son and patient, I will undeservedly reap the reward at the end of this life. (John 17:3). And the one thing that will offset, and completely overshadow, the excruciating pain of the treatment is knowing that I am so Loved now, and that my Reward is coming. I will dwell in the house of Yahweh all the days of my life, I will gaze upon the beauty of the one who truly loves me, and I will inquire in his temple.      God Himself is the point of Heaven. Having and Knowing God Himself is the point of Jesus on the Cross and of every ounce of suffering, both to unbelievers, being subjected in hope of their hearts opening to him, and in believers, being transformed into the same image of Jesus, from one degree of glory to another. Knowing of his love empowers me to embrace the suffering and even share the knowledge of the glory of God in the face of Jesus Christ to others who are in dire need of hope for treatment from their terminal illness. Delighting in the beautiful person of God is the purpose of every created human, and is what He is offering.       So, this is all more or less what I learned on my journey.      God loves me enough to hurt me. I love him for that, and desire to grow in knowledge of his goodness even more.      I can love the Rock and avoid the Hard Place by finding forgiveness to replace my bitterness and acknowledging that God has set me on a treatment plan and has plotted a course for my life that does not have me in certain relationships at this time. My Guide and Lover and the One I trust has direction for me, and I accept that and can embrace the state of relationships that He has set.      There is one more thing I realized. It is how to forgive. God uses everything for the good of his children, both the “good” things in life and the “bad” things in life (such as others acting in ways that hurt you, physically or emotionally). Those people might have had ill intent in their heart, or maybe they didn’t. However, what they set out to hurt you with, or what you have been hurt by, God is using for good. My landlord who strangled me and forced a drastic change in my life, God used to reunite me with Himself and bring about good change. Can I in good conscience hold that against my landlord?? Sure, my body was injured but God used even that for Good. This rejection by the ones I sought acceptance from, how can I hold it against them when I know that God is using it for my good, as an act of love? (Gen: 50:20, Rom 8:28) Forgiveness isn’t only only in knowing that “they will get what they’ve got coming to them”, in fact, I don’t truly think that is forgiveness at all. It also isn’t only in knowing that any harm done here should be forgiven because this flesh is temporary and that better is coming, or in light of what we have been graciously forgiven for (Eph. 4:32). Those can be motivating reasons to forgive - but truly, how can you be mad at someone who did something with evil intent (at the worst) that turned out, by God’s hand, for your good?      Perhaps I will think differently in the future regarding this, but it makes a lasting sort of sense. Forgiveness is easy when you have benefited from the wrong (or perceived wrong), which, for an adopted son or daughter of the King and Creator of the Universe, is every wrong. And every right or good thing is only given to reveal more of the goodness of God’s person within that gift. God is the gift.

This article presents the first reconstruction of the relationship between conscience and empire in the Portuguese World between 1500 and 1650. It shows to what extent the foundation of the Mesa da Consciência (“Board of Conscience”), a royal council of theologians devoted to issues like war, commerce, conversion, and slavery, shaped the imperial ideology. In this context, “conscience” emerged as a keyword in the political vocabulary, reflecting the importance of moral theology for the political language in which the empire was conceived. It not only bolstered the hegemony of theologians but also encouraged the emergence of a missionary casuistry, which became increasingly independent of the central authorities in the kingdom and in Rome. Under the Habsburg domination (1580-1640) this system was dismantled and theologians lost their centrality at court. After the Restoration of 1640 some of the old institutions were recovered in name, but the old interconnection between politics and moral theology was not re-installed.

The very name of the Mesa da Consciencia indicated an instituzionalization of the sphere of conscience at the highest levels of Portuguese government. The founding of this council marked a turning point.13 It was the result of a political shift from millenarian imperialism to a more limited and regulated expansion after King Manuel I’s death (1521), in the wake of which the influence of canon lawyers and theologians increased at court.14 The latter dominated the Mesa, which had no parallel in Catholic Europe at that time.15 Its aim was to resolve and settle any possible conflict between secular power and moral theology. The council intervened, generally, but not always, on behalf of the Portuguese king when his decisions risked conflict with the Church, as well as on the papal decisions concerning the Crown.

An atmosphere of secrecy and confidentiality surrounded this new dimension of Portuguese politics, not so much with regard to geographic information and sea routes, as in defining legal and diplomatic strategies, as well as the management of their effects. When taking advice on matters relating to exploration and conversion, the kings of Portugal and their relatives could count on their confessors. The Dominican friar Afonso Velho, confessor of Prince Henry (1394-1460), for instance, was commissioned to negotiate in Rome the midfifteenth- century papal bulls about the Portuguese overseas expansion. Similarly, the Dominican friar Jorge Vogado, confessor of King Manuel I, urged the latter to expel Jews and Muslims from the kingdom in 1496, as an act of conscience in the name of the purity of faith.22 The political importance of the role of the royal confessor emerges clearly in a letter sent in 1525 by the Bishop of Algarve, Fernando Coutinho, to the Franciscan friar Joao de Chaves, confessor of the young King John III (1502-1557), Manuel I’s son and successor after 1521. By that time, the Portuguese Empire was a reality and it encompassed islands and archipelagos in the Atlantic Ocean, strongholds in Morocco, trading posts on the coasts of West and East Africa, and fortresses, factories, and land possessions in South Asia from Hormuz to Malacca. A diplomatic mission to China by Tome Pires—at the same time as the victorious expedition to Mexico by Hernan Cortes (1519-1521)—had recently failed, while the shores of Brazil, discovered in 1500, remained yet to be explored.23 Governing such a composite empire entailed a variety of decisions and actions on a global scale, for which, according to Bishop Coutinho, the king needed his confessor’s support and counsel. He therefore proposed to reform central institutions along the Spanish model, including the establishment of a “Council of India,” whose affairs “are of the greatest importance, because peace and war depend on them.”The royal confessor should sit on all royal councils and stand byjohn III, steadily and patiently, like a father by his son. This was the only way to make the king sure of “the love he [the confessor] feels for him.” Coutinho reminded Chaves that he should make use of sermons and of the intimate space of confession as weapons capable of penetrating the king’s conscience in order to reconcile his political view with theological rules.24
That such a reflection was made so early may be explained by an increasing presence of religious men at the Portuguese court. In the second half of the 1520s, John III put the Bishop ofViseu and Erasmian humanist, Miguel da Silva, in charge of the traditional office of “Notary of Purity” (escrivao da puridade). The office was distinct from that of the Secretary of State, which was occupied by father and son for more than fifty years (Antonio Carneiro, 1515-1531 and Pero de Akatova Carneiro, 1531-1567). The Notary of Purity was one of the king’s closest ministers: he wrote and sealed John Ill’s letters, sat on the Royal Council, and had the responsibility of keeping secret the most important affairs of the monarchy.25 As the office touched on all aspects of politics and religion indiscriminately, Silva’s cultural openness and his strong links with the Roman Curia, where he had been Portuguese ambassador (1515-1525), provoked the hostility of a group of scholastic theologians and canonists. Amongst these hostile theologians were the dean of the royal chapel Diego Ortiz de Villegas, the king’s chaplain and Bishop of Lamego Fernando de Meneses Coutinho e Vasconcelos, and Pedro Margalho.

The court at that time was itinerant, and the Mesa da Consciencia followed it everywhere. Between the 1530s and 1540s, a new system of central government emerged: the bulk of the royal decisions concerning the empire were submitted to the verdict of the Mesa. Politics and moral theology became more and more intertwined, while the papal nuncio in Portugal paradoxically censured the hegemony in the kingdom of those “who have a cowl on their head."29 It seems likely that in its first period of activity the Mesa—a “council" that acted “to the great detriment of the ordinary and apostolic jurisdiction,” as the new nuncio Girolamo Capodiferro blustered in 1538—dealt with the selling of European copper in India (1538), the abandonment of the Moroccan towns of Safi and Azemmour (1541), and even a secret peace with the Ottoman Empire.30 The permanent tension with papal representatives led the Mesa to formulate a warning against the entry of the nuncio Luigi Lippomano in the kingdom in 1542.31 Meanwhile, an anonymous agent informed Lippomano about “the new way of violating ecclesiastical jurisdiction,” which had been recently invented at the court of Portugal: “the king established a hearing or parliament that is called Mesa da Consciencia, ruled by fathers and laymen, friars and prelates, who deal with any issue as long as it may be said it is a matter of conscience.” They were “judges without any competence,” he complained and besides, “the Mesa da Consciencia does not do anything but absolve the king of what he asks for, by claiming that he was not bound in conscience, or that in conscience he cannot allow such things.” The author of these reports harshly criticized the court theologians, who “had changed into tyrants of this Kingdom by reason of their confessions and sermons.” Significantly, they possessed the same sort of weapons as those Bishop Coutinho had recommended to the king’s confessor Chaves a decade before. This moralistic atmosphere, taxed with hypocrisy by the papal agent, even seemed to have infected the Treasury Minister (Vedor da Fazenda), the Count of Castanheira: “This man is evil, but displays his conscience and saintliness in order to ally himself with the friars, who continuously speak with the king.”32 Whatever we may think of such a description, on occasions, the Mesa also passed verdicts that went against John Ill’s will. When he asked in 1538 for permission to send the firstborn of the noble families to India so that they might serve in the army, the deputies stated that “the king had no right to oblige firstborn to go to India, as, since that land had been discovered for commerce and trade, they were not obliged to defend it.”33

First of all, the verdicts of the Mesa da Consciencia gained legal validity, that is they were considered as laws and often anticipated royal orders. Moreover, the council established the guidelines for the missionaries active throughout the empire. In the 1540s, they prepared “regulations for catechumens” to be printed, in order to send copies of them to India.34 The relationship between the Mesa and the empire was not one-way, however. In 1551, the Dominican friar Diego de Bermudez wrote from Goa to the President of the Mesa, Bernardo da Cruz (actually, he was no longer the President, but Bermudez could not know that), to inform him of the situation of their order (recently arrived in India) and many other aspects of the political and religious life in the Portuguese Empire in Asia. His conclusion was devoted to the problem of the venality of office and endemic embezzlement: “I tell it to Your Lordship, because you are in charge of the king’s conscience: he must look at this land and send people who are paid in advance, or pay them by other ways, for if they are to be paid from this office, they do not think but to be paid from the expenses incurred in acquiring their three-year position, in order not to lose money.”35
The Mesa’s importance was evident even to some far-away converts who felt they had been ill-treated. One may wonder who had suggested to the former Sultan of the Maldives, Hassan IX, to write a letter from Cochin to the “Lords of Conscience” in 1556. In a touching account, Hassan IX, now Manuel, described his state of abandonment after being captured and moved from the Maldives to India, and baptized by the Jesuit Francis Xavier. He was “starving to death,” because the Governor of India, Francisco Barreto, had coldly told him that he “was unable to govern either islands or a village.”36 The surprising fact that such a letter, which clearly mingled religious protest and political ambitions, was addressed to the Mesa, however, confirms its growing authority and its expanding grip on conscience throughout the empire.

Forceful Chief of Staff Grates on Trump, and the Feeling Is Mutual

WASHINGTON--President Trump was in an especially ornery mood after staff members gently suggested he refrain from injecting politics into day-to-day issues of governing after last month’s raucous rally in Arizona, and he responded by lashing out at the most senior aide in his presence.
It happened to be his new chief of staff, John F. Kelly.
Mr. Kelly, the former Marine general brought in five weeks ago as the successor to Reince Priebus, reacted calmly, but he later told other White House staff members that he had never been spoken to like that during 35 years of serving his country. In the future, he said, he would not abide such treatment, according to three people familiar with the exchange.
While Mr. Kelly has quickly brought some order to a disorganized and demoralized staff, he is fully aware of the president’s volcanic resentment about being managed, according to a dozen people close to Mr. Trump, and has treaded gingerly through the minefield of Mr. Trump’s psyche. But the president has still bridled at what he perceives as being told what to do.
Like every other new sheriff in town Mr. Trump has hired to turn things around at the White House or in his presidential campaign, Mr. Kelly has gradually diminished in his appeal to his restless boss. What is different this time is that Mr. Trump, mired in self-destructive controversies and record-low approval ratings, needs Mr. Kelly more than Mr. Kelly needs him. Unlike many of the men and women eager to work for Mr. Trump over the years, the new chief of staff signed on reluctantly, more out of a sense of duty than a need for affirmation, personal enrichment or fame.
“It is inevitable that a guy who will not be contained and does not want to be handled or managed was going to rebel against the latest manager who wanted to control him,” said Roger Stone, the longtime Trump adviser, who believes Mr. Kelly represents a kind of management coup by “the triumvirate” of two powerful retired generals--Mr. Kelly and Jim Mattis, the defense secretary--and one general who is still in the Army, the national security adviser, Lt. Gen. H. R. McMaster.
“Ultimately Donald Trump is his own man, and he’s going to resist all the control and regimented systems Kelly is trying to impose,” Mr. Stone said.
For the seven months of the Trump administration, the favorite parlor game in the West Wing has been guessing how long imperiled aides like Mr. Priebus would hang on before getting fired. But these days it is Mr. Kelly’s state of mind, not Mr. Trump’s, that concerns the beleaguered aides buoyed by the new chief’s imposition of structure and clear lines of authority.
The question now is how long Mr. Kelly will stay, with estimates ranging from a month to a year at the most. White House officials say that Mr. Kelly has given no indication he intends to leave anytime soon. He has thrown himself into long-term planning of the administration’s tax reform push, the president’s Asia trip in November and scheduling for the next several months, they said.
For Mr. Trump, few ingredients matter more in a staff relationship than chemistry, and at times he and Mr. Kelly--whose soldierly demeanor masks a slashing sense of humor--have enjoyed a mostly easy rapport. At commencement ceremonies at the Coast Guard Academy in May, Mr. Kelly elicited a big laugh from the president after Mr. Trump was presented with a ceremonial sword and Mr. Kelly told him that “you can use that on the press.”
Mr. Trump, who has said he has surrounded himself with former military men from “central casting,” respects Mr. Kelly, aides said.
In his short time at the White House, Mr. Kelly, a 67-year-old native of Boston, has had the most significant impact of any of the campaign or White House aides who have worked for Mr. Trump, according to interviews with a dozen current and former Trump aides and associates. He has regimented, as no one has ever done before, the flow of paper, people and information inundating an omnivorous and undisciplined Mr. Trump.
The president, for his part, has marveled at the installation of management controls that would have been considered routine in any other White House.
“I now have time to think,” a surprised Mr. Trump has told one of his senior aides repeatedly over the last few weeks.
Mr. Kelly cannot stop Mr. Trump from binge-watching Fox News, which aides describe as the president’s primary source of information gathering. But Mr. Trump does not have a web browser on his phone, and does not use a laptop, so he was dependent on aides like Stephen K. Bannon, his former chief strategist, to hand-deliver printouts of articles from conservative media outlets.
Now Mr. Kelly has thinned out his package of printouts so much that Mr. Trump plaintively asked a friend recently where The Daily Caller and Breitbart were.
Mr. Kelly has told his staff, time and time again, that his goal is to rationalize the chaos that has engulfed the management of the West Wing. Managing Mr. Trump is beyond his--or anyone else’s--powers, he has said repeatedly.
While Mr. Trump still reaches out to allies outside the administration--especially old friends and associates like Corey Lewandowski, a former campaign manager; Richard LeFrak, a fellow developer originally from Queens; Mr. Bannon and a handful of others--more often than not it has been through the White House switchboard and not on his personal phone. And Mr. Kelly has usually listened in on the calls, according to two people with direct knowledge.
Even Ivanka Trump, the president’s daughter, who has unfettered access to her father, has made a point of giving Mr. Kelly a heads-up if she is going to talk to the president about policy or politics, according to one of Ms. Trump’s friends.
But Mr. Kelly’s biggest accomplishments are ones that people outside the West Wing cannot see.
When North Korea fired a missile over northern Japan last week, for example, he counseled Mr. Trump to deliver a stern rebuke he had written himself through a strong, measured--and spell-checked--statement delivered via official White House email, rather than a bombastic Twitter message.
Mr. Kelly is close to Mr. Mattis and supported the Pentagon’s decision to slow-walk Mr. Trump’s order to ban transgender troops from serving in the military, opting for the creation of a panel to study the matter before implementing a policy that is highly popular with the president’s conservative base.
Despite his crackdown on illegal immigrants and support for the Muslim travel ban in his previous job as Homeland Security secretary, Mr. Kelly has been among those calling for Mr. Trump to proceed with caution on rolling back Deferred Action for Childhood Arrivals, the Obama-era policy protecting from deportation immigrants who entered the country illegally as minors.
And he has moved swiftly to dispatch aides he deems unqualified by temperament, experience or credential with a minimum of drama and fuss. Mr. Kelly, people close to the president said, backed the removals of Mr. Bannon, Sebastian Gorka, a flame-throwing White House staff member known more for his cable TV tirades than strategic acumen, and Anthony Scaramucci, the short-lived communications director who self-immolated in an expletive-filled interview with The New Yorker in July.
The chief of staff keeps his own counsel and travels light. He brought over only a small handful of staff members from the Department of Homeland Security, and confides to an even smaller circle, which includes Leon E. Panetta, for whom he served as a top aide when Mr. Panetta was defense secretary in the Obama administration.
But how long Mr. Kelly and the president, two men with such divergent approaches to the common goal of Mr. Trump’s success, will be able to coexist is unclear.
One associate who spoke to Mr. Kelly last month said the former commander had remarked that his current assignment was by far the hardest job he had ever had. His favorite gig, he jokes, was his first: Marine grunt.

The COVID-19 pandemic has thrown a wrench into many traditional BCDR plans. Here are five tips to update your crisis response plans and help your business weather the storm. In a few short weeks, the COVID-19 crisis has upended daily life and businesses around the world. Unlike more traditional natural disasters, where one region is affected and the damage and remedy are relatively clear, COVID-19 is universal and pervasive. This current crisis will exceed the scenarios covered in most business continuity and disaster recovery plans in both scope and duration. That calls for some new thinking across management, communications, HR and central IT functions: crisis thinking. "True crisis management kicks in when there is a blade at your neck and everyone has to drop whatever they are doing," said Crystal Rockwood, principal of Rockwood Communications Counsel, which specializes in crisis management. In a perfect world, companies should plan for a spectrum of potential scenarios and crises of different degrees, she said. "COVID-19 is what I would call an ambush kind of crisis, where for most organizations it was difficult to anticipate and where the impact is now very serious," Rockwood said. Traditional business continuity and disaster recovery (BCDR) plans consider a wide range of potential threats. Because the crisis management response plan needs to be practical and affordable, most organizations focus on reasonably foreseeable events -- an earthquake in California or a hurricane hitting the Gulf coast. These plans often don't include contingencies for "wild" possibilities like an asteroid strike or a global pandemic. So, while helpful, in the black swan world of 2020, they might not be enough. Now that this current crisis has stepped beyond the bounds of what most organizations planned for, almost everyone is in a crisis mode. "Some companies have been thrown into a crisis, but the ones with a good BCDR plan are in a much better place," said Greg Schulz, senior advisory analyst at StorageIO.com. Unfortunately, BCDR is generally seen as overhead -- a place to trim costs -- rather than as an essential part of doing business, he said. Even if a company does not have an established BCDR or crisis management response plan, they can still take the first step by gathering important stakeholders and decision-makers to form a crisis management response plan. Here are five tips for getting started. 1. Form a crisis management team A crisis can threaten the very existence of an organization, so it's critical that the right people are involved in managing the response, Rockwood said. She cites the analogy of an air traffic control tower, with a small number of people monitoring activity across a wide area in real time. "The team should include a C-level person, but not just because of their title," Rockwood said. "They need to have the breadth of knowledge and influential leadership style." Operations and legal personnel are also mandatory. Representatives from HR, IT and facilities are sometimes overlooked but should be included as well. The key is to include people from each domain who can make decisions and get things done quickly, she said. Finally, the team should include a veteran communications person who can ensure the organization, stakeholders, the press and the public get the right information at the right time. "When it comes to communications in crisis situations, organizations often shoot themselves in the foot," Rockwood said. A streamlined, single source of communication is vital for internal audiences to reduce the effect of the rumor mill and keep everyone focused. External communications are more complex but aim to avoid gaffes or misstatements that could cause harm or embarrassment to the organization, she said. 2. Adjust to a remote workforce Panicked bosses are busy acquiring all kinds of spyware in hopes of being able to monitor and manage their new, stay-at-home workforce, according to a recent Los Angeles Times article. But that might not be the best approach. Although it is more common now, remote work is still a challenge for many organizations. Maintaining accountability and supporting team collaboration are areas of concern, said B. Lynn Ware, an industrial/organizational psychologist and CEO of Integral Talent Systems. Especially for those new to remote work, "there can be a lot of missed connections and people don't always know how to keep patterns and processes going," Ware said. Video conferencing can be critical because studies have shown collaboration improves when many people are less able or willing to commit based on a phone conversation as compared to face-to-face interactions, even when they are virtual, she said. "People ask me, how can they determine whether people at home are working, and I ask, 'How did you know when they worked on premises?'" Ware said. Many organizations don't have a good answer. In fact, there is probably information available that could provide a point of comparison, such as number of phone calls made or received in the last 60 days or the number of reports filed. "You need to just shift your focus to deliverables," she said. Managers might also need to provide support and encouragement to employees and be prepared to work around unavoidable conflicts between family responsibilities and work responsibilities, she said. "Ask people to meet expectations, but also be sure to ask them what factors might get in the way of meeting those expectations," she added. 3. Prepare for supply chain and economic disruption "My father had an expression: 'You don't know what you don't know,' and I think that sentiment is relevant," said Richard Weissman, an assistant professor at Endicott College. "My worry lurks down the supply chain and with small business. … Those businesses who will not survive or be damaged," he said. The problems those small businesses face can show up quickly and unexpectedly, affecting the entire global supply chain, including the things IT might need. When it comes to communications in crisis situations, organizations often shoot themselves in the foot. There will be competition for scarce resources and those with money and leverage will get products faster. "With no cash coming in, companies will be strapped, and I think that is not being recognized," he said. As a result, relationships will be tested, and many will need to be reset. "One of the things your average CIO won't think about is, simply, access to money," said Alizabeth Calder, an IDC analyst. Many organizations are in the process of gathering cash wherever they can find it to protect themselves, she said. Critical credit lines could also be at risk. If a similar business announces that they can't make payroll or they file for bankruptcy, banks are likely to pull back credit on the whole sector. In such an eventuality, IT managers might suddenly be asked to furlough staff or reduce other expenses. "Boards need to think about how to get cash, and IT needs to figure out how to hit pause on their strategic roadmaps," she added. 4. Plan for a long recovery "Of course, CIOs know that when things do get back to normal, people in the business will be asking why this project or that project isn't done yet. So, the most difficult things are yet to come," IDC's Calder said. Even after the immediate crisis recedes, businesses will still face a long recovery. "We saw with SARS and 9/11 that a new normal evolves," Schulz said. "We will get back to where we were, but organizations need to use this as a wakeup call to invest in remote and distributed work -- not just the technology but the whole culture," he said. 5. Prepare for the next crisis Looking to the future, Enterprise Strategy Group analyst Christophe Bertrand said companies should make sure they have an adequate plan for future BCDR challenges. Companies also need to rethink staffing and make sure they have the people and skill sets that are most critical, Bertrand said. Additional issues to consider include: making sure you have physical and cloud systems in place to support remote and lights out operations; managing and minimizing break-fix operations; regularly testing and honing backup and recovery processes; revisiting performance needs and definitions of mission-critical for opportunities to redistribute loads; investing in capabilities, such as VPNs, to keep remote workers secure; and ensuring adequate supplies of quality video cameras to support remote work. Drawing a lesson from agile manufacturing operations, IT operations should now think in terms of surge capability, StorageIO's Schulz said. They should have the space and equipment to spin up additional applications and data infrastructure to support whatever the company needs -- including universal remote work.
