I think the fact that Tommy Timmons is allowed to play with the sandlot kids is a subtle nod to the boys not being as rough and tumble as they want others to think. Sure, they were mean to Scotty in the beginning, but they could have done a lot worse, and I think they would have come around to playing with him even if he hadn't learned so quickly. They aren't jerks like Phillips and his team.
