Who made/gave Emmet his robotic arm? Or is it something he himself was able to do?

Back in their present time, in Kalos:

I'm still very clueless about Pokemon lore, so when I searched for mechanic/engineer/inventor type characters, this little guy called Clemont/Citron popped up. According to wiki, he is from the Pokemon version of France (Kalos) and I thought that was fitting since there were French communities in Japan during that time period. So here is Vetoni, Clemont's ancestor, who lived in Hisui for work, then moved back to Kalos later.

Vetoni is very much inspired by Winry from Fullmetal Alchemist and was more than excited to create a functioning prosthetic arm for Emmet. Something that was very advanced for that time!

Thank you so much for the fun questions! I had no idea who would've made Emmet's prosthetic arm at first, but it was fun brainstorming!

If, in the Pokemon XY Sparkle AU, was Clemont the one who got the Sparkle powers instead of Ash, how would Ash, Serena, Bonnie, Palmer and the Team Rocket Trio at seeing Swordfighter Clemont (who, unlike his clumsy and cautious alter ego, is a suave and fearless swashbuckler) for the first time ever?

Assuming you mean Meyer and not Palmer…

Everyone who knows Clemont knows that he’s more of a thinker than a doer, so when he first transformed, everyone was taken aback. His father and sister nearly didn’t recognize him like that, but were proud of his newfound confidence. The TRio was panicked when he used both his new sword skills and his quick wit (no matter which form, he’s always going to be super intelligent) to dispatch them. Serena was a huge fan of the outfit, and Ash…

Ash was blown away. He knew that Clemont was an amazing person, but seeing him like that made his heart skip a beat and his face heat up, to the point where Pikachu had to shock him to get him to respond. Yep, he was in love.

as i see it currently, Clemont pokemon has two choices before him either grow up to be a very nice and confident trans woman or be a bit of a shut-in, Victor Frankenstein of the engineering world, gay man. however still being a gym leader and getting diagnosed with autism are enviable regardless.
