COLLEGE
It's almost graduation. Everything is fast-paced. There are a lot of things happening simultaneously, and I can't seem to keep up. It's not that I can't; I just chose not to. So much has changed since freshman year. I lost contact with some of my friends, I kept in touch with some, and I have met new ones that I did not expect to be friends with. Small things make me super happy these days, knowing that I have people that I can rely on, who won't judge me no matter what, who will guide me through things I can't cope with, and who will comfort me when things get rough. Ma, Dada, and Iligan friends—old and new—my constant Oroquieta friends. I have so much gratitude for them because my college life became bearable with them. I used to be so competitive that I felt suffocated when someone else exceeded my inputs, but now life is calm knowing that the competition that I needed to surpass was my past self. I have learned to overcome my toxic traits the hard way. I got burned by my own fire. I have put old arguments behind me and given people who hurt me a second chance to reconcile and reconnect with me—at least some of them. I have learned that not all people that I know and have shared moments with are my friends. There are really people who have had a shitty life and will manifest their ugliness in the way they treat you. They are the worst! I have learned to accept and will continue to accept that not all situations with certain people are meant for me, and that's okay. I have learned to prioritize things that are important to me, even if I have to endure the hard process. There are more struggles to overcome, and this is only the beginning of life. I have a lot of people to meet, lots of books to read, lots of music to listen to,lots of emotions to feel, lots of things to do,lots of words to say and hear, and lots and lots of love to give. I have always wanted a simple life with my family and our pets, hopefully with a potential husband in the distant future. Life doesn't need to be easy, just tolerable, because I know pain and struggles will be embraced in our lives, but it is worth it when you feel it with the people you love.
To be honest, I never shared these thoughts with anyone; how could I? Everyone has something on their plate, but I'm glad I was able to express this here. I am worried about the upcoming BE and my health. I don't know, I just hope to enjoy this moment while everything is still calm.
Reminder: Always avoid people on social media who are not healthy for your peace of mind. LIFE IS BETTER WITHOUT THEIR WHERE ABOUTS!

BALITANG NASYONAL: Suspect in Tagum City faces Multiple Charges following Public Shaming on Social Media, who brazenly attacked between Pastors and Families
TAGUM, DAVAO DEL NORTE -- A male suspect identified as Don Manungas has been accused of a series of violent acts against a senior citizen and individuals in Sison Subdivision, Brgy. Magugpo South, Tagum City, Davao Del Norte. The suspect, allegedly involved in cases ranging from physical injuries to trespassing and grave coercion, has sparked outrage among residents in the area.
The severity of the accusations against Mr. Manungas has led to a concerted effort by concerned citizens to bring attention to his actions. One such individual (Aurelio Gracias), a local netizen and victim, took matters into his own hands by streaming a LIVE video on Facebook (owned by Meta Platforms Inc.), showcasing the alleged perpetrator's acts.
In a deleted Facebook LIVE video, per obtained by Gracias, which quickly gained traction online, Gracias detailed the disturbing incidents involving Mr. Manungas, citing instances of physical assault and even potential child abuse related to property disputes. The footage, shared widely across social media platforms all across the local media of Tagum, served as a call to action for local authorities to address the escalating situation.
Among the victims mentioned in the said social media platform on LIVE video are members of the Parreño family, including Pstr. Vic Aurelio and his father, Pstr. Carlos Parreño. Additionally, a senior citizen grandmother named Ms. Florencia Parreño was reportedly targeted by Mr. Manungas, allegedly subjected to aggressive physical attacks involving punches and the use of a steel bar as a weapon.
The gravity of the allegations prompted swift responses from local law enforcement and community leaders. Authorities have since launched investigations into the reported incidents, with Mr. Manungas facing multiple charges in connection to his alleged actions.
The suspect's exposure on social media has triggered debates about the role of online platforms in ensuring individuals are held responsible for their conduct. While some admire Gracias for drawing attention to the matter, others worry about the morality of publicly condemning individuals before they have faced legal charges or a local trial.
Despite the controversy surrounding the deleted LIVE-streamed video on Facebook, many residents of Tagum City remain steadfast in their demand for justice. Community members have called for stronger measures to ensure the safety and well-being of vulnerable populations, particularly senior citizens who may be at risk of similar attacks in the future.
As the investigation into Don Manungas continues, authorities are calling upon anyone who possesses information related to the case to step up and assist in the pursuit of justice. This incident serves as a solemn reminder of the utmost importance of remaining alert and fostering a strong sense of community solidarity in order to effectively tackle issues of domestic violence and abuse within their local Tagumerunon neighborhoods.

CASE DIGEST: PEOPLE v. MORENO L. TUMIMPAD
As cited in Chapter 2, Article 172 of Title I of Family Code of the Philippines
PEOPLE v. MORENO L. TUMIMPAD G. R. No. 109144
Facts:
In May 24, 1991, Accused-appellant Constable Moreno L. Tumimpad and co-accused Constable Ruel C. Prieto were charged with the crime of rape committed against a 15-year old Mongoloid child in a complaint, signed by her mother, Mrs. Pastora L. Salcedo, which reads:
That during the period between the last week of March 1989 and the first week of April 1989, in Barangay Lower Lamac, Oroquieta City, Philippines, and within the jurisdiction of this Honorable Court, the said accused did then and there, willfully, unlawfully and feloniously, have (sic) carnal knowledge with Sandra Salcedo, complainant's daughter, a woman who is a mongoloid and so weak of mind and in intellect as to be capable of giving rational and legal consent.
Upon arraignment, accused-appellant pleaded not guilty to the crime charged and due trial ensued.
The facts as established by evidence are as follows:
Sandra Salcedo at the time of the incident was a 15-year old Mongoloid and daughter of Lt. Col. Teofisto Salcedo and Pastora Salcedo. She had a mind of a five-year old child, who still needed to be fed and dressed up. Her vocabulary was limited and most of the time she expressed herself by motions.
Col. Teofisto Salcedo was then Provincial Commander of Misamis Occidental. Four security men were assigned to him, two of whom were accused Constable Ruel Prieto and accused-appellant Moreno Tumimpad.
The Salcedo family, composed of Col. Salcedo, his wife Pastora, his son Alexander and wife and daughter Sandra, lived in a two-storey officers' quarters inside Camp Lucas Naranjo, Provincial Headquarters, in Oroquieta City. The upper storey of the house was occupied by Col. Salcedo, his wife and Sandra while the lower storey had two (2) rooms, one of which was occupied by the four security men and the other by Alexander Salcedo and his wife.
It was on August 7, 1989, when Sandra complained of constipation. Mrs. Salcedo then brought her to a doctor in Oroquieta City for a checkup. Medication was given to Sandra but her condition did not improve. Sandra became irritable and moody. She felt sick and unhappy.
The following day, August 8, 1989, Sandra saw Moreno Tumimpad coming out from the kitchen and told her mother, "Mama, patayin mo 'yan, bastos."
Mrs. Pastora Salcedo, worried of her daughter's condition, brought her to Regina Hospital. Sandra was able to relieve herself the following day but still remained moody and irritable. She refused to take a bath in spite of scoldings from her mother. She did not want to eat and whenever she did, she would vomit.
Sandra was brought to a doctor in Oroquieta City for a second checkup. Dr. Conol, the examining physician, ordered a urinalysis. Jose C. Lim, a Medical Technologist, conducted the urinalysis. The result revealed that Sandra was pregnant. Mrs. Pastora Salcedo could not believe that her daughter was pregnant and so she brought Sandra to Madonna and Child Hospital in Cagayan de Oro City. Dr. Kho, an OB-GYNE Specialist, examined Sandra and subjected her to a pelvic ultra-sound examination. The results were positive. The fetus' gestational age was equivalent to 17.1 weeks. Another ultra-sound examination at the United Doctors Medical Center (UDMC) at Quezon City on September 11, 1989 confirmed that she was indeed pregnant.
On January 11, 1990, Sandra gave birth to a baby boy who was named Jacob Salcedo. Hence, the filing of the complaint by Mrs. Pastora Salcedo.
During the investigation conducted by the CIS, about thirty (30) pictures of different persons were laid on the table and Sandra was asked to pick up the pictures of her assailants. Sandra singled out the pictures of Moreno Tumimpad and Ruel Prieto. Later, Sandra was brought out of the investigation room to a police line-up of ten people, including Moreno Tumimpad and Ruel Prieto. She was again asked to point to her assailants. Without hesitation, Sandra fingered Moreno Tumimpad and Ruel Prieto.
Mrs. Pastora Salcedo testified that she requested her two daughters-in-law, Joy Salcedo and Celsa Salcedo, to ask Sandra the identity of the persons who sexually molested her.
Joy confirmed in her testimony that she asked Sandra who sexually molested her. Sandra revealed that Moreno Tumimpad and Ruel Prieto were the ones who raped her. Sandra demonstrated how she was raped. First, her thighs were touched, then she was hugged and her panty was taken off. A push and pull movement followed. Celsa testified that she was present when the victim demonstrated how she was sexually abused by the two accused, including the way her nipples were touched saying "dito hawak," and holding her breasts to emphasize. She likewise went through the motion of removing her panty, uttering at the same time "hubad panty."
Sandra identified in open court accused Moreno Tumimpad and Ruel Prieto as the persons who raped her and said she wished them dead, as they did something bad to her. She once again demonstrated how she was sexually abused. She held her two thighs with her two hands next to her sexual organ saying, "panty" and then placed her hand on her breast and gestured as if she were sucking. She also touched her private organ and made a push and pull movement.
During the trial, the accused moved that a blood test, both "Major Blood Grouping Test" and "Pheno Blood Typing" be conducted on the offended party, her child Jacob and the two accused. The result of the test conducted by the Makati Medical Center showed that Jacob Salcedo has a type "O" blood, Sandra Salcedo type "B," accused Ruel Prieto type "A" and accused-appellant type "O."
Both accused anchored their defense on mere denial contending that it was impossible for them to have committed the crime of rape.
After trial on the merits, the trial court convicted Moreno Tumimpad of the crime charged but acquitted the other accused, Ruel Prieto, on reasonable doubt, stating that he "has a different type of blood with (sic) the child Jacob Salcedo as his type of blood is "A", while that of child Jacob Salcedo is type "O."
The dispositive portion of the decision reads:
WHEREFORE, premises considered, the Court finds the accused, PO1 Moreno Tumimpad, guilty beyond reasonable doubt of the crime of Rape, as charged in the information, and pursuant to the provisions of Article 335 of the Revised Penal Code, as amended, there being no aggravating nor mitigating circumstance attendant in the commission of the crime, said accused Moreno Tumimpad is hereby sentenced to suffer the penalty of RECLUSION PERPETUA; to indemnify the offended girl, Sandra Salcedo, in the amount of P20,000.00; and to suffer the other accessory penalties

The Don Roman Santos Building
@ Escolta, Manila, Philippines – 17 Oct 2020
I have written an article for Renacimiento Manila's Manila Weekly last July about this Neoclassical wonder, but I believe that the write-up still lacked essential information. Upon alighting the train, a northbound rider at the LRT would be greeted by this dilapidated structure, though the Bank of the Philippine Islands (BPI) still generally uses the building.
Electric bikes have formed lines there, waiting for prospective passengers to pay them for a ride. There are also street dwellers who use the area as a shelter, depending on the time of day. At the Escolta side, the BPI branch is still rather active.
Despite the nine-storey building's catchy color of cream yellow while boasting its Ionic columns and a detailed tympanum, it remains to be obscured, being an ubiquitous sight and lately, with the imposing blue fencing around Plaza Lacson. There is also a high-rise building that hovers from behind, unfortunately.
I had always wanted to visit the huge historical marker on marble—but due to its sheer inaccessibility and impracticality to go there, I never had the chance. But when I and my mom hailed for a bus en route to PITX, it was then for me to come closer and take snaps of this marker. The text cannot be read in one standing, thanks to weathering, dirt, and apparently lack of maintenance.
I made a mental note to transcribe the text as soon as I went home, thinking that this marker details the much-needed information that had made the article better last July.
The marker reads:
THE ROMAN R. SANTOS BUILDING
Construction of this building was first conceived in 1884 by the Council of Administration of the Monte de Piedad y Casa de Anorros that, by a decree issued by Governor General Domingo Moriones Marquis of Oroquieta, had on February 3, 1880, been created as a bank of the poor. Laying of cornerstone took place on July 24, 1887, birthday of Her Spanish Majesty, Queen Maria Cristina.
The site, formerly that that of the residence of the Corregidor of Tondo and Jail of the Corregimiento, had been coded to the Monte de Piedad by the City Council of Manila upon petition of the then Metropolitan Archbishop of Manila Don Fr. Pedro Payo. The plans were prepared by Architect Don Jose Hervas, and the foundations were laid under the supervision of a commission composed by City Councilors Don Eugenio Netter, Don Jose Zaragosa, and Don Manuel Marzano. Construction was undertaken by Don Demetrio Caro.
Initial construction funds were furnished by the aforementioned Metropolitan Archbishop of Manila which funds were later augmented by subscriptions from private individuals and by loans from the Banco Español Filipino.
The building was finished and inaugurated on July 20, 1894. A special session of the Council of Administration of the Monte de Piedad y Casa de Anorros was held for the first time that day in this building. That session was presided over by Archbishop of Manila Don Fr Bernardino Nozaleda, with the Commander of the Naval Station, the City Governor of Manila, the General of Artillery, the Reverend Rector of the University of Santo Tomas, Don Jose Garcia Lara, Don Silvino Lopez Tuñon, Don Eugenio del Saz Orozco, Don Gonzalo Tuazon, Don Rafael Perez Samanillo and Don Jose Zaragoza, attending.
In 1937 ownership of the building passed into the Consolidated Investment Corporation. The old one storey building was reconstructed into a nine-storey structure, now called the Consolidated Investments Building on plans prepared by the architect, Don Andrés Luna de San Pedro, with engineer Don Jose Cortez taking charge of the construction.
The outbreak of the war on December 8, 1941 halted the construction work at the fourth storey, upon the occupation of the City of Manila by the Japanese Forces. The latter converted this building into a warehouse. In 1944 the property passed under the control of the Magdalena Estate. Upon liberation the American Red Cross converted the building into a hospital and it remained a such until 1947.
On July 2, 1952, the Prudential Bank and Trust Company, Don Roman R. Santos, Chairman-Founder and President, took possession of the building and converted its ground floor into the head office for the bank. On January 3, 1955 the property was sold by the Magdalena Estate to Don Roman R. Santos and the Prudential Bank and Trust Company. The building was renamed the Roman R. Santos Building.
The Roman R. Santos Building administration, Don Augusto A. Santos, President, was organized to administer the property. The unfinished construction was resumed immediately, and Don Andrés Luna de San Pedro having died, architectural supervision was entrusted to Don Enrique J.J. Ruiz. The nine storey remodelling and reconstruction were completed in 1957.
On July 19, 1959, Don Roman R. Santos died and Don Augusto A. Santos was elected Chairman of the Board of the Prudential Bank and Trust Company in his stead.
In 1961, the remodelling of the basement, ground and mezzanine floors was started by an authority of the Prudential Bank Board of Directors, Don Augusto A. Santos, Chairman, Mr. George Litton Sr., Vice Chairman, Don Pio Pedrosa, President, and Don Francisco D. Garcia, Don Federico A. Santos, Don Francisco C. Delgado and Ex-Supreme Court Justic Alex Reyes, Members, to house the expanded offices of the bank. Architectural plans were prepared by the firm of Messrs. Gabriel Formoso and Associates. Construction work was entrusted to engineer Don David M. Consunji.
This marker fabricated by the Talleres de Maximo Vicente, was set up upon the fourteenth anniversary of the foundation of the Prudential Bank and Trust Company, and the seventh of the death of its founder, Don Roman R. Santos.
Meanwhile, here are excerpts I verified from the same article I wrote last July:
Where the Don Roman Santos building stands today is the former site of the Monte de Piedad y Caja de Ahorras de Manila (shortened to Monte de Piedad), the first savings bank in the Philippines. It was founded by Fr. Felix Huertas of the Franciscan Order, and thus the bank was also noted to be “the Roman Catholic church’s pawnshop”, having been inaugurated in 1882 and was located in its original location at the ground floor of Santa Isabel College, which was then at Intramuros.
The Monte de Piedad transferred to the site of the Don Roman Santos, which was erected in 1894. The neoclassical building was then single-floor, with the triangular facade (tympanum) marking the position of its original roofing. The columns are decorated in accord to the ionic order. President Manuel L. Quezon worked as a clerk there.
The original Monte de Piedad y Casa de Anorros building is the decrepit yet rather frilly building from this Street View. The historical marker can be read here.
Monte de Piedad is another story, and has another building as well, albeit smaller than the present Don Roman Santos building or the original one storey sructure. Like this Don Roman Santos building, it is also in a sorry state. An art deco theater, Cine Astor Theater, also used to stand beside it. Unfortunately the art deco building is a goner now.
I see with my little eye... after the Don Roman Santos and Santa Cruz buildings, there is an annoying hotdog high-rise structure, the well-cared-for Regina Building, and the equally adaptively-reused First United or the Perez-Samanillo Building. That is Escolta Street!
I suppose the topic would inevitably discuss an interrelationship—and eventually a matrix of historical events—and that those past events and structures shaped the places and lives we live today. After all, a structure cannot be detailed merely on its own, but by how the environment affects it and vice versa; how it affects its millieu. For now, at least, with the half-dead postwar Santa Cruz building on the other side, the Don Roman Santos building greets commuters and locals silently with more stories waiting to be known again, to Escolta in Manila and back.
