MMMM now that's a good question.....a lot of characters exhibit babygirl behaviours (as is typical of most of Urasawa's work, thank u sir), but in terms of who has the most babygirl vibe of them all? I would probably say Tenma. As much as my personal babygirl is Grimmer, Tenma fits the type a little bit better. He's just the right amount of a tired middle aged man who's kind of pathetic but doing his best and in spite of it all has incredible charm.

Also it might be a bit weird but how I classify a "babygirl" somewhat depends on how they would react to being called babygirl, and a character who would get flustered about it is higher on the babygirl scale. Tenma is definitely this so yeah. He's king babygirl.
