For the first time in four centuries, it’s good to be a beaver. Long persecuted for their pelts and reviled as pests, the dam-building rodents are today hailed by scientists as ecological saviors. Their ponds and wetlands store water in the face of drought, filter out pollutants, furnish habitat for endangered species, and fight wildfires. In California, Castor canadensis is so prized that the state recently committed millions to its restoration.
While beavers’ benefits are indisputable, however, our knowledge remains riddled with gaps. We don’t know how many are out there, or which direction their populations are trending, or which watersheds most desperately need a beaver infusion. Few states have systematically surveyed them; moreover, many beaver ponds are tucked into remote streams far from human settlements, where they’re near-impossible to count. “There’s so much we don’t understand about beavers, in part because we don’t have a baseline of where they are,” says Emily Fairfax, a beaver researcher at the University of Minnesota.
But that’s starting to change. Over the past several years, a team of beaver scientists and Google engineers have been teaching an algorithm to spot the rodents’ infrastructure on satellite images. Their creation has the potential to transform our understanding of these paddle-tailed engineers—and help climate-stressed states like California aid their comeback. And while the model hasn’t yet gone public, researchers are already salivating over its potential. “All of our efforts in the state should be taking advantage of this powerful mapping tool,” says Kristen Wilson, the lead forest scientist at the conservation organization the Nature Conservancy. “It’s really exciting.”
The beaver-mapping model is the brainchild of Eddie Corwin, a former member of Google’s real-estate sustainability group. Around 2018, Corwin began to contemplate how his company might become a better steward of water, particularly the many coastal creeks that run past its Bay Area offices. In the course of his research, Corwin read Water: A Natural History, by an author aptly named Alice Outwater. One chapter dealt with beavers, whose bountiful wetlands, Outwater wrote, “can hold millions of gallons of water” and “reduce flooding and erosion downstream.” Corwin, captivated, devoured other beaver books and articles, and soon started proselytizing to his friend Dan Ackerstein, a sustainability consultant who works with Google. “We both fell in love with beavers,” Corwin says.
Corwin’s beaver obsession met a receptive corporate culture. Google’s employees are famously encouraged to devote time to passion projects, the policy that produced Gmail; Corwin decided his passion was beavers. But how best to assist the buck-toothed architects? Corwin knew that beaver infrastructure—their sinuous dams, sprawling ponds, and spidery canals—is often so epic it can be seen from space. In 2010, a Canadian researcher discovered the world’s longest beaver dam, a stick-and-mud bulwark that stretches more than a half-mile across an Alberta park, by perusing Google Earth. Corwin and Ackerstein began to wonder whether they could contribute to beaver research by training a machine-learning algorithm to automatically detect beaver dams and ponds on satellite imagery—not one by one, but thousands at a time, across the surface of an entire state.
After discussing the concept with Google’s engineers and programmers, Corwin and Ackerstein decided it was technically feasible. They reached out next to Fairfax, who’d gained renown for a landmark 2020 study showing that beaver ponds provide damp, fire-proof refuges in which other species can shelter during wildfires. In some cases, Fairfax found, beaver wetlands even stopped blazes in their tracks. The critters were such talented firefighters that she’d half-jokingly proposed that the US Forest Service change its mammal mascot—farewell, Smoky Bear, and hello, Smoky Beaver.
Fairfax was enthusiastic about the pond-mapping idea. She and her students already used Google Earth to find beaver dams to study within burned areas. But it was a laborious process, one that demanded endless hours of tracing alpine streams across screens in search of the bulbous signature of a beaver pond. An automated beaver-finding tool, she says, could “increase the number of fires I can analyze by an order of magnitude.”
With Fairfax’s blessing, Corwin, Ackerstein, and a team of programmers set about creating their model. The task, they decided, was best suited to a convolutional neural network, a type of algorithm that essentially tries to figure out whether a given chunk of geospatial data includes a particular object—whether a stretch of mountain stream contains a beaver dam, say. Fairfax and some obliging beaverologists from Utah State University submitted thousands of coordinates for confirmed dams, ponds, and canals, which the Googlers matched up with their own high-resolution images to teach the model to recognize the distinctive appearance of beaverworks. The team also fed the algorithm negative data—images of beaverless streams and wetlands—so that it would know what it wasn’t looking for. They dubbed their model the Earth Engine Automated Geospatial Elements Recognition, or EEAGER—yes, as in “eager beaver.”
Training EEAGER to pick out beaver ponds wasn’t easy. The American West was rife with human-built features that seemed practically designed to fool a beaver-seeking model. Curving roads reminded EEAGER of winding dams; the edges of man-made reservoirs registered as beaver-built ponds. Most confounding, weirdly, were neighborhood cul-de-sacs, whose asphalt circles, surrounded by gray strips of sidewalk, bore an uncanny resemblance to a beaver pond fringed by a dam. “I don’t think anybody anticipated that suburban America was full of what a computer would think were beaver dams,” Ackerstein says.
As the researchers pumped more data into EEAGER, it got better at distinguishing beaver ponds from impostors. In May 2023, the Google team, along with beaver researchers Fairfax, Joe Wheaton, and Wally Macfarlane, published a paper in the Journal of Geophysical Research Biogeosciences demonstrating the model’s efficacy. The group fed EEAGER more than 13,000 landscape images with beaver dams from seven western states, along with some 56,000 dam-less locations. The model categorized the landscape accurately—beaver dammed or not—98.5 percent of the time.
That statistic, granted, oversells EEAGER’s perfection. The Google team opted to make the model fairly liberal, meaning that, when it predicts whether or not a pixel of satellite imagery contains a beaver dam, it’s more likely to err on the side of spitting out a false positive. EEAGER still requires a human to check its answers, in other words—but it can dramatically expedite the work of scientists like Fairfax by pointing them to thousands of probable beaver sites.
“We’re not going to replace the expertise of biologists,” Ackerstein says. “But the model’s success is making human identification much more efficient.”
According to Fairfax, EEAGER’s use cases are many. The model could be used to estimate beaver numbers, monitor population trends, and calculate beaver-provided ecosystem services like water storage and fire prevention. It could help states figure out where to reintroduce beavers, where to target stream and wetland restoration, and where to create conservation areas. It could allow researchers to track beavers’ spread in the Arctic as the rodents move north with climate change; or their movements in South America, where beavers were introduced in the 1940s and have since proliferated. “We literally cannot handle all the requests we’re getting,” says Fairfax, who serves as EEAGER’s scientific adviser.
The algorithm’s most promising application might be in California. The Golden State has a tortured relationship with beavers: For decades, the state generally denied that the species was native, the byproduct of an industrial-scale fur trade that wiped beavers from the West Coast before biologists could properly survey them. Although recent historical research proved that beavers belong virtually everywhere in California, many water managers and farmers still perceive them as nuisances, and frequently have them killed for plugging up road culverts and meddling with irrigation infrastructure.
Yet those deeply entrenched attitudes are changing. After all, no state is in more dire need of beavers’ water-storage services than flammable, drought-stricken, flood-prone California. In recent years, thanks to tireless lobbying by a campaign called Bring Back the Beaver, the California Department of Fish and Wildlife has begun to overhaul its outdated beaver policies. In 2022, the state budgeted more than $1.5 million for beaver restoration, and announced it would hire five scientists to study and support the rodents. It also revised its official approach to beaver conflict to prioritize coexistence over lethal trapping. And, this fall, the wildlife department relocated a family of seven beavers onto the ancestral lands of the Mountain Maidu people—the state’s first beaver release in almost 75 years.
It’s only appropriate, then, that California is where EEAGER is going to get its first major test. The Nature Conservancy and Google plan to run the model across the state sometime in 2024, a comprehensive search for every last beaver dam and pond. That should give the state’s wildlife department a good sense of where its beavers are living, roughly how many it has, and where it could use more. The model will also provide California with solid baseline data against which it can compare future populations, to see whether its new policies are helping beavers recover. “When you have imagery that’s repeated frequently, that gives you the opportunity to understand change through time,” says the Conservancy’s Kristen Wilson.
What’s next for EEAGER after its California trial? The main thing, Ackerstein says, is to train it to identify beaverworks in new places. (Although beaver dams and ponds present as fairly similar in every state, the model also relies on context clues from the surrounding landscape, and a sagebrush plateau in Wyoming looks very different from a deciduous forest in Massachusetts.) The team also has to figure out EEAGER’s long-term fate: Will it remain a tool hosted by Google? Spin off into a stand-alone product? Become a service operated by a university or nonprofit?
“That’s the challenge for the future—how do we make this more universally accessible and usable?” Corwin says. The beaver revolution may not be televised, but it will definitely be documented by satellite.

The Middle Eastern nation of Qatar has a population consisting of a little more than 300,000 native Qataris, living in 11,586 square kilometers of mostly empty sand. Thus, Qatar might seem to be an unlikely fulcrum for reshaping Western politics and culture through policy debates, think tanks, universities and brand-name cultural institutions. Yet over the past decade, Qatar has implemented the single most sophisticated, sustained, successful effort by any foreign nation or interest group to shape Western policymaking–especially American opinion—in its favor.
The amount of money that Qatar has poured into local governments, universities, schools, educational organizations, think tanks, and media across America, and the number of instruments and initiatives, like the anti-Israel Boycott, Divestment, and Sanctions movement, that Qatar uses to influence American opinion, is nearly overwhelming. It is impossible to understand how Washington works today without understanding the nature and scope of Qatar’s campaign.
Qatar has already turned much of its energy wealth into an enviable investment portfolio with significant holdings throughout the United States. Its strategy of using sovereign wealth funds and other investment vehicles as political instruments, for example, makes old-fashioned influence plays like bundling $1,000 campaign contributions to political candidates or placing op-eds by retired foreign service officers in the Washington Post seem the equivalent of writing fundraising letters by hand. Last year alone, Qatar reported $2.8 billion in direct foreign investment in American companies, much of which was targeted at states like South Carolina, where Doha took a big space in the state’s aerospace and drone industry. South Carolina’s elected representatives exercise substantial influence on the congressional committees responsible for overseeing U.S. foreign relations and defense expenditures. South Carolina’s influential senior senator, Lindsey Graham, has called for a resolution to the crisis pitting Qatar against its neighbors Saudi Arabia and the United Arab Emirates, but has frequently proven to be an outspoken public critic of Qatar’s main target, Saudi crown prince and de facto ruler Mohammed bin Salman.
Only a small percentage of Qatar’s jaw-dropping expenditures in America go toward gaming the loyalties of politicians, though. In a broader sense, the kingdom’s influence-buying strategies are a textbook example of how to transform cash into “soft” power in an era in which once-independent American institutions like the prestige media have been replaced by much flatter and easily gamed tech platforms powered by partisan alignments funded by large sums of corporate and foreign cash. Qatar’s official efforts to lobby the U.S. government quadrupled between 2016-2017, from $4.2 million to $16.3 million, but that pales in comparison to the cost of the indirect investments in U.S. political culture. Over an eight-year period from 2009-2017, The Qatar Foundation gave $30.6 million to dozens of American K-12 and public high schools—a pittance compared to the more than one billion dollars the country gave to U.S. universities between 2011-2017, making it “the largest foreign funder by far,” of American academia according to the nonpartisan watchdog group,Project On Government Oversight (POGO). In fact, according to POGO Qatar was the “only country to give over $1 billion in the seven years covered by the Higher Education Act data” included in the group’s report—the next biggest foreign spender, England, was more than $200 million behind. A final example from a Congressional Research Service report updated in March of this year notes that in “January 2018 U.S.-Qatar Strategic Dialogue “recognized” QIA’s commitment of $45 billion in future investments in U.S. companies and real estate.”
In addition to being exponentially more expensive, Qatar’s soft-power strategies are also infinitely more sophisticated than their predecessors. To understand how the new influence system works, imagine a museum hall that has been emptied of all the artworks or antiquities that visitors once agreed were valuable. That empty space is the American public sphere, which was once populated by institutions whose financial independence and professional norms allowed them to reinforce each other in validating accounts of reality for large numbers of people.
Now that those institutions have adopted openly partisan alignments and toxic conspiracy theorizing as the source of their incomes, they are no longer capable of creating a reality that large numbers of people can agree on. The only way to obtain even fleeting agreement in such a decayed and mercenary system is to buy it, in multiple places at once–left, right, center, academia, think tanks, political players, law firms, prestige media brands, leading politicians–so that each piece of the shattered mirror seems to reflect a common agreed upon reality. The difficulty of that task, of course, is that the illusions thus created are both fleeting and expensive. Qatar provides a textbook example of how to play that game, for those whose pockets are deep enough.
“It’s a tiny place with very significant resources,” says Princeton scholar of the Middle East Bernard Haykel. “The Qataris want to protect themselves and make themselves indispensable. They do that in part by making Qatar a convening venue. For instance, if the United States wants to deal with the Taliban, they go through Doha.”
At the end of last month, Taliban and U.S. officials signed an agreement that would allow U.S. forces to withdraw finally from Afghanistan. The deal would conclude one of the most disastrous military engagements in U.S. history, while fulfilling one of President Donald Trump’s most significant 2016 campaign pledges to end pointless foreign wars. And the deal also counts as the latest feather in Doha’s cap—possible only, say Qatari officials and the country’s admirers, through a U.S. partnership with a country that sees itself as friend to all. And for critics of Qatar, that’s precisely the problem.
“Qatar is a profoundly menacing influence to core U.S. interests,” says a U.S. expert on Gulf affairs who asked for anonymity. “The issue is that they’re structurally promiscuous—they’re always trying to buy protection everywhere, that they give money to U.S. enemies—like the Muslim Brotherhood or Hezbollah or Hamas or the Nusra Front in Syria. The Qataris are supposed to be allies of the United States yet they’re funding and dealing with groups and countries that are inimical to American interests.”
To hear Saudi Arabia and the United Arab Emirates tell it, it’s because of Qatar’s support for those groups and countries that it imposed a blockade on its fellow Gulf Cooperation Council (GCC) state in June 2017. Riyadh and Abu Dhabi issued 13 demands that Doha was obliged to meet before the embargo would be lifted. Among other demands, the Saudis and Emiratis said Qatar had to shut down its world-famous satellite news station Al-Jazeera, stop supporting the Muslim Brotherhood and armed Islamist groups, pull away from Iran, and cease interference in the internal affairs of its neighbors, namely Saudi Arabia and the UAE. Another demand required Qatar to align its “military, political, social and economic policies with the other Gulf and Arab countries.”
From Doha’s perspective, the demands were tantamount to asking Qatar to forsake its sovereignty. But from Riyadh’s and Abu Dhabi’s point of view, their smaller neighbor’s policies represent a strategic threat, especially, say pro-Saudi and Emirati figures, Qatar’s relations with Islamists across the Muslim world, like the Taliban—as well as Hamas, Hezbollah, Iraqi-based Shia militias, and Sunni terror groups.
The conflict between the two GCC blocs has resulted in a massive influx of Gulf wealth into Washington as lobbyists, consultants, think-tank experts and journalists fill roster slots on the two competing sides. Former Florida Congresswoman Ileana Ros-Lehtinen is among the latest big Beltway names to register as a UAE lobbyist, while South Carolina Sen. Lindsey Graham’s former deputy chief of staff signed on with Qatar last summer.
There is nothing secret about the money that foreign powers spread around the U.S. capital, of course. Indeed, the purpose of spending money is to openly demonstrate power and influence. The point of taking money from foreign powers, aside from the money of course, is to align oneself with the power their money represents. None of the Americans I spoke to for this story was less than open, some boastful, about their working relationship with one or the other side of the GCC conflict.
As far as Donald Trump is concerned, the GCC Cold War is also good for America. The White House says publicly that it wants the two sides, all U.S. allies, to resolve their differences, but before Wall Street crashed their multi-billion-dollar fight fueled the U.S. work force. To compete for Trump’s favor, both sides of the GCC conflict spent lavishly, buying arms, military planes as well as civilian carriers, and investing in real estate and manufacturing throughout the country, from New York to Texas. The jobs created by Gulf spending was a significant part of why in April the United States enjoyed the lowest unemployment rate since 1969.
But are the massive waves of Gulf cash that are washing over Washington and the rest of the country actually good for America? The Gulf states, after all, abide by a very different set of values than Americans do, or did, in a secularized free-market Western democracy. And as rapidly as U.S. regional partners are modernizing under dynamic leadership like Saudi Arabia’s Crown Prince Mohammed bin Salman and Qatari Emir Tamim bin Hamad Al Thani, there is still a long way to go. The workforce Qatar has imported from the Asian subcontinent to build 2022 World Cup sites is described, with only slight exaggeration, as slave labor.
At times, it seems like American foreign policy decision-making, especially when related to the Middle East and the Muslim world, has itself become a proxy battle between the two opposing camps in the Gulf. Saudi Arabia is critical of Qatar’s relationship with terrorist groups but skip over its own past relationship with Hamas. Both Riyadh and Abu Dhabi reportedly tried to act as mediators with the Taliban.

The link between these two significant southern capital cities goes beyond infrastructure connectivity. Envisaged as a potential stretch that will spur logistics and business activities between the two cities, this access-controlled expressway is planned and implemented by the National Highways Authority of India in three phases and 10 packages at an estimated cost of Rs 15,000 crore. Allowing speeds of up to 120 kmph, the road will be constructed under the hybrid annuity model where a part of the cost is borne by the Central Government and the contractor constructing the project is paid an annuity. Upon completion, the road project will have nine major bridges, 144 minor bridges, 143 culverts, 53 pedestrian underpasses and 41 vehicular underpasses. The construction on Phase 1 of the Bengaluru-Malur and Malur-Bangarpet stretches is expected to begin soon and will be completed in two years.

It also lies at the intersection of NH-4 and NH-207, making it a busy town. Another region that is witnessing growth includes the Sriperumbudur region - a popular automobile hub. It is one of the high potential areas in Chennai and the main areas that may benefit are in and around Maraimalai Nagar, Mambakkam and Vellanganni Nagar. The other cities that are likely to benefit in the long run include Bangarpet, Chittoor (AP), and Kanchipuram, among others,” Sharma adds.
Rise of residential clusters With the new government taking charge in Tamil Nadu, industry experts like Padam Dugar, president, CREDAI Chennai, are upbeat about the State encashing on the vast opportunities for varied industries to set up shop on this vital thoroughfare between the capital cities, and in its wake, the rise of new residential clusters.
“The expressway will undoubtedly spur economic activities and increase the speed of commute. But this is not the only positive factor. The route will offer great opportunities for various sectors such as warehousing and logistics, automobile and electronics manufacturing, pharmaceuticals, food parks, etc. Sriperumbudur is recognised as a major automobile manufacturing hub and also boasts of great social infrastructure such as entertainment parks and golf clubs. There is huge scope for housing to accommodate the employees working in these sectors,” he adds, citing the example of IT companies and industries on OMR, ECR, GST Road providing rental housing to their workforce.
On the back of the pandemic, which spurred the demand for residential options in the outskirts, away from the congested city centres, Dugar agrees that it is key for developers to focus on building self-contained townships along major roads like the Bengaluru-Chennai expressway corridor.

Alternative asset fund managers can use VCCs as a kind of financial vehicle. In January 2020, the Monetary Authority of Singapore introduced various rules and procedures for VCC intending to lure offshore and private equity fund managers to use Singapore instead of other offshore alternatives such as the Cayman Islands for their fund domiciles. However, the existing rules continued to make it unappealing to single-family offices because they would be required to first have a local asset management license before being able to establish their VCCs. Therefore, the intended reforms that would allow for single-family offices without local asset management licenses to create VCCs are a welcome change.
However, these changes and reforms will not come easy and may take some good time before they come to pass. If anything, the Monetary Authority of Singapore has just begun to prepare to engage in the consultation process, therefore it will probably be another one or two years to come before any real changes are made to the VCC Act.
A spokeswoman from this authority admitted that at the moment they were in the process of studying the probability of widening the scope so that a greater number of asset managers could be free to use the various VCC structures. The pertinent question was how to do so in a manner that would prevent and mitigate the risk of abuse of the various VCC structures for fraudulent and illicit purposes. However, this same spokeswoman was not forthcoming as to the potential changes that would be made or that would take place in the coming future.
Rising VCC Interest
By the end of March, more than 250 VCCs had been launched since the launch of the framework in January 2020. This same spokeswoman for the Monetary Authority of Singapore indicated that there had been a lot of expressed desire for fund houses and single-family offices to launch VCCs of their own. Various asset managers as well as other single-family offices that are currently not under the regulation of the Monetary Authority of Singapore had expressed keen interest to use the prevailing VCC structure. One example one such asset managers are real estate fund managers who make investments solely in immovable properties.

He also added that Singapore was proving to be a more preferred and favored location than Hong Kong due to the prevailing geopolitical factors that have been seen within the region. Even more Chinese single-family offices were also seen to be setting up within the city-state of Singapore.
