MANILA – The Mines and Geosciences Bureau (MGB) has recommended the lifting of quarry suspension order around Mayon Volcano in Albay province to empty and restore the capacity of the river channels in the area.

MGB director Wilfredo Moncano on Thursday said the 91 quarry operators were found to be “compliant” following a probe by the MGB-led task force formed by Environment Secretary Roy Cimatu.

Moncano said the same investigation showed that only 15 out of 106 suspended quarry operators have permit violations.

Cimatu earlier suspended all quarry operations around Mayon Volcano and formed a task force to look into the possible liability of quarry companies in the lahar flow during the onslaught of Super Typhoon Rolly last month.

Moncano said there is a need to lift the suspension order for “compliant” quarry firms.

“An increased rate of quarrying is needed to empty and restore the capacity of the river channels, so that when rain comes with eroded material from the slopes of Mayon Volcano, the restored river channel can serve as the pathway to accommodate and remobilize the eroded material,” Moncano said.

He said these companies may be allowed to continue their operations, subject to strict monitoring under the terms and conditions of their existing permits.

“These quarry firms were proven to have followed quarry regulations, such as not operating beyond their permit area and having an active Environmental Compliance Certificate,” Moncano said.

Moncano dismissed claims that quarrying operations around Mayon Volcano was largely to blame for the lahar flooding that buried some 180 houses and killed at least six people at the height of Super Typhoon Rolly.

He pointed out that lahar flow has “always been a likely occurrence in Mount Mayon whenever there is heavy rainfall, making the houses near the active volcano naturally prone to mudflows.”

“The quarrying has an insignificant contribution to the lahar flow devastation caused by Super Typhoon Rolly because it was a combination of huge volume of water, combined with stocked lahar that came from the slope and foot of Mayon Volcano,” he added.

Meanwhile, Moncano said his office will forward to the Environmental Management Bureau (EMB) the case of the 15 erring quarry operators for “technical review and possible sanction or payment of penalty.”

He said immediate rehabilitation of the areas quarried by the violators will also be implemented. (PR)

One of the other factors for the decline in the overall per- centage of LSG cases can also be attributed to the unprec- edented rise of OAGB/MGB cases in India. While OAGB/ MGB constituted for only 14% of all cases in 2014, in 2018 its numbers rose to 34% of all bariatric and metabolic pro- cedures in India. Open Season: Exploring the 9 Different Types of Convertible

If you’ve spent the past few days looking at that strange yellow ball in the sky and wondering if life might not be better behind the wheel of a convertible you are not alone. But what kind of drop-top should you buy?

Below we’ve separated the market into the different types of convertible on sale. What’s your ideal match?

The Sports Car Two seats, rear-wheel drive and with the fabric roof stowed away, this is what many think of when talking about a convertible. At the cheaper end of the market you’ll find the likes of the Mazda MX-5 (pictured – and the world’s best-selling convertible, no less) and MGF, which thanks to prices that start at less than £1000 prove you can enjoy open-top driving on a city car budget.

Also tempting at this money is the BMW Z3, which gives you a more upmarket image, if not the same kind of sporty driving dynamics. Or you can spend a bit more to enter the world of Porsche Boxsters and first-generations BMW Z4s, which can be picked up for as little as £3000 for a high-mileage example. Don’t forget Lotus either, for in the Elise the Norfolk-based firm has one of the greatest sports cars there’s ever been.

The Four-Seater While convertibles such as the Porsche 911, Mini Convertible and Jaguar XK have rear seats, they are very much of the 2+2 variety, which is to say even small children will find them cramped. For a proper, useable four-seat convertible you need to instead look at something like an Audi A3 (pictured) or Volkswagen Golf as a minimum, as well as ensure it’s got a fabric roof rather than metal – these can be stored in a much more compact space, and thus leave more room for passengers. 

Other four-seat soft-tops to look out for include the Audi A5, BMW 3-Series, Mercedes-Benz C-Class and E-Class, Lexus IS and Vauxhall Cascada. If you fancy something with the go to match its show, it’s worth considering high performance derivatives of the above cars such as the BMW M3.

The Cruiser Not everybody who buys a convertible wants to scythe their way down a back road or revel in the feel of a perfectly sorted chassis. Instead, the appeal of driving with the roof down comes from sitting back and watching the world go by, preferably with a big, powerful engine up front that’ll give a solid blast of power when needed.

Cruisers like this can be some of the most enjoyable and relaxing convertibles to drive, with prime examples including the Ford Mustang (pictured) and BMW 6-Series, both of which can be more affordable used buys than you might expect.

The Supercar Definitions of what constitutes a supercar are vague at best, but the Audi R8 Spyder definitely qualifies, regardless of whether it’s powered by a V8 or V10.

On the Ferrari front there’s numerous options from the front-engined California to the mid-engined 458 (pictured) or 488, while over at Lamborghini you can opt for open-top versions of the Gallardo, Huracan or Aventador.

Alternatively, there are drop-top Volante versions of the Aston Martin V8 Vantage, DB9, Vanquish et al, while McLaren offers many of its cars in Spider format too. We are only scratching the surface here, with more models from Mercedes, Porsche et al to consider, the world of soft-top supercars is packed with choice.

The Folding Hardtop Strictly speaking a folding hard-top is a type of roof rather than a class of car, but the vehicles to which it is attached almost inevitably share a more relaxed dynamic approach as a result of the extra weight up top. The Mercedes-Benz SLK (pictured) and SL were among the cars to popularise the folding hardtop, followed by the likes of the Peugeot 206 CC and Volkswagen Eos. BMW adopted a similar system for its 4-Series Convertible, as did Volvo with its second-generation C70 and Mazda with the MX-5 RF, the theory being that it provides the best bits of a coupe, such as security and refinement, with the open-air appeal of a convertible.

On the downside a folding hardtop adds weight, complexity and takes up a lot of space, and unlike a soft-top roof often requires the car to be stationary before it’ll open or close.

The Luxury Choice On the right day and the right road any convertible can feel like one of life’s little luxuries. However, if you want a truly opulent experience you’ll need a proper luxury car. For this we are talking about the likes of the Mercedes-Benz S-Class, Bentley Continental GTC and Rolls-Royce Dawn, each of which will surround you in soft leather, bathe you in ambient lighting and cocoon you when it rains with a multi-layered fabric roof that is matched for snugness only by the thickness of the carpets underfoot. Throw in an ultra-smooth drive and effortless power delivery and motoring life really doesn’t get much better.

The Big Fabric Sunroof There’s a fine line between a big fabric sunroof and a full convertible, but it would be churlish not to include the former here. For to do so would be to rule out cars like the Fiat 500C (pictured) and Citroen DS3 Cabrio, which represent some of the most affordable convertibles to buy and run. Not only that, but due to the fact these roof mechanisms don’t take up much space, you often lose only headroom rather than legroom, making cars such as this fairly practical.

The SUV If you’re in the market for a soft-top SUV don’t expect to have much choice. For something that looks and feels truly modern there’s the Range Rover Evoque Convertible (pictured) and, erm, well that’s it. If you’re prepared to look at older designs you could consider a Jeep Wrangler or Suzuki Jimny, but don’t expect the kind of snug fit or electric folding mechanisms that come with a conventional convertible.

The Classic The list here really is endless, and includes cars that encompass many of the other categories mentioned. ILOILO CITY – The Office of the Civil Defense in Region 6 (OCD-6) here is calling on local government units (LGUs) to relocate their residents who are living in landslide-prone areas to a safer place.

Jose Roberto Nuñez, OCD regional director for Western Visayas, in a phone interview on Tuesday, said that his office is willing to help them in seeking assistance from the national government to facilitate the relocation.

“We are very prone to landslide because we have soft soil as per MGB (Mines and Geosciences Bureau),” he said.

While the Regional Disaster Risk Reduction and Management Council (RDRRMC) is still collating the report on the effects of Typhoon Rolly, the data on Typhoon Quinta damage as of Monday (Nov. 2) evening showed four incidents of landslide and erosion in Aklan; 13 incidents in Antique; and 10 in Iloilo.

In Barangay Tugaslon going to Barangay Tarug in Alimodian Iloilo, a debris flow and slump affected six households; with one house totally damaged.

In Barangay Bagay, Igbaras, the soil erosion partially affected eight houses.

Meanwhile, the MGB has advised the affected population of Barangay Poblacion Ilawod in Lambunao town to vacate the area that was assessed to be prone to landslide.

Nuñez will visit the municipality of Maasin, Iloilo on Wednesday (Nov. 4), to look into the effect of landslide on infrastructure initially estimated at PHP7.5 million.

In a report submitted to his office, the landslide early warning sensor installed by the Department of Science and Technology (DOST) has recorded a movement within the 20 hectares of land in Barangay Inabasan. The area, with seven houses within its perimeter, was identified by the MGB as landslide-prone, as early as 2011.

Further, the sides of the concrete road in Barangay Cananghan, eroded at approximately 10 meters long and 2.5 meters wide making it impassable to heavy equipment and vehicles.

In the same village, the “breakage” of approximately one hectare with a length of eight meters and a height of five meters has affected one-fourth of a service road and rendered two houses partially damaged.

Moreover, 32 houses were directly affected while 50 houses are at risk following the breakage of the approximately 500 meters of land in Barangay Dagami.

Land breakage was also recorded in Barangay Tubang affecting its concreted road that connects 12 villages of the town.

Nuñez hoped that LGUs will do something for their residents that were affected by the hazards.

He said that it would be difficult if they will just react when something has already happened.

He added that the national government has a relocation program but some residents earlier refused to leave.

He said livelihood is one of their considerations while others reasoned that they already grew old in the area.

“Do we have to wait that somebody has to die?” he added.

The regional director said that LGUs can request to the National Housing Authority (NHA) if they already have a relocation site. The OCD, he said, will find ways to assist them.

“Let us meet halfway,” he added.

To address their concern, he said the provincial disaster risk reduction and management council (PDRRMC) and the OCD will meet with LGUs concerned. (PNA)

Arduinoboy Project Documentation

For my Physical Computing final project I resolved to construct a device known as an Arduinoboy. The Arduinoboy was originally conceived by chiptune musician Timothy Lamb (or Trash80) with the intention of creating an intermediary between an original Gameboy’s sound chip and your every day MIDI compatible device. This allows the owner of an Arduinoboy full control over the range of frequencies that the sound chip is able to produce whilst simultaneously bringing the process of writing chiptune music into a more traditional, keyboard based setting. This remarkable piece of hardware has the effect of making chip music more approachable for your average person, simply because it allows them to play a piece of technology (that happens to be older than me) as if it were a piano.

Developments and Problems

An initial problem that I encountered during the building of my Arduinoboy was that I had unintentionally ordered the wrong sort of Gameboy link cable (GBC instead of DMG-04). This resulted in me not being able to test the device for some time. After I had received my cable, stripped it and connected it to my terminal blocks I realised that I was also lacking not only a mini usb cable (for the purpose of flashing DMG music software to my smart card*1) but also a male to male DIN Midi cable, which is necessary as it enables the sending of MIDI data to the Arduinoboy.

Another, much more major problem that I encountered once the physical build had been finished was that instead of the startup sequence being played when the DMG was connected and only then. It was played every time that the mode select button was pushed. This allowed me to infer that this was more likely be a software issue, due to the fact that the Arduino was only receiving electrical energy from the circuit whilst the part of the circuit featuring LED’s responds to high level commands sent from the Arduino based on both the information it receives and the code which has been uploaded to it.

Final words

Although I have struggled greatly with this project, due to the fact that I have been punching above my weight in terms of both experience and technical expertise required to fully understand the intricacies MIDI circuitry. I have enjoyed it immensely. I now posses a small amount of knowledge and experience in this subject area, that I hope to be able to use as a launching pad during the construction of my next Gameboy experiment.

*1 - The software is mGB. A program written for the original gameboy for the express purpose of being used in conjunction with an Arduinoboy. The program allows the user low level access to the Gameboy’s innards - the sound chip and the 4 channels of audio that it is capable of producing.
