¿Nos puede dar detalles de la denuncia que introdujo ante el Ministerio Público, en relación a que efectivos de la Fuerza Armada Nacional Bolivariana (FANB) “planean utilizar francotiradores” contra las personas que manifiesten en las calles de Venezuela contra el gobierno de Nicolás Maduro?

  Hace 10 días recibí un sobre sin remitente en mi casa que incluía un pendrive con una grabación y la transcripción de esa grabación. En ella, conversan 6 generales del ejército en la guarnición de la Zona Operativa de Defensa Integral (ZODI) en Lara. Yo los tengo identificados, discuten la posibilidad de utilizar francotiradores durante las manifestaciones de protesta que se vienen realizando en el país.  Uno de los fines es crear temor y miedo en los manifestantes para que se devuelvan a sus hogares, pero lamentablemente, dichas acciones también ocasionarían perdidas de vidas. Casualmente ese mismo día aparecieron en las redes sociales fotografías de un edificio en la Tahona (sureste de Caracas), donde se ve a un oficial de la Guardia Nacional (GN) con un fusil de francotirador, resultando varios heridos de bala en ese sector. Estamos en un proceso de evolución de violencia del gobierno contra los manifestantes. Todo esto dentro del marco de proponer una absurda Asamblea Constituyente, supuestamente originaria, con unas bases que no llenan las expectativas democráticas y que no significa ninguna solución para la crisis que atraviesa Venezuela. Han dicho que el proceso constituyente es la mejor forma de llegar a la paz y pienso que, por el contrario, están generando más violencia.

Pero, ¿qué espera usted del Ministerio Público?

Que se investigue, que se nombre un Fiscal con competencia nacional para ello. Mi motivación como venezolano, como soldado del ejército que durante 34 años hizo vida en la institución, es llegarle a cada miembro de la Fuerza Armada para que en su conjunto, reflexione y no ejerza un papel que lo colocaría como autor o cómplice de violación de derechos humanos y en delitos de lesa humanidad. En segundo término, hago la denuncia para que se respete el derecho a la protesta como lo consagra nuestra Constitución. Los protocolos militares no permiten el uso de armas letales en acciones de orden público y si se utilizan, es penado nacional e internacionalmente.

Entiendo que usted cree en la veracidad de la grabación que le hicieron llegar. ¿En cuáles elementos se apoya usted para pensar que la grabación es fidedigna?

Algunos de estos generales fueron subalternos míos y los conozco muy bien, reconozco sus voces.

¿Nos puede dar algún nombre?

Los que están allí del ejército. Hay también de la aviación. Esa conversación se da el 24 de abril pasado y es posterior a las muertes y manifestaciones que se produjeron en el estado Lara que fueron muy fuertes. Por ello, intentan pasar a una segunda fase del llamado Plan Zamora y si el comandante de esa zona anda en el empleo de francotiradores, porque la segunda fase lo exige, eso significa que en el plan están incluidos y, si lo firmó el presidente Maduro, la responsabilidad total, si se llega a conocer que alguno de los fallecidos durante estas protestas fue por un arma de un francotirador, es exclusiva del comandante del ZODI, del efectivo que está haciendo uso de esa arma de fuego prohibida y del Presidente de la República en forma directa, por ser el firmante del plan. Y por supuesto del Ministro de la Defensa General Padrino López quien es, además, el Comandante Estratégico Operacional, quien distribuye la orden. Si hay empleo de armas letales y eso está en la orden de operaciones, Padrino López es también responsable.

¿Quién es el comandante del ZODI y/o Plan Zamora en Lara?

El General de División Torrealba Pérez, que es quien habla en la grabación y lo llaman General 1. Otro de los elementos que hay que manejar es que la conversación se da en una oficina controlada por los generales y que a mí me da a entender que uno de los generales fue quien la grabó y la distribuyó. Me la hizo llegar pensando que tomaría acciones, que haría la denuncia por la gravedad del caso. Lo que denota que, dentro de los generales, aún hay oficiales que no están de acuerdo con lo que se está haciendo.

Luego de 34 años en la institución, conociendo a sus compañeros de armas, ¿cree que esos oficiales serían capaces de asesinar a civiles desarmados?

Mire, en esa grabación se habla de estudios psicológicos para el francotirador. Una de las profesiones militares más difíciles e incómodas es la de francotirador, porque es un elemento que no puede dudar a la hora de apretar el gatillo, independientemente de cuál sea el blanco que está viendo, porque para él es una amenaza. Una persona con sentido común, con conciencia, no va a disparar contra un ciudadano indefenso; pero una persona que no tenga ética, escrúpulo y valores es posible que sí cumpla la orden. No podemos descartarlo. Para evitar cualquier tentación de ese tipo hay que eliminar por completo la presencia de francotiradores en las protestas, independientemente de que en las mismas se tiren piedras u otros objetos contra los cuerpos de seguridad. Estos tienen herramientas para repeler y disuadir como bombas de humo, gases lacrimógenos, perdigones de goma y chorros de agua, entre otros. Pero no armas que generen la muerte o lesiones graves.

Mucho se ha dicho de la participación de militares cubanos dentro de los cuarteles ¿que sabe al respecto?

Sería lamentable. Yo estuve muchos años en los cuarteles, fui comandante de 8 unidades militares importantes en el país y nunca tuve un militar cubano en mi cuartel, ni recibí órdenes de cubanos y tampoco vi a oficiales recibir órdenes de cubanos. Si eso está pasando ahorita, recuerde que yo llevo 4 años fuera de la Fuerza Armada, sería mucho más triste mi sentimiento hacia Padrino López, más del que tengo ahorita por su irresponsabilidad en el mal empleo de la Fuerza Armada.

Según las encuestas, la forma de conseguir la paz en Venezuela es que Maduro se vaya. ¿Usted qué opina?

Que tiene que haber más democracia y el respeto a la Constitución. Que los problemas no se resuelven con represión y autoritarismo. Me pregunto, ¿a cuántos muertos está dispuesto a llegar Maduro para mantenerse en el poder? ¿por qué asesina un pueblo que lo que pide es comida y medicina? El problema es ético y le digo que Maduro, en el ejercicio de su mandato está muy comprometido ya que ha llegado a un nivel de abuso intolerable: manipula, miente y eso es reprochable en cualquier gobernante.

MANILA -- Severe Tropical Storm (STS) "Ambo" slightly weakened, and may make landfall over Real or Infanta, Quezon between 5 p.m. to 7 p.m. Friday, the state weather bureau said on Friday. In its 5 p.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Ambo was last tracked 40 kilometers south of Infanta, Quezon, moving northwestward at 20 kph. It packs maximum sustained winds of up to 100 kph near the center, and gustiness of up to 140 kph. On Friday night, moderate to heavy with at times intense rains may be experienced over Quezon, Marinduque, Aurora, Laguna, Batangas, Rizal, Metro Manila, Bulacan, Pampanga, Nueva Ecija, Nueva Vizcaya, and Quirino. Tropical cyclone wind signal (TCWS) no. 2 is hoisted over Ilocos Norte, Ilocos Sur, La Union, Apayao, Abra, Kalinga, Mountain Province, Ifugao, Benguet, the eastern portion of Pangasinan (San Nicolas, Natividad, San Quintin, Umingan, Balungao, Sta. Maria, Tayug, Asingan, San Manuel, Binalonan, Laoac, Urdaneta, Villasis, Rosales, Sto. Tomas, Alcala, Bautista, Bayambang, Urbiztondo, Basista, Malasiqui, Sta. These areas may have strong to damaging gale storm-force winds during the passage of Ambo. TCWS no. 1 is raised over Cagayan including Babuyan Islands, Batanes, Zambales, Bataan, the rest of Pangasinan, the rest of Isabela, the rest of Quezon, the rest of Camarines Norte, the western portion of Camarines Sur (Del Gallego, Ragay, Lupi, Sipocot, Libmanan, Cabusao), and the northeastern portion of Oriental Mindoro (Puerto Galera, San Teodoro, Baco, Calapan, Naujan, Victoria, Socorro, Pola). These areas may experience strong to gale-force winds during Ambo’s passage. PAGASA warned that sea travel is risky for all types of seacraft over the seaboards of areas under TCWS. Meanwhile, earlier in the Laging Handa public briefing, Department of Science and Technology Undersecretary Renato Solidum Jr. said PAGASA spotted a low-pressure area (LPA) outside the Philippine Area of Responsibility (PAR). "The LPA was spotted 2,400 kilometers east of Mindanao. PAGASA will monitor this after (Ambo) exits PAR. The LPA is still far, but we have to prepare for it," Solidum said. El general retirado Cliver Alcalá aseguró que la fuerza armada no responderá a los llamados de los dirigentes opositores a que los funcionarios defiendan el orden constitucional

Cliver Alcalá Cordones, general retirado del Ejército, indicó que el Alto Mando Militar no actuará para lograr un cambio de gobierno en el país. Aseguró que el presidente Nicolás Maduro les ha dado a los dirigentes de la Fuerza Armada Nacional Bolivariana (FANB) puestos de influencia en el área comercial.

“El Alto Mando Militar está muy cómodo con Maduro. Para qué tumbarlo si los ha puesto a hacer negocios en áreas estratégicas de la economía, la minería y el petrolero”, señaló el ex comandante de la Región Estratégica de Defensa Integral (Redi) de Guayana.

Alcalá Cordones desacredita que la FANB responda a los llamados de los opositores, quienes les piden constantemente que defiendan el orden constitucional.

“No hay diferencias entre los grupos de poder del gobierno, sino complicidad y hermandad. Lo han demostrado con las sentencias del Tribunal Superior de Justicia, que se ajustan a los intereses de esos grupos. Son caimanes en el mismo pozo”, agregó el ex militar al diario ABC de España.
