Could be! Stede did readily dress up most of the crew in fancy togs and wigs in S1E1 prior to Wellington & Badminton boarding, even if that was out of his own wardrobe, and seemed to be having a load of fun with it - he didn't have fancy duds to fit Wee John, but absolutely everyone else. And Wee John knit and sewed his own fabulous looks in S2.
