French General Directorate of Arms receives two Rafale B jets to be modified in the F4.1 standard
Rafale B aircraft are among the 40 aircraft, including 28 of lot 4 and 12 ordered in 2021 to replace the aircraft transferred to Greece.

The Directorate General of Armaments (DGA) of France received two two-seat Rafale B aircraft, designated "B364" and "B363", at the Dassault Aviation facilities in Mérignac (Gironde), which will be upgraded to the F4.1 standard.
Initially received in the F3R standard, the Rafale B aircraft underwent software transformation and transition to the F4 standard in Mont-de-Marsan. The F4.1 standard, certified by the DGA in March 2023, introduces capacity improvements, including the integration of the Scorpion helmet visor, improvements in the control of weapons for the use of the Meteor missile and advances in passive threat detection algorithms and data exchange capabilities between Rafale aircraft.
In addition, the F4.1 standard allows the integration of 1,000 kg AASM weapons with GPS/laser guidance, improved protection against cyber threats and updates for important sensors such as Talios, OSF and RBE2. In addition, it marks the first steps in improving connectivity capabilities, with all Rafale aircraft of the French Air and Space Force programmed for modernization to meet the F4 standard.
The two-seat Rafale B aircraft, "B364" and "B363", are part of a larger batch of 40 aircraft, comprising 28 Rafales of lot 4 and 12 aircraft ordered in 2021 to replace the jets transferred to Greece. Although most are allocated to the Air and Space Force, an aircraft will serve as a test bench for development tests.
The 13ª and 14ª aircraft of the lot were delivered in 2024, with a forecast of delivery of the entire lot by the end of 2025. In addition, plans are underway for the delivery of 13 more Rafale aircraft in 2024.
Dassault Aviation leads the industrial architecture of the Rafale program, with contributions from Snecma (Safran group) for engines, Thales for radar systems and companies such as Sagem (Safran group) and MBDA. An order for the 5ª modification batch was made at the end of 2023, with deliveries scheduled to start in 2027.

Members of NCIS’ D.C., Hawai’i, Los Angeles and New Orleans bureaus have joined forces for a good cause (and the crossover photo of your dreams).
Past and present stars of the popular CBS franchise united Wednesday on the SAG-AFTRA picket line. The group selfie, snapped and shared by NCIS: Los Angeles’ Daniela Ruah (aka Special Agent Kensi Blye), also features NCIS’ Brian Dietzen (Dr. Jimmy Palmer), NCIS: Hawai’i’s Vanessa Lachey (Special Agent-in-Charge Jane Tennant) and Kian Talan (Alex Tennant), and NCIS: New Orleans’ Scott Bakula (Supervisory Special Agent Dwayne Cassius Pride) and CCH Pounder (medical examiner Loretta Wade).
“Today was strong and necessary,” Ruah wrote on Instagram. “To all the @iatse & @dga members and supporters of @wgastrikeunite & @sagaftra I am so grateful to have walked alongside all of you today. Saw so many people I have loved for over 14 years coming together again in strength.”
NCIS: Los Angeles wrapped its 14-season run in May, while New Orleans went off the air in 2021, after seven seasons. Of note: L.A. vet LL Cool J is set to guest-star during NCIS: Hawai’i Season 3 as Special Agent Sam Hanna, and former castmate Ruah told TVLine’s Inside Line that she is open to similarly reprising her role as Kensi someday, somewhere.
CBS in January staged the first three-way crossover between NCIS, NCIS: Hawai’i and NCIS: Los Angeles. Prior to that, there had been assorted two-show crossovers between the mothership and its myriad spinoffs.

Stuff I'm Looking Forward to in February
Can't believe we're now into the middle of the first quarter of 2024. In addition to Black History Month (2/1-2/29), Groundhog Day (2/2), Lunar New Year (2/10), Valentine's Day (2/14), Ash Wednesday (2/14), Presidents' Day (2/19), and Leap Day (2/20) here is what's on my radar this month:
Movies:
Orion and the Dark
What got my attention about this animated feature is that it is written by Charlie Kaufman. Yes - the writer of Being John Malkovich and Eternal Sunshine of the Spotless Mind wrote this! Premieres on Netflix on 2/2.
Lisa Frankenstein
This horror comedy from director Zelda Williams (yes - the daughter of a legend) and writer Diablo Cody looks promising. Opens 2/9 (review to come).
Madame Web
The newest entry into the Marvel Cinematic Universe is also the next installment of the Spider-Man Universe as this gets into multiple Spider-Women and they filmed in Boston too. Color me curious! Opens 2/14.
Kiss the Future
During the Zoo TV Tour in 1993, U2 shined a light on the crisis in Sarajevo in an effort to support the besieged Sarajevans. This documentary about their efforts was produced by Matt Damon and Ben Affleck. After playing festivals last year, it is being released exclusively by AMC Theaters on 2/19.
Drive-Away Dolls
I was a huge fan of the Coen brothers, but after The Ballad of Buster Scruggs, they began working solo. After Joel Coen’s The Tragedy of Macbeth, I’m excited to see Ethan Coen’s solo feature, an action comedy about inept criminals, which is his wheelhouse. I first was looking forward to this in September 2023 and I still am. Opening 2/23.

Paul McCartney & Wings Band on the Run 50th Anniversary Edition
To celebrate the 50th anniversary of Paul McCartney's greatest non-Beatles album, a new special edition is being released. The timing happens to be a few weeks after the passing of Wings guitarist Denny Laine as well. Re-release drops on 2/2.
J. Mascis What Do We Do Now
In addition to Dinosaur Jr., J. Mascis has done some great solo work. His last solo album Elastic Days had some bangers and I was lucky enough to see him do a live solo show in 2019. Looking forward to his newest solo album, which drops 2/2.

Curb Your Enthusiasm Season 12 premiere
The 12th season of one of the most brilliant TV comedies of all time is going to be the final season (or so they say). Even though it's only at season 12, each season has been spaced out over the past 24 years. I named Season 11 my Best TV Show of 2021. Hopes are high for Larry David's social assassin going out on a high note! Season premiere on 2/4 on HBO.
Awards Season:
We're in the midst of awards season now! This month we have Grammy Awards (2/4), DGA Awards (2/10), SAG Awards (2/24), and Independent Spirit Awards (2/25). Not exactly an awards show, but the biggest competition of the year is the Super Bowl (2/11) as well.

One more post-Emmys thought:
It seems that in the streaming age there tends to be one show that hangs onto the Emmy glory, at least in the comedy category, for a limited amount of time: in 2018-2019, it was Mrs. Maisel: then we had an off year with the pandemic and Schitt's Creek won everything: then from 2021-2022 Ted Lasso was dominant: now it's The Bear's turn. That will last for another year, I think. In earlier years the same shows and the same people would win over and over, because they were network shows and it was a collective shared cultural experience. Now it's all over the place, and I think attention spans are shorter, and the memory of these shows fades faster. Maisels's fans seemed to be happy with the ending and as someone who keeps track with ratings it did do well there but Amazon Prime did not promote that last season at all, choosing to focus on Citadel, one of their many male-oriented procedurals. Ted Lasso was well-watched but it seemed a lot of fans and people involved with the series were over it by the last season. Now you have The Bear, which I don't think is probably going to have a similar shelf life. Maybe that's not bad.
(It's so weird being a huge fan of a favorite, honestly. Usually I'm into one show that occasionally gets an award like This Is Us at the most).
The other thing I had to say is that (some) House of The Dragon fans have this mistaken belief that Succession was the only thing standing in the way of awards glory for their show. However...the guilds ignored them (SAG, WGA DGA, and PGA) and they did not pick up some acting noms for other award ceremonies but those are voted on by the press, who were adamant that House of The Dragon made up for Game of Thrones 's sins by not disappointing them. The industry doesn't seem to like the show. If Succession is the only thing keeping it from Emmy glory, why didn't they pick up any acting or directing or writing nominations? The Emmys threw those at The White Lotus and The Last of Us even though they didn't win most of them.
It's fine to be an immensely popular popcorn show and nothing else. House of The Dragon seems to win over the media and the fans by giving them what they want: a lurid soap opera about a beleaguered Targ princess who is treated as the pinnacle of royalty but still has to fight "evil" foes who would deny her the coronation she truly deserves. This is the morality play GoT fans and the media wanted and were cruelly denied: the crowning of their beloved Targaryen queen. That's the story they wanted and the one HOTD seeks to tell. It's rather shallow but it's what the fandom screamed for. So thus, no awards.
Now you may say uh Frazzled, the source material for House of The Dragon does not end in an epic triumph for Princess Rhae Rhae. True, but I don't think the writers have gotten that far along and GRRM is pretty much letting them do whatever they want, so we'll see how that shakes out. At the very least they're pretending that Rhaenyra planned to do something about the threat of ice zombies, although it's not clear what. You may also say that not everyone watched GoT to see Daenerys get what she wanted, which is very true, but the Targ fans were the loudest and they included much of the media, so that's who the franchise hopes to please. I myself am still watching HOTD and rooting for the "villains", so I guess a lot of GoT fans chose to overlook the fact that HOTD has a pretty narrow and superficial scope, myself included.
So it's a popcorn show. Nothing wrong with that, really, but I don't expect things to change while it's still on the air.

IATSE almost struck (striked?) back in 2021. Things got pretty gnarly during the pandemic because studios were having to spend a lot of their budgets on covid safety [because heaven forbid the state of california have to pay out unemployment to the workers of a multi billion dollar industry, so they made special stipulations for production to continue filming and keep the capitalism of the state functioning, obviously the virus isn't important enough to stop tv from filming /s], so they were tighter with the rest of production as well. Which was basically the straw that broke the camels back on top of everything else up to that point, because the hours that crews have to work are brutal a lot of the time. 12 hour days are the regular expected, and they typically go longer, not unusual to do a 14 or 16 hour day, not including your own commute to and from work.
The union took a strike authorization vote and it was nearly unanimous (like above 95% authorized), but instead of taking that momentum and using the solidarity of the workers to impact meaningful change, the union reps screwed them over in negotiations and allowed the contracts with the AMPTP to get ratified due to an electoral college like voting system. The popular vote (particularly with LA local crews) was against it.
The writer’s guild is notoriously one of the strongest unions/guilds in town, and I know writers have been hurting because of the fuckery of streaming services. There’s a massive likelihood that it will happen again when the WGA has their negotiations this year (SAG AFTRA and the DGA also have them, but they are less likely to be the branch that strikes). When it happened in 2008 it lead to the boom in reality tv, since scripted tv was all on hold. It will be interesting to see what happens this time, because the contracts do really need to be redone to protect the people who are actually doing the work to make all these shows and movies, and not just to pump up corporate profits for bloated conglomerates.

On February 23, 2024, the French Air and Space Force (AAE) revealed that the Rafale F4.1 fighter jet had completed its inaugural operational sortie in support of the 30th Fighter Wing's training exercises, affirming its readiness under the new standard. The aircraft's debut mission under the F4.1 standard occurred on Friday, February 16, 2024, at Air Base 118 in Mont-de-Marsan.

After being delivered to the 01.030 "Côte d'Argent" fighter and experimentation squadron stationed at Air Base 118 a year prior, the Rafale F4.1 has been utilized for training missions by the armed forces and has now achieved its Initial Operational Capability (IOC), enabling its deployment for operational tasks, including air policing duties.
EzoicThe final phase will encompass achieving Full Operational Capability (FOC), anticipated upon the full integration of all capacity enhancements and new equipment associated with the standard. These enhancements encompass a helmet-mounted sight and a new 1,000 kg armament, improvements to air-to-air and air-to-ground targeting systems, enhancements to the self-protection system, and integration of the Talios targeting pod. In the future, all Rafale aircraft within the French Air and Space Force and the Navy will undergo a gradual retrofit to meet the new F4.1 standard.
Initial testing of the Rafale F4.1, supervised by the DGA Flight Tests Center, occurred in April 2021 at Istres. Further tests in electronic warfare, aircraft survivability, and weaponry were conducted between 2021 and 2023 at various DGA facilities, including the Information Mastery, Aeronautical Techniques, and Missile Testing centers.
The French Defense Procurement Agency (DGA), Direction générale de l'Armement, declared the qualification of the Rafale combat aircraft's F4.1 standard on March 13, 2023, indicating its readiness for collaborative aerial combat. The F4.1 standard incorporates capabilities such as collaborative air combat, integration of the 1000 kg AASM weapon, and enhanced cyber threat resilience. This standard brings significant enhancements in aerial combat capabilities, including integration of the Scorpion helmet sight, improvements in firing control for the Meteor missile, advancements in passive threat detection algorithms, and increased data exchange capabilities among Rafale aircraft.
Additionally, the F4.1 standard introduces the integration of the 1,000 kg AASM (Air-to-Ground Modular Weapon) with GPS/laser guidance, improved cyber threat protection, new features for sensors like Talios, OSF, and RBE2, and initial developments in connectivity. Alongside these advancements, various equipment and weapons are introduced onto the Rafale, including a new IRST for the Front Sector Optronics to enhance passive target detection and identification against low signature aircraft, upgrades to the RBE2 AESA radar with new SAR and GMTI/T modes for improved radar imagery and ground target detection, collaborative modes to enhance detection, tracking, and firing capabilities, the introduction of the Thales Scorpion helmet-mounted display and larger cockpit displays for target designation, and expansion of the Hammer family of munitions to include 1,000 kg variants, offering stand-off capabilities against larger or hardened targets.
Furthermore, the introduction of the F4.1 Standard will continue over the decade, incorporating new functionalities and equipment such as the MICA NG air-to-air missile, enhancements in connectivity with communication server and Satcom satellite link, and a digital jammer for the SPECTRA self-defense/electronic warfare suite.

C-130J Super Hercules Squadron Completes First Binational Aircrew Training
Aircrew members representing the French (Armée de l’Air) and German (Luftwaffe) air forces made history as the first-ever binational C-130J Super Hercules squadron to complete training together. The training took place at the France Germany Multinational Training Center (FGMTC), a facility built and equipped by Lockheed Martin (NYSE: LMT), in partnership with the French Direction générale de l'armement (DGA) and the German Federal Ministry of Defence. Lockheed Martin broke ground on the training center in 2021 as part of a direct commercial sale contract with France’s DGA, which includes training devices, the learning management system, courseware and options for additional training services. The squadron consists of a combined 10 Super Hercules aircraft built by Lockheed Martin, including six from Germany and four from France.

Jakarta - Kementerian Hukum dan HAM (Kemenkumham) kembali meraih Digital Government Award Sistem Pemerintahan Berbasis Elektronik (SPBE) Summit tahun 2024. Kemenkumham menjadi yang terbaik dalam Penerapan Sistem Pemerintahan Berbasis Elektronik untuk kategori Kementerian.
Penghargaan ini diterima Kemenkumham atas penerapan SPBE di Kemenkumham selama tahun 2023. Penghargaan tersebut diumumkan pada kegiatan SPBE Summit 2024 yang dipimpin langsung oleh Presiden Joko Widodo, di Istana Negara, Senin (27/05/2024).
Ini menjadi kali kedua Kemenkumham mendapatkan penghargaan penerapan SPBE, setelah sebelumnya menerima penghargaan serupa pada SPBE Summit 2023.
Sekretaris Jenderal Kemenkumham, Andap Budhi Revianto, mengatakan Kemenkumham telah menerapkan pelayanan publik berbasis digital untuk memudahkan masyarakat mendapatkan berbagai pelayanan yang ada.
Ia menjelaskan, saat ini telah tersedia beragam pelayanan digital yang dapat dimanfaatkan oleh masyarakat, mulai dari aplikasi paspor, pendaftaran dan pencatatan kekayaan intelektual, konsultasi hukum, pengaduan HAM, layanan administrasi hukum umum, hingga pelayanan pemasyarakatan.
“Masyarakat lebih mudah mengakses pelayanan di Kemenkumham. Pelayanan tidak lagi terbatas pada ruang kantor, tetapi bisa dimanfaatkan di mana saja masyarakat berada. Cukup dengan handphone dan akses internet,” ucap Andap.
Andap menjelaskan, setidaknya terdapat delapan aspek SPBE yang terus ditingkatkan oleh Kemenkumham, yaitu kualitas kebijakan internal, perencanaan strategis, sistem TIK, inovasi dan aplikasi, manajemen SPBE, audit TIK, layanan publik elektronik, dan layanan administrasi pemerintahan elektronik.
Dari tahun ke tahun indeks SPBE Kemenkumham telah menunjukkan tren positif. Pada tahun 2019, indeks SPBE Kemenkumham berada di titik 3,18 dari nilai maksimal 5. Selanjutnya, pada tahun 2021 mengalami peningkatan di nilai 3,68. Dan terbaru pada GDA 2024 Kemenkumham mendapatkan indeks 4,21 dengan predikat “Memuaskan”. Kemenkumham bahkan mencatatkan nilai maksimum 5.00 poin pada aspek layanan publik berbasis elektronik dan layanan administrasi pemerintahan berbasis elektronik.
“Teknologi digital terus berkembang. Karena itu Kemenkumham juga terus memperbaiki berbagai aspek pelayanan digital agar masyarakat semakin nyaman dan percaya terhadap pelayanan Kemenkumham,” ucapnya.
Penyelenggaraan SPBE di Kemenkumham yang baik, lanjutnya, sangat ditentukan oleh komitmen pimpinan, khususnya Menteri Hukum dan Hak Asasi Manusia (Menkumham) Yasonna H. Laoly, serta kolaborasi antar unit kerja. Andap berkomitmen mengawal SPBE Kemenkumham menjadi lebih berkualitas.
“Kesuksesan Kemenkumham meraih penghargaan DGA 2 (dua) tahun berturut-turut tidak lepas dari komitmen pimpinan, khususnya Menkumham, dan kolaborasi seluruh unit kerja untuk terus meningkatkan kepuasan layanan publik melalui optimalisasi penyelenggaraan SPBE sehingga layanan Kemenkumham menjadi lebih cepat, mudah diakses, dan lebih transparan,” ungkap Andap.
Untuk diketahui, DGA merupakan bentuk apresiasi yang diberikan oleh KemenPAN RB kepada Instansi Pusat dan Pemerintah Daerah (IPPD) yang telah menyelenggarakan SPBE. Pada tahun 2024, DGA diberikan kepada 65 (enam puluh lima) dari 621 (enam ratus dua puluh satu) IPPD.
