Which is just... not brought up in the film?  Like, at all?  Which was another thing I was really frustrated by.  

It was situated like Tony and Steve are having this deep ~~philosophical/moral~~ schism, which I guess technically they are, but only because the writers are making them?  It never feels grounded in their personal experiences, either separately (Winter Soldier’s SHIDRA strike teams and helicarriers of death targeting millions of people world-wide; Iron Man 2′s attempt to nationalize Tony’s armor being led by a literal cryptonazi and Iron Man 3′s terrorist cell having co-opted the fucking vice president) or together (the attempt to nuke NYC).

And Sokovia comes up a lot, but they never really explicitly link it to Tony’s guilt over Ultron?  Like he’s clearly flailing and way too ready to buy into the oversight program given his past experiences with, you know, government oversight, but every time he talks about it, it’s we this and we that and there’s no acknowledgement that he built Ultron or that he never really got over Wanda’s mindfuck.  He’s clearly in a reactive spiral, but they don’t give it an emotional anchor, and given how forced the relationship between him and Steve feels, it’s just bewildering and irritating instead of raising the stakes.

Just uuuuuuuuuuuugh.
