Pocha hates those that are severely out of balance, and he will intentionally screw them over if they try to bargain with him.
Occasionally they are visited by those who have committed awful crimes, hoping to find something to save them. Instead, they find Pocha, who gives them only a head start.
Not that it ever makes a difference.
