Life imprisonment to NDFB chief Ranjan Daimary for 2008 Assam serial blasts
Guwahati : A special CBI court has awarded life imprisonment to chief of the National Democratic Front of Bodoland (NDFB) Ranjan Daimary and nine others, in the 2008 Assam serial bombing case.
The court had convicted 15 people on Monday in connection with the serial blasts triggered by the NDFB on October 30, 2008 in Guwahati, Kokrajhar, Bongaigaon and Barpeta. The blasts killed 88 people and injured more than 500.
Besides Daimary, George Boro, Ajay Basumatary, Khargeswar Basumatary, Rajendra Gayari, and Onsai Boro were also sentenced to rigorous life imprisonment and slapped a fine of Rs. 10,000 each on each of the counts they have been convicted on.
Three other convicts – Prabhat Bodo, Jayanti Basumatary and Mathura Brahma – were sentenced to five-year imprisonment and a fine of Rs. 3000 for each count they have been convicted on.
They could be released after they pay the fine since they have already undergone twice the prison term as an under trial.
CBI Special Judge Aparesh Chakraborty pronounced the quantum of punishment amid tight security in the court premises in Guwahati.
The CBI court has ordered the release of Nilim Daimary and Mridul Goyary as they have already served their sentence.

The Myanmar military handed over a group of 22 northeast insurgents to the Indian government on Friday afternoon. The insurgents, wanted in Manipur and Assam, are being brought back by a special plane, people familiar with the development told Hindustan Times.
“This is a huge step for the Myanmar government and a reflection of the deepening ties between the two countries,” a top government official said soon after an aircraft with a planeload of insurgents took off from Myanmar.
The plane will first make a stopover in Manipur capital Imphal, before heading to Assam’s Guwahati. “The insurgents would be handed over to the local police in the two states,” the official said.
“This is the first time that the Myanmar government has acted on India’s request to hand over leaders of the northeast insurgent groups,” a senior national security planner said about the operation driven by National Security Adviser Ajit Doval.
This is seen as a result of increasing intelligence and defence cooperation between the two countries from both sides.

Among those deported by Myanmar are some senior and long-wanted Indian insurgent leaders such as NDFB (S) self-styled home secretary Rajen Daimary, Capt Sanatomba Ningthoujam of UNLF and Lt Pashuram Laishram of PREPAK (Pro).
12 of the 22 insurgents are linked to four insurgent groups in Manipur: UNLF, PREPAK (Pro), KYKL and PLA. The remaining 10 are linked to Assam groups such as NDFB (S) and KLO.

The treacherous terrain along India’s over 1,600-km border with Myanmar makes the area ideal for camps of insurgent groups that have been fighting the Indian state for decades.
But pressure has been building on the insurgent groups over the last few years after the Myanmar military agreed to conduct operations.
Last year, the Myanmar army carried out continuous operations through February and March 2019 on the basis of pin-pointed intelligence provided by Indian security agencies.
The Myanmar army attacked multi-group terror camps at Taga in the north of the country across the Vijaynagar salient in Arunachal Pradesh in the first phase, and decimated Arakan, Nilgiri and Haukyat camps in the second.
The 22 insurgents were caught by the Myanmar army in Sagaing Region in these operations.

A national security official said Myanmar’s decision to hand over the insurgents is a huge message to the outfits that Naypyidaw is in sync with New Delhi on dealing with them.
Indian officials expect Myanmar’s action to be a deterrent to groups that had assumed the dense forests across the border could insulate them from action. Just as the one created by the United Arab Emirates, once considered a haven for Indian criminals on the run, when it started deporting criminals and terrorists wanted in India.
“If Pakistan also acted against terrorists as these two countries do, then there would hardly be any terror group there too,” a senior national security official lamented.

On his first visit to Assam since Parliament in December passed the amended citizenship law, Prime Minister Narendra Modi on Friday tried to assuage the concerns of people in Assam protesting against the contentious law.Addressing a large crowd to celebrate the signing of the Bodo Accord last month, Modi accused some sections of fear-mongering. “People are spreading misinformation that CAA will lead to foreigners entering India illegally. I want to assure the people of Assam that nothing like that will happen,” said PM Modi.CAA proposes to fast-track citizenship to minorities, including Hindus, Sikhs, Christians, Buddhists, Jains and Parsis, from the Muslim-majority nations of Afghanistan, Bangladesh and Pakistan.The law has triggered widespread protests by opposition parties and other organisations in Assam amid concerns that it could encourage a fresh wave of infiltration by illegal immigrants from Bangladesh and threaten the livelihoods of indigenous people. Five people have been killed in police shooting during the protests, which are still underway peacefully.In Assam and the rest of northeast, the demand is for the scraping the legislation because of a perception it will dilute the 1985 Assam Accord, under which the government agreed to identify and deport any and all refugees and migrants who entered the northeastern state after March 25 1971.The CAA extends the deadline until December 31, 2014.Clause 6 of Assam Accord, signed after a six-year agitation against illegal immigrants, promises constitutional safeguards to Assamese people through reservations in elected seats, jobs and so on. A high-level committee on the issue will submit recommendations on implementing the clause this month to the government.“Our effort is now to implement Clause 6 of the Assam Accord as soon as possible. I assure the people of Assam that as soon as the high-level committee’s recommendations on the issue come, the Centre will implement it. We don’t believe in delays and obstructions,” Modi said.Modi described the Bodo Accord as a historic pact that will usher peace and development to Assam, where the movement for a separate Bodoland for the state’s largest tribe started over four decades ago. The Bodo Accord was signed on January 27 by the Centre with all four factions of the National Democratic Front of Bodoland (NDFB), the All Bodo Students Union (ABSU) and United Bodo Peoples’ Organisation (UBPO).“This is a day to celebrate your efforts, which has led to permanent peace in this area. It is a day to take an oath to strengthen faith in development and discard the darkness of violence,” Modi said to cheers from the crowd.“The accord is significant as it coincides with celebrations of the 150th birth anniversary of Mahatma Gandhi. I welcome all NDFB cadres to the national mainstream. The accord has put a full stop to all Bodo demands and now development is our primary and final goal,” the PM said.Modi stressed that the accord will benefit not just the Bodos, but other communities as well. The PM listed important points of the accord including a special financial package of Rs 1,500 crore, which will benefit Kokrajhar, Chirang, Baksa and Udalguri, and the redrawing of Bodoland Territorial Council (BTC).“All demands related to the Bodo issues have been met. Peace was not established after 1993 and 2003 agreements. The Centre, Assam and Bodo agitation groups have signed a historic accord, no demand is left. Now, development is our first and last priority,” he said.With the signing of the accord, the United Liberation Front of Assam-Independent (ULFA-I), which is seeking a sovereign Assam, remains the only major banned militant outfit in the state. Last week, 1,615 cadres of all the factions of NDFB laid down arms in front of chief minister Sarbananda Sonowal at an event in Guwahati.The PM said the Central government was providing solutions to difficult problems, which had been ignored in the past because of “social and political” reasons. “For decades, nobody was touching issues related to the north-east. We have engaged with stakeholders and have found solution for long-lasting peace,” he said.This was a reference to the Centre’s decision to offer e special package to and settle Bru-Reang refugees in Tripura. The PM also mentioned that the National Liberation Front of Tripura and government had signed an agreement in August 2018 for lasting peace in the state. “Now, they have shunned arms and have joined the mainstream,” he said.Assam governor Jagdish Mukhi, chief minister Sarbananda Sonowal, senior minister Himanta Biswa Sarma, Bodoland Territorial Council chief Hagrama Mohilliary and signatories to the Bodo Accord were present at the event.In his address, Sonowal urged all NDFB cadres to contribute towards building a developed Assam. Sarma reiterated his appeal to the ULFA-I and all other active militant outfits in the northeast to shun violence and join peace talks.Some groups opposed the Bodo accord because they weren’t consulted about it and planned to sponsor a shutdown protest on Friday, but called off the move. With the signing of the accord United Liberation Front of Assam-Independent (ULFA-I), which is seeking a sovereign Assam, remains the only major banned militant outfit in the state.“Today is the day for the entire northeast, including Assam, to welcome a new beginning in the 21st century, a new dawn, a new inspiration,” the Prime Minister said while addressing a rally in Bodo-dominated Kokrajhar town.“Under the accord, a commission will also be given to fix the boundary of the area falling within BTAD. This region will get a special development package of Rs 1500 crore, which will largely benefit districts like Kokrajhar, Chirang, Baksa and Udalguri,” he said.He also raked Congress leader Rahul Gandhi’s stick comment, without naming him, saying people talk about beating him with sticks but he is blessed and protected by the blessing of sisters and mothers.This is also Prime Minister Modi’s first visit since the state has been witnessing anti-Citizenship Amendment Act (CAA) protests.“Modi govt is a symbol of new hopes. #BodoPeaceAccord is yet another testimony of PM @narendramodi’s decisive leadership and his efforts to bring lasting peace in Assam. AFSPA's 'disturbed area' tag extended for 3 Arunachal districts, withdrawn from 3 others

NEW DELHI: The Centre on Monday extended the "disturbed area" tag under AFSPA for three districts of Arunachal Pradesh for six months more while withdrawing it partly from the state's three other districts bordering Assam. According to a Union Home Ministry notification, the decision was taken after considering the present law and order situation in the six districts of the state. As per the notification, the three districts of Arunachal Pradesh, which will continue to be designated as disturbed areas under AFSPA are Tirap, Changlang and Longding. The designation, which allows imposition of AFSPA, will also continue for the four police stations areas of the state's three other districts bordering Assam. They include Namsai and Mahadevpur police stations in Namsai district, Roing in Lower Dibang Valley district and Sunpura in Lohit district. A home ministry official said the "disturbed area" tag was withdrawn from the four police station areas of the Arunchal's districts on Assam border, due to the improvement of law and order situation there. The notification said the Union Home Ministry took the decision exercising its powers conferred under section 3 of the Armed Forces (Special Powers) Act, 1958. A review of the law and order situation in Arunachal's six districts was undertaken before the March 31 deadline for the validity of the "disturbed area" designation under the AFSPA. The AFSPA is imposed in areas where armed forces are required to operate in aid to civil authorities. For AFSPA to become valid, an area, however, needs to be declared disturbed either by the Central or the state government under the section 3 of the 1958 Act.
