REFORMED!HARVEY HEADCANON. Harvey has TOTALLY been offered higher-up jobs than District Attorney. Even in law school, there were “recruiters” who would witness the debates/fake cases and offer him positions in their law firm, etc. on the spot. The government has even approached him about running for different offices around the nation. However, Gotham took his heart. It’s home. And for the longest time, he would never even think about doing something other than serving the city.

BUT, after the acid and Harvey goes rogue for those few weeks or so, he loses his faith in the city AND it’s system. He kind of realizes that while he’s doing all he can for Gotham, it will NEVER be enough. A district attorney doesn’t have the authority/push that a city like Gotham needs. The law is practically disregarded there, ANYWAYS. 

So after discussing it with Jim, he gets in touch with one of his contacts and moves up the scale. Harvey finally agrees to run for attorney-general for the state of NY/NJ ( depending on where you place Gotham. I prefer NY, though. ) Anyways, he’ll run on the condition that he can be based IN Gotham and travel very rarely. He DOES have a husband at home, now.
