I've been rereading the webcomic, and I dunno if anyone has discussed it before but it seems like in the webcomic, Fubuki doesn't know that Tatsumaki was taken away and experimented upon for a few years, then encountered Blast. From her pov, her sister disappeared, came back, becoming a figure of terror in her life simply bc she's Tatsumaki and she's strong. It seems like Fubuki's knowledge of Blast comes from the rumors of HA rather than first hand account from Tatsumaki. And it seems like Fubuki was no contact up when she left Tatsumaki until Psychic Sisters Arc. They're aware of each other being heroes, but they haven't seem like they faced each other again for a few years.
On the other hand, Fubuki knows Tatsumaki's trauma it seems, and knows Blast helped Tatsumaki and was responsible for why she thinks the way she does. While Tatsumaki is def overstepping and disrespectful, Fubuki sees her with an element of sympathy and understanding, hence why she still opts to hang out with her. Heck, a redditor (Rohit799) noted Fubuki seems way more confident taking on stronger monsters on demon level bc she knows her sister will take care of it if worse comes to worst and Tatsumaki hasn't 99% made her feel downright powerless. But in the webcomic, it doesn't seem like Fubuki nor the Fubuki group has ever dared confront a demon level threat before.
Also, I recall Fubuki made assumptions that Blast can shoot lasers out of his eyes, has psychic powers, and can control a number of robots. Unless I reread the actual passage again, tbh from an out of context pov and as a younger sibling, it honestly sounds like something an older sibling's exagerrations would say to mess around their younger sibs, and Fubuki took it at face value

I think the answer needs to be considered in two separate but interacting parts. The first part is what Fubuki knows about Tatsumaki. The second is how Tatsumaki treats Fubuki. 
The first part: it’s not clear whether or not Fubuki in the webcomic knows about what happened to her sister. Knowing what happened would be good, but it wouldn’t make the terror Tatsumaki inflicted on her any easier to bear at the time.
The second part: there’s a small difference in how terrible Tornado is to her sister between manga and webcomic that makes a huge change.  In the webcomic, Fubuki has no faith that Tatsumaki won’t hurt her while in the manga, she’s confident that no matter how otherwise terrible Tatsumaki is, at least she won’t physically harm her. She can have a little bit more faith in her sister, yes. I can see how she can think of her sister as the ultimate backstop...even though it’s not nice what Tatsumaki does to her hangers-on if she comes out.

I think that little bit more faith has meant that when circumstances forced her to learn to stand on her feet, she could afford to take a step forward and empathise with her sister.

Another very important change is the journey.  WC Fubuki hasn’t been on the journey that manga Fubuki has had to go on.  WC Fubuki’s big challenge was to stand up to her sister sufficiently to make Tatsumaki go no contact. Manga Fubuki has been forced to stand up and be useful in her own right or die horribly and the struggle has given her another perspective on her troublesome sister.
As to what Fubuki thinks of Blast, I think she does get a lot of her impression from her sister.  The laser eyes and so on aren’t her big problem though. It’s the way Tatsumaki idolizes his advice to be independent at all cost.
