NEW DELHI: The decks have been cleared for the 13th edition of the delayed Indian Premier League (IPL) after the International Cricket Council (ICC) on Monday finally officially announced that the men’s T20 World Cup, which was scheduled to be played in Australia this October-November, is being postponed. The T20 World Cup’s postponement will now set the wheels in motion for the logistics teams of the BCCI and the eight IPL franchises to put their plan for the delayed IPL 2020 in place, with UAE being reported as the most likely venue. But it’s business as usual for players, who are gradually getting back to training at their respective bases. In Suresh Raina‘s words: “Franchises are doing their work, we are doing ours.” The Chennai Super Kings (CSK) stalwart recently hit the ground running in Ghaziabad at his personal training facility, with bowlers of the calibre of Mohammed Shami for pace and Piyush Chawla for leg-spin. But the return to work for Raina started falling in place over a phone-call with wicket-keeper batsman Rishabh Pant. “I called Rishabh, and he said ‘Raina bhai practice karte hain’ (let’s practice), so he came and we arranged everything,” Raina told Timesofindia.com. Originally from Muradnagar in Uttar Pradesh, Raina lives in Delhi these days and has been training at a farmhouse in Ghaziabad. “This is my personal ground here in Ghaziabad. It’s been about 10 days since I started practicing. We have had good practice sessions here,” said Raina, who has been sharing videos of his net sessions with Pant, Shami and Chawla on social media. It’s being reported that, in all likelihood, the IPL will be held from September 26 to November 8. The road for the BCCI is now a clearer one after the ICC meeting on Monday, where the T20 World Cup postponement was made official. The IPL was postponed indefinitely earlier, before its original start date of March 29, due to COVID-19. Raina said the players don’t need to bother about when the tournament will happen and instead focus on their training to be in shape for whenever they are called for IPL duty. “Franchises are doing their work, we are doing ours. ‘Humein jab bola jayega khelne ke liye, hum taiyar hone chahiye’ (we have to be ready whenever asked to play),” said the 33-year-old southpaw, who plays for the three-time IPL champions CSK led by MS Dhoni. The southpaw said it was high time that the players got back into training mode as it’s important to stay “mentally very strong” to play the most competitive franchise cricket league in the world. “Have to train. As sportspersons, we all need to be mentally very strong. Like everyone is saying now ‘IPL hone wala hai’ (IPL is around the corner), so we need our preparation, our game back. For that, you need to get going,” Raina, the first Indian batsman to score a century in Tests, ODIs and T20Is, told TimesofIndia.com. Raina said having spent two months in lockdown at home and without any cricket for many months now, a player would need close to a month’s time in training to be back in top shape. “Players would need at least 3-4 weeks (of training). If it (IPL) happens say after 20 days or 30 days (from now), a player needs at least 3 to 4 weeks,” said Raina while on his way to training. “Ab jo ek world ka top bowler hai, usse bhi khel lein (let me train against one of world’s top bowlers),” he said, adding that Shami, who plays for Kings XI Punjab, will join him for the day’s session. “Abhi do din zara Shami bhai ko khel lein. Bowler se dosti karna zaroori hai batsman ko (let me bat against Shami for a few days. It’s important for a batsman to be friends with a bowler),” he said on a lighter note. Leaving the final decision on the IPL to the BCCI, Raina, who has played 18 Tests, 226 ODIs and 78 T20 internationals for India, told TimesofIndia.com, “Definitely there is the government, the BCCI, they must be planning so many things. There will be a lot of things to be taken care of (in light of the pandemic).” However, he is happy that the tournament will not happen in peak-summer months. “I am excited that whenever it happens now, it will be in good weather. We are going to miss the fans if they aren’t allowed because of the current (coronavirus) situation,” said the World Cup winner.

The Drugs Controller General of India (DCGI) has given nod to the Serum Institute of India (SII) for conducting phase 2 and 3 human clinical trials of a COVID-19 vaccine candidate, developed by the University of Oxford, in the country.
Government officials told PTI that the approval for conducting phase 2 and 3 clinical trials by the SII was granted by DCGI Dr V G Somani late Sunday night after a thorough evaluation based on the recommendations of the Subject Expert Committee on COVID-19.

India's 54,735 new cases were down from the previous day's record 57,118 but raised the total to 17,50,723 and toll from the virus to 37,364 with 853 fatalities reported on Sunday.
The month of July, according to AP, accounted for more than 11 lakh of those cases. Seeing the rising cases, the Indian Premier League (IPL) Governing Council announced on Sunday that the IPL 2020 will be held in the UAE between 19 September and 10 November, while allowing unlimited replacements due to the precarious health situation. The Board of Control for Cricket in India (BCCI) in a statement said that the Women's T20 challenge too will be held in the UAE.
BJP leaders including Shah, Yediyurappa test positive
Union Home Minister Amit Shah said he has tested negative for the virus and will be admitted to a hospital on doctor's advice even though his health was fine. A close confidant of Prime Minister Narendra Modi, 55-year-old Shah made the announcement on Twitter.

The home minister also requested those who had come in contact with him in the last few days to get tested for coronavirus and isolate themselves. It was not officially disclosed where Shah was admitted but reports said that Shah had been admitted to the Medanta Hospital in Gurugram.
The last known public function which Shah attended was on Saturday at the Indira Gandhi National Centre for the Arts (IGNCA) where he addressed a webinar on the occasion of the 100th death anniversary of Bal Gangadhar Tilak. About 50 people were physically present at the event. Government sources told new agency PTI that the home minister was also present at the last meeting of the Union Cabinet held on Wednesday.
Union minister Babul Supriyo said that he was going into self-isolation as he had met Shah.

On Sunday, Kamal Rani Varun, the only woman cabinet minister in the Uttar Pradesh, succumbed to COVID-19 at a hospital in Lucknow. She was 62. The Technical Education minister, who tested positive for COVID-19 on 18 July, breathed her last at the Sanjay Gandhi Postgraduate Institute of Medical Sciences (SGPIMS). She had comorbidities, including diabetes, hypertension and hyperthyroidism, a senior doctor at the hospital told PTI.
Tamil Nadu governor tests positive
In Chennai, the Kauvery Hospital in a bulletin said that Tamil Nadu Governor Banwarilal Purohit (also a former BJP MP) has tested positive for COVID-19, but has been advised home isolation since his infection is mild.
The 80-year old Purohit was on self-isolation since July 29 after three people in the Raj Bhavan tested positive for the coronavirus.
Purohit "tested positive for COVID-19," hospital executive director Dr Aravindan Selvaraj said in the bulletin.
"He is asymptomatic and clinically stable," it said, adding the governor underwent further tests and assessment at the hospital located at Alwarpet area of the city.
"As the infection is mild, he has been advised home isolation and will be monitored by the medical team of Kauvery Hospital," it added.
Amitabh Bachchan discharged
Meanwhile, megastar Amitabh Bachchan said that he has tested negative for COVID-19 and will be quarantined at home.
The 77-year-old actor was admitted to Mumbai's Nanavati hospital along with son Abhishek after testing positive for COVID-19 on 11 July. Abhishek, however, said he is still COVID-19 positive and will remain under medical care.

India reports 54,735 new cases, 853 deaths
India's COVID-19 tally reached 17.5 lakh on Sunday, just two days after it went past 16 lakh. As many as  54,735 new cases and 853 fatalities were recorded in the 24 hours ending 8 am on Sunday.
This is the fourth consecutive day that COVID-19 cases have increased by more than 50,000
But recoveries also rose to over 11 lakh day, according to the Union Health Ministry data updated in the morning. There are 5,67,730 active cases of coronavirus infection in the country at present.
The recovery rate among COVID-19 patients has risen to 65.44 percent while the fatality rate has further dropped to 2.13 percent, said the health ministry.
According to the ICMR, a cumulative total of 1,98,21,831 samples have been tested up to 1 August with, 4,63,172 samples being tested on Saturday.
Of the 853 fresh deaths reported on Sunday, 322 are from Maharashtra, 99 from Tamil Nadu, 98 from Karnataka, 58 from Andhra Pradesh, 48 from West Bengal, 47 from Uttar Pradesh, 26 from Delhi, 23 from Gujarat, 19 from Punjab, 16 from Rajasthan, 13 from Bihar, 11 each from Telangana and Jammu and Kashmir and 10 from Odisha.
Of the total 37,364 deaths, Maharashtra has reported the maximum at 15,316 followed by 4,034 in Tamil Nadu, 3,989 in Delhi, 2,464 in Gujarat, 2,412 in Karnataka, 1,677 in Uttar Pradesh, 1,629 in West Bengal, 1,407 in Andhra Pradesh and 876 in Madhya Pradesh.
The health ministry stressed that more than 70 percent of the deaths occurred due to comorbidities.
Mizoram, Goa see record jumps in new cases
During the day, many states including Mizoram, Tamil Nadu, Goa, Andhra Pradesh and Maharashtra reported new cases and deaths
Mizoram reported its highest single-day spike of COVID-19 with 55 people being infected with the deadly virus, taking the northeastern state's caseload to 468. Goa too reported a record spike of 337 COVID-19 cases, propelling the infection count in the coastal state to 6,530, while the death of five people increased the toll to 53.
With the addition of 9,509 cases, Maharashtra's COVID-19 case count reached 4,41,228 on Sunday while the toll rose to 15,576 with 260 people succumbing to the infection during the day.
Tamil Nadu recorded 5,875 new COVID-19 cases taking the aggregate total to 2.57 lakh till date, while 98 more people succumbed to the virus on Sunday. Andhra Pradesh saw a marginal dip in its numbers. Against the 9,276 cases on Saturday after three days of 10,000 odd infections, fresh infections in the state further slid to 8,555, taking the overall count to 1.58 lakh.
The toll mounted to 1,474 with 67 new casualties in the last 24 hours while 6,272 more coronavirus patients recovered, the latest government bulletin said.
IPL 2020 to take place in UAE
As cases continued to spike, the Indian Premier League's Governing Council on Sunday decided to hold the  IPL 2020 in UAE and approved COVID-19 substitutions for the event. The tournament will be played from 19 September to 10  November at three venues in the UAE — Dubai, Sharjah and Abu Dhabi —subject to government approval, which is expected in the next couple of days.
"The 53-day tournament will witness 10 afternoon matches starting at 15:30 IST while the evening matches will start at 19:30 IST," stated a release from the BCCI.
In another major decision, the IPL GC also approved the women's IPL.
"Women's T20 Challenge will also take place in the UAE and will comprise three teams with four matches to be played during the IPL Playoff week," stated the Board's press release.
Health ministry issues fresh guidelines for international travelers flying to India
In another development, the health ministry issued revised guidelines for international travellers arriving in India. According to the new guidelines, passengers flying to India from 8 August can skip institutional quarantine if they submit COVID-19 negative test reports. The RT-PCR test should have been conducted within 96 hours prior to undertaking the journey.

The test report should be uploaded on the portal www.newdelhiairport.in for consideration, the guidelines stated.
According to the guidelines, all passengers are required to submit an undertaking on www.newdelhiairport.in that they are willing to undergo seven days mandatory institutional quarantine at their own expense, followed by seven days home quarantine.
"If they wish to seek such exemption, they shall apply on the online portal at least 72 hours before boarding. The decision taken by the government as communicated on the portal will be final," it said.
Each passenger shall also submit a declaration with respect to authenticity of the report and will be liable for criminal prosecution, if found otherwise. The test report could also be produced upon arrival at the point of entry at airport in India, it said.
The guidelines also included rules to be followed while boarding and de-boarding as well as during the travel.

CHENNAI: Bhuvneshwar Kumar burst into the public consciousness as a 19-year-old when he got Sachin Tendulkar out for his first duck in first-class cricket back in 2009. Playing for Uttar Pradesh, Bhuvi dismissed the Indian batting legend with the 14th delivery of his spell. The right-arm fast bowler’s cutter got the inside edge of Tendulkar’s bat and hit the pads to scoop up in the air. The fielder at deep short-leg position ran and completed the catch. Eleven years might have passed since the incident but Bhuvi says that it still gives him goosebumps. “It was a fortunate moment for me to get him out. I really cannot explain it in words. These are the kind of moments which you can just feel and cannot explain,” Bhuvneshwar said in a webinar organised by GainAccess Sports & Entertainment and SportzPower. The 30-year-old said that credit should also go to former India and UP batsman Mohammed Kaif for placing the fielder in an unorthodox position. “It was a kind of cutter and it held its line till the last moment. There aren’t many bowlers in the world who are expert in that and I always say that the credit for the wicket also goes to Kaif. This is because he placed the fielder in a very awkward position. Generally, there is no such position in the book. But the ball went to the fielder and he didn’t make any mistake with the catch. So I would say that the credit should also go to Kaif,” he asserted. The pacer also recalled an interesting anecdote before the day’s play. “We were staying in the same hotel during the match. So I was coming out of my room in the hotel and saw that Sachin Tendulkar’s room was adjacent to mine. So I stepped back into my room and kept the door ajar. It was only when Sachin paaji stepped out of his room and was walking towards the lift that I came out. “Inside the lift, I was noticing him while he was busy with his phone. I was so in awe of him that I was just seeing how he behaves before the match. When I was to bowl at him, I was just thinking about the fact that I am now going to bowl at him. I was not focusing on how I have to bowl. A 19-year-old kid was just bowling at the best batsman in the world and he was not sure of what he was doing. It was such an awe-inspiring moment for me,” Bhuvi said. A fit-again Bhuvneshwar was all set to return to competitive cricket in the ODI series against South Africa, scheduled to be held in March earlier this year. But the Coronavirus outbreak in the country meant that the series had to be cancelled. However, Bhuvneshwar, who recovered from a sports hernia injury, was okay with the Board of Control for Cricket in India (BCCI)’s decision. Expecting that the Coronavirus pandemic will be over soon, the pacer, who already missed several important series, including India’s tour of New Zealand, thought he will be back in action soon. His wait, though, is prolonged now as the infection is showing no signs of abating. “I was coming back to the Indian team after a gap of four months. Even though I was raring to go, I was okay with BCCI’s decision to cancel the series because I had thought that it (the problem created by the virus) would be soon over. Now, we play so much cricket that you could miss out on four series in the space of those four months. So I was willing to bowl my heart out if I got a chance. But then I didn’t think that the wait will be for so long because initially I really thought the Coronavirus pandemic will be over soon,” Bhuvneshwar said. While the first match of the India-South Africa series in Dharamsala was washed out, the second match in Lucknow was supposed to be played behind closed doors. However, such was the crisis that the Board of Control for Cricket in India couldn’t take any risks and the visiting South African players too returned to their country. “After the first ODI was washed out in Dharamsala on March 12, we travelled to Lucknow for the second match. It was decided that we will play behind closed doors. We felt a bit awkward because there were won’t be any spectators. However, the entire series was abandoned eventually. Even then, I felt this pandemic will be over soon and we will return back to our normal lives. But now, it is going to be difficult to get back to the game,” the paceman said. The fate of the Indian Premier League (IPL) is still hanging in the balance. With the Coronavirus situation in the country showing no signs of easing, the Board of Control for Cricket in India (BCCI) is yet to decide on the annual event even though the Board president Sourav Ganguly has asked the state associations to prepare for the tournament. What is also hindering BCCI’s plans is whether the ICC will finally hold the T20 World Cup in Australia later this year. While there are a lot of questions to be answered, Bhuvneshwar backed the BCCI to conduct the IPL this year. “I want IPL to happen this year because I cannot see any international series happening anytime soon involving our team. See, if the T20 World Cup does takes place, then you obviously would be playing it. But if it doesn’t then, IPL is something which should take place. I have been reading interviews of quite a few overseas players and they are all eager for IPL to happen,” Bhuvi said. The 30-year-old fast bowler though feels that cricket being a team sport will change a lot in a post-Covid world. He says it might be difficult to follow all the protocols like social distancing in a team sport. “It’s a big change for us with cricket being a team sport. Being around 15 guys all the time and on top of that there are support staff and the number increases to 20-25 people… So it might be difficult initially when we return to the team because we generally train together and get close to each other while practising. So we have to follow a few norms when we get back to the Indian team,” said Bhuvi. Bhuvneshwar, who recovered from a sports hernia injury, was supposed to be back in action against South Africa in March earlier this year before the ODI series got cancelled due to the Coronavirus pandemic. But the Indian pacer isn’t disheartened. In fact, he has been keeping himself fit and prepared at his home during the lockdown. “I was out for four months due to injuries. Now, we play so much cricket that you could miss out on four series in the space of those four months. Someone new could come and take your place in the side by performing well in those four series. So I am trying to keep myself fit,” Bhuvi said. The Meerut fast bowler says that training at home is very different from what he is used to doing with the Indian team. “Training at home alone is completely different to how we train when we are in the Indian team. It is because we don’t have that kind of equipment. But then, it’s about keeping yourself motivated and keep thinking that when you go back to the team, you want to be a better version of yourself,” he said. There is an increased emphasis on fitness in the Indian team and Bhuvi doesn’t want his fitness levels to drop down when he joins the side. “You know you don’t want the fitness levels to drop when you are hitting the ground. You don’t want to start from zero. So you have to keep a basic level of fitness. But definitely it is different from team culture. However, these are difficult times and you have to maintain and adhere to a few norms to be safe and keep others safe,” the 30-year-old said. The paceman is confident of returning to 100 per cent fitness once he hits the ground. “I know when I return to the ground and train, I can definitely reach my 100 per cent fitness level. However, if I can maintain a basic level of fitness while training at home, it will be a win-win situation for me,” Bhuvi asserted.
